Turkey’s Energy & Natural Resources Minister Taner Yildiz said on
Saturday that Turkey, Azerbaijan, Greece and Italy would hold a
quartet natural gas summit.

Earlier Taner Yildiz had a meeting with his Greek counterpart
regarding a natural gas pipeline from Azerbaijan to Italy via Turkey
and Greece.

"Within this framework, we will hold a quartet natural gas summit
either in Turkey or Greece," Yildiz told reporters in Athens, adding
that Turkey and Greece could develop joint projects on wind energy,
Anatolian News Agency reported.

President Serzh Sargsyan received Tina S. Kaidanow, US Deputy
Assistant Secretary for European and Eurasian Affairs.

President Sargsyan said `Armenia attaches great importance to the
deepening of the Armenian-American cooperation and is grateful to the
American Government for its support to our country and the efforts
targeted at establishing peace and stability in the region.

The interlocutors attached importance to Serzh Sargsyan’s
participation in the Global Nuclear Summit in Washington and the
bilateral meetings on the sidelines of the summit and emphasized the
necessity of continuing the active political dialogue.

The parties discussed the perspectives of development of
Armenian-American bilateral relations, issues related to regional
security and expressed willingness to continue the cooperation
targeted at establishment of peace in the region, promotion of
economic cooperation and implementation of reforms.

Serzh Sargsyan and Tina Kaidanow exchanged views on the negotiations
on the peaceful settlement of the Karabakh conflict, attaching
importance to the efforts of the OSCE Minsk Group Co-Chairs in that
direction.

Armenia will host a summit of the Collective Treaty Security
Organization member countries’ leaders in August, CSTO Secretary
General said.

"The Presidents agreed to hold the next summit in Yerevan in August.

It’s still to be decided whether the summit will be formal or not,"
RIA Novosti quoted Nikolay Bordyuzha as saying.

The Minsk Group co-chairmen should take a firm stance to force Armenia
to liberate the occupied territories, the Azerbaijani Parliament
committee deputy chairman said.

"It is sufficient for at least one of co-chairing countries to take
a firm stance to force Armenia to abandon occupation policy," deputy
chairman on security and defence of the Azerbaijani Parliament Aydin
Mirzazade told the website of New Azerbaijan party.

He said that if positive results were achieved at a meeting of the OSCE
Minsk Group co-chairmen with Armenian foreign minister in Brussels,
it would have a positive impact on the peace process.

"It seems that one asks for Armenia something at these meetings.

Despite its political weight, the OSCE Minsk Group co-chairmen indulge
the whims of Armenia, try to politely ask occupant country. In fact,
it is sufficient for one of the co-chairing countries to call for
Armenia to fulfill norms of the international law. This will be enough
for Armenia to abandon its occupation policy," MP said.

Deputy Chairman of the Committee believes that such meetings have
some positive effect on the resolving of the problem.

"But on the other hand, the world sees the weakness of these three
countries. Foreign Minister of such a weak country like Armenia
challenges to diplomats of the three powers. I would like these three
countries, responsible for all the world, to strongly call for justice
from Armenia," Mirzazade said.

ArmInfo. A regular bickerfest took place in Yerevan with the use of
fire-arms. According to the available data, a skirmish happened in
Komitas Street near Lambada bridge. A young man, supposedly participant
in the skirmish, was killed and four men were wounded.

Currently the press service of Armenia’s Police refrains from
publicizing the details of the incident.

Last night in the Yerevan district of Arabkir, police received a
report that several unidentified people had brought one dead man and
two others with gunshot wounds to the local hospital. They were in
there early to mid twenties.

Earlier reisdents at 17 Komitas Street had reported hearing gunshots
that night to the police. In the acompanying photos, reporter Gagik
Shamshyan shoes the chalk circles drawn by cops at the scence. When
they arrived no one could be found.

Although Turkey and Russia develop economic relations, they will
always be regional rivals, according to Turkologist Artak Shakaryan.

"We should not forget about Turkey’s strengthening positions in Crimea,
Ajaria, Abkhazia and Nakhijevan," Shakaryan told reporters on May 12.

He also emphasized that Karabakh problem will be on the agenda of
Russian President’s visit to Turkey.

"Turkey doesn’t conceal its wish to join the Karabakh talks, gradually
deepening into process. Surely, Ankara will not succeed to become
a co-chairing country in the OSCE Minsk Group, but it can get an
observer status or launch a parallel process like its stability and
security platform," Shakaryan said.

Touching on normalization of Armenian-Turkish relations, he said
that the dialogue will be resumed no sooner than in 2014, due to
parliamentary elections in both countries.

The expert did not rule out that Moscow will try to seize the
initiative to organize Armenian-Turkish meetings.

Editor-in-chief of Beirut-based Azdak paper Shahan Kandaharian said
that over 70 Armenians have been elected to different posts in local
self-government bodies of Lebanon as a result of elections in three
cities of Lebanon.

Such results could be achieved only through unification of the
country’s Armenians, Kandaharian told a PanARMENIAN.Net

According to Kandaharian, almost all successful candidates were
from the ARF Dashnaktsutyun, while representatives of Hnchak
social-democratic party and Ramkavar Azatakan party were elected heads
of Beirut districts – one from each party. Besides, two Armenians
have been elected as mayors. This is an exclusive phenomenon for the
entire Diaspora.

anniversary of liberation of Shushi.

Gevorg Kulumyan, Hakob Tumanyan, Grigor Tiftikchyan and Vahe Atchemyan
won the team competition.

Awards will be granted to the championship winners during May 16
event dedicated to May victories.

