As a PanARMENIAN.Net reporter came to know from Khachik Galstyan, a
spokesman for Prosperous Armenia party, Armen Grigoryan may be replaced
by Arthur Petrosyan, also a member of Prosperous Armenia Party.

Meanwhile, the Ministry did not provide any information on Grigoryan’s
resignation. "It’s was a day off yesterday and we do not possess any
information," said Yuri Aleksanyan, the Minsitry’s spokesman.

A1+ had an interview with Tigran Torosyan, ex chairman of the Armenian
delegation to the Parliamentary Assembly of the Council of Europe
(PACE) and ex speaker of Armenian Parliament.

-How will you assess Armenian delegation’s recent "adventures" in
the Parliamentary Assembly?

First of all I want to remind that last time the Assembly raised
the issue of suspending the mandates of Armenian delegation. After
the passions died away, Armenian authorities announced about their
victory in Strasbourg. I find this approach futile as our delegation
faces the same problem in PACE today. This must come as an alert
for Armenian authorities and opposition who had better settle their
affairs in Yerevan and find mutually beneficial solutions. I think
that the authorities created extra problems for them by changing the
staff of the delegation. It means the authorities cannot imagine the
delegation’s powers in Strasbourg. The delegation is divided into two
parts – permanent and substitutes. Substitutes are empowered to work
in commissions which carry out the main work.

The authorities needn’t have sent four delegates instead of eight. The
decision was absurd. The number of commissions exceeded our delegation
and the delegation was to have arrived in Strasbourg in full staff.

But PACE confirmed our delegates’ mandates and accusations were hailed
afterwards blaming PACE for double standards.

The reason is that many people both in the ruling coalition and
opposition try to conceal their faults by impartial assessments. All
issues must be thoroughly introduced and grounded in PACE. I learnt
from the press that the opposition delegate was unable to participate
in the PACE sitting for some unknown reasons. This is not a grounded
explanation. Most of our delegates do not have a thorough notion of
PACE and are unaware of its main functions.

Everyone thinks PACE is Armenia’s nurse and must handle Armenia’s
problems, clarify the reality and make proposals. But in fact, you
must deal with your problems and all further decisions shall be taken
on the basis of facts and grounds presented by you.

Since 2008 Armenia has appeared in awkward situations in PACE. Why?

The reason is that few understand the role of PACE in Armenia. I must
say that some of our delegates cannot work there at all. They think
they travel to Strasbourg to make a speech. But it has nothing to
do with PACE. Finally, they don’t treat the structure seriously. We
think that PACE is a formal structure and so are our commitments to it.

Our delegation must be able to depict the general situation in Armenia
in real colors, at the same time, as a PACE member the delegation
must acknowledge Armenian leadership with the real problems in the
country and try its best to settle them.

18-year anniversary of Armenia’s Armed Forces Day celebrated

The Palisadium, NJ—There was an air of jubilation on Friday, January
22, as close to 200 people honored the recently appointed Ambassador
of Armenia to the United Nations Garen Nazarian, and celebrated the
18th anniversary of Armenia’s Armed Forces Day. The special event,
held at The Palisadium in New Jersey, was sponsored and hosted by the
New York, New Jersey branch of the Tekeyan Cultural Association (TCA).

Following the singing of the American and Armenian national anthems,
the program started solemnly with a moment of silence in commemoration
of the Armenian soldiers, and martyrs of Karabagh. Dr. Svetlana
Amirkhanian made a symbolic toast to all mothers whose sons are
fighting in Armenia’s army, as well as for those who have been killed
defending the Armenian homeland.

First time celebration

TCA New York, New Jersey Branch Chairman Hagop Vartivarian, introduced
by TCA branch committee member Vartan Ilanjian, warmly welcomed
Ambassador Garen and Mrs. Nana Nazarian. Vartivarian pointed out that
for the first time in the U.S., the anniversary of Armenia’s Armed
Forces Day is being noted and celebrated. Present for this special
recognition was Armenia’s Defense Attache in Washington, D.C.

Lieutenant Colonel Mesrop Nazaryan, and his wife Rusanna Nazaryan.

Honored guests present at the head table were Karabagh Representative
in Washington, D. C. Robert Avedisian, Tekeyan Cultural Association
Central Committee Vice Chairman Edmund Azadian, and well known Karabagh
benefactor Andreas Roubian with Priya Katragadda.

Other special guests included Dr. and Mrs. Marian Housepian, Nazar and
Ardemis Nazarian, Edward and Carmen Gulbenkian, Vahram and Lucienne
Aynilian, Dr. Raffi and Vicki Hovanessian, Papken and Anahid Megerian,
Van and Priscilla Krikorian, Sarkis and Maral Jebejian, and Dr.

