Armenia and Azerbaijan exchange accusations in renewed clashes

Armenia and Azerbaijan exchanged fire on July 28, resulting in the deadliest clash since a Russia-brokered ceasefire ended the 44-day war between Armenia and Azerbaijan in November 2020. The two countries blamed each other for starting the shoot-out and violating the November ceasefire agreement.

According to Azerbaijan's Ministry of Defense, at least two Azerbaijanian servicemen were wounded. While the Armenian Defense Ministry said three Armenian servicemen were killed and four wounded. The most recent clashes come just days after the two countries traded fire near the Armenian village of Yeraskh and the Azerbaijani village of Heydarabad.

Leyla Abdullayeva, spokesperson for the Ministry of Foreign Affairs in Azerbaijan said in a tweet that Armenia bore the responsibility for recent clashes:

Meanwhile, Armenia's Ministry of Defense said, “All responsibility for the aggravation of the situation lies with the military-political leadership of Azerbaijan.” While the country's Ministry of Foreign Affairs said in a statement that “the Azerbaijani side has been deliberately initiating escalation.”

Later that day, both sides agreed to deescalate tensions in a move proposed by Russia.

Earlier in July, both the EU and the US urged the two sides to reduce tensions.

Last year's war claimed at least 6,900 lives. The ceasefire signed in November saw Azerbaijan regain control over all seven adjacent districts and parts of Nagorno-Karabakh previously controlled by ethnic Armenians.

Armenia’s Permanent Representative to the OSCE Armen Papikyan delivered a statement on "The aggression of Azerbaijan against Artsakh and Armenia with the direct involvement of Turkey and foreign terrorist fighters" at the 1326th meeting of the Permanent Council on Thursday.

The Armenian diplomat informed about the Azerbaijani attacks on the Armenian defense positons in the Gegharkunik border section on 28 and 29 July, killing three Armenian servicemen and injuring four others.

“The Armenian delegation has repeatedly expressed concern over the lack of an adequate and robust international response to the aggressive actions of Azerbaijan and the belligerent statements of its leadership. We believe and would like to reiterate once again that the lack of an adequate response by the international community to the use of force against Artsakh and the flagrant violations of international humanitarian law and the Helsinki Final Act principles, mass atrocities perpetrated against the people of Artsakh, including ethnic cleansing, encouraged Azerbaijan to make the use of force as the main instrument of its foreign policy, thereby threatening regional peace and security,” Papikyan said.

“These flagrant violations of the trilateral ceasefire statement of 9 November 2020, are a logical continuation of the aggressive posturing and bellicose rhetoric of the president of Azerbaijan. The Azerbaijani leadership does not shy away from openly stating its claims to the territory of the Republic of Armenia. In a recent interview, the president of Azerbaijan, while admitting that the Azerbaijani military units are located in the territory of Armenia, reiterated Azerbaijan’s nonsensical and spurious territorial claims against the Republic of Armenia, stating, in particular, that “Zangezur” was the land of their ancestors. A claim that could be easily refuted by anyone with basic knowledge of history. Though, one should acknowledge that there is a peculiar version of history invented and taught in Azerbaijan,” the diplomat said.

Papikyan recalled that the Armenian Foreign Ministry strongly condemned the military provocation of Azerbaijan, which further undermined regional peace and security, and stressed that the military-political leadership of Azerbaijan bears full responsibility for further escalation of the situation.

In this context, he expressed regret that the OSCE head remained silent and did not condemn the flagrant violation of ceasefire by Azerbaijan.

The diplomat also strongly condemned the mock trials and conviction of Armenian prisoners of war and civilian captives in Azerbaijan, insisting that they should be released and returned immediately, as stipulated in Article 8 of the trilateral statement of 9 November 2020.