Un article intitulé ` les Protocoles vivants ‘ par le commentateur
conservateur Taha Akyol le 6 mai 2010 dans le journal Milliyet rend
compte d’une conversation avec le Ministre turc des Affaires
Etrangères Ahmet Davutoglu en voyage vers Kiev. Dans la conversation,
Ahmet Davutoglu suggère que les protocoles avec l’Arménie ne sont pas
morts et que ` une calme diplomatie ‘ est en cours. L’article fait
aussi des remarques sur `l’ouverture’ vers des arméno-turcs vivant à
l’étranger. Ci-dessous une traduction de l’article, qui fait la
lumière sur les protocoles et les liens de la Turquie avec
l’Azerbaïdjan.

Nous volons vers la capitale ukrainienne, Kiev, avec le Ministre des
Affaires Etrangères Ahmet Davutoglu. Demain, nous irons en Crimée, la
patrie de grand Ismail Gaspirali [ politicien tartar du 19 ème
siècle]. En vol, je demande à Davutoglu si les protocoles [avec
l’Arménie] sont morts. Il répond "Non".

Sont-ils gelés ?

` Vous pouvez le dire. Cela dépend comment vous le regardez. Si vous
analysez le processus, nos relations avec l’Arménie sont meilleures
qu’elles l’étaient il y a un an. Nos relations avec l’Azerbaïdjan sont
aussi meilleures. Cela signifie que la rivière n’est pas gelée ; elle
coule. ‘

Il y a apparemment une tacite ` entente à trois voies. ‘ Ankara, Bakou
et Erevan conduisent évidemment une calme diplomatie durant " quelques
mois ; ils ne publieront pas de déclarations qui peuvent faire des
vagues dans l’opinion s publique.

Alors quoi ? Alors ` des pas positifs ‘ seront pris, à la fois en ce
qui concerne les protocoles et les problèmes du Caucase.

Je demande : ` Avez-vous vraiment été assis à la table de négotiations
avec l’Arménie sans mentionner le problème du Karabakh ? ‘

Ahmet Davutoglu raconte une conversation qu’il a eu une fois avec Onur
Oymen du parti du Peuple Républicain [le vice-président général].
Davutoglu a apparemment demandé à Oymen : ` vous avez travaillé au
Ministère turc des Affaires Etrangères pendant plusieurs années.
Croyez-vous que notre ministère des Affaires Etrangères se serait
assis à la table de négotiations sans mentionner le Karabakh ou les
événements de 1915 ? ‘

Oymen a répondu "Non".

J’obtiens une réponse qu’à la fois l’occupation arménienne [du
Nagorno-Karabakh] et la question d’histoire ont été discutées pendant
les pourparlers en Suisse et que, en outre, ces discussions ont tourné
dans les dossiers des négociations.

Alors pourquoi n’ont-ils pas été inclus dans les protocoles ?

Après quelques commentaires à condition qu’ils ne soient pas ` publiés
‘ Ahmet Davutoglu rappelle le concept de ` l’ambiguïté constructive ‘
dans la diplomatie. Le but `d’ambiguïté’ dans le texte [des
protocoles] était d’assurer que le processus avance ; les progrès
interviendraient plus tard dans des pas.

En effet, comme je l’ai écrit plusieurs fois dans le passé, les
protocoles incluent des principes généraux qui peuvent fournir des
conseils à la fois sur le problème du Karabakh et la discussion
historique.

L’Azerbaïdjan s’est inquiété que la Turquie aurait pû vendre le
Karabakh pour contrer le 24 avril. Au contraire, l’Arménie a espéré
que la Turquie paniquerait si elle se retirait des protocoles et
ferait approuver les protocoles par l’Assemblée nationale en hte pour
empêcher Obama de dire `le génocide’ le 24 avril – sans prendre un
simple pas sur la résolution du problème du Karabakh. Elle a espéré
que l’échec de la Turquie à faire approuver les protocoles dans son
Parlement tendrait ses relations avec les Etats-Unis.

Rien de cela n’est arrivé.

Ahmet Davutoglu a dit directement que ` nous nous sommes bien
débrouillés le 24 avril. ‘

En effet, chacun a vu ` ce qui ne peut pas arriver. ‘ Maintenant ` la
calme diplomatie ‘ est en cours sur une base plus réaliste.

Ahmet Davutoglu est tout à fait optimiste qu’il y aura des événements
positifs liés aux protocoles ` dans les prochains mois. ‘ Il nous
informe aussi qu’un accord énergétique sera signé avec l’Azerbaïdjan :
` Je ne vous donnerai pas une date, mais le Premier ministre ira à
Bakou et signera l’accord. Nous avons une confiance complète entre
nous sur chaque question. ‘

Tout ceci arrivera-t-il s’il n’y a aucune espérance quant aux
développements au Karabakh ?

Le Professeur Daron Acemoglu, un arménien de Turquie, vit aux
Etats-Unis. C’est un économiste de 60 ans qui est un candidat
potentiel au Nobel. Quand Davutoglu ira aux Etats-Unis de nouveau, il
rencontrera Acemoglu et l’invitera en Turquie. Des contacts initiaux
ont déjà été pris.

Davutoglu décrit ` les principes généraux ‘ avec le raisonnement `d’un
théoricien’ :

` Les arméniens qui ont émigré de la République de la Turquie vers
d’autres pays sont la diaspora `turque’ pas la diaspora `Arménienne’.
‘ Nous ne mettrons pas tous les membres de la diaspora arménienne dans
le même panier. Nous établirons un dialogue basé sur leur position. ‘