Gulekjian.

"The Tekeyan Cultural Association is a truly cultural organization.

More than any other group, it preserves the Armenian language. This
event is for all of us," noted Hagop Vartivarian with obvious pride.

"Armenia has fifteen provinces in historic Armenia, of which four
have been liberated. The Armenian army during the coming decades will
liberate all of them," he declared with emphasis to lengthy applause

Andreas Roubian, a successful entrepreneur, university lecturer,
avid art collector, and Chairman of the Karabagh Committee in the late
1980’s and early 1990’s, "more than anyone else helped the soldiers of
Karabagh," Vartivarian said in his introduction of the benefactor. In
addition to aiding the fighters, the committee was also instrumental
in helping the Karabagh widows, children, and survivors in the 1990’s
through its humanitarian endeavors.

Roubian, in his remarks, recalled that many diasporans opposed him for
starting the group at the time. However, the liberation of Kelbachar,
a historic Armenian region sandwiched between Armenia and Karabagh
changed their opposition. "This victory was a phenomenon, because the
Karabagh army was a group of irregulars," Roubian said. "As it was
transformed into a regular army, it proved that if Armenia, Karabagh
and the diaspora are united, we will win. We will always stay united,"
Roubian declared to thunderous applause.

A professional video demonstrating the military might of Armenia was
shown, emphasizing its enviable position of being the strongest army
in the Caucasus, ready to defend the homeland at all costs.

Ambassador Garen Nazarian, a seasoned diplomat who has served with
distinction in Russia, Geneva, and last six years as Armenia’s
Ambassador in Iran, was presented with a crystal momento by TCA
Central Committee Vice Chairman Edmund Azadian who praised him as a
"consummate diplomat".

Unwavering dedication

Ambassador Nazarian, in his remarks of appreciation, paid tribute to
Armenia’s Armed Forces created 18 years ago. Calling it "one of the
most important structures of the Armenian statehood," he stated that
the army’s establishment was made possible "through the immense efforts
and unwavering dedication of Armenian men and women around the world."

He recalled that in the 1990’s, during the "harsh war in Karabagh,
and on the borders of Armenia, the Armenian fighters presented shining
examples of combat valor. The heroic deeds of our fallen heroes,
and the 18-year history of our army, are lessons of patriotism for
our coming generations."

Today, the Armenian army "is rightfully viewed as a victorious and
liberating army," the Armenian diplomat continued. "Our whole nation
trusts and believes in our Army. Through the years, our armed forces
have constantly been reinforced, improved and upgraded. Today it is
the main guarantor of our peaceful life, and an important factor for
the security and stability in our region. Eighteen years is a blink in
our millennia old history, but this is a meaningful age for us. Today,
we are confident that the Army will continue to fulfill with honor
the tasks entrusted to it by the people and government of Armenia."

The Ambassador congratulated "all those brothers and sisters in the
Armenian-American community who have made their valuable contributions
to the establishment and strengthening of Armenia’s victorious army.

Today, we remember with profound gratitude all those who participated
in the army-building mission. May God protect our Army. Glory to
the Armenian soldiers, and long live the Republic of Armenia and the
Armenian Diaspora," he declared to a standing ovation.

Closing the memorable event was the Very Rev. Haigazoun Najarian,
Vicar General of the Armenian Diocese (Eastern) who was representing
the Diocesan Primate Archbishop Khajag Barsamian who was unable to
be present due to the death of his father earlier that day.

"Our people have fought many enemies throughout our long history
to preserve our freedom," stated the Vicar General. "In Karabagh,
all Armenians from every station in life through their strong spirit
and faith, brought our struggle to successful conclusion. When we
celebrate our military might, it gives us confidence for our future.

Wars are not only fought militarily, but on every level, including
diplomatically. Now at the United Nations, we are fortunate to have
Ambassador Garen Nazarian carrying on this important struggle, and
we wish him every success."

Throughout the evening, the rich Armenian culture was evidenced by
several performers, including the noted theatrical artists Nora
Armani and Gerald Papasian who recently performed in New York to
critical acclaim; jazz violinist Jenna Sarian; singer Annie Djerdjerian
accompanied on the piano by Vagharshag Ohanian; and the Akhtamar Dance
group under the direction of its Artistic Director Silva Asadourian.

The hardworking members of the New York, New Jersey Branch of
the Tekeyan Cultural Association who planned and organized this
successful event include Chairman Hagop Vartivarian, Vice Chairman
Harout Chatmajian, Secretary Betty Salbashian, Treasurer Sirvart
Demirjian, Advisors Dr. Svetlana Amirkhanian, Shemavon Atamian,
Shoghig Chalian, Lucyn Djerdjerian, Vartan Ilanjian, Meline Khekoyan

Italian Companies Interested In Building North-South Highway

Gurgen Sargsyan on January 26, 2010 received an Italian delegation led
by the Italian Deputy Minister of Economic Development Paolo Romani ,
press office of the ministry reported.