“By constantly raising the level of tensions – not least through military provocations in Artsakh and on the Armenian-Azerbaijani border, as evidenced by the recent incidents – Azerbaijan seeks to postpone indefinitely and endlessly the resumption of the Nagorno-Karabakh peace process and, ultimately, the settlement of the conflict. Only the resumption of the Nagorno-Karabakh peace process, under the auspices of the OSCE Minsk Group co-chairs, can create conditions for lasting peace in the region.

“Armenia is willing to engage in the Nagorno-Karabakh peace process in good faith and will continue to act consistently in support of realization of the right of the people of Artsakh to self-determination, regardless of the efforts of Azerbaijan to remove this issue from the international agenda by all means, not least by denying the very existence of Artsakh and its people. The international community must reject such an approach in the strongest possible terms,” Papikyan said.

Intensive shootouts in the direction of Gegarkunik on the Armenian-Azerbaijani border are caused by weak fortification of this area; while those in the direction of Eraskh are caused by Azerbaijan's desire to take control over the strategic road to Iran, Armenian analysts have suggested.

The "Caucasian Knot" has reported that on July 28, hostilities began on the border of the Gegarkunik Region of Armenia with Azerbaijan. It was reported that there were wounded servicemen on both sides; and three Armenian soldiers perished. The parties agreed, mediated by Russia, to a ceasefire, but the following day they blamed each other of violating the ceasefire.

"The goal of the escalation in the direction of Eraskh is a strategic road to Iran, which Azerbaijan seeks to control," Vitaly Mangasaryan, an analyst, has stated, adding that by means of local clashes, Azerbaijan is trying to weaken Armenia's position and extract the maximum benefit for itself. The expert also noted that Azerbaijan began using reconnaissance drones on Armenian border.

Azerbaijan has used a chance to advance on the Black Lake and entrenched itself in the territories that it considers controversial, Mger Akopyan, a military analyst, believes.

"Eraskh has a symbolic meaning for Azerbaijan. This is where the first battles for the liberation of Nagorno-Karabakh began. Besides, it is the closest point to Yerevan," Mr Akopyan has noted, adding that Armenian authorities are trying to avoid clashes on Azerbaijani border for fear of scaling the conflict.

Azerbaijan constructing 700km military roads on Armenia border, says Aliyev

Azerbaijan is actively working on the construction of military roads in the Kelbajar (Karvachar) and Lachin (Berdzor) regions of Nagorno-Karabakh (Artsakh), according to President Ilham Aliyev.

"The total length of these roads is 700 kilometers. Before, these roads—including in the direction of the border [with Armenia]—did not exist," Aliyev added in an interview with AzTV.

"It is a large-scale work, it is not covered much in the press, and this is understandable. But these roads are of great importance from a strategic point of view and from the point of view of strengthening our borders," he said, Interfax Azerbaijan reported.

ARMENPRESS reports in the 3rd round of the World Chess Cup taking place in Sochi Hayk Martirosyan, playing in black, won the Azerbaijan grandmaster in the first game and ended in a draw in the second game. Based on the results of the two games, Shakhriyar Mamedyarov was left out of the World Chess Cup.

The next rival of grandmaster Hayk Martirosyan is Croatian grandmaster Ante Brkić.

Russian sappers completed more than 80% of mine clearance plan for Artsakh territories

The humanitarian demining unit of the Russian peacekeeping contingent continues to carry out tasks for humanitarian demining of the terrain and objects on the territory of Nagorno-Karabakh (Artsakh).

Currently, Russian servicemen are carrying out work to search for explosive objects and unexploded ordnance in the vicinity of the settlement of Machkalashen in the Martuni district, the Russian Defense Ministry said in a statement on Friday.

The work in the settlement, in which the houses of local residents are located on the slopes of a mountainous area, is carried out using IMP-S2 mine detectors and non-contact portable Korshun seekers.

The servicemen first of all check the road connecting the two parts of the village, house plots and other territory.

"Upon arrival in the next settlement of the Martuni district, we started cleaning the area from explosive objects. During communication with local residents, it was found out that there are unexploded ordnance in this territory. Today, more than 1,500 hectares of the territory have been checked. The work will continue for a week," said Yevgeny Kholodov, a soldier of the humanitarian demining group.

