Azerbaijan’s president hopes meeting with Armenian counterpart will clarify

Azerbaijani President Ilham Aliev said Saturday that he hopes a meeting
next week with his Armenian counterpart will give indications of
whether the sides are making progress in resolving the Nagorno-Karabakh
dispute.

Nagorno-Karabakh is an enclave in Azerbaijan that has been under
control of ethnic Armenian forces for more than a decade. A cease-fire
was signed in 1994 after Azerbaijani forces were driven out, but
the enclave’s final status has not been resolved and shooting still
breaks out sporadically along the “line of control” that separates
the enclave from the rest of Azerbaijan.

Talks under the auspices of the Organization for Security and
Cooperation in Europe have not made visible progress in recent years,
although hopes had risen in 2001 that a settlement was near.

Aliev and Armenian President Robert Kocharian are to meet on Wednesday
at a summit of leaders of former Soviet republics in Kazakhstan’s
capital Astana.

“The meeting in Astana may bring clarity as to what stage we’re at:
coming closer to an agreement or moving in opposite directions,”
Aliev told reporters.

As the Nagorno-Karabakh question drags on, Aliev increasingly has
suggested a resumption of fighting is possible.

“The people should be prepared for freeing the territory by the
military route,” Aliev said Saturday.

Breakaway autonomous regions in the former Soviet republics of Georgia
and Azerbaijan are creating a headache for the Bush administration’s
geopolitical planners. The instability of this region – the Southern
Caucasus – was thrown into bold relief last week by the hostage-taking
of schoolchildren in the nearby North Ossetia town of Beslan, where
Russian troops stormed the school and where at least 338 people were
killed, more than half of them children.

Should the smoldering ethnic conflicts in the Caucasus be handled with
similar imperial, strong-arm tactics, the whole region could be engulfed
in a violent cataclysm.

Azerbaijan is rich in oil and natural gas, particularly around its
capital, Baku, on the Caspian Sea. The country’s estimated oil reserves
range from 3.7 billion to 40 billion barrels. Western oil companies, led
by British Petroleum, have launched an ambitious pipeline project to
transport this oil westward, through Azerbaijan and Georgia, to the
Turkish town of Ceyhan on the Mediterranean Sea. Its ultimate
destination is Europe. A parallel natural gas pipeline will send Caspian
gas through Turkey to the “new” and old Europe, breaking what Western
energy interests refer to as Europe’s “strategic dependence on Russian gas.”

But ethnic strife may jeopardize the pipeline’s security. In Georgia,
the breakaway territories of South Ossetia and Abkhazia seek affiliation
with Russia. In Azerbaijan, the Armenian enclave of Nogorno-Karabakh
seeks to affiliate with nearby Armenia. Ethnic tensions are acute.
Russia has military bases in both South Ossetia and Armenia.

The Toronto Star, under the headline “Russia, Georgia face war over
separatist provinces,” reports that the new Georgian leader,
U.S.-trained Mikheil Saakashvili, wants to “reunite” the two separatist
territories with Georgia. Vitaly Naumkin, director of the Center for
Strategic and International Studies in Moscow, warns of a drift toward
“full scale war” between Georgia and the two autonomous provinces.

The Aug. 8 Moscow News quotes Saakashvili: “If war begins it will be a
war between Georgia and Russia, not between the Georgians and Ossetians.
“We are very close to a war [with Russia], the population must be
prepared.” Such a large-scale conflict would be catastrophic. Recent
skirmishes between Georgian and South Ossetian troops have already taken
the lives of 17 people.

A similar military conflict hovers over Azerbaijan, as authorities there
try to regain control over the autonomous territory of Nagorno-Karabakh.
This enclave, composed of ethnic Armenians and surrounded by Azerbaijani
territory, gained independence in 1994 and developed strong ties with
Armenia. Coping with the strong Armenian nationalism of the territory
has proved to be no easy task for the Azerbaijani government, which has
looked to the U.S. for help. A hastily arranged visit to Azerbaijan by
Secretary of Defense Donald Rumsfeld apparently resulted in the U.S.
gaining a military presence there. But it is doubtful that U.S. troops
will contribute to peace in the region, as their mission will likely
include anti-Iran actions as well as suppressing Armenian nationalism.

