Investments worth over 4 billion drams expected in Armenia’s Gyumri

YEREVAN, JULY 21, ARMENPRESS. New major investments are expected in Armenia’s Gyumri city on the sidelines of the Local Economy and Infrastructure Development project, Caretaker minister of territorial administration and infrastructure Suren Papikyan said.

The project is funded by the Armenian government and the World Bank and is implemented by the ministry’s Territorial Development Fund.

“The works aimed at improving Gyumri and strengthening that cultural city’s tourism potential continue. Works in unprecedented scale are expected”, he said.

The works include renovation of streets, parks and other areas in the city.

The total cost of all the works will be about 4 billion 300 million drams according to preliminary calculations.

Two more members of opposition ‘Armenia’ bloc apprehended

This morning, police officers apprehended also Maria Petrosyan and Nikoghos Hovhannisyan, members of the opposition "Armenia" bloc—led by second President Robert Kocharyan. Hovhannisyan himself informed about this on Facebook Saturday.

"Freedom for political prisoners," he added, in particular.

Police officers have been carrying out tight surveillance at the main building of the Armenian government since Saturday morning.

They have apprehended from there 16 people, including "Armenia" bloc member Gegham Nazaryan who is the father of a soldier who died in the Artsakh (Nagorno-Karabakh) war last year, as well as Taron Ghazaryan, Garnik Melkumyan, and Vardan Galstyan—members of the student union of the opposition Armenian Revolutionary Federation-ARF Dashnaktsutyun Party—, who tried to hold a peaceful protest outside this government building.

President of European Council to visit Armenia

YEREVAN, JULY 15, ARMENPRESS. President of the European Council Charles Michel will visit Armenia.

Armenpress was informed from the respective decision signed by Armenian caretaker Prime Minister Nikol Pashinyan.

The delegation led by Charles Michel will be in Armenia from July 16 to 17.

Armenia political scientist: Azerbaijanis push forward ‘Zangezur Corridor’ in international arena

The fight for geographical names is a big policy and a basis for territorial claims. Armenian political scientist Stepan Danielyan wrote this on Facebook.
"Azerbaijanis push forward the name 'Zangezur Corridor' in the international arena, which is already entering in international documents, and it is no coincidence that they already have a new region: 'Eastern Zangezur.' It is clear that by doing so, they are creating a legal basis for the territorial claim.
And what is the most interesting [thing] that the Armenian press and the CC [i.e., the ruling Civil Contract Party] officials are already using that name. If Armenia signs under any document with such a name instead of the name Syunik [Province], one can sincerely ask how much money they received from [Azerbaijani President Ilham] Aliyev for that," he wrote.

Nokia and Telecom Armenia launch 25G PON ready network in Armenia

Nokia and Telecom Armenia today announced they have agreed to a country-wide deal to introduce gigabit broadband over passive optical network (PON). The PON network was switched on today at an event held by Telecom Armenia. 

Telecom Armenia will deploy Nokia’s GPON and XGS-PON fiber equipment, which is software upgradable to 25G PON technology in future, along with its Wi-Fi Beacons and Altiplano management platform. Covering both the network and customer homes, the comprehensive solution from Nokia will initially be used by Telecom Armenia to connect customers to broadband access in the capital city of Yerevan before rolling out services to the rest of the country.

Artak Beglaryan: Two of the three principles for the settlement of Artsakh issue no longer valid

"I am more than sure that the Artsakh leadership, its people will never accept any solution to be part of Azerbaijan," Artsakh's State Minister Artak Beglaryan stated during an online press conference on Thursday. Beglaryan admitted that Artsakh passes through a difficult period, which does not necessarily mean there is no opportunities to continue the struggle. 

"Our road seems longer now. On the other hand, we have additional opportunities – including external political ones – to better organize our struggle for protecting the right to self-determination. Our arguments are now better perceived by the international community, as two of the three principles for the peaceful settlement of the Nagorno-Karabakh conflict are no longer valid. As a result of the war, the principle of territorial integrity and refrain from threat or use of force are no longer valid," said Beglaryan. In his words, the people's right to self-determination is the only remaining principle that should be focused on, and the fact is ackowledged by the Minsk Group and the international community. 

