According to the primary information, in October 2009 267 children
were born in the republic against 208 children in October 2008, and
105 persons died against 92 in October 2008. In the result the natural
increase exceeded the index of the same period in 2008 by 46 persons.

In the accounting period 99 marriages and 16 divorces were recorded
against 729 marriages and 16 divorces in October 2008.

In October 2009, the number of persons arrived in the Republic
formed 64.

The number of persons left the Republic formed 34.

checkpoint on Georgian-Russian border near Kazbegi and is waiting
for Russian side’s signal. There have really been Armenian-mediated
negotiations with Russia, but the latter is not ready for such
talks, said Kakha Chitaya, Director of European Affairs Department
of Georgia’s Foreign Ministry.

"No agreement has been reached so far, but we are ready for opening
Upper Lars checkpoint after receiving Russia’s response," Chitaya
said, adding that "Georgian side in cases the hard situation faced
by Armenia," Gruzia-Online reports.

Artem Yerkanyan News.Az interviews Artem Yerkanyan, a political
analyst of the Shant television company and Novoye Vremya newspaper,
who attended the Moscow meeting of mass media representatives from
Azerbaijan and Armenia.

How do you evaluate the Moscow meeting of media representatives of
Armenia and Azerbaijan?

I assess it positively. This kind of initiative deserves praise. I
think the right format was chosen for the dialogue. The dialogue
involved representatives of those professional groups that are capable
of forming public opinion and influencing decision-making in their
countries.

Were the parties constructive?

Both sides were very constructive. I am pleased that my colleagues
from Baku avoided the descriptions and epithets, prevalent in the
vocabulary of Azerbaijani politicians. I would especially like to note
the constructive position of the ambassador of Azerbaijan in Moscow,
Polad Bulbuloglu, who could prove that words taken out of context from
his statement of readiness "to fight for the liberation of Karabakh
with a gun in my hands" do not really reflect his views on ways to
resolve the conflict. However, it seemed to me that too "pacifist"
sentiments among Russian colleagues, who were present at the meeting,
did not fully reflect the real attitudes of the parties. It seems to
me that the discussion should not bypass sensitive issues. I think
we can do more than reciting sweet toasts and remembering days gone
by when the Armenians and Azerbaijanis were friends and brothers.

Do you think such meetings contribute to the revitalization and
development of intergovernmental dialogue?

I would not set us such an objective. Nevertheless, I believe that the
development of contacts between journalists really create a favourable
climate for a productive dialogue between state figures.

How can the meetings of the intelligentsia and mass media
representatives help the peaceful resolution of the Karabakh problem?

In my opinion, such meetings should aim not at contributing to
the resolution of the Karabakh problem but at creating conditions
in which the parties can understand each other better and inform
their communities. If the parties cope with this mission, it would
be progress. This will help mitigate the image of an enemy, which
will in turn have a positive impact on the negotiations over the
conflict settlement.

At the meeting it was noted that the two peoples will have to learn
to live together. How can the media contribute to this process?

I think the role of the media in this issue is great. Unfortunately,
most of the Armenian and Azerbaijani media today serve different
purposes. In general, Baku’s printed periodicals and Internet agencies
are more aggressive and militaristic than Armenia’s.

BAGNO A RIPOLI, NOVEMBER 4, NOYAN TAPAN – ARMENIANS TODAY. November 2
was announced Day of Armenia in the Mayor’s Office of Bagno a Ripoli
city of Italian Toscana province.

According to the RA Foreign Ministry Press and Information Department,
the launching of the program of restoration of water system in the
village of Aygebats, RA Shirak region, took place on that day.

According to that program financed by EU, the water pipeline of
nearly 7 km leading to the village is restored at the first stage,
then the whole internal water supply system in the village will be
restored by the second stage. 300 000 euros have been allocated for
the first stage.

The press conference of Ambassador of RA to Italy Ruben Karapetian
followed the launching. Ambassador Karapetian attached importance
to establishment of direct contacts between Armenia and Italy
at provincial, town and village levels. The Ambassador expressed
gratitude for program’s initiation and expressed the hope that it
will also serve as example for other provinces and cities of Italy.