The oil pipeline, dubbed the Baku-Tiblisi (Georgia’s capital)-Ceyhan
(BTC) project, is a key part of a broader U.S. strategy. In a recent
article at Asia Times Online, John Helmer refers to it as an effort “to
redraw the geography of the Caucasus on an anti-Russian map,”
undercutting Russia’s clout in Europe and elsewhere.

Despite “sincere assurances” to Russia that the U.S. means no harm –
neither in the form of the planned realignment of Washington’s NATO and
South Korean-based forces to positions around Russia, nor the new U.S.
bases in Iraq, Afghanistan, and Central Asia on Russia’s southern flank,
nor this “anti-Russian map” in the Caucasus – Russia is unlikely to buy
it. Instead, Russia will seek to strengthen its own position in the
Caucasus and in Central Asia, chiefly by strengthening the Shanghai
Cooperation Organization (Russia, China, Kazakhstan, Kyrgyzstan,
Tajikistan, and Uzbekistan) and the Collective Treaty Organization,
which recently conducted military exercises involving five Central Asian
nations, including Russia.

Russia is also expected to push for its own interests by teaming up with
Iran, and opening what Helmer calls “the shortest, cheapest and most
lucrative oil route of all, southward out of the Caspian to Iran.”

The stage is set for more strife and bloodshed as the U.S. and Russia
jockey for strategic advantage. In an echo of the “Great Game” between
Victorian England and czarist Russia over control of Central Asia in the
19th century, the pursuit of oil may once again create havoc and misery
for the peoples of the region.

Yerevan. Appeared in Russian in Moscow’s NEZAVISIMAYA GAZETA
[Independent gazette]. Armenia is the second CIS country after
Ukraine to deploy its troops in Iraq. Armenian peacekeepers will
serve as part of the coalition forced under the command of Poland.
President Robert Kocharian of Armenia and Aleksandr Kwasniewski of
Poland reached an agreement to this effect during Pres. Kocharian’s
visit to Poland. Fifty servicemen of the Armenia contingent will be
sent to Iraq as part of a cooperation agreement between Armenia and
Poland, which the presidents signed in Warsaw. Armenia’s Defense
Minister Serge Sarkisian, who accompanied Pres. Kocharian during his
visit to Poland, told journalists that the government decided to send
troops to Iraq, because “despite of its size and remoteness from
Europe, Armenia feels that it is a part of Europe.”

IN 2005 THE VOLUME OF CAPITAL BUILDING MAY INCREASE BY 1.5 BILLION
DRAMS. At the August 31 meeting of the NKR government referring to
the state budget 2005 prime minister Anoushavan Danielian mentioned
that the government is able and intends increasing financial means
for capital building by 1.5 billion drams. The state budget of 2004
provided 3 billion for capital building. The prime minister asked the
heads of the corresponding agencies, regional administrations and the
mayor of Stepanakert to present soon the projecting and calculation
documents. THE PENSIONS OF ARMY SEVICEMEN RETREATED BEFORE 1999
TO BE RAISED. According to the government decision, the pensions
of the army servicemen retreated before 1999 will increase by an
average of 3 thousand drams. According to the minister of social
security L. Ghulian, as different from the army servicemen during
the calculation of pensions of 220 servicemen of the police, national
security and the Department of Emergencies money compensation was not
included. Now this will also be included in the pension. IN KARABAKH
VITICULTURE IS MORE PROFITABLE THAN PRODUCTION OF GRAIN. Grain harvest
has almost finished in the republic. Of 54 thousand hectares of arable
land about 76 thousand tons of grain was harvested, which is less by 10
thousand tons against the previous year although this year additional
14 thousand arable land was used. In 2003 the crop yield per hectare
totaled 2.5 tons whereas this year 1.42 tons. Summing up the results
of the harvest, the prime minister emphasized that production of grain
cannot be profitable in a country where only 5 per cent of farming
land is irrigated, and it too much depends on nature. He mentioned
that the yield was affected not only by weather conditions but also
untimely implemented agricultural works. This mainly refers to the
region of Kashatagh where average productivity is several times lower
than last year. The prime minister asked the minister of agriculture to
work out and present a plan of agricultural works. In this reference
it was mentioned that winter tillage has already begun. According to
Anoushavan Danielian, in 2005 the government intends increasing the
amounts of loaning in the branches of viticulture and cattle-farming,
enlarge leasing programs in these branches of agriculture. The prime
minister also emphasized that in parallel the government will implement
the program of irrigation. A. Danielian informed that three large
programs are ready which are the construction of water reservoirs on
the river Ishkhanaget and in the region of Askeran with the capacity
of respectively 9 and 13 million cubic meter (the costs will total
4.5 and 8 billion drams), as well as the reconstruction of the water
supply system in Mataghis (4 billion drams). MAINTENANCE OF ROADS ALSO
REQUIRES MEANS. There is a considerable number of regional and village
roads repaired in the framework of this or that program. Many of the
roads practically are not maintained after the repairs. According
to prime minister Anoushavan Danielian, it is a shame when the
benefactor on whose means the road was repaired witnesses its terrible
condition. During the meeting the prime minister asked the heads of
regional administrations and the Ministry of Development of Industrial
Infrastructures and Building to constitute a commission for control of
the state of roads and present monthly accounts. The prime minister
mentioned that in 2005 the government will increase the expenses on
road maintenance by 50-60 million drams.