"We will continue our struggle in this direction. The Republic of Armenia should definitely exert active efforts, and we hope for positive dynamics in  the coming future," said the State Minister. 

Answering the question about future developments when the five-year term of Russian peacekeeping mission Nagorno-Karabakh ends, the minister expressed opinion the Russian mission would not be limited to five years. "The time will tell what solutions will be provided,  likewise the actions of major powers will show. I am confident we will have Russian peacekeepers here for a long period to ensure the security of the Artsakh residents. Our Defense Army and the Armed Forces on their part will guarantee the security ," said Beglaryan. 

Azerbaijani press: Aliyev: Armenia must determine borders with Azerbaijan as conflict is over [UPDATE]

President Ilham Aliyev has said that the Nagorno-Karabakh conflict is over and Armenia must determine its borders with Azerbaijan, Azertag reported on June 26.

He made the remarks in an address at a meeting with the Azerbaijani army’s top brass and a group of servicemen on the Armed Forces Day held in Baku’s Gulustan Palace on June 26.

“I have said this many times and I want to say again that the Nagorno-Karabakh conflict has been resolved. Armenia must accept it and work with us to determine the borders. A working group on delimitation should be established. There must be preparations for a peace agreement,” Aliyev said.

He added that there is only one way for Armenia to develop – to establish normal relations with its neighbors, give up its territorial claims, and not to use the word Nagorno-Karabakh at all.

“Because there is no territorial unit called Nagorno-Karabakh, there is no concept of the Nagorno-Karabakh conflict,” the head of state stressed.

He said that Armenia must understand that Azerbaijan will continue to grow.

"Our military strength will increase as well. After the war, relevant instructions were given, new contracts were signed and the process of purchasing new weapons, equipment, and machinery based on modern technologies continue. The structural reforms of our armed forces have been approved," he said.

Aliyev said that the number of Azerbaijani armed forces personnel will be increased.

“I can say that the number of our armed forces personnel will be increased. We will, of course, increase our military strength by properly analyzing the results and course of the second Karabakh war. Armenia, on the other hand, will not be able to restore not only its military power and its crushed army. If they do not renounce their hostile policies against us, they will have a very limited chance of restoring any economic activity. So we will continue to grow stronger,” he said.

The president stressed that the second Karabakh war showed the Azerbaijani army’s capabilities to the whole world.

“We have created such a strong army today that we can complete any task. Therefore, the provision of our army with modern equipment, regular training, the enhanced combat potential of our army, the creation of the military industry, and the reduction of dependence on imports to a certain extent – all this was part of our focused policy," Aliyev noted.

He underlined the role of diplomacy, political relations, and economic opportunities in contributing to the country’s victory in the war.

Aliyev recalled a series of Armenian provocations before the war.

“The April [2016] fighting was not a lesson for Armenia. Two years later, as a result of the Nakhchivan operation, we took over a large area, demonstrating our strength and professionalism once again. That did not serve them as a lesson either. Finally, the second Karabakh war was a lesson that they will remember forever. The second Karabakh war is our glorious history,”  he noted.

The president stressed that the Armenian army was completely crushed during the war, losing a large number of military hardware.

“I voiced these figures before, so you know them very well. You have destroyed the Armenian army, there is no Armenian army any longer – 336 tanks were destroyed or taken as spoils of war. Eight S300 installations were destroyed, other anti-aircraft systems were destroyed, artillery pieces were destroyed. In other words, there is no Armenian army any longer,” he added.

Aliyev underscored that during the war the OSCE Minsk Group mediators sent a message to Armenia urging it to stop the operations and provide a timetable for the withdrawal.

“But they refused. After we had liberated Shusha from the occupiers, they were forced to sign an act of capitulation in the early hours of 10 November,” he said.

Asbarez: EU Must Play Role in Yerevan-Baku Confidence Building, Say Ministers

The foreign ministers from three European countries who visited Armenia and Azerbaijan last week said that the European Union must play a role in ramping up confidence and trust between Armenia and Azerbaijan.

The foreign ministers of Austria, Lithuania and Romania were dispatched to the South Caucasus on a directive from Josep Borrell, EU’s High Representative for Foreign Affairs.

