Azerbaijan systematically fighting against Armenian cultural values in Artsakh – Ombudsman

"The fierce struggle waged by Azerbaijan against the state symbols of the Artsakh Republic is another manifestation of the xenophobic behavior of the Azerbaijani authorities towards the Armenians," the Human Rights Ombudsman of Artsakh Gegham Stepanyan said in statement on Friday. 

The Ombudsman referred to the case of clearing the symbols of Artsakh statehood with knives from a bus  and  demands to remove the Artsakh flag from various  buildings of Artsakh, naming them "vivid examples of the complete lack of tolerance of Azerbaijanis towards Armenians living in Artsakh." 

"We must keep in mind that the symbols of Artsakh statehood are an integral part of our cultural values, so intolerance towards them is another proof that Azerbaijan is systematically fighting against Armenian cultural values in Artsakh. The symbols of statehood are the symbols of the right of the people of Artsakh to live in their homeland, to preserve their identity, to self-determination, against which any encroachment is directed against the dignity of our people and the general system of rights," added Stepanyan.

YEREVAN, SEPTEMBER 23, ARMENPRESS. Armenian Foreign Minister Ararat Mirzoyan met with Foreign Minister of Finland Pekka Olavi Haavisto within the framework of the 76th session of the UN General Assembly.

As ARMENPRESS was informed from the press service of the MFA Armenia, the Foreign Ministers of Armenia and Finland expressed readiness to further develop the Armenian-Finnish cooperation through joint efforts. The establishment of a format of consultations between the foreign ministries of the two countries, the development of cooperation in the fields of education, environment and business were highlighted.

Touching upon issues related to regional stability and security, the Armenian FM stressed that the maintenance of the ceasefire regime, the speedy and unconditional repatriation of Armenian POWs and civilian hostages still held in Azerbaijan, as well as refrain from anti-Armenian hostile rhetoric are important factors for establishing regional stability and security.

Ararat Mirzoyan also stressed the need to resume the peace process of the Nagorno Karabakh conflict within the framework of the OSCE Minsk Group co-chairs’ format, aimed at a comprehensive and lasting settlement of the conflict.

YEREVAN, SEPTEMBER 13, ARMENPRESS. The Hayastan opposition bloc wants to organize parliamentary discussions on the Azerbaijani military’s unlawful actions on the Goris-Kapan highway.

Hayastan lawmaker Artsvik Minasyan said at the parliament session that the latest National Security Service statement on the situation “didn’t say anything”.

“Since we are a parliamentary governing country, the Hayastan bloc is demanding to unconditionally find a format to organize a discussion, so that we’d be able to eventually properly understand what’s happening, especially then the NSS statement is now already entirely using Azerbaijani terminology,” Minasyan said.

Hayastan MP Gegham Manukyan asked Speaker Alen Simonyan whether or not the authorities are planning to respond to the proposal and summon the NSS director to parliament. The Speaker said he’d look into it.

“As Arstvik Minasyan said, we’ll discuss this issue in terms of format. I don’t rule out that we’ll accept it,” he said.

Azerbaijan confirms levying road taxes on Armenia interstate road

PanARMENIAN.Net - Azerbaijan has confirmed that it is collecting money from Iranian truck drivers on the Goris-Kapan interstate road in Armenia's Syunik province, according to Haqqin.az.

The country's State Customs Committee announced "levying road tax and other customs payments from vehicles passing through the territory of Azerbaijan."

Azerbaijani police officers deployed on the road connecting Armenian settlements in the province of Syunik demand $130 in cash from the drivers of Iranian trucks transporting goods and products to Armenia, a CivilNet correspondent reported from the scene earlier.

The National Security Service of Armenia reported earlier that the Azerbaijani police are inspecting trucks with Iranian license plates, headed to Armenia. The border guards of the National Security Service of the Republic of Armenia and the guards of the border service of the Federal Security Service (FSB) of the Russian Federation are working together to resolve the situation.

Film: ‘Yeva’ to be screened in Armenian Association in Rostov-on-Don

TEHRAN, Sep. 11 (MNA) – The film "Yeva" by Armenian-Iranian director Anahid Abad is to be screened in Armenian Association in Rostov-on-Don, Russia, on September 26.

Yeva is a 2017 Armenian drama film directed by Armenian-Iranian filmmaker Anahit Abad.

The joint Iranian and Armenian produced film financed by the National Cinema Center of Armenia and Iran's Farabi Cinema Foundation is Anahid Abad's first long film feature.

The film, set in the village of Dadivank, a few years after the first Nagorno-Karabakh war, tells how war affects people's destiny in the long term, bringing pain and suffering.

It tells the story of a young woman who flees Yerevan to the Artsakh Republic with her daughter to escape her in-laws, but events follow her there.