Moscow, Sept 1, IRNA — Head of Armenian Constitutional Court Gagik
Harotunyan on Wednesday in a meeting with Iranian Ambassador to
Armenia Alireza Haqiqiyan called for bolstering Iran-Armenia ties.
Noting the prospect of cooperation and continuity of Tehran-Yerevan
consultations, Harotunyan called expanding bilateral cooperation in
different fields as `important`.

He referred to the measures taken by Iran to remove financial problems
of Armenia, saying cultural and historical affinity are proper backing
for Iran-Armenia relations.

Harotunyan underlined the need to consolidate regional cooperation
and urged establishment of new frameworks for expanding such relations.

Iranian ambassador, for his part, referred to the growing trend of
mutual relations and called the upcoming visit of President Mohammad
Khatami as a step toward further expanding relations.

He reiterated the Iranian stance on regional cooperation, calling
Dialogue Among Civilizations (proposed by President Khatami) as the
main factor in removing tension from relations.

Organization (FAO) Jacques Diouf and Armenian Agriculture Minister
David Lokyan attended a ceremony of opening a FAO office in Yerevan
today.

During Diouf’s one-day visit to Armenia, an agreement was reached
on developing cooperation both at a bilateral and regional level. An
honorary doctorate of the Armenian Agriculture Academy was conferred
on Jacques Diouf.

Since the beginning of 2004, the FAO has implemented six programmes
in Armenia worth a total of over 1.8m dollars.

NEW “ADMIRAL ISAKOV” MEDAL IS INTRODUCED IN ARMENIA

Sargsian, the Defense Minister of RA, a new “Admiral Isakov” medal is
introduced in Armenia. According to the Department of Information and
Propaganda of RA Defense Ministry, the medal is created to perpetuate
the memory of the outstanding state and military figure, Admiral
Hovhannes Isakov. The medal will be presented to admirals, officers,
midshipmen and seamen who had served in the Navy and naval aviation
or in military units of the former USSR or CIS countries,
participants of World War II, officers and ensigns of Armenian Armed
Forces who displayed courage and military skills while performing
their service. The medal will also be presented to servicemen of the
National Army of RA who participated in defense of the country
borders, servicemen for the fixed period who defend the state border

At his meeting with Kars deputy mayor Israfil Chakaz on August 24 the
German ambassador Wolf Ruthard Born declared: “As far as I know the
Armenian constitution views Kars and the surrounding territories as
Armenian. The border-gate opening presupposes a resolution in
Azerbaijan-Karabakh conflict. If Azerbaijan gives up Karabakh then
the border-gate will open.”

The August 25 publication of Turkish Dyunden Bugyue Terjuman
newspaper was the source of this information. The Azg Daily’s
yesterday’s online edition informed readers that the Turkish
newspaper’s information was not checked out. In other words, no other
Turkish newspaper referred to the ambassador’s statement made in
Kars.

