Turkey’s PM Recep Tayyip Erdogan referred to the Armenian-Turkish ties
during his speech on Turkish NTV, according to Haberiniz. Erdogan said,
they are committed to their signature.

"At the same time, however, the protocols include a phrase: "to
establish peace in the region." Now from the viewpoint of the regional
peace, there is a conflict between Armenia and Azerbaijan. We need to
ensure the reconciliation since it’s due to this conflict the borders
were closed," Erdogan said.

When asked whether the Nagorno-Karabakh is still a precondition
for Turkey, Erdogan said: "It’s not a precondition for us. It’s
Azerbaijan’s condition. We have nothing to do with it directly. We
are involved in the process indirectly."

ArmInfo. Nature Protection Ministry of Armenia has drawn conclusions
after the corruption scandal.

To recall, accusation of taking of bribe on an especially large
scale was brought against Head of Nature Protection Inspection
under Armenian Nature Protection Ministry Tigran Petrosyan and his
deputy Arsen Petrosyan. The bribe at the rate of 5 mln drams was
extorted from Chairman assistant of the Board of Akhtala Mining and
Concentration Complex CJSC for permission to extend the terms of
commissioning of water supply system at Nakhatak river. On December
28, 2009, A. Petrosyan was detained in his office after bribetaking,
with 1210000 drams available with him. He succeeded to hand over the
remaining amount (3790000) to his Chief Tigran Grigoryan. Moreover,
20 mln drams and $1 thsd were found out in the pocket of A. Petrosyan,
and another 3.8 mln and $33 thsd – at T. Grigoryan.

"We have drawn conclusions from this occurrence. Currently, the Nature
Protection Inspection is under reformation", Armenian Minister of
Nature Protection Aram Harutyunyan said at today’s press-conference.

The recent statement by the Turkish Prime Minister Recep Tayyip Erdogan
over returning two regions (Aghdam and Fizuli) adjacent to Nagorno
Karabakh is a next in turn cunning step by the Turkish PM, Armenian
Revolutionary Federation (Dashnaktsutiun, ARF-D) Bureau member Vahan
Hovhannisyan said at a press conference today upon Tert.am’s request
to comment on Erdogan’s comment.

According to Hovhannisyan Erdogan – realizing that it would be
impossible to speak about the return of seven regions – has started
speaking about those two only. At the same time Hovhannisyan said
that it did not matter how many regions are under discussion, as
one-sided concessions are inacceptable.

He also said that it is not acceptable to speak about any concession
unless the status of Nagorno Karabakh is defined.

How do you assess the recent meeting between Erdogan and Sargsyan
in Washington?

This was quite a standard meeting between both leaders who undertook
to work for ratification of protocols and normalization of relations.

Nevertheless, these protocols are stuck in the parliaments of both
countries that have not gained much progress recently.

Was the Turkish premier subjected to pressure in Washington regarding
the opening of borders with Armenia without the resolution of the
Karabakh conflict?

US President Obama said Turkey should "spare no effort" to normalize
relations with Armenia. However, he did not mention whether this
should be done with or without the resolution of the Karabakh conflict.

Does the United States understand that it may lose Azerbaijan with its
energy sources by supporting the opening of borders between Turkey
and Armenia without the resolution of the Karabakh conflict? And do
they realize that they may lose the only Muslim country that has good
relations with the United States in this region?

The United States understands Azerbaijan’s importance in this region
but they also have many other interests and therefore, must balance,
including in the issue of the Turkey-Armenia relations.

Does the United States understand Azerbaijan’s importance and how
well do they understand the South Caucasus region?

Though the US government realizes the strategic importance of
Azerbaijan in the Caucasus, this must comply with its relations with
other countries as Turkey, Armenia and Russia. As for Americans,
most of them have extremely limited knowledge about this region.

US meetings reinvigorate Turkish-Armenian reconciliation

The Turkish leadership has received much praise from around the world
for its attempts to rescue Turkish-Armenian reconciliation efforts,
which have entered their death throes, in Washington this week.

The primary obstacle to the peace talks moving forward is their being
conditioned on the resolution of the disputed Nagorno-Karabakh
conflict. Turkey set the conflict as a precondition to ratifying the
protocols on the normalization of relations and establishing
diplomatic ties between it and Armenia — a move Armenia vehemently
rejected with the assertion that it is stifling the whole process.
The Turkish-Armenian rapprochement talks are being conducted
confidentially, including their Washington chapter, leading to scant
media coverage on the sidelines of the Nuclear Security Summit, which
took place on April 12-13.

