Armenian Deputy PM receives Ambassador of Lithuania to Armenia

YEREVAN, 28 FEBRUARY, ARMENPRESS. Today, Deputy Prime Minister Hambardzum Matevosyan received the Ambassador Extraordinary and Plenipotentiary of Lithuania to Armenia Inga Stanytė-Toločkienė, ARMENPRESS was informed from the Office of the Deputy Prime Minister.

The Deputy Prime Minister praised the close cooperation with Lithuania in various fields, at the same time emphasizing that there is considerable untapped potential in almost all directions. In this context, the need to develop cooperation with Lithuania within the framework of the Armenia-EU Comprehensive and Enhanced Partnership Agreement was highlighted.

This is part of the weekly series by #CivilNetCheck – an initiative that will look at the week’s fake news and dubious claims – circulating in Armenia (and about Armenia).

Green Card Applications

A February 14 piece published in Aztag, a Lebanese-based Armenian daily paper, read that around 160,000 Armenians applied for the Diversity Immigrant Visa Program (DV Program), popularly known as the US green card lottery in 2019. The article noted that each applicant paid $325, amounting to a total of more than $52 million. These amounts are baseless. As #CivilNetCheck found out, there are no fees for applying to the program. Fees are only paid by a small minority of applicants who are selected for interviews at a U.S. embassy or consulate. The Diversity Visa fee is currently $330 per person and is nonrefundable, whether a visa is issued or not.

The data is released by the US Department of State’s Bureau of Consular Affairs. Interestingly, the 160,000 applications made in the fall of 2019 (for the 2021 program) was the lowest since 2014. The peak of Armenian applicants was in 2016, when the figure stood at 267,000. The figures for applications in 2020 and 2021 still have not been made public.

Armenian-Manufactured Sputnik Light Still Not Being Exported

In December 2021, Armenia’s Economy Minister Vahan Kerobyan announced that negotiations are underway to export Armenia-produced Sputnik Light vaccines to unspecified Middle Eastern and African countries. The single-dose vaccine was developed by the Gamaleya Research Institute of Epidemiology and Microbiology in Russia. LIQVOR Pharmaceuticals began production of the vaccine in Armenia in September 2021. As of mid-February, Armenia has yet to export the Russian vaccine to any country. Negotiations are still underway with no results.

Armenian Businesses Owned by Turkish Nationals

To the surprise of many, Kerobyan, the Economy Minister, stated weeks ago that Turkish citizens own real estate and businesses in Armenia. #CivilNetCheck investigated this issue and revealed that Kerobyan is correct. Since 2005 Turkish citizens have acquired 83 pieces of real estate and are involved in numerous businesses in Armenia.

One such business, Murad Sar, owned by Saraylı Murad was founded in 2004 and produces unplasticized polyvinyl chloride (uPVC) profiles for windows and doors. It is a relatively large company, ranking 380th in the list of largest taxpayers in Armenia last year. Another noteworthy business, Yeraz Jewelry LLC, is owned by Beyhan Bağ, also a Turkish national who founded the company in 2018. It was involved in jewelry design, but is currently temporarily out of business. In September 2018 the Pashinyan government had permitted it to operate in a free economic zone for seven years, which entitles tax exemption privileges. Some of the Turkish citizens doing business in Armenia are ethnic Armenians from Turkey. One such case is Yervant Dink, the brother of the prominent Istanbul-based journalist Hrant Dink, who was murdered in 2007. He is the full shareholder of Grapounge LLC, which runs a bookstore in Yerevan and represents Oxford University Press in Armenia.

Fellow Armenian fact-checkers found that since Armenia’s independence, Turkish nationals have been involved in 139 businesses. Turkish citizens are currently shareholders in 72 businesses.

Kocharyan Correct, Pashinyan Wrong on 1999 OSCE Summit Declaration

In his February 17 press conference, former president Robert Kocharyan, who now heads the opposition Armenia Alliance, stated that the 1999 OSCE Istanbul Summit Declaration, which he signed, did not endorse the territorial integrity of Azerbaijan, as it did for other countries. #CivilNetCheck found that the claim is correct. The declaration explicitly endorses the territorial integrity of several countries, including Yugoslavia (Serbia and Montenegro), Bosnia and Herzegovina, Georgia, Moldova and Russia, but not that of Azerbaijan.