But another Turkish newspaper, the Nethaber, touches upon the issue
in its August 26 issue. The paper writes that Eyup Fatsan, deputy of
the Turkish Grand National Assembly, the Mejlis, fiercely opposed to
Mr. Born’s statement. Eyup Fatsan is a deputy president of the ruling
“Justice and Progress” party.

According to the online edition of the Nethaber, the deputy stopped
in Samsun on his way from Ankara to his birthplace Ordu. Here the
deputy responded to Mr. Born’s words that “Armenian constitution
views Kars as Armenian” by calling them “nonsense”. Mr. Fatsan
emphasized that the Republic of Turkey will not allow anyone to
manipulate with the Turkish territories.

Mr. Fatsan goes on saying: “The issues of Turkey’s territorial
wholeness are being often used by France and the USA to reach some
goals in Turkey itself. The Armenians of Turkey belong to the upper
class. Therefore they refute any statement of this kind and any
groundless claim. No matter to whom these words belong, to a German
ambassador or to someone else, they are of no value”.

The Turkish deputy rounds off alluding to Nazi Germany: “I think the
ambassador’s statement expresses his longing for the past. His view
has nothing to do with the views of today’s Germany”.

THE MUSA DAGH TRAGEDY ON THE CNN

“There Were 2 Million Armenians in Turkey but After War They Reduced
to 100 Thousand”

“Most of the Armenians living in Ottoman Turkey were deported and
killed during the World War I. There was only one village that didn’t
share the destiny of all others”. With these words the CNN’s Inside
the Middle East heading opened its “Armenian’s are back to Turkey”
program.

“The head of the village Perch Kartun don’t know those who he is
kissing but they all are Armenian Christians and came to the village
of Vakf from all over the world”, while the journalist was telling
the story of the only Turkish village spared by the Genocide the
views of Musa Dagh (the Mount of Moses), the church of the village
and the Holy Liturgy were on the screen.

“My name is Betty, I came from Paris”, says the young Armenian whose
parents fled the massacres and found refuge in Paris.

“I am from Los Angeles, my surname is Karapetian”, an old Armenian
says.

“My grandfathers lived in this land. I came to see this land”,
another Armenian says. “They came to pay tribute to thousands of
Armenians who were deported from Turkey at the beginning of the last
century”, the CNN reporter says.

Mesrop Mutafian is the Armenian patriarch of Turkey. “When this
region became a part of Turkey, population here changed. Many Turks
and Muslims came to Hatay and many Armenians left Hatay for Syria and
Lebanon”, the patriarch explains.

“There were 2 million Armenians in Ottoman Turkey, and after the WW I
was over there remained only 100 of them”, the CNN reporter adds to
the words of patriarch.

The population of six villages of Musa Dagh took refuge in the
mountains in 1915 and was throwing back the Turks’ attacks for 53
days till the French navy came to help. The French and British ships
saved the lives of more than 4.000 Armenians and took them to Port
Said, Egypt. After the war the Musa Dagh and Hatay (Alexandret)
became a part of French-ruled Syria. In 1939 Hatay was returned to
Turkey. The Armenians of Egypt had by the year of 1939 been back to
their homeland. But when the region became a part of Turkey Armenians
from 5 Musa Dagh villages, 5.000 overall, again left their houses
this time for Aynchar, Lebanon.

The Armenian Vakf village, Turkish Vakifl Koyu, is on the Southern
slope of the Musa Dagh looking at the Mediterranean and the Syrian
coast. There are 150 Armenians living in the village. There is a
mosque not far from the village. “This mosque once was a church and
the village was a Christian one”, tells the CNN reporter and adds,
“Armenian culture here is in danger. The last 150 Armenians of the
village are old, the youth departs for city”.

ARMENIAN-CHINESE MILITARY COOPERATION

On August 26 the Defense Minister of Armenia Serzh Sargisian hosted
the delegation headed by General Major Zian Lichua, deputy chairman
of the Administration for Foreign Relations of the Defense Ministry
of China and the Chinese ambassador to Armenia Tzo Syuelyan.