The detected ammunition and explosive objects are taken to a specially equipped Ballydzha landfill for subsequent destruction.

Since November 23, 2020, 2173.5 hectares of territory, more than 650 kilometers of roads, 1,892 buildings, including 30 socially significant objects, have been cleared of unexploded ordnance by the military personnel of the humanitarian demining unit, 25,640 explosive objects have been found and neutralized. More than 80 percent of the scheduled plan for the clearance of the territory of Nagorno-Karabakh was carried out by the servicemen of the Russian peacekeeping contingent.

Turkish press: Assets of 12 fugitives in 2007 Dink murder case to be seized

A Turkish court on Thursday decided to seize the assets of 12 fugitive suspects, including ringleader of FETÖ, in the 2007 murder case of a prominent Armenian-Turkish journalist unless they return to the country, according to a judicial source.

In its interlocutory decision on the case over the murder of Hrant Dink, the Heavy Penal Court no.14 in Istanbul ordered newspaper advertisements to be prepared for fugitives as well as to be posted to their addresses if there are, said the source on condition of anonymity due to restrictions on speaking to the media.

The advertisements will notify the defendants about the seizure of their assets as they will be deemed fugitives if they do not return in 15 days.

The fugitives in question include FETÖ ringleader Fetullah Gülen, former prosecutor Zekeriya Öz, Adem Yavuz Arslan, Coşgun Çakar, Halil Ibrahim Koca, Mehmet Akif Yılmaz, Faruk Mercan, Metin Canbay, Ömer Faruk Kartin, Serkan Sahan, Yılmaz Angın, and Yunus Yazar.

All of them are being sought with red notice, the source said.

The decision excluded another fugitive Ekrem Dumanlı as his lawyer wanted to withdraw from the case. The court ordered appointment of a new lawyer for Dumanlı.

Dink, then editor-in-chief of the Armenian-Turkish newspaper Agos, was gunned down outside his office on Jan. 19, 2007.

The Istanbul court announced its verdict on the case on March 26, the defendants of which included former prosecutor Oz, journalists, gendarmerie and former security officers, as well as Gülen of FETÖ, which was behind a 2016 defeated coup in Turkey.

A total of 76 defendants, including six in custody and 13 fugitives, were tried as part of the case.

Former police chiefs Ramazan Akyürek and Ali Fuat Yılmazer were handed aggravated life sentences for premeditated murder, while former military officer Muharrem Demirkale was given two-times life sentence for both violating the Constitution and aiding premeditated murder.

Detained defendants Okan Şimşek and Veysal Şahin received over 28 years in prison each for the charges of premeditated murder and forgery of an official document.

The court also sentenced Ercan Gun to a decade in prison for being a member of an armed terrorist organization, namely FETÖ, though he was found not guilty for violating the Constitution.

It also gave prison terms ranging from three years and four months to aggravated life sentences to 26 other defendants.

Turkish press: Erdoğan’s visit to cement Turkey-Azerbaijan ties: Intellectuals

Azerbaijani intellectuals are looking forward to President Recep Tayyip Erdoğan’s visit to Shusha, which was liberated from Armenian occupation, as they believe his visit will further strengthen Turkey-Azerbaijan relations and send the message that Azerbaijan is not alone in the Caucasus.

The editor-in-chief of the Yeni Müsavat daily Rauf Arifoğlu told Anadolu Agency (AA) that Erdoğan will be the first Turkish leader to visit Nagorno-Karabakh. Emphasizing the sociopolitical importance of the visit, Arifoğlu said Azerbaijan is eagerly awaiting it.

Meanwhile, the Deputy Director of the Caucasian Center for International Relations and Strategic Studies (QAFSAM) Nazım Cafersoy called Erdoğan’s visit “historic.” He noted that the visit will bring a new dimension to strategic relations between Turkey and Azerbaijan and deepen the psychological and societal dimension of relations.