The same day Italian pupils of Bagno a Ripoli city school presented
a performance titled Ararat dedicated to Armenian people’s history
and culture.

The difficulties that Turkey and Armenia have had in their bilateral
relationship weren’t "serious obstacles" to the development of
NATO-Armenia relations in the past, NATO Secretary General Andres Fog
Rasmussen stated in his interview to Azerbaijani news source Day.az.

"Armenia has been a member of the Partnership for Peace Programme
since 1994 and NATO-Armenia relations have been developing steadily
for a considerable period of time now. So I do not think there is a
direct link between the two processes."

Besides, Rasmussen stated that the current efforts by Armenia and
Turkey to establish relations can have a beneficial effect not only
on the further development of NATO’s ties with Armenia, but also on
regional security as a whole.

parliament Samvel Nikoyan and head of the NA’s science, education,
culture, youth and sport affairs permanent commission Artak Davtyan
met today with the Council of Europe director of Youth and Sport
Affairs Ralf-Rene Weingartner.

NA public relations department told Armenpress that S. Nikoyan
highlighted Armenian youth’s Euro integration, their participation
in cooperation processes as well as ensuring and development of
inter-cultural dialogue. NA vice-speaker said that the issues of the
youth have always been under the limelight of the National Assembly,
and one of the NA’s committees is dealing with their issues.

Davtyan pointed out that for already several sessions the bill on
youth has been discussed but rejected because of being of declarative
nature. The NA wants to adopt a bill which will ensure mechanisms
for solution of concrete issues of the youth.

Ralf-Rene Weingartner registered that during the two-day meetings
in Armenia he got an impression that the youth policy in Armenia has
registered a real and visible growth which shows the activity of the
youth and the steps of state bodies which have under the limelight
the issues of the young people.

During the meeting the sides also discussed other issues of the sphere.

VTB Bank Armenia Opens Renovated Branch In Masis

Last Friday VTB Bank Armenia opened a renovated branch in the town
of Masis. Mher Grigorian, a deputy director of VTB Bank Armenia,
said the branch in Masis is a key branch of the bank in Ararat Valley
offering a wide range of universal banking services to all its clients.

He said the main goal of the bank now is to upgrade all its regional
branches to make them comply with the latest standards both in terms of
security and business running. He said the Masis branch is furnished
with state-of-the-art computers, other special equipment and all
necessary communication means

Mher Grigorian said VTB Bank Armenia started a renovation program
two years ago having so far renovated nearly half of its branches.

He said the nearest plan is to renovate branches in Gyumri,
Noyemberyan, Vardenis and Dilijan. Cost of an average branch
reconstruction is 30 million Drams, he said.

The Masis branch has currently 4,000 customers, including private
and public organizations and individuals.

The ceremony was attended by mayor of Masis, senior officials of VTB
Bank Armenia and businessmen. All 100 percent of VTB Bank Armenia are
owned by the second largest Russian bank VTB Bank. VTB Bank Armenia
has 74 regional branches across Armenia, the largest regional network
of branches.

in Moscow.

On November 1, Moscow police department received a report on the
sound of gunshots coming from Plekhanskaya street.

Upon arriving at murder scene, police agents found the body of
34-year-old Hovhannesyan. The victim was shot 5 times in the back
and stabbed in the head once.

While inspecting the territory, police agents discovered Porsche
Cayenne automobile with blood stains on car seats, used cartridge
case and 9 mm caliber bullet.

Legal case is instigated, Rosbalt reported.

Foreigners trafficking in drugs in Armenia

16:29 / 10/31/2009Foreign citizens are engaged in trafficking and
smuggling drugs in Armenia, RA Police Press Service informed NEWS.am.
Each third crime committed by foreigners is the infliction of bodily
harm. A total of 71 crimes were committed by foreign citizens within
nine months of 2009: 78 citizens were pressed charges and 40 criminal
proceedings were instituted against 53.

Meanwhile, 79 crimes were carried out against foreigners in Armenia.