Nagorno-Karabakh is mentioned only in Article 20 of the declaration, which does not mention territorial integrity—or any other principles—at all.

In contrast, Article 15 explicitly states: “Reaffirming our strong support for the sovereignty and territorial integrity of Georgia, we stress the need for solving the conflicts with regard to the Tskhinvali region/South Ossetia and Abkhazia…”
Last June, during the election campaign, Prime Minister Nikol Pashinyan had claimed that the Article 19 of the Charter for European Security, adopted at the same summit, foresees Nagorno-Karabakh (Artsakh) within Azerbaijan. It has since been repeated by parliament speaker Alen Simonyan and the pro-government outlet civic.am. However, it is clear that the article does not mention Karabakh or any other disputed area or ethnic conflict, but sets out the principles for human rights, specifically of national minorities.

The Security in the South Caucasus topic was included in the agenda of the Euronest Parliamentary Assembly’s Committee on Political Affairs, Human Rights and Democracy, within the frames of which the Nagorno Karabakh conflict was discussed, Head of the Armenian parliamentary delegation at the Euronest Parliamentary Assembly Maria Karapetyan told reporters at a briefing today.

“This morning the Nagorno Karabakh conflict was also discussed. Experts joined us online. The Armenian expert was in attendance, and one expert from Azerbaijan joined online. After that the Armenian lawmakers, almost the whole delegation, and the Azerbaijani lawmakers, exchanged views.

Our European partners expressed their positions. Here I would like to highlight the position of European Parliament’s representative in the South Caucasus Marina Kaljurand. Today she once again reaffirmed that war is not a means of resolving a conflict and that the Nagorno Karabakh conflict still must get its complete, comprehensive, negotiated and peaceful solution”, Karapetyan said.

Armenian Defense Ministry denied Baku’s statement about the shelling of Azerbaijani posts on the border

Baku’s statement that the Armenian Armed Forces fired at the positions of the Azerbaijani army in the northeastern and eastern directions of the border does not correspond to reality. This was reported on Tuesday in a press release from the Armenian military department.

“The Ministry of Defense of Azerbaijan has again spread disinformation, claiming that on February 14 and 15, units of the Armenian Armed Forces opened fire on Azerbaijani military positions located in the northeastern and eastern parts of the Armenian-Azerbaijani border. The situation on the Armenian-Azerbaijani border is relatively stable and is under full control of the Armed Forces of Armenia,” the report says.

Earlier, the Ministry of Defense of Azerbaijan reported on the shelling of the positions of the armed forces of the republic on the border of the two countries from the territory of Armenia. According to the ministry, on the night of February 15, the positions of the Azerbaijani Armed Forces came under fire from the territory of the adjacent Tovuz region.

On November 16, 2021, intense fighting took place between the armed forces of Armenia and Azerbaijan in the border regions of the Syunik region of Armenia. Yerevan stated that the Azerbaijani military launched an offensive deep into the territory of Armenia. The state highway connecting the capital of the republic with the southern regions of the country and Iran was under threat. Baku blamed Armenia for what happened, accusing the Armenian armed forces of provocation. According to the Azerbaijani Defense Ministry, the Armenian servicemen attacked the posts of the Azerbaijani military.

In connection with these events, Russian Defense Minister Sergei Shoigu alternately held telephone conversations with colleagues from Armenia and Azerbaijan. The press service of the Russian defense ministry reported that after that, the heads of the Azerbaijani and Armenian defense ministries took measures to stabilize the situation on the border, the situation returned to normal. However, the parties periodically report incidents in this direction of the state border. The latest incident occurred on January 11 this year. Then one Azerbaijani soldier died. The Armenian side also suffered losses.

Armenia PM Pashinyan to be summoned to parliamentary committee of inquiry into 44-day war

The Prime Minister of Armenia, Nikol Pashinyan, will be summoned to the National Assembly (NA) committee of inquiry into the 44-day Artsakh (Nagorno-Karabakh) war—in the fall of 2020. Andranik Kocharyan, chair of the aforesaid committee as well as of the NA Standing Committee on Defense and Security, and an MP of the ruling majority "Civil Contract" Faction in the NA, stated about this at Monday’s press briefing—at the NA—of the representatives of the ruling Civil Contract Party.

