կհյուրընկալի ԱՄՆ Կանզաս նահանգի նահանգապետ Լորա Քելիին։ Նահանգապետի այցի նպատակը 
Հայաստանի և Կանզասի միջև փոխգործակցության 20-ամյա հոբելյանի նշանավորումն է և 
Կանզաս նահանգի ու Հայաստանի միջև կապերի հետագա ամրապնդումը։
Նահանգապետ Քելիին ուղեկցում է ԱՄՆ բրիգադային գեներալ Մայքլ Վեներդին, որը Կանզասի 
Ազգային գվարդիայի հրամանատարի պաշտոնը ստանձնելուց հետո առաջին անգամ է այցելում 
Հայաստան։
Նահանգապետ Քելին և բրիգադային գեներալ Վեներդին կհանդիպեմ ՀՀ վարչապետի և այլ 
բարձրաստիճան պաշտոնյաների, մասնավորապես՝ պաշտպանության, ներքին գործերի, 
կրթության, էկոնոմիկայի նախարարների հետ։ Նրանք նաև կայցելեն 12-րդ խաղաղապահ 
բրիգադ, Զինվորական հոսպիտալ, Պաշտպանական ազգային հետազոտական համալսարան, 
Ռազմական համալսարան և Հայաստանի ազգային ագրարային համալսարան։
Կանզաս նահանգի և Հայաստանի Հանրապետության գործընկերության ծրագիրը սկիզբ է առել 
2003թ․-ին  Հայաստանի, ԱՄՆ Կանզաս նահանգի և ԱՄՆ պաշտպանության դեպարտամենտի միջև 
փոխգործակցության համաձայնագրի ստորագրմամբ։ Ծրագրի շրջանակում Կանզասի Ազգային 
գվարդիան սերտորեն գործակցել է ՀՀ պաշտպանության նախարարության և այլ պետական 
կառույցների հետ՝ կյանքի  կոչելով համատեղ նախաձեռնություններ՝ զինվորական

Governor of Kansas Laura Kelly and Brigadier General Michael Venerdi Visit 
Armenia

Yerevan, Armenia –  – U.S. Embassy Yerevan welcomes Governor of 
Kansas Laura Kelly to Armenia June 22-23, 2023.  The Governor’s visit will 
celebrate the 20th anniversary of the Kansas-Armenia State Partnership, and 
strengthen ties between the State of Kansas and Armenia.

Governor Kelly is joined by U.S. Brigadier General Michael Venerdi on his first 
visit to Yerevan since being appointed as Adjutant General for the State of 
Kansas.
Governor Kelly and Brigadier General Venerdi will meet with the Prime Minister 
and senior officials from the Armenian government, including the Minister of 
Defense, Minister of Internal Affairs, Minister for Education, and Minister of 
Economy.  They will also visit the 12th Peacekeeping Brigade, the Military 
Hospital, the National Defense Research University, Military University, and the 
Armenia National Agrarian University.

In 2003, the Republic of Armenia signed an agreement with the State of Kansas 
and the U.S. Department of Defense to establish the Kansas-Armenia State 
Partnership Program.  Under the program, the Kansas National Guard has worked 
closely with the Armenian Ministry of Defense, and other governmental agencies 
on joint initiatives including military training, emergency preparedness, law 
enforcement, business, medical, public health, educational and humanitarian 
exchanges.

Armenia-Azerbaijan foreign ministerial meeting to take place next week

YEREVAN, JUNE 22, ARMENPRESS. The foreign ministerial meeting between Armenia and Azerbaijan will take place next week, Prime Minister of Armenia Nikol Pashinyan said at the June 22 Cabinet meeting.

“The meeting between the Ministers of Foreign Affairs of Armenia and Azerbaijan will take place next week. Armenia has also offered Azerbaijan to hold a session of the delimitation commission, and there is a principled agreement to convene it. Armenia is also ready for the unblocking of transport and economic connections as soon as possible, under the sovereignty and jurisdiction of the parties and the principle of reciprocity,” Pashinyan said.

Red Cross facilitates transfer of patients from Nagorno Karabakh

YEREVAN, JUNE 12, ARMENPRESS. The International Committee of the Red Cross facilitated on Saturday the transfer of 16 patients from blockaded Nagorno Karabakh (Artsakh) to Armenia for treatment. The attendants of the patients accompanied them.

Another 19 patients, together with their attendants, returned to Nagorno Karabakh from Armenia after receiving treatment.

The Ministry of Healthcare of Artsakh said that the Red Cross used a mini-bus to transport the patients and Azerbaijan has edited the images of the vehicle for its propaganda purposes so the Red Cross sign isn’t visible.

