EU’s Michel welcomes ‘major breakthrough’ after Armenia, Azerbaijan announce prisoner swap

Armenian Speaker of Parliament accuses Azerbaijan of delaying signing of peace treaty

 11:53, 7 December 2023

YEREVAN, DECEMBER 7, ARMENPRESS. Azerbaijan is attempting to introduce certain items into the agenda to artificially delay the signing of the peace treaty with Armenia and make the process difficult, Speaker of Parliament Alen Simonyan has said.

“I think Azerbaijan is trying to introduce certain issues into the agenda to perhaps artificially make the signing of the peace treaty difficult,” Simonyan said when asked to comment on Azerbaijani President Ilham Aliyev’s statement that if Armenia wants to include the issue of the rights of Nagorno-Karabakh Armenians in the peace treaty, then the rights to return of Azerbaijanis who left Armenia must also be addressed.

“I assess this very negatively. We, and they, know very well what proposals we have conveyed and what we are negotiating about. Speaking about it all the time now creates artificial problems. It’s obvious that we are actually speaking about peace, and not just signing a paper or pretending,” Simonyan said.

The Speaker said that Azerbaijan must reduce its hate speech against Armenians.

“You can’t accuse Armenia of the same, because in Armenia, the opposition and the media are accusing us of being tolerant, of pouring water to their mill. It must be clear that, indeed, after some time, I don’t rule out that some Armenians will go and live in Azerbaijan, and Azerbaijanis will come and live in Armenia, and trade with one another. Yes, we are heading towards peace, peace doesn’t happen anyway else. And the claims that we fought against each other and it is an unsolvable issue for us are unacceptable, because history knows multiple cases. England and France were at war against each other for 116 years, and today they are allies,” Simonyan said.

US Secretary of State Antony Blinken has discussed with Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan the possibility of concluding a peace treaty between Baku and Yerevan.

According to one of the statements distributed by State Department Spokesman Matthew Miller, Blinken “welcomed President Aliyev’s commitment to conclude a durable and dignified peace agreement between Azerbaijan and Armenia”. The top US diplomat pointed out that “this long-standing conflict has caused Azerbaijanis and Armenians” and “underscored the benefits that peace would bring to everyone in the region”.

In addition, Blinken discussed US-Azerbaijan bilateral relations with Aliyev, “noted recent points of concern,” and touched on “opportunities to strengthen cooperation”.

In another statement on the US Secretary of State’s conversation with Pashinyan, it is noted that Blinken “discussed US support for efforts to reach a durable and dignified peace agreement between Armenia and Azerbaijan”. At the same time, the top US diplomat reaffirmed “the United States’ ongoing support for Armenia’s sovereignty and territorial integrity” and pointed to “efforts to increase bilateral cooperation with Armenia”.

On November 18, at the opening ceremony of the fall session of the OSCE Parliamentary Assembly in the Armenian capital, the country’s Prime Minister stated that Yerevan and Baku had been able to agree on the basic principles of a peace agreement. Two days later, at a press conference following talks with his Iraqi counterpart Abdul Latif Rashid, the Azerbaijani president said that he was waiting for the Armenian side’s response to the peace treaty proposals that Baku had submitted to Yerevan more than two months ago.

On September 19, tensions flared up again in Nagorno-Karabakh. Baku announced it was launching what it described as “local anti-terrorist measures” and demanded the withdrawal of Armenian troops from the region. Yerevan, in turn, said there were no Armenian forces in Karabakh, calling what was happening “an act of large-scale aggression”.

On September 20, an agreement on the cessation of hostilities was reached. On September 21, representatives of Baku and the Armenian population of Karabakh met in the Azerbaijani city of Yevlakh “to discuss reintegration issues.”

On September 28, Nagorno-Karabakh Republic President Samvel Shahramanyan signed a decree officially dissolving the unrecognized state effective January 1, 2024. The local ethnic Armenian population has been advised to consider the reintegration proposals being put forward by Baku and decide for themselves whether to remain or to relocate, most likely to nearby Armenia.

EBRD, EU and Sweden backing Acba bank for Armenian women-led firms

European Bank

  • Loan to improve access to finance in local currency for women entrepreneurs
  • Focus on attracting new clients and businesses in rural areas
  • Donor support from the EU and Sweden

Small and medium-sized enterprises led by women in Armenia are set to benefit from greater access to finance as the European Bank for Reconstruction and Development (EBRD) extends fresh funds to Acba Bank, supported by the European Union (EU) and Sweden.

A US$ 10 million EBRD loan to Acba, one of Armenia’s leading banks, will help it boost lending to women-led businesses in local currency, with an emphasis on reaching new clients and financing firms in rural areas.

Women-owned firms account for 33 per cent of all businesses in Armenia. This financing will aim to address Armenia’s gender-related inclusion gap in access to finance.

The new funding comes under the EBRD’s Women in Business (WiB) programme, supported by the EU and Sweden and designed to boost female entrepreneurs’ access to finance and expertise with training, mentorship and tailored advisory services.

The EU is further supporting the loan for women-led firms through its European Fund for Sustainable Development Plus (EFSD+) programme in the form of first-loss risk cover, both on the EBRD financing and on Acba Bank’s WiB sub-loan portfolio.

The EFSD+ financial inclusion programme is designed to empower micro, small and medium-sized enterprises, fostering their competitiveness and growth. By offering strong financial tools and expertise, the programme aims to encourage intermediaries to direct new lending towards those businesses that need it most. This is the second loan to Acba bank that has been covered by the EFSD+ programme.

A long-standing partner of the EBRD, Acba bank is among the foremost banks in Armenia, with strong focus on lending to firms in rural areas.

The EBRD is a leading institutional investor in Armenia. The Bank has invested more than €2 billion in 207 projects in the country to date, where it is supporting private-sector development and the transition to a sustainable, green economy.