`There are renewed expectations of hope that the process of
Turkish-Armenian `normalization’ is back on track,’ Richard
Giragosian, director of the Armenian Center for National and
International Studies (ACNIS), told Sunday’s Zaman, adding that the
meeting represented the `last chance’ to salvage the stalled
Turkish-Armenian protocols, which became deadlocked since the
beginning of this year. Noting that although the specific results from
the Washington meetings have yet to be released, the expert said many
see signs that the foreign ministers of both countries are now working
to find a way around the stalled protocols and are struggling to find
a new alternative path to overcome the deadlocked protocols, which are
now virtually stuck in the Turkish Parliament.

Speaking to Sunday’s Zaman, Efe Ã?aman from Yalova University said
problems between Turkey and Armenia are not acute but chronic. For
this reason, he said, it is not correct to wait to achieve a lasting
solution in a short period. `First of all, there are efforts to
complete confidence-building measures. At this point, Turkey is an
important actor both in economic and geopolitical terms that Armenia
cannot ignore,’ Ã?aman said.

Global Political Trends Center (GPoT) Director Mensur Akgün said in an
interview with Sunday’s Zaman that he believes the meeting in the US
may in fact untangle the reconciliation knot. He said he believes the
three countries involved — Turkey, Armenia and Azerbaijan — will all
benefit from the current situation.

Noting that the government’s job is truly difficult in this sense,
Ã?aman said regardless of this, to gain a tool, Turkey needs to
partially open the Turkish-Armenian border and gain an opportunity to
use the carrot-and-stick tactic in its foreign policy. As there is
nothing for Armenia to lose in this status quo, he stressed, Turkey
does not have any sanctions (stick).

Speaking about Sarksyan’s statements, Akgün said he understands his
position, adding that these steps may increase the chances of the US
president terming the Ottoman-era killings of Armenians as genocide,
which is a risk for the Armenian president.

Another leg of the so-called genocide-protocols-Karabakh triangle is
Azerbaijan’s opposition. It was not invited to the nuclear summit, and
its reaction was furious. Noting that DavutoÄ?lu will soon visit Baku,
Akgün said the trip will also serve to lessen Azerbaijan’s opposition.

He also claimed that in line with the ever-changing nature of
politics, Turkey may alter its promise to include the Nagorno-Karabakh
precondition. Pointing to ongoing negotiations between Armenia and
Azerbaijan over the disputed Nagorno-Karabakh territory, Akgün said
the sides have agreed on most terms of the Madrid Principles to solve
the conflict. `But normalization between Turkey and Armenia needs to
move forward even in if there is no breakthrough in Karabakh. If they
never make peace between each other, Turkey and Armenia will not be
able to maintain the status quo forever, either,’ Akgün concluded.

And in some ways, Giragosian said, it was actually helpful that
Azerbaijan was not invited to the recent summit in Washington,
ensuring that Baku could not bring unwelcome pressure on Ankara at
this delicate stage. `This is not to say that Turkey is ignoring
Azerbaijani interests, but rather is pursuing a new policy of
engagement with Armenia that is now based on Turkish national
interests, not simply to please the Americans and not to appease the
Azerbaijanis,’ the expert said. Noting that the whole process of
normalization with Armenia has been driven by Turkey’s recognition of
the need to correct a failed policy, Giragosian said closed borders
and a lack of diplomatic relations is not a policy and that Turkey
needs more, not fewer options regarding Armenia and the region.

Political scientist Vafa Guluzade has welcomed reports that Barack
Obama will do his utmost to solve the Karabakh problem.

‘It is very encouraging that the president of a great power such as
the United States gives a firm guarantee that he will do everything
possible to resolve the Karabakh problem. The good news is the fact
that US officials say they are working together to solve this problem.

I had fragile hopes for the solution of the Karabakh problem, but
after these statements I have grown optimistic,’ political scientist
Vafa Guluzade told 1news.az.

On Tuesday US President Barack Obama met Turkish Prime Minister Recep
Tayyip Erdogan in Washington. According to Turkish diplomatic sources,
Obama promised Erdogan to spare no effort for the resolution of the
Karabakh conflict, but no mention of this was made in the official
White House report of the meeting.