Problem won’t be resolved without Baku-Stepanakert dialogue, says Speaker of Parliament

YEREVAN, JUNE 1, ARMENPRESS. Speaker of Parliament Alen Simonyan has said that direct dialogue between Nagorno Karabakh and Azerbaijan would also be highly important for Azerbaijan because if the dialogue fails to take place the problem won’t be resolved.

Asked whether the formation of an international mechanism for dialogue between Stepanakert and Baku is a principled matter for Armenia, given the fact that Azerbaijan doesn’t agree to it, Simonyan said: “We must reach a point where Azerbaijan starts to speak about it because otherwise there won’t be a beneficial situation for Azerbaijan itself, there will be a big gap which it won’t be able to fill for years, decades. If Azerbaijan doesn’t sit down and speak with the Armenian population living in Artsakh, that wound will someday [open].”

He added that international pressure and the international factor have big role. The Speaker said Armenia has success in this direction.

The problem won’t be resolved without dialogue between Baku and Stepanakert, Speaker Simonyan said.

“The other option is genocide, which we won’t allow. The Azerbaijani authorities should think that this issue is far more important for them than for us,” he concluded.

Speaking about a possible peace treaty, Simonyan called for guarantees to be in place for implementation of the terms of the agreement. As an example he mentioned the 9 November 2020 trilateral statement, which Azerbaijan is regularly violating while Russia – who is supposed to guarantee its implementation – fails to give proper response.

EU-mediated Armenia-Azerbaijan summit underway in Moldova

CHISINAU, JUNE 1, ARMENPRESS. The meeting between Armenian Prime Minister Nikol Pashinyan, President of the European Council Charles Michel, French President Emmanuel Macron, German Chancellor Olaf Scholz and Azerbaijani President Ilham Aliyev is underway in Chisinau, Moldova.

The meeting is taking place on the sidelines of the 2nd European Political Community Summit.

The Armenian and Azerbaijani leaders met most recently in Russia, on May 25, and in Brussels on May 14.

Pashinyan meets with visiting Argentine lawmakers

YEREVAN, MAY 30, ARMENPRESS. Prime Minister Nikol Pashinyan has met with a delegation of lawmakers from Argentina’s Senate and the Chamber of Deputies led by legislator Guillermo Andrada, the Chair of the Armenia-Argentina parliamentary friendship group.

Pashinyan welcomed the delegation’s visit and attached importance to the continuous development of the Armenia-Argentina relations, the Prime Minister’s Office said in a readout.

PM Pashinyan was pleased to note the principled positions voiced around sensitive matters for Armenia in the Senate of Argentina and praised the members of the friendship group for their active work in this regard.

“I hope the bilateral political, economic and cultural dialogue will continue to develop and strengthen as a result of your visit,” the Armenian Prime Minister said.

The Argentine lawmakers underscored the role of the Armenian community in further strengthening cooperation with Armenia.

Andrada added that they will continue to actively contribute to the expansion of partnership in various sectors.

Issues of regional significance were also discussed.

Issues related to the ongoing humanitarian crisis in Nagorno Karabakh resulting from the illegal blockade of the Lachin Corridor by Azerbaijan and Azerbaijan’s policy of ethnic cleansing against the population of Nagorno Karabakh were discussed. Pashinyan and the Argentine legislators stated that the Azerbaijani government’s aggressive rhetoric and attempts to disrupt the negotiations process are inadmissible. Addressing the issues of the rights and security of the people of Nagorno Karabakh was highlighted.

Turkish Press: Azerbaijan intensifies work on construction of railway stretching to Zangezur corridor

Azerbaijan continues intensively the construction of a railway that will pass through the Zangezur corridor.

Once constructed, the corridor will connect Azerbaijan's western provinces and Nakhchivan via Armenia, further stretching to China, Central Asia, the Caspian Sea, the Caucasus and Türkiye.

After the 2nd Karabakh War in November 2020, the leaders of Azerbaijan, Armenia and Russia signed an agreement to open a railway between Azerbaijan and Nakhchivan, a land-locked autonomous republic located west of Baku.

In the latest meeting on May 25, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan in Moscow decided to ask their deputy prime ministers to smooth out the technical issues on the project.

Before the trilateral meeting, Anadolu’s cameras captured the work carried out on the railway network in Azerbaijan, extending to the Zangezur corridor.

Azerbaijan State Railways is carrying out the construction of the Horadiz-Agbend line, which stretches from the town of Horadiz in Fuzuli province to the Armenian border, and the town of Agbend in Zangilan province. Turkish companies are also actively involved in the construction of the line.

On the Horadiz-Agbend line, 78% of the project design and 38% of the construction has been completed and 64 kilometers (39.7 miles) of rails have been laid together with the side roads. The 30-meter area on both sides of the line was cleared of mines.

