The Ministry of Foreign Affairs of the Republic of Artsakh strongly condemns the new wave of aggressive actions by Azerbaijan towards Artsakh in recent days and qualifies them as Armenophobiа, as well as another brutal attempt to violate peace and stability in the region and discredit the peacekeeping mission, ARMENPRESS was informed from the Ministry of Foreign Affairs of Artsakh.

"The Foreign Ministry of Artsakh calls on the international community to give targeted assessment to Azerbaijan's actions and take adequate steps to restrain the destructive policy of the official Baku.

The people of Artsakh are steadfast and determined to live freely and sovereignly in their land and overcome all difficulties with honor", reads the statement.

Russian Defense Ministry again says it was Azerbaijan who violated the ceasefire regime

YEREVAN, AUGUST 3, ARMENPRESS. The Russian peacekeeping contingent in Nagorno-Karabakh recorded that on August 3, the Azerbaijani side violated the ceasefire regime on the contact line, ARMENPRESS reports the Russian Defense Ministry said.

"Aggravation of the situation is recorded in the zone of responsibility of the peacekeeping contingent. The armed forces of Azerbaijan violated the ceasefire regime in the area of Saribaba hill. The command of the Russian peacekeeping force, together with the representatives of the Azerbaijani and Armenian sides, are taking measures to stabilize the situation," the newsletter says.

On August 2 the Russian Defense Ministry had again recorded that Azerbaijan had violated the ceasefire regime on August 1.

Since 18:00, the situation has been relatively calm.

A group of people attacked an Armenian youth named Arlen in Uskudar. An Armenian member of the Turkish parliament, Karo Paylan noted, calling the reason for the attack 'racist'.

“The fact that the assailants beat Arlen with intent to kill, and the perpetrators were not prosecuted, raises the suspicion that this was a hate crime. Arlen was beaten for being an Armenian?” the MP .

Sports: Armenian athletes to compete at World Athletics U20 Championships

Armenian athletes will participate in the World Athletics U20 Championships 2022 to be held in Cali, Colombia, from 1-6 August.

The Armenian team led by coach Arsen Petrosyan consists of triple jumper Levon Aghasyan, Yana Sargsyan and Marieta Minasyan, the National Olympic Committee reports.

Triple jumper Gor Hovakimyan and long jumper Gor Beglaryan will represent France in the championships.

Levon Aghasyan is set to next compete at the European Athletics Championships scheduled for 15-21 August.

Perspectives | Azerbaijan remaking its military in Turkey’s image

On October 5, 2020, when the full-scale war between Azerbaijani and Armenian armed forces had just started in and around Nagorno-Karabakh, President Ilham Aliyev was already talking about military reform. In an interview with Turkish state-run broadcaster TRT, Aliyev said that his intention was to remake the Azerbaijani military “based on the Turkish model but on a smaller scale.”

That reform had been underway for several years, as Azerbaijan sought to move away from a Soviet model of the armed forces – featuring a heavy use of conscripts and large quantities of infantry and armor units – toward a more NATO-style professional, mobile, high-tech force. As Turkey was Azerbaijan’s closest ally, it was naturally the NATO military Baku sought to emulate. 

Turkey’s heavy military support to Azerbaijan in the war against Armenia solidified that orientation. As Aliyev put it in the interview: “Turkey's moral support and the Turkish defense industry products at our disposal strengthen us, and the whole world can see that. The Turkish Army is the second strongest army in NATO today, and no one can confront it.”

Even though the war ended with an Azerbaijani victory, recapturing most of the territory it had lost to Armenians in the first war between the two sides in the 1990s, Azerbaijan’s plans only gathered speed. 

It began to roll out a series of new military reforms envisaging an increase in spending, setting up new unitsa brand new National Defense University, and boosting the number of special forces. And all of it was to be based on a Turkish model.

The rapid development of special forces appears to be the top reform priority. In April 2022, Aliyev reported that “Azerbaijan has doubled the number of special forces after the Karabakh war.” That includes a new branch of special forces established after 2020, units called “commandos” and based on Turkish units of the same name. 

