How would you comment on Azerbaijan’s accusation that international
community is rather concerned about improving socio-economic situation
in Armenia also calling on Turkey to open border with this country
than to resolve the Karabakh conflict?

I share this view. In my opinion, the international community should
pay much more attention to resolving the Karabakh problem, as this
conflict continues to hamper democratic reforms in the entire South
Caucasus. It is like a dark shadow over the region. This conflict
should be resolved.

Do you believe full democracy is impossible in the region until the
Karabakh conflict is resolved?

Resolving the Karabakh problem is a precondition for the advancement
of other reforms, such as reforms in the sphere of democracy, economy
and social life. This problem should not remain in its current state.

That is why I very well understand the appeal of President of
Azerbaijan to the international community to contribute to resolving
this conflict.

You said that the EU should play a more active role in settlement of
the Karabakh conflict. France represents EU’s interests in the Minsk
Group. In your opinion, is there any need to replace that country or
include one more European country to the group?

I am confident that the EU must understand very clearly that there is
a UN Security Council resolution, the text of which is very clearly
states Azerbaijan’s territorial integrity. In my opinion, EU’s position
is not strong and clear enough. EU spokespersons, commissioners,
MPs often show certain flexibility and are too diplomatic about this
issue, while the UN Security Council resolutions are clear. In such
circumstances, I can only urge the EU to support the decisions taken
at UN level.

Today, the Armenian nation is commemorating the 95th anniversary of
the Armenian Genocide in the Ottoman Empire. Over 1,500,000 Armenians
living in Western Armenia (present-day Turkey) were killed during the
massacres in early XX, hundreds of thousands were scattered all over
the world.

The President, the First Lady, Catholicos of All Armenians Karekin II,
Speaker of the National Assembly Hovik Abrahamyan, Chairman of the
Constitutional Court Gagik Haroutyunyan, a governmental delegation
led by Prime Minister Tigran Sargsyan, Prosecutor General Aghvan
Hovsepyan, Director of the National Security Service Gorik Hakobyan,

Ambassador of Ukraine to RA Alexander Bozhko visited Tsitsernakaberd
on April 24 to commemorate the Armenian Genocide victims.

Talking to reporters, he said that that "such atrocities against
humanity should never be forgotten."

"People should remember and speak of this tragedy not only on April
24 and not only in Armenia. That is why a round table on the Armenian
Genocide was organized in Kyiv today and memorial events will be held
throughout Ukraine," Amb. Bozhko said.

On April 22, French city of Saint-Chamond hosted a conference entitled
Karabakh Conflict and Karabakh Restoration Programs.

City Mayor Philippe Kizirian, Chairman of the French-Armenian
Friendship Group, MP Francois Rochebloine, representatives of local
self-government bodies and Armenian community attended the conference,
NKR Permanent Mission to France reported.

In his speech, NKR Permanent Representative to France Hovhannes
Gevorgyan introduced the pre-history of the Azerbaijani-Karabakh
conflict and current stage of its settlement. He touched upon
forthcoming May 23 elections to the NKR 5th convocation National
Assembly, noting: "By electing legislative power representatives,
Karabakh people once again remind the world that they are masters of
their own fate, determined to build their lives in accordance with
democratic principles."

Hovhannes Gevorgyan also met with representatives of Club GIER
Enterprises association of Loire region entrepreneurs, introducing
current economic situation and investment possibilities in Artsakh,

deal to end decades of hostility with its neighbor Turkey. It accuses
Ankara of adding new conditions to the agreement that is intended to
restore diplomatic relations and reopen border crossings.

Armenia’s coalition government said on Thursday that the ratification
of a peace accord signed with neighbor Turkey had been suspended.

The decision is a blow to efforts to normalize relations between
the two countries, overcoming the legacy of mass killings by Ottoman
Turks during World War One.

Armenia and Turkey signed the accord in October 2009 to pave the
way for the establishment of diplomatic relations and the opening of
land borders.

However, diplomatic relations have become increasingly strained,
with each side accusing the other of setting new conditions to accept
the measures.

The enclave of Nagorno-Karbakh is at the center of a dispute between
Armenia and Azerbaijan The Armenian coalition put the blame for the
latest delay on Turkish demands that Armenia should come to a deal with

A close ally

Azerbaijan is a close ally of Turkey, but Armenia rejects any link
between the territorial dispute and peace with Turkey.

"The Turkish side’s refusal to fulfil the requirement to ratify
the accord without preconditions in a reasonable time has made the
continuation of the ratification process in the national parliament
pointless," a statement said.

"We consider it necessary to suspend this process until Turkey is
ready to continue the process without preconditions."

Armenian President Serge Sarkisian said that the decision was taken
in his country’s national interests.

Turkey calls for ‘regional peace’

Following the Armenian decision, Turkish Prime Minister Recep Tayyip
Erdogan said that he was committed to the peace process. However,
he added that achieving a wider regional peace was important.

