ArmInfo. Today Speaker of the National Assembly of Armenia Hovik
Abrahamyan met with a delegation of OSCE PA led by OSCE PA President
Joao Soares.

The press service of the NA reports that the delegation comprises
OSCE PA Special Representative for Nagorno-Karabakh Goran Lennmarker,
Deputy Secretary General of OSCE PA Tina Schoen and other officials.

Abrahamyan pointed out the importance of the visit as it will
help the delegates to familiarize themselves with the existing
problems. He highly appreciated the role of OSCE PA in the process
of inter-parliamentary dialogue and pointed out the importance of
Armenia’s cooperation with the assembly.

Soares pointed out the importance of Armenia’s participation in the
work of OSCE PA. He said that it is time to solve the Nagorno-Karabakh
conflict and urged the conflicting parties to show courage.

Abrahamyan said that the conflict must be resolved through peaceful
negotiations in the framework of the OSCE Minsk Group. The main
thing is the status of Nagorno-Karabakh and the security of the
Nagorno-Karabakh people. Any attempt to solve the conflict by war may
have unpredictable consequences for not only the conflicting parties
but for the whole region.

Abrahamyan said that Armenia advocates establishment of diplomatic
relations with TUrkey with no preconditions while TUrkey is linking
the ratification of the protocols with the Nagorno-Karabakh conflict.

"We will ratify the protocols only when the Turkish Parliament does
it," Abrahamyan said.

He also said there was no document on the negotiating table even
during the last 15 years, to which Azerbaijan would say "yes" and we
would say "no".

"It was just vice versa in all the previous cases, stating from the
idea of a "common state" to the first version of the Madrid document.

If Azerbaijan actually says "yes" to the present document, and the
Armenian party says "no", I think it should make us to think over
what happened to the document under discussion? Is it the influence
of the Armenian-Turkish process or certain deficiencies exist in
the negotiation process?", V. Oskanian said. He emphasized that he
permanently stood for the "issue of recognition of the NKR independence
to be in the arsenal of our diplomacy. "We must always say about it",

RA President Serzh Sargsyan met with prominent representatives of
Armenian community in France. Famous chansonnier and RA Ambassador
to Switzerland Charles Aznavour, Patrick Devedjian — Minister under
the Prime Minister in charge of the Implementation of the Recovery
Plan, designer Alain Manoukian, impresario Levon Sayan, head of the
Union of French Film Producers Alain Terzian attended the meeting,
NEWS.am correspondent reports from Paris.

Afterwards, Charles Aznavour answered journalists’ questions and
commented on Armenia-Turkey relations.

He noted that Genocide recognition internationally will be taken
by Azerbaijan bigger than by Turkey. "Azerbaijan fears that Turkey
will realize it cannot avoid recognition," he said, adding that Baku
is concerned over the fact that rising of Genocide issue will draw
a broad response and the number of projects implemented in Turkey
will decrease.

"This process as well as border opening is not advantageous for
Azerbaijan. This fact intimidates Baku ," Aznavour emphasized.

Commenting on his career as a chansonnier, Aznavour stated, "As I do
a diplomatic service, I spare some time from my singer’s career to
manage all." He also assured that he will always sing.

The chansonnier informed that took the post of RA Ambassador to
Switzerland as is one of the world renowned Armenians and is confident
that his fame will assist the solution to many problems in favor of
Armenia and its nation.

Turkey has recalled its ambassador to Sweden for consultations after
the Swedish parliament approved a resolution recognizing the Armenian
genocide by the Ottoman Empire, local media reported.

Turkey has also canceled a scheduled visit of Prime Minister Recep
Tayyip Erdogan to the Scandinavian country.

Ankara last week recalled its ambassador to the United States for
consultations after the Foreign Affairs Committee of the U.S. House
of Representatives voted in support of a resolution condemning as
genocide the killing of an estimated 1.5 million Armenians by Turks
during World War I.

Co-Host February College Dinner Event and Community Issues Briefing

Salt Lake City, UT – The Armenian Assembly of America (Assembly), in
partnership with the Armenian Hyrenik Youth Organization (AHYO) of
Utah, organized a community forum and dinner for Utah Armenian
community members during the weekend of February 20-21. Assembly
Western Region Director Yeghig Keshishian delivered the keynote
address at the Sunday, February 21st, AHYO dinner held at the
University of Utah to celebrate the organization’s one-year
anniversary. Keshishian stressed the importance of being actively
involved in organizations, such as AHYO and the Assembly. As the
leading Armenian young professional organization in Utah, AHYO is
instrumental in galvanizing community support on Armenian issues and
in raising awareness of the Armenian Genocide, both within the
academic setting at the University of Utah and also with a variety of
partner organizations throughout the Salt Lake area.