While regular special forces are elite units oriented toward long-term conventional wars, commando units are more oriented toward shorter-term operations in hard-to-reach mountainous areas and in extreme weather conditions – the environment in many of the territories Azerbaijan regained in 2020, including the Lachin, Hadrut, and Kelbajar districts. Commandos go through a more intensive training program and are armed only with handheld weapons like sniper rifles and high-explosive hand grenades, and use light armored vehicles. Regular special forces, by contrast, are equipped with more heavily armored vehicles, large-caliber rifles, grenade launchers, man-portable mortars, and portable missile systems and other sophisticated kit.

So far, Azerbaijan has reported establishing five commando units, with two based in the Hadrut and Kelbajar districts. The location of the other three has not been made public, but it is safe to assume that they also are close to the border of Armenia and the line of contact with the areas in Karabakh controlled by Russian peacekeepers. And further expansion is expected: Adalat Verdiyev, an Azerbaijani military expert, has reported that Azerbaijan soon plans to double the number of commando units and regular military units in the Karabakh region. Officials have not made public how many commandos Azerbaijan now has, but Aliyev has said the number is in the “thousands.”

The commando units will operate directly under a new Land Forces Command, which also is a direct Turkish import. The command was established in 2021 and its first commander is Lieutenant General Anvar Afandiyev, an alumnus of the Turkish Military Academy. The new command will now coordinate all ground operations; previously all military operations in any domain were commanded from the General Staff. Since its establishment, the Land Forces Command has opened a new command center and several other facilities

The new National Defense University, set up in March 2022, is a Turkish model, with its standards based on that of the Turkish Defense University. Azerbaijan also has boosted the number of its military personnel studying in Turkey itself, with more than 200 officers and contract soldiers studying there at the moment.

There are limits, however, to the Turkish military influence in Azerbaijan. While there were widespread reports following the launch of the 2020 war that Turkey may set up a military base in the country, Aliyev poured cold water on them, saying that “this option has not been discussed with Turkey.” Azerbaijan’s military doctrine does not allow the establishment of foreign military bases in the country, but Aliyev kept the door open. “If there is a big threat to Azerbaijan, we will use this opportunity, because Turkey is our ally,” he said.

Perhaps the most well-known element of Turkish influence on Azerbaijan’s military is in its weaponry. The TB2 Bayraktar drones played a critical role in the 2020 victory over Armenia, but they are far from the only Turkish weaponry in Azerbaijan’s arsenal. Other recent acquisitions include the Dragoneye electro-optic sensor system, Cobra II armored vehicles, TRG-300 guided multiple launch rocket systems, TRLG-230 laser-guided missiles, T-122 Sakarya multiple launch rocket system, among others.

The modernization of Azerbaijan’s military is part of a broader post-2020 military expansion, including a significant increase in the military budget. Aliyev has cited the risk of Armenian revanchism as the reason. But a more likely motivation is the overall declining security environment in Azerbaijan’s neighborhood. The full-scale conventional war now underway in Ukraine, and the relatively successful defense mounted by the NATO-trained Ukrainian armed forces has only strengthened the case for military reform and moving beyond the Soviet legacy.

Turkish envoy visits province bordering Armenia

PanARMENIAN.Net - Turkey's special representative for the normalization of relations with Armenia Serdar Kilic has visited Kars Province on the border with Armenia on Sunday, July 24, GazeteKars reports.

Kilic visited the ruins of Ani, the currently closed Turkish checkpoint in the village of Akyaka – a short distance from the border checkpoint on the Armenian side.

The same source reported earlier that Turkey has allegedly started to demine the area bordering Armenia, GazeteKars reports citing local residents.

Armenia and Turkey last December named special envoys to discuss the normalization of ties. Four rounds of talks followed on January 14, February 24, May 3 and July 1. During their last meeting, they also agreed on commencing direct air cargo trade between Armenia and Turkey at the earliest possible date and decided to initiate the necessary process to that effect.