Some estimates put the number of Armenians killed by Ottoman Turks
as high as 1.5 million "We have expressed on several occasions our
commitment to the letter and spirit of the protocols and the target
of putting them into practice," Erdogan said.

"We have also explained on several occasions… how the ratification
process can be advanced and how we can achieve the target of
comprehensive peace in the region. Our determination remains
unchanged."

Turkey sealed its border with Armenia in 1993 as a show of solidarity
with Azerbaijan over Nagorno-Karabakh.

It is expected that any deal would bring great economic benefits to
landlocked, Christian Armenia. The advantages for Turkey would be
diplomatic, boosting the country’s status as a prospective member of
the European Union and enhancing its influence in the South Caucasus
region.

Muslim Turkey accepts that many Christian Armenians died in partisan
fighting, starting in 1915. However, it denies that up to 1.5 million
were slaughtered and does not accept that the killings amounted
to genocide.

organization has published a Declaration on advancement of a Plan of
peaceful settlement of the Nagorno Karabakh conflict as an alternative
to OSCE MG proposals, the organization’s press release says.

According to the document, "the authorities of Armenia and Azerbaijan
failed to reach a political agreement on the Nagorno Karabakh status
over 16 years after signing of an agreement among Azerbaijan, Armenia
and Nagorno Karabakh on complete ceasefire and termination of military
actions, and OSCE MG currently proposed the Parties in the conflict
to recognize a Temporary status of Nagorno Karabakh as a compromise.

Considering this fact, the following is required for settlement of
the Nagorno Karabakh conflict: completely eliminate a threat of war
resumption, assure international protection of the existing demarcation
line, repeal the bans for transit of cargo among Azerbaijan, Armenia
and Turkey, as well as determine the Nagorno Karabakh status through
legal solution of the dispute between the Azerbaijani and Nagorno
Karabakh Republics regarding state succession in the territory of
the former Azerbaijani SSR. It is necessary to accept a mutually
acceptable political decision, through negotiations among the parties
in the conflict, on the following issues: restitution or compensation
of the national minorities’ impaired rights, reparation for illegal
use of military force and establishment of international borders".

"Moreover, based on requirements of the international law standards,
to completely eliminate a threat of war resumption, Azerbaijan, Armenia
and Nagorno Karabakh have to sign an agreement on termination of armed
conflict. Based on requirements of the international law standards,
to completely eliminate economic measures of compulsion of Armenia to
unilateral concessions, Azerbaijan, Armenia and Turkey have to sign
an agreement on freedom of transit, where issues of functioning of
transit transport corridors through the territories of these states
should be solved", the Declaration says.

Armenian President Serzh Sargsyan has released his longawaited address
to Armenians.

The address reads as follow:

"Fellow Armenians;

"A year has passed since the Armenian-Turkish-Swiss joint statement
on steps to normalize the relations between Armenia and Turkey. During
this period, the two Protocols aimed at normalization of the relations
have been publicized, discussed in the public domain, and signed. The
documents have for quite a lengthy time now been in the parliaments
of Armenia and Turkey, awaiting ratification. Armenia has all
along demonstrated her commitment to the process of normalization
of relations, to the point of including the Protocols in the agenda
of the National Assembly. We have made clear to the whole world that
our position is nothing but firmly constructive. We have stated that,
if Turkey ratified the Protocols, as agreed, without preconditions
and in a reasonable timeframe, failure by the Armenian Parliament to
ratify them would be precluded.

"Now, the time has come to gauge the notion of a "reasonable timeframe"
and whether a conduct is "without preconditions." These criteria were
set forth by not only Armenia, but also all the mediators involved
in the process, all of our international partners.

"For a whole year, Turkey’s senior officials have not spared public
statements in the language of preconditions. For a whole year, Turkey
has done everything to protract time and fail the process. Hence,
our conclusion and position are straightforward:

1. Turkey is not ready to continue the process that was started and
to move forward without preconditions in line with the letter of
the Protocols.

2. The reasonable timeframes have, in our opinion, elapsed. The
Turkish practice of passing the 24th of April at any cost is simply
unacceptable.

3. We consider unacceptable the pointless efforts of making the
dialogue between Armenia and Turkey an end in itself; from this moment
on, we consider the current phase of normalization exhausted.

"My Fellow Armenians;

"During this period, I have discussed and continue discussing
the future of the process launched with Turkey with Presidents
Nicolas Sarkozy of France, Barack Obama of the United States, Dmitri
Medvedev of Russia, as well as our colleagues in a number of European
organizations. We are grateful to them for supporting our initiative,
encouraging the process, and exerting efforts to secure progress. The
matter of the fact is that our partners have urged us to continue
the process, rather than to discontinue it.