Underscoring one more time that Armenia and China are sister
countries, the sides discussed issues of military cooperation.
Relations in this field between the two countries are developing.
Today Armenia has 10 graduates of Chinese military educational
centers, the Chinese government is ready to discuss the issue of
providing more places to Armenian servicemen in their educational
establishments.

The Defense Minister of Armenia said that the Armenian-Chinese
relations have reached a point where more bilateral meetings are
needed. The Armenian president’s September visit to Peking will be a
new impulse for these relations.

By the end of the meeting Serzh Sargisian congratulated the Chinese
delegation for the national teams brilliant performance at the
Olympic games in Athens.

Slava Asrian, of the Nagorno Karabakh Education, Culture and Sport
Ministry, assures that Artsakh is ready for the new academical year.
Many schools were repaired and textbooks acquired.

By the efforts of the pan-Armenian “Hayastan” fund, the US
Establishment for Armenian Education and a French NGO many schools in
Martakert, Hadrut, Askeran and Martuni have been repaired. Another
school is being repaired in Stepanakert by the support of Luis Simon
Manukian.

Mr. Asrian says that there are still many schools in ruins in the
country. The Ministry is working on a project of school repairing and
preserving.

The government of Karabakh allocated 57 million AMD for school
property last year but the schools are still in need. The schools
feel acute shortage of desks, and the Ministry takes steps to fill up
the gap.

In comparison with past years the schools are more equipped with PCs.
Mr. Asrian noted that all schools of the republic have PCs and that
they look forward to connecting to the Internet.

Concerning the textbooks, we were said that all the necessary
textbooks published by the Republic of Armenia are acquired.

Teacher shortage is only noticeable in the bordering areas.

The new academical year will bring a new subject to Karabakh schools,
the history of Armenian Church. The Artsakh Diocese is to provide the
schools with appropriate textbooks.

MASONRY IS A BROTHERHOOD

In response to the article titled “Hidden Secrets of Masonry” posted
on August 26 edition, Azg Daily received Tim Bryce’s, editor of the
FREEMASONRY, letter. Below we present Mr. Bryce’s letter.

“I just finished reading your article on “Hidden Secrets of Masonry”
by Dr. Cathy Burns. This is, of course a sham, and does not
accurately portray Freemasonry.

The Masons are neither a religion nor a cult. Yes, we ask men if they
believe in a Supreme Being, but this is more or less a litmus test to
see if the person is of good moral character (an atheist cannot
become a Mason). You will find men of all religious denominations in
Masonry.

In my Lodge alone I know Christians, Jews, and Muslims, all
peacefully getting along and enjoying Brotherhood. Under no
circumstances do we try to force our religious beliefs on another. It
is just not what Freemasonry is about. It is just Brotherhood.

If more people practiced Freemasonry it would lead to world peace,
something our zealot opponents simply do not understand.

Armenia’s central bank governor welcomes closer ties with CBI

MOSCOW (IRNA) — Governor of Central Bank of Armenia Wednesday in a
meeting with Iranian ambassador to Yerevan Alireza Haghaqian stressed
strengthening bilateral economic and financial cooperation between
the two nations.

Tigran Sarkisian said that Armenia attaches importance to it
relations with Iran based on mutual respect.

He further added that closer cooperation with Iran can be positive in
reducing Armenia’s economic problems.

Iranian ambassador also said the two countries should use their
banking capabilities in joint projects.

The two nations have forged close economic and trade relations.

Armenian President Robert Kocharian said here in July that
Iran-Armenia gas pipeline project is of great importance to Yerevan.

ArmeRuss Gazprom and Gazprom companies voiced readiness in June to
contribute to Iran-Armenia gas pipeline project.

The two companies have started feasibility study on the technical and
economic aspects of the project and a group of engineers, being
members of the working group, visited the regions in Armenia from
where the pipeline is going to pass.

Experts believe that Iran-Armenia pipeline project is of strategic
importance to Armenia for not passing the critical spots in northern
Caucasus and Georgia.

Iran and Armenia signed agreement on the 142-km gas pipeline project
in 2001, under which the republic would receive 1,500,000 cubic
meters of gas from Iran a day.