Keshishian also joined forces with AHYO to discuss ways to broaden the
Armenian community’s reach in Utah by working closely with elected
officials, the local media and in consortium with existing advocacy
organizations sympathetic to Armenian issues to broaden the
community’s reach. Part of AHYO’s mission as an organization is to
promote awareness of contemporary Armenian issues. Following
Keshishian’s presentation on political advocacy and its relevance
vis-à-vis AHYO’s work in Utah, audience members asked questions on how
they could become involved.

"I would like to thank the AHYO Board of Directors for their
invaluable support and, especially, thank Assembly intern alumnus
Natalie Torosyan for her time and commitment in spearheading the local
efforts prior to my visit," stated Keshishian.

On the evening of the 20th, the Assembly held a Community Issues
Briefing at Whitmore Library to specifically address the current
situation of the Protocols and the Armenian Genocide resolution. After
the formal presentation portion, audience members posed a number of
questions relating to the Armenia-Turkey Protocols and the
counterproductive statements made by Turkish officials.

"We have benefitted from the Armenian Assembly’s support since AHYO’s
inception, and it was a pleasure to jointly host a series of events.
We’re grateful that our members and the Armenian community in Utah
were afforded such a well-presented educational experience on critical
Armenian issues," stated Torosyan.

How would you describe the US House Foreign Affairs Committee
resolution recognizing the killings of Armenians in 1915 as ‘genocide’?

House Resolution 252 is a repeated insult to the intelligence of
American taxpayers. We see this insult every year thanks to the efforts
of the Armenian lobby. And especially in 2010, when the US economy is
in recession, when tens of thousands of jobs are lost every month,
when the health care reform is in legislative limbo, when war is
raging in Afghanistan, coercive legislation on century-old history
is not something that the US Congress should be pursuing.

But House Resolution 252 is not only untimely, it is also prejudiced.

The Congressional committee, without any investigation of historical
facts or any independent tribunal, ‘determines’ a victim and a
perpetrator in the World War I era conflict, where Turks, Kurds and
Armenians equally perished. This ‘determination’ is based not on
legal grounds but on various folk stories of one side, sub-planted by
paid lobbying. The resolution on the ‘Armenian genocide’ thus became
not a way of addressing a human rights concern but only an effort to
outspend ‘the other side’. This obviously serves no justice for anyone
killed in World War I, whether Turk or Armenian, and most importantly,
it does not serve the ultimate objective of peace and reconciliation.

How strong is the Armenian diaspora to achieve the recognition of
the so-called ‘genocide’, and how strong and united are the Turkish
and Azerbaijani diasporas in resisting it?

Undoubtedly, the Armenian diaspora is influential, both financially
and politically. They have well established grassroots organizations
involved in lobbying, there are also a number of elected public
officials of Armenian heritage in the US federal and state governments
and legislatures. Turkic-Americans are new at this, although their
learning curve is also much steeper, Azeris and Turks must and do
adapt quickly to face the challenge. There are a number of Turkish-
and Azeri-American organizations conducting activities at various
levels, ranging from political grassroots to community advocacy. Last
year, for the first time, an Azeri-American ran for public office
in Virginia, and this year another Azeri-American is running to
be lieutenant governor in Nevada. These are major achievements for
Azerbaijani and Turkic communities in a relatively short period.

But the essence of the ‘genocide resolution’ is not only about
the strength of constituent communities. It is also a mechanism of
manipulation and influence in the policy of the United States towards
both Turkey and Armenia. Neither Armenian nor Turkic diasporas have
full control of this mechanism, as only the US policymakers do.

Therefore, I believe, this year that House Resolution 252 will again
fail to reach full Congressional approval. But it will remain active
on the US agenda as a card that can be played if Turkey becomes
‘uncooperative’. Ironically enough, however, both diasporas may have
some influence over how effectively this card can be played. And the
unprecedented margin of one vote in the 23-22 decision in the House
Foreign Affairs Committee is a reflection of the growing influence
of the Turkic-American grassroots.

Some Turkish news agencies reported that allegedly the Azerbaijani
diaspora in the US did not support Turkish efforts to stop House
Resolution 252. Are these claims right? If so, why didn’t the
Azerbaijani diaspora support their Turkish allies?