– Horadiz-Agbend line to be completed in 2024

Kenan Rzayev, head of the Project Design Department of the Azerbaijan Railways Construction Control Administration, told Anadolu that the mines laid by the Armenian forces during the occupation and the difficult terrain caused some difficulties in the construction of the line, but these difficulties were overcome.

“Construction work continues rapidly. All difficulties were solved with the support of Turkish companies. The line is expected to be completed in the first six months of 2024,” he added.

Azerbaijan Railways Spokesperson Senuber Nezerova said Azerbaijan's longest railway bridge was built on the Horadiz-Agbend railway line.

"This 13-span, 418-meter bridge made history as Azerbaijan's longest railway bridge," said Nezerova.

– New link between Türkiye and Azerbaijan: Zangezur Corridor

The railway line from Baku to the town of Horadiz is already working. Some parts of this line from Horadiz to the Armenian border were destroyed during the Armenian occupation, and some parts were flooded by the dam. Therefore, a new 166-km (103-mi) railway line will be built from Horadiz to Ordubad in Nakhchivan.

The construction of the 43-km (26.7-mi) section of the line, which will pass from the Armenian part of the line through the Zangezur region, will begin after the final agreement between Yerevan and Baku is reached.

The 158-km (98-mi) line from Ordubad to the Velidag Station located in the north of Nakhchivan, close to Türkiye, Armenia and Iran, will be extensively repaired. The line, which ends in Velidag, will be extended 14 km (8.6 mi) up to the Armenian border.

Türkiye and Azerbaijan also have a railway line project to connect Kars to Nakhchivan.

When all these projects are finished, a new transport connection will be established between Türkiye and Azerbaijan. At the same time, uninterrupted land and railway communication will be established between Türkiye and Russia via Azerbaijan.

Armenia says two servicemen abducted by Azerbaijan

TEHRAN, May 27 (MNA) – Two Armenian servicemen were abducted by the Azerbaijani side, the Armenian Defense Ministry claimed Saturday.

According to the Ministry, the rear supply vehicle driven by the servicemen, who went missing on May 26, at 9 pm, was found on the inter-positional road. The car was loaded with food and water intended for the combat bases, Public Radio of Armenia reported. 

The Armenian side refutes reports of the Azerbaijani border guard service claiming that two Armenian soldiers were arrested while attempting a subversive infiltration, noting that the Armenian side has enough evidence to deny it, and it will be presented to international partners.

The weapon of one of the servicemen was found in the car, which proves that even if the servicemen got out of the car and lost their way in the area, the servicemen could not have had subversive intentions, the Ministry says.

Investigation in under way to reveal the circumstances of the illegal abduction of Armenian servicemen by Azerbaijan.

These tensions occurred while the leaders of Armenia and Azerbaijan are going to meet in Moldova to participate in the "European Political Community" meeting, and Baku's ambassador to Paris announced the possibility of signing a peace treaty between the two sides.

1/600: Turkish-Armenian representation in new parliament drops sharply after May 14 elections

Only 1 legislator will represent the Turkish-Armenian community which has an estimated population of over 50,000 in the new, 600-seat Turkish parliament after the May 14 polls, in sharp contrast with the previous composition which included 3 Turkish-Armenian MPs from different parties, including the opposition.

The new Turkish-Armenian MP is Sevan Sıvacıoglu, an Orthopedics and Traumatology doctor from Istanbul who ran for parliament from Istanbul 2nd region representing the ruling AK party led by President Recep Tayyip Erdogan.

According to Yetvart Danzikyan, the Editor-in-Chief of Agos, an Istanbul-based Armenian newspaper, if more MPs had entered parliament the Turkish-Armenians would feel calmer.

“In the past, three Armenian Members of Parliament were elected, but now only one, Sevan Sıvacıoglu. Thus, we have a problem of Armenian [representation]. Sure, you might as well ask, if we were to have four or five MPs, what would change? [Nothing], perhaps, but in that case the Istanbul Armenians would feel calmer. But now that’s not the case,” Danzikyan told ARMENPRESS.

Speaking about the prospects of normalization between Armenia and Turkey, Danzikyan said that the Turkish-Armenians want the two countries to normalize ties, but nevertheless he himself isn’t much of an optimist. 

Danzikyan warned that the nationalistic atmosphere has been growing in the past years in Turkey, and in such conditions “it is difficult to expect a change in the Armenian-Turkish relations.”

“A group came from Armenia (for normalization) after the February earthquake, it was a good chance, which we missed,” the editor-in-chief added.

Sıvacıoglu, 46, is an Orthopedics and Traumatology specialist who has been working at the Acıbadem Maslak hospital since 2018.