Guluzade said that Turkey should take the credit for the diplomatic
effort over Karabakh. ‘All of these diplomatic efforts over the
Karabakh problem have emerged thanks to Turkey. We should be grateful
to Turkey for their protection of our interests. Ankara has once again
proved that friendly relations with Azerbaijan are more important to
it than all other issues.’

The analyst noted that even if Armenia agreed to a solution of
the Karabakh problem, the process would last a long time. ‘But the
main thing is beginning the process, therefore, everyone should make
Armenia fulfill its obligations. In this regard, much will depend on
the position of the United States and Russia,’ he said.

Asked how Baku can thank Ankara, Guluzade said: ‘Ankara is aware
that Azerbaijan is an important country in the region, a key link in
relations between Turkey and the Turkic world. Therefore, by defending
the interests of Azerbaijan, Ankara protects its own interests too.’

Russia’s agriculture watchdog, Rosselkhoznadzor, has permitted import
of Armenian and Kazakh milk and dairy products. The ban on import of
products from Armenia and Kazakhstan was lifted due to enterprises’
commitment to observe sanitary norms, Business FM reported.

According to experts, this will not affect the Russian dairy industry.

At the same time, Rosselkhoznadzor barred 15 foreign companies from
importing meat, not meeting sanitary requirements.

PACE President’s aspiration to resume activities of sub-commission on
Karabakh is not so understandable, the head of standing committee on
European integration and member of Armenian delegation to PACE Naira
Zohrabyan told NEWS.am, commenting on Mevlut Cavusoglu’s statement.

"I definitely can catch the implication of his aspiration, induced by
the Azerbaijani lobby pressure. He seeks to shift Karabakh issue from
OSCE Minsk Group to PACE. However, the point is why the issue should
be discussed within Council of Europe, while to date organization
devoted almost no attention to state of human rights or elections
in Nagorno-Karabakh," MP said, noting that Cavusoglu spoke about
sub-commission back in the course of PACE January session. According
to her, PACE President pledged to discuss the matter with heads of
Armenian and Azerbaijani delegations to PACE during the April session.

However, Zohrabyan deems that the issue should be discussed also with
delegation members as she personally has a lot to say.

MP also informed that Cavusoglu is likely to visit Armenia after
April session. The official mentioned that she prepares a report
about women rights in conflicting and post-conflicting regions to
be presented during PACE session held on April 26-30. The report
describes terrible sufferings of Armenian women and children in
Azerbaijani cities of Baku, Sumgait, Maraga in the end of 20th century.

Earlier, Mevlut Cavusoglu arrived in Azerbaijan and held meetings
with local parliament representatives, stating the necessity to set
up PACE sub-commission on Nagorno-Karabakh.

Issues over the safety of the Nuclear Power Plant in Armenia are
always focused by the Atomic Energy Safety Council (AESC), an advisory
body to Armenia’s president, with the council having the world s best
specialists. The level-of-safety-increase activities are coordinated
with the International Atomic Energy Agency (IAEA).

According to the terms of the Convention on Nuclear Safety, Armenia
makes a Nuclear Safety National Report to the IAEA every three years.
As to the seismic security, international experts carried out seismic
observations of the Nuclear Power Plant board in 2009. The
observations showed there is no need to feel concerned. Besides, about
2,145 mln. Armenian people live around the Nuclear Plant territory,
while the figure of the Turkish people living around is 126 thousand
only, Armenian Ministry of Energy and Natural Resources told
Panorama.am commenting on the information spread by the Turkish media
over Turkish parliamentarians being concerned about Metsamor Nuclear
Energy Plant, only 20 km away from Igdir being in a seismically
dangerous zone and representing a threat to Turkey s eastern regions.

Turkish media also reported that the Armenian Nuclear Plant comes the
one but last in IAEA safety list among the world s 146 plants.

The information has nothing to do with the reality as this can be
found in none of the IAEA documents, the ministry responded.
IAEA 2009 issue of World Nuclear Power Reactors says there are 438
nucleat power reactors worldwide.

Turkish Prime Minister Recep Tayyip Erdogan sent a letter to
Azerbaijani President Ilham Aliyev in the Azerbaijani language.
Erdogan wrote in his message that `Turkey responsible for pledges
given to Azerbaijan and asks it not to worry.’

Erdogan mentioned that `Turkey’s position on Karabakh issue did not
change.’ `Yes, we want to normalize our relations with Armenia,
meanwhile we take into consideration Azerbaijan’s interests. For us,
normalization of relations with Armenia is linked with the Nagorno
Karabakh conflict settlement,’ he said, 1news.az reported.