The minister stressed, that Italian practices can be applied to
intensify economic development of Armenia.

During the meeting, attended by the Armenian Minister of Economy Nerses
Yeritsyan, issues of digitization of broadcasting, Internet access,
railway, road construction were discussed. Paolo Romani noted that
Italian construction companies are well known and expressed the hope
that they will participate in an international competition for the
North-South highway construction.

The deputy minister did not rule out that Italian companies may
participate in the railway construction project in Armenia.

January 15, 2010 the Government of Armenia approved "Investment
Program on North-South Road Corridor Construction" . The total
cost of the investment program, financed by Asian Development
Bank, will reach USD 500 million and involves construction
of Agarak-Kapan-Yerevan-Gyumri-Bavra highways and the road
infrastructures. The construction of the corridor will improve the
road link with Iran and Georgia, providing access to international
destinations and markets. USD 120 million worth construction works
are projected to implement in 2010. Iranian banks are also ready to
finance the construction of separate parts of the highway.

and leaders of the Armenian National Committee welcomed newly-elected
Councilmember Paul Krekorian to the Los Angeles City Council during
an Inaugural Celebration on January 17 in California. According
to , The ANC joined hundreds of supporters for
celebrating the historic election of the first Armenian American to
the Los Angeles City Council. Among the supporters who spoke during
the ceremony were Mayor Antonio Villaraigosa, State Assembly Speaker
Karen Bass, LA City Council President Eric Garcetti and others. During
his tenure as State Assembly member, Krekorian introduced AJR 15,
which designated April 24, 2007 as California Day of Remembrance
for the Armenian Genocide. This resolution urged Congress and the
President of the United States to formally recognize the Armenian
genocide made by Turky.

Armenia clarifying Turkey’s criticism of CC ruling on bilateral protocols

Armenian Foreign Minister Eduard Nalbandian is planning to meet with
his Turkish counterpart Ahmet Davutoglu to discuss a statement made by
the Turkish Foreign Ministry about the Armenian-Turkish protocols.

"I am going to contact my counterpart Mr. Davutoglu to express my
astonishment, and also to clarify which part of the Armenian
Constitutional Court ruling was seen by Turkey as setting
pre-conditions and how this ruling conflicts with the underlying goal
of the protocols," Nalbandian said, the Armenian Foreign Ministry’s
press office told Interfax.

"I hope by making this statement Turkey is not trying to justify
continuing attempts to set pre-conditions and to disguise the
inappropriate protraction of the protocol’s ratification," the
Armenian foreign minister said.

On Tuesday, the Turkish Foreign Ministry issued a statement
criticizing the Armenian Constitutional Court’s ruling that the
Armenian-Turkish protocols were constitutional. Several provisions in
the full text of the ruling contain pre-conditions inconsistent with
the spirit and content of the protocols, according to the Turkish
statement.

The ruling questions the need to discuss the protocols and hampers
efforts to achieve the main purpose of these documents, the Turkish
Foreign Ministry said.

In particular, the Armenian court ruling stated that the document
imposes obligations that are purely bilateral and may not extend to
third countries.

The Court stated that the opening of the actual Armenian-Turkish
border is the priority provision in these protocols and that all other
obligations will have no effect without open borders.

HIS HOLINESS ARAM I RECEIVES THE AMBASSADOR OF HUNGARY

His Excellency Arpat Rona, the newly appointed Ambassador of Hungary to
Lebanon visited Catholicos Aram I in Antelias. As a newly appointed
ambassador, he had come to meet His Holiness personally, and hear his
analysis of the situation in Lebanon and learn about the Catholicosate and
the Armenian community.

The Ambassador had also served in Turkey and was aware of the Armenia/Turkey
Protocol. At the end of their conversation His Holiness told Ambassador
Arpat Rona that the truth of the Genocide has been long established and the
imperative for Turkey to recognize it was non-negotiable.

Yesterday Armenia’s ex-president Robert Kocharyan visited Iran and had
a meeting with Foreign Minister Manouchehr Mottaki.

Armenian Foreign Minister Edward Nalbandian is surprised at people who
sound astonished at Kocharyan’s visit to Iran.

"There is nothing extraordinary to be astonished at," Minister
Nalbandian said at his meeting with journalists on January 22.