Noting that analysts predict Erdoğan will discuss the Caucasus with U.S. President Joe Biden during his meeting on the sidelines of the NATO summit in Brussels Monday, Cafersoy said the Turkish president’s visit will reinforce the idea that Azerbaijan is not alone in the Caucasus and that Turkey stands beside it.

Erdoğan is expected to visit Shusha with Azerbaijani President Ilham Aliyev on June 15.

Erdoğan had announced his visit to Shusha back in March.

The Azerbaijani Armed Forces liberated Shusha in November after 28 years of Armenian occupation. Shusha, known as the pearl of Nagorno-Karabakh, was occupied by Armenia on May 8, 1992.

The town has significant military value since it is located on strategic high ground about 10 kilometers (6 miles) south of the region’s capital over Khankendi (Stepanakert) and on the road linking the city with Armenian territory. Besides its strategic significance, the town is known as a symbol of Azerbaijani history and culture with many historic sites, the restoration of which has started. Many prominent Azerbaijani musicians and scholars were born in the city.

Azerbaijan seized back swathes of its Armenian-occupied territory last year in a conflict that erupted in Nagorno-Karabakh. The conflict claimed 6,000 lives and ended with a Russian-brokered truce in November.

While the Karabakh truce has largely held, the border region has witnessed several skirmishes.

In the exchange, the Azerbaijanis obtained mas of the minefields in the province of Agdam. At least another 200 soldiers from Yerevan remain in Azerbaijan. Backed by the USA, the European Union and Turkey, the Georgians offer themselves as mediators in the conflicts in the Caucasus.

Moscow (AsiaNews) – Armenian interim Prime Minister Nikol Pašinyan announced yesterday that "15 of our brothers are returning home" after being detained in Azerbaijan following the conflict in Nagorno Karabakh.

Thanks to the mediation of Georgia, the Azeris decided to free the hostages in exchange for the maps of the minefields in the province of Agdam. Georgian Prime Minister Iraklij Garibašvili would have played a leading role in closing the deal.

The United States reportedly inspired Georgia's intervention during President Joe Biden's visit to Europe, and on the eve of his meeting with Vladimir Putin. Philip Reeker, US Deputy Secretary of State for European and Eurasian Affairs, is a key figure in the deal. The Caucasus issue has become an edge to international equilibrium, in a very delicate phase for the upcoming elections in Tbilisi and Yerevan.

According to human rights activists, at least 200 other Armenian prisoners remain in Azerbaijan. Hopefully, the success of these days will not remain an isolated event. The restitution took place on the evening of June 12, and the Armenian government handed over the relocation papers for 97,000 anti-tank and anti-personnel mines.

According to Garibašvili himself, “the negotiations began a month ago, after a few phone calls with the president of Azerbaijan Ilham Aliev and Pašinyan. I think it is an unprecedented opportunity for Georgia, which can mediate between the strategic partners of the South Caucasus”. Garibašvili has promised further efforts from his country to achieve stability in the region.

Political scientist Gelja Vasadze of the Tbilisi Center for Strategic Analysis believes the role of Turkey should not be underestimated against the background of these negotiations: “Garibašvili also visited Ankara, not only Baku and Yerevan. As the Georgian Foreign Minister David Zalkaliani communicated, after a recent conversation with Erdogan, Georgia has taken a more active role in resolving the Caucasian conflicts”. In this case the Turks would have acted in harmony with the US and the European Union.

The returned prisoners had not received any sentences from the Azerbaijani side, but had remained in the hands of the enemy after the most heated phases of the conflict in Nagorno Karabakh. The crisis between Armenia and Azerbaijan remains quite acute on the southern borders of the two countries, and the final outcome is still very uncertain. Georgia will be able to continue to play a leading role, also depending on the interests of the candidates and political groups competing in the upcoming elections, with the support of the great powers.