According to him, the PM’s attendance to a meeting of this committee will be mandatory.

"[It will be mandatory]; this is Nikol Pashinyan's wish. The parliamentary opposition, in fact, has lost the opportunity to ask questions to the PM on topics of interest to them. The duration of the meeting was not limited. They [i.e., the parliamentary opposition] would have had the opportunity to ask Pashinyan any question," added the head of this inquiry committee.

And asked whether Pashinyan's accountability in the defeat in the aforesaid war will be noted in the conclusion of this committee, Andranik Kocharyan said that the answer to this question will be given by the results of the respective work being carried out.

To note, the parliamentary opposition faction—“Armenia and "With Honor"—had come to Monday’s first meeting of this committee, but soon left—in fact, boycotting this meeting.

As reported earlier, the opposition “Armenia and "With Honor" Factions of the NA had released a joint statement announcing that they will not join the parliamentary committee of inquiry into 44-day war because, in their view, the incumbent Armenian authorities cannot objectively investigate their own actions in this regard.

Azerbaijani press: Azerbaijan to launch railway line to Armenian border in 2023

Azerbaijani Foreign Minister Jeyhun Bayramov has stated that the railway to the Armenian border will be completed in 2023, Trend reported on February 9.

Bayramov made the remarks during a joint press conference with Moldova's Foreign Affairs and European Integration Minister Nicu Popescu.

“Around 24 percent of the construction work has been completed and it is expected to be fully built in 2023. Moreover, 27 percent of the road construction was completed. This shows Azerbaijan's responsible approach to its work, while Armenia does nothing except for contradictory statements,” Bayramov stressed.

He noted that Azerbaijan is restoring the transportation routes along with the reconstruction work carried out in its liberated lands.

 “Azerbaijan launched construction of a 110-kilometer railway line to the border with Armenia back in 2021,” Bayramov added.

Furthermore, the minister underlined that Azerbaijan is ready to start the delimitation and demarcation of the state border with Armenia without preconditions.

"Speaking of the normalization of relations between Azerbaijan and Armenia, it is necessary to resolve the issue of the delimitation and demarcation of the state border. Azerbaijan is ready for the operation of the commission for the boundary delimitation and demarcation without any conditions, but the Armenian side is trying to impose the preconditions for the start of the commission work. Such an approach does not contribute to positive dynamics," Bayramov stated.

Speaking about the Azerbaijanis who went missing during the first Karabakh war, Bayramov said that their fate is still unknown and Azerbaijan will continue raising this issue on all platforms.

He reminded that Azerbaijani President Ilham Aliyev once again brought this issue to the agenda during a videoconference held on February 4 with the participation of the heads of Azerbaijan, France, the EU Council, and Armenia.

"During the meeting, the prime minister of Armenia promised to cooperate in this direction. However, further events do not fit into any logic. We have witnessed the absurd statement of the Armenian Foreign Ministry that no such promise has been made. Azerbaijan will continue to raise this issue. The time has come for international organizations to increase pressure on Armenia on this matter," Bayramov said.

WASHINGTON—The Armenian National Committee of America expressed its appreciation to members of the Hekimian family, who, having collectively donated more than $250,000 to support the ANCA’s pro-Armenian initiatives, recently established an endowed family fund to empower ANCA advocacy for generations to come.

Azerbaijani press: Aliyev: New energy line to be built via Zangazur to Nakhchivan, Turkey, Iran [UPDATE]

President Ilham Aliyev has said that Azerbaijan plans to build a new line through the Zangazur corridor to Nakhchivan and from there to Turkey and Iran.

He made the remarks during the interview with Azerbaijan State News Agency – Azertac, following the inauguration of the “Gobu” Energy Junction on February 11.

"As I said, we have energy connections with all four neighboring countries, and we are now working on a new project. We now plan to build a new line through the Zangazur corridor from Azerbaijan to the Nakhchivan Autonomous Republic, and from there to Turkey and Iran," the president said.

He stressed that the Zangazur corridor is not only about railways, highways, and air transport.

"At the same time, the Zangazur corridor will play a role in energy exports. We will have a new line to supply electricity to the Nakhchivan Autonomous Republic, which is an integral part of Azerbaijan and from there to foreign markets, to Turkey and Europe,” he said.