Turkey ‘making the most’ of clash between two poles, Armenian expert says

Turkologist Varuzhan Geghamyan has commented on the UN-backed grain deal signed by Russia and Ukraine in Istanbul on Friday. The agreement aims to unblock grain exports from Black Sea ports.

“It can be considered an important diplomatic achievement for Turkey, because now, in response to the West’s pressure to join the Russia sanctions, Ankara has an opportunity to play the mediator card, saying ‘if not us, who can negotiate with the Russians?’,” he wrote on Facebook on Saturday.

“Having properly assessed its geographical and geopolitical position, Turkey is making the most of the clash between the two poles, discreetly promoting its own interests in the entire Greater Middle East – from Syria to the Caucasus and Central Asia.

“However, it should be remembered that despite the external and not so substantial differences, Turkey's foreign policy essentially coincides with the interests of the West, because Ankara's influence in these areas is increasing mainly at the expense of Russia,” the expert said.

Reforms in Armenia envisage integrity check for all judges, prosecutors, investigators

YEREVAN, JULY 21, ARMENPRESS. The Cabinet approved the 2022-2026 Judicial and Legal Reforms Strategy and its Action Plan.

Speaking at the Cabinet meeting, Minister of Justice Karen Andreasyan said that it is the continuation of the 2019 strategy.

He said that many of the works in the new strategy are inherited from the previous one and are being perfected and improved.

“Certain areas were unfortunately not implemented due to the pandemic and the war. Some other areas are almost ready and we will implement them in the next months,” he said.

The first provision in the strategy is the judiciary reforms. The full chain of the Anti-Corruption Courts will be launched. The system is nearly completed.

The other important direction is the digitization of court proceedings, and then integrity check.

Andreasyan said the integrity check will concern not only the judges. “Today, only newly appointed judges are passing an integrity check, whereas the strategy envisages that soon all active judges will pass the integrity check. This will become a very serious instrument in fighting corruption,” Andreasyan said, adding that they envisage the integrity check also for prosecutors, investigators, prison staff and in some other areas as well.

The other emphasis in the strategy is the chance to appeal the Supreme Judicial Council’s disciplinary decisions.

Reforms are also envisaged in law practice. Andreasyan said they’ve worked together with the bar association and the lawyers in developing the amendments and they’ve reached a consensus.

Reforms are planned in the bankruptcy field, as well as the compulsory enforcement system.

The system of alternative solution of disputes is also an important direction in the strategy.

Mitsubishi Heavy Industries Russia planning to launch activities in Armenia

Armenian Minister of High-tech Industry, Robert Khachatryan, received the delegation of Mitsubishi Heavy Industries Russia company, headed by Director General Yasushi Kakitsuka.

Minister Khachatryan briefed the guests on the current state, developments and challenges of Armenia’s high-tech industry, pointed out possible ways of cooperation.

Yasushi Kakitsuka, in turn, detailed the directions and areas of the company’s activity, outlined possible scenarios of interaction.

During the meeting, a number of issues of bilateral interest were discussed. The parties emphasized that cooperation can be a serious bridge for the formation of new business ties and development of activities. Opinions were also exchanged regarding the possibilities of organizing meetings with technology companies and holding discussions on projects.

Mitsubishi Heavy Industries Russia intends to outline ways of cooperation with the Armenian government, and launch activities in Armenia.

EU supports inaugural meeting of Armenian, Azerbaijani FMs in Tbilisi – Special Representative for South Caucasus




The European Union supports the “bilateral decision” of Armenian and Azerbaijani foreign ministers, Ararat Mirzoyan and Jeyhun Bayramov, to hold their inaugural meeting in Georgia’s capital Tbilisi, Toivo Klaar, the EU Special Representative for the South Caucasus, said on Saturday.

In his tweet, Klaar highlighted his “excellent” meeting with Ilham Aliyev, the President of Azerbaijan.

The meeting between Bayramov and Mirzoyan comes amid the Georgian Government's Peaceful Neighbourhood Initiative for the South Caucasus, a platform for facilitating talks between the regional states. 

Georgian Prime Minister Irakli Garibashvili also held meetings with the Azerbaijani and Armenian ministers earlier today.