The article printed in Aksam newspaper claimed that the Azerbaijani
diaspora did not support the Turkish efforts against House
Resolution 252, speculating that this ‘change of heart’ allegedly
emanated from the ill-fated Turkish-Armenian protocols signed last
year. This information is obviously false, and in fact, yesterday,
the leading Turkish-American grassroots organization, the Assembly
of Turkish-American Associations (ATAA), issued a statement noting
the important role of the Azerbaijan Society of America (ASA), the
US Azeris Network (USAN) and the Pax Turcica Initiative (endorsed by
a number of Azerbaijani and Turkish groups) in the efforts to defeat
the resolution.

Yet the article in Aksam was subsequently picked up by Kaan Soyak,
a prominent lobbyist of Armenian interests in Turkey, who claimed that
Azeris ‘yet again did not support Turks’. Soyak’s misuse of the initial
Aksam article obviously aims to smear the image of Azeri-Americans
in the eyes of Turks and Turkey, and to justify the opening of the
Turkish-Armenian border despite Armenia’s ongoing occupation of
Azerbaijani territories.

Do the Azerbaijani and Turkish communities in California encounter
any problems, considering the substantial Armenian population in
this state?

First and foremost, the problem is the issue of anti-Turkic defamation
spread by some Armenians in California, both individually and in
groups. A Turkish kid going to school in Hollywood or Glendale is most
likely to face an accusation of being a ‘descendant of murderers’
at some point in his life. An Azeri kid going to the same school
in California will study in his curriculum that the 1988 Sumgayit
riots (where 26 Armenians and six Azeris were killed and the courts
identified and punished the perpetrators) were an ‘act of genocide
against poor Armenians’, while the 1992 Khojaly Massacre (where 613
Azeris were murdered and mutilated by Armenian forces without any
further investigation or tribunal) was a ‘lie made up by evil Azeris’.

This is the sort of defamation that the Turkic-American taxpayer has
to deal with today.

There is no consistent point of view on the Armenian side as to what
they want from Turkey or Azerbaijan. What is consistent though is the
passionate Turcophobia and inability to move beyond the historical
argument. The Armenian ideal is to have the region without Turkey and
Azerbaijan, their vision of peace and the future does not include
the existence of these two nations. And that is the essence of the
problem which manifests itself in California and elsewhere where
Turks and Azeris end up coexisting with Armenians.

Considering that the US Administration spoke against the recognition
of the ‘Armenian genocide’ by Congress, can we assume that President
Obama will not label the events of 1915 in Eastern Anatolia ‘genocide’?

As I’ve already said, I doubt this resolution will receive full
Congressional approval prior to 24 April 2010, simply because it
has to remain on the agenda as a pressure mechanism to implement
the protocols. Once it is adopted, it will no longer be useful for
pressuring Turkey. As for President Obama, he will not say the word
‘genocide’ on this particular case until Congress decides that he
must. This is what House Resolution 252 is all about.

Toronto will commemorate the 95th anniversary of the Armenian Genocide. This
solemn commemoration will take place at the Armenian Youth Centre, 50

The mass extermination of 1.5 million Armenians by the Young Turk government
of the Ottoman Empire during World War I has had a permanent impact on the
Armenian nation and continues to affect the psyches of the descendants of
its survivors in Canada today. On Thursday, April 19, 2006, Canada remained
true to its status as a global leader of human rights, when Prime Minister
Stephen Harper affirmed Canada’s stance, formally recognizing the first
genocide of the 20th century.

This year, to mark the 95th anniversary, we are pleased to announce the

Jr., who will pay tribute to and honour the memory of our martyrs through

Georgia has officially declared that it agreed to open the Larsi
checkpoint at the Georgian- Russian border for the sake of Armenia.

Analysts suggest that reopening this checkpoint will decrease the
cost of transit between Russia and Armenia by 20-25% while it will
bring Georgia no economic benefit at all, or a very insignificant one.

Chairman of the Armenian Entrepreneurs Union Arsen Kazarian has
stated that transportation of goods between Russia and Armenia via
the Kavkaz-Poti ferry line takes up to 25 days. After the opening of
Larsi checkpoint this time will be halved.

Georgian economic analysts think that the Larsi checkpoint could also
be useful for Azerbaijan. Maybe it will also create some jobs in the
Kazbegi region. However Gia Khukhashvili says that there will be no
economic benefit for Georgia at all and rather the checkpoint opening
could lead to losses, because transporting goods through Poti port
brings some profit for the port itself, railway transport and some
infrastructure, which will disappear and not be replaced now Larsi
is open.

Opening the Larsi checkpoint is a big challenge and all sides are
attentively observing developments.