"Out of respect for them, their efforts, and their sincere aspirations,
we have decided after consulting our Coalition partners and the
National Security Council not to exit the process for the time being,
but rather, to suspend the procedure of ratifying the Protocols. We
believe this to be in the best interests of our nation.

"Armenia shall retain her signature under the Protocols, because we
desire to maintain the existing momentum for normalizing relations,
because we desire peace. Our political objective of normalizing
relations between Armenia and Turkey remains valid, and we shall
consider moving forward when we are convinced that there is a proper
environment in Turkey and there is leadership in Ankara ready to
reengage in the normalization process.

"While announcing to the world the end of the current phase of the
process, which was launched with the September 2008 match between the
national football teams of Armenia and Turkey, I express gratitude to
President Abdullah Gul of Turkey for political correctness displayed
throughout this period and the positive relationship that developed
between us.

"Fellow Compatriots;

"In two days, we will commemorate the 95th anniversary of the first
genocide of the 20th century, the remembrance day of the Armenian
Genocide. Our struggle for the international recognition of the
Genocide continues. If some circles in Turkey attempt to use our candor
to our detriment, to manipulate the process to avoid the reality of
the 24th of April, they should know all too well that the 24th of
April is the day that symbolizes the Armenian Genocide, but in no
way shall it mark the time boundary of its international recognition.

"We express our gratitude to all the states, organizations, and
individuals that support us in deploring and preventing crimes against
humanity. We are also grateful to all those Turkish intellectuals
that struggle for the restoration of historical justice and share our
grief. On this eve of the 95th anniversary, we call upon everyone to
remember that the memory of one and a half million innocent victims
exterminated under a state-orchestrated program merely for being
Armenian continues to pose before mankind the demand for recognition
and condemnation.

"Fellow Compatriots;

"We are stronger today than ever before and stand straight as always.

Henceforth, our efforts for a better Armenia, a better region,
a better world, and a more solid unity of Armenians worldwide will
only multiply. Rest assured that results will be visible all along.

"5.5percent of GDP growth at the first quarter of 2010 is quite good
index. This allows us to think that the negative consequences of the
crisis are withdrawing," Yerevan State University lecturer of the
Faculty of Economics Karlen Khachatryan said.

He assessed the growth of the scales of industrial production (10.4%),
and electric power production (9.4%) as positive.

The analyst considers it encouraging that 60 percent growth has been
observed in the exporting scales, while the index for import shows
20 percent.

"Thus, we can expect the GDP growth to give positive impetus to
the Armenian economy. This will, surely, accelerate the process of
overcoming the crisis," he highlighted.

LOS ANGELES BILLBOARDS CALL ATTENTION TO ARMENIAN GENOCIDE

Angeles this week

LOS ANGELES, CA-Starting this week eight billboards throughout Los
Angeles are drawing attention to the Armenian Genocide. Sponsored
by RoarUSA, the signs draw the attention of hundreds of thousands of
residents each day and exclaim that the "truth will triumph."

"While there are many Armenian Americans in Los Angeles, the Armenian
Genocide is still unknown to many. This is a very effective way to
make people aware that there is an issue and it compels them to look
further into it," noted Ara Oshagan of the Genocide Project. A photo
from the Genocide Project is used as part of the billboard message.

The billboard sponsor, Los Angeles-area businessman and owner of the
apparel manufacturer RoarUSA, Deepak Vasandani was inspired to pursue
this project after learning about the Armenian Genocide during a dinner
conversation with business colleagues and friends Hovig Khaloian and
Rafi Ekmekian. Ekmekian also told Vasandani about his own family’s
experience during the genocide.

Vasandani, who had already engaged in other socially responsible
corporate advertising campaigns with RoarUSA, suggested that the
Armenian Genocide would be a good issue to address. It was Vasandani
who contacted Khaloian after the recent March 4, 2010 vote in the US
House Foreign Affairs Committee on .Res.252 to discuss the vote and
relay the news that he had reserved the billboards for the project.

H.Res.252 is the current Armenian Genocide resolution making its way
through the US House of Representatives.

"Deepak is an exceptional human being with an extraordinary vision and
an unconventional approach to tackling complex issues," said Khaloian.

"His determination and commitment to corporate social responsibility
is admirable and it is an example that should be followed by others."

The billboards are located at La Cienega & Whitworth, Western &
Lexington, Westwood & Santa Monica, Topanga Canyon & Schoolcraft,
Roscoe & Reseda, Santa Monica & Western, and Sepulveda & Lucerne.

They will be displayed for the next month.

"The ANC would like to commend Mr. Vasandani’s effort to provoke
greater knowledge about the Armenian Genocide," remarked ANCA-WR
Chairwoman, Aida Dimejian. "Being a human rights issue, it is the
responsibility of everyone to help end the cycle of genocide.

Education and awareness are the first steps towards this end."