At a press conference Saturday at the EU Delegation in the Georgian capital of Tbilisi, Austria’s foreign minister Alexander Shallenberg stressed the dire need to build trust between Baku and Yerevan.

He said that intensive talks took place with Armenia’s acting Prime Minister Nikol Pashinyan and Azerbaijan’s president, Ilham Aliyev at the end of last week.

“Our goal was to understand the means by which trust can be built. This visit reaffirmed what we already knew: trust is the most important resource the region needs and lacks. Our goal is to sow the seeds of that trust. We know that the wounds caused by the Nagorno-Karabakh war are still open, but we need a healing process. This visit showed that the parties realize that there is a real need for this process, they need partners to start this process. The European Union is ready to assist in any way possible way,” Schallenberg said.

He said that the European foreign minister greatly appreciate Georgia’s role in this issue with the mediation of which the release of Armenian POWs by Azerbaijan and the handing over of maps of mined areas by Armenia became possible.

“I think this trilateral cooperation is beneficial for all parties,” said the Austrian Foreign Minister, noting that the EU fully supports such processes.

The European Union is a geopolitical force that can have a potential mission in the South Caucasus to ensure stability, democracy, and reforms that will help countries pursue European values in their aspirations, Lithuania’s Foreign Minister Gabrielius Landsbergis said during the press conference.

According to him, the region needs stability and predictability. “The visit was a good opportunity to hear the views of the parties on how the European Union can be more actively involved. When we talk about Armenia and Azerbaijan, we must help build trust,” Landsbergis said.

He expressed hope that the recent return of Armenian captives, and the handling of maps of minefields to Azerbaijan through mediation from Georgia and the EU will become a stepping stone for continued talks.

“It is time to talk about the role of the European Union in terms of establishing connections throughout the region, be it through roads or other infrastructure, such as gas and electricity. The European Union knows how to do it,” said Landsbergis.

The South Caucasus has a strategic importance for the EU, Romania’s Foreign Minister Bogdan Aurescu said at the Saturday press briefing in Georgia.

”We conveyed the EU’s commitment to prioritize the security, stability and welfare of all three South Caucasus countries, as well as EU’s determination to get involved in the settlement process of prolonged conflicts in this region more actively, since it has a strategic importance for the EU,” explained Aurescu.

Referring to the prolonged conflicts in the region, Aurescu said that they had a negative impact on the development of the Eastern Partnership countries.

He urged their partners in the South Caucasus to derive all possible from the tools provided by the EU Eastern Partnership to strengthen regional cooperation for the benefit of peace and prosperity.

”All three countries supported the creation of regional format comprised of the tree countries”, the Minister said.

He underscored that they had in-depth discussions in Armenia and Azerbaijan over the current situation and upcoming activities, considering the military operations of the previous year. 

”We urged them to act in a constructive manner, since the confidence-building measures, including the release of all the POWs and providing all the minefield maps, remain a priority,” Aurescu said, adding that the EU is ready to assist in any issue that can lead to a negotiated, stable and lasting solution of issues. 

”I emphasized the importance of reconciliation between the two societies. This process may be difficult and time-consuming, but there is no alternative,” said Romania’s foreign minister.

Armenia to host the Summit of Minds for third time

In October Armenia will host the prestigious international Summit of Minds, the third time in a row.

The Summit of Minds held every year in the French city of Chamonix has been hosted in Armenia since 2019. An exceptional agreement on the organization of the event was reached in September 2018, when the President of the Republic of Armenia Armen Sarkissian participated in the event as keynote speaker.

In 2021 the Armenian Summit of Minds will be held at the Central Bank Training and Research Center in Dilijan, co-organizers of the summit – President Armen Sarkissian, President of the Central Bank of Armenia Martin Galstyan and the founder of The Monthly Barometer Thierry Malleret – announced during an online meeting with the summit participants.

“Unfortunately, in 2020 we had a double trouble in Armenia. First there was the Covid, and then we had a war. In the case of 2021 Summit of Minds in Armenia, one of the interesting things would be – whether we like it or not – to discuss and analyze what happened in the South Caucasus last year and the future of this region,” President Sarkissian said.