“One line passes through Georgia-Turkey and the second line must pass through there. We are working on it,” Aliyev added.

Azerbaijan leader for energy component development

President Ilham Aliyev has said that Azerbaijan is one of the world’s leading countries in terms of the development of energy components.

“We all remember that in the first years of our independence we did not have enough energy… There was a shortage of natural gas, there was no gas at all in the region, and oil production had fallen sharply. Today, Azerbaijan is one of the world’s leading countries in terms of the development of all these energy components,” he said.

He noted that it is no coincidence that the 8th Southern Gas Corridor Advisory Council meeting, held this month, reaffirmed these successes.

“Almost all participants spoke about Azerbaijan’s potential and the opportunities available to Azerbaijan. Speaking there, I said that we were a reliable partner, we were fulfilling our obligations, we had the strength, the resolve and the responsibility,” he said.

Noting that Azerbaijan has become a very reliable energy supplier within the country, in the region and in the wider continent, the president added that there are major plans to meet the growing demand, both in the country and abroad.

Renewable energy

Speaking about the reasons for identifying renewable energy areas as a priority, the president noted that first of all, it is the cleanest type of energy and second is that there are opportunity and potential for it.

“We use natural gas, water, sun and wind. With this in mind, we must create renewable energy sources to protect the environment in the future… The country has such a wonderful investment climate that both us and foreign companies are interested in this,” he said.

He recalled that last month, a groundbreaking ceremony was held under a contract signed with “ACWA Power”, adding that 240 MW wind farm will be commissioned next year.

The president added that negotiations are underway with BP to build a 200 MW solar power plant in Jabrayil region, as well as with Masdar company of the UAE to build a solar power plant. He added that both projects have a capacity of about 400-450 MW.

“In addition, as I mentioned, we plan to build a 240 MW power plant with ACWA Power, followed by a 280 MW power plants at the Khudafarin and Giz Galasi reservoirs together with Iran. Half of that capacity will be ours, which will be an additional 140 MW,” he said.

Aliyev mentioned that four hydropower plants were reconstructed on the liberated lands, Gulabird, Sugovushan 1, Sugovushan 2 and Kalbajar, and the construction of five hydropower plants there is expected to be completed this year.

“There will also be stations with a capacity of about 25-30 MW. It will also be possible to build about 30 hydropower plants destroyed by Armenians in the liberated lands. I would like to take this opportunity to invite local and foreign investors in this field,” he said.

He stressed that proven energy potential in the liberated lands is more than 9,000 MW, including solar and wind farms. The president added that the capacity of the Caspian Sea for renewable energy production is more than 150,000 MW.

Economic growth

The president noted that last year, the country’s economy grew by more than 5 percent, and industrial production in the non-oil sector increased by about 20 percent.

Speaking about the results of January this year, Aliyev noted that economic growth was about 6 percent, GDP growth in the non-oil sector was about 9 percent and non-oil industrial production increased by 24 percent.

“Of course, a growing industry requires increased generation capacity. This is why we are building such huge facilities. At the same time, as I said, the demand for our energy is growing abroad,” he said.

He stated that electricity exports to four neighboring countries are growing, adding that Azerbaijan has exported 1.6 billion KW of electricity.

“Today, our oil, gas and electricity exports contribute to the energy security of Azerbaijan, neighboring and even European countries. Azerbaijan is one of a handful of countries that export crude oil, natural gas, petrochemicals, oil products and electricity to all neighboring countries,” he said.

New power stations

The president noted that the “Gobu” Energy Junction is one of the largest energy facilities built in recent years.

He also noted that the commissioning of a large substation in Yashma at the beginning of the week will serve energy sustainability.

“The 750 MW substation will, of course, play an important part in our energy system. The opening of the 385 MW ‘Gobu’ Power Plant today will greatly increase our generation capacity, of course. A 1,000 MW substation was built near this station in just one year,” he said.

Aliyev emphasized that the commissioning of these huge facilities built in Azerbaijan at the country’s expenses shows the country’s financial capacity, financial independence and technical capabilities.

He added that Azerbaijan produced 27 billion kWh and exported 1.6 billion kWh of electricity last year.

“This is a record figure. In other words, we have already become a very serious exporter of electricity,” he said.