The film is about how the curfew affects human fates in the long term, causing pain and suffering.

It was selected as the Armenian entry for the Best Foreign Language Film at the 90th Academy Awards held in 2018 but it was not nominated. It was also announced as the winner of the Audience Award at the 11th edition of the Rome Francophone Film Festival.

The film has also participated in various film festivals across the world.

Court accepts Serzh Sargsyan’s lawsuit against MP Khachatur Sukiasyan for proceedings

A defamation lawsuit filed by Armenia’s third President Serzh Sargsyan against ruling Civil Contract faction MP Khachatur Sukiasyan has been accepted for proceedings by the Yerevan First Instance Court, according to DataLex judicial portal.

In addition to Khachatur Sukiasyan, the respondents in the case include the Republic of Armenia, represented by the National Assembly staff.

The lawsuit demands that Sukiasyan publicly renounce his “slanderous” statements made in the parliament and compensate for the damage caused to Sargsyan’s honor and dignity.

The case has been assigned to judge Sergey Sahakyan.

It’s yet unclear when the trial will start.

In a speech delivered in the National Assembly on 25 August, Khachatur Sukiasyan claimed that the former president had “gambled away millions of dollars” at Baden-Baden casinos.

Speaking to reporters on 6 September, Sargsyan’s lawyer, Amram Makinyan, said the lawsuit was rather extensive, expressing confidence the court would satisfy their request and oblige the lawmaker to refute his statements.

Water shortage in Artsakh arose when some of the reserves were left under Azerbaijani occupation – Gegham Stepanyan

"The water shortage in Artsakh is critical. Around 20 percent of capital Stepanakert has an issue with access to water, while 80 percent of the communities face the problem," the Human Rights Ombudsman of the Artsakh Republic Gegham Stepanyan told reporters on Thursday. 

He noted that in some communities, the water supply activates at fixed hours during the day and in other location  - once or twice during a week. 

"According to our studies, the issue is conditioned with three main factors: dry weather conditions and water scarcity, the growth of population in Stepanakert by 13-15 thousand as the city hosted displaced people from Artsakh regions and the third factor is most vividly expressed in communities, which is some of the water reserves were left under Azerbaijani occupation, and we have no possibility to access and use them," said Stepanyan. 

 As to the issue of mobile connection and internet access in Artsakh, the Human Rights Ombudsman noted the problem has arose over the past month when the mobile network and internet started operating with interruptions. 

In his words, both Karabakh Telecom and the Ministry of Territorial Administration have confirmed that the Azerbaijani side uses special technical means to jam the mobile signal and internet spread throughout Artsakh. 

Newspaper: Commander of Russia peacekeepers in Artsakh instructs to destroy Azerbaijan equipment

YEREVAN. – Hraparak daily of the Republic of Armenia (RA) writes: Relations between the Russian peacekeepers stationed in Artsakh [(Nagorno-Karabakh)] and the Azerbaijanis are becoming increasingly tense. In recent times, the Azerbaijanis have been provoking on a daily basis—they block the road in the Shushi [city] section, violate the ceasefire regime by opening random fire, sometimes in the direction of [the Artsakh capital] Stepanakert, too.

According to Artsakh sources, the Azerbaijani side is provoking in a planned way, trying to show that they are in charge of the situation, the peacekeepers are temporary and do not establish peace [in the region]. According to our source, the Artsakh and RA authorities—which do not respond to these provocations, do not issue messages about [the Azerbaijanis] violating the ceasefire, do not send notes [of protest], do not draw the attention of the international community to the incidents—give them [i.e., the Azerbaijanis] a green light.

Recently, the Azerbaijanis have concentrated equipment at the beginning of the road to Shushi, as if they are building the road. The road leading to Stepanakert was closed for several hours, the news reached the [Russian] peacekeepers. Rustam Muradov [i.e., the commander of these peacekeepers] contacted the Azerbaijani patrol, who replied that, “So we are doing. Isn't it our road? We will do whatever we want.” Muradov sent 2 BTRs [i.e., armored personnel carriers] to the "scene of the incident," and instructed to destroy the Azerbaijani equipment. They did so; they pushed, threw the tractor that blocked the road into the gorge.

Let us remind that Muradov's period of service [in the aforesaid capacity] has ended, according to our information, he will be replaced by Major General Mikhail Kosobokov.

Armenia Constitutional Court to examine opposition’s application challenging parliamentary speaker’s election

The Constitutional Court of Armenia has accepted for proceedings the application submitted by members of the opposition to challenge the constitutionality of the election of Speaker of the National Assembly, as reported on the website of the Constitutional Court.

The case will be examined on January 25, 2022 at 11 a.m. through a written procedure. Yervand Khundkaryan has been appointed the judge-rapporteur, and the National Assembly has been engaged as a respondent.