"The matter concerns Kocharyan’s statement that Armenia is for
developing relations with Iran. It was stated when Robert Kocharyan
was Armenian President and is being stated now. Armenia seeks to
strengthen relations with its neighbour. Armenian-Iranian relations
are dynamically developing. Iranian FM Manouchehr Mottaki is expected
to arrive in Armenia on January 26. The Armenian-Iranian
intergovernmental commission will hold a meeting here," Nalbandian
said.

Asked how Kocharyan happened to visit Iran, Edward Nalbandian said:
"Mr. Kocharian paid a private visit to Iran at the invitation of
Iranian authorities, and the Armenian side was officially informed. I
see nothing extraordinary in the visit."

Elkhan Polukhov Remarks by the Armenian foreign minister yesterday
that he expects no breakthrough this year in the Karabakh talks have
prompted surprise in Baku.

"Mr Nalbandian’s statement, which at the very least contradicts
itself, causes utter bewilderment. He said not long ago that last
year’s negotiation dynamics should be maintained, and then at the
beginning of the year already concluded that there would be no
progress," Azerbaijan’s Foreign Ministry spokesman Elkhan Polukhov
told Interfax-Azerbaijan.

"The statement causes more surprise and bewilderment because it was
made ahead of the meeting of the presidents of Azerbaijan and Armenia
organized with the personal involvement of the Russian president. Does
this mean that the Armenian side is drawing conclusions about a
meeting that hasn’t started yet?" Polukhov asked.

The Armenian foreign minister told a news conference yesterday that he
did not expect a breakthrough on the Karabakh settlement in 2010. "If
the Azerbaijani side demonstrates a constructive position on the
Karabakh issue, some achievements in the negotiating process are
possible. But I do not think the breakthrough will be reached in
2010," Nalbandian said.

The Armenian, Azerbaijan and Russian presidents are to meet to discuss
the conflict in the Russia’s Black Sea resort of Sochi on 25 January.

Nagorno Karabakh and Nakhichevan are marked as a part of Armenia while
Turkey’s borders are outlined in compliance with the Treaty of Sevres.

The map was posted as illustration for an article about Azerbaijan
and Egyptian cinema week in Baku, freelance French journalist Jean
Eckian told PanARMENIAN.Net.

Baku has already addressed an official protest note to the Egyptian
Foreign Ministry.

Georgia also received a protest note over a billboard (in the town
of Rustavi), featuring Nakhijevan under the Armenian flag.

The Republic of Artsakh (NKR) is a de facto independent republic
located in the South Caucasus, bordering by Azerbaijan to the north
and east, Iran to the south, and Armenia to the west.

After the Soviet Union established control over the area, in 1923
it formed the Nagorno Karabakh Autonomous Oblast (NKAO) within the
Azerbaijan SSR. In the final years of the Soviet Union, Azerbaijan
launched an ethnic cleansing which resulted in the Karabakh War that
was fought from 1991 to 1994.

Since the ceasefire in 1994, sealed by Armenia, Nagorno Karabakh
and Azerbaijan, most of Nagorno Karabakh and several regions of
Azerbaijan around it (the security zone) remain under the control
of Nagorno Karabakh defense army. Armenia and Azerbaijan are holding
peace talks mediated by the OSCE Minsk Group up till now.

Nakhijevan is an autonomous republic within Azerbaijan, the homeland of
the ruling Aliyev clan. An Armenian territory until 1923, Nakhijevan
was transferred to Azerbaijan, whose leadership eliminated Armenian
historical and cultural heritage in the area.

The Treaty of Sevres of August 10, 1920, was a peace treaty between
the Entente and Associated Powers on one hand, and the Ottoman Empire
on the other after World War I. The Entente and the Associated Powers
were the United Kingdom, France, Italy, Japan, Greece, Belgium,
Armenia, the Hejaz (Saudi Arabia), Poland, Portugal, Romania, the
Kingdom of Serbs, Croats and Slovenes (Yugoslavia) and Czechoslovakia.

According to the Treaty, which followed the outlines of earlier
agreements between the Allies at the Conference of San Remo in April
1920. Hejaz (now part of Saudi Arabia) and Armenia were to become
independent. Kurdistan was to be given independence, according to
Section III Articles 62-64, the Kurdish vilayet of Mosul would also
be able to join the independent Kurdistan. In accordance with the
wartime Sykes-Picot Agreement, Mesopotamia and Palestine were assigned
under mandate to the tutelage of the United Kingdom, Lebanon and Syria
to that of France. The Dodecanese and Rhodes (already under Italian
occupation since 1911), with portions of southern Anatolia, were to
pass to Italy, while Thrace and Western Anatolia, including the key
port of Smyrna would become part of Greece. The Bosphorus, Dardanelles
and Sea of Marmara were to be demilitarized and internationalized.

Article 89 of the Treaty reads that "Turkey and Armenia as well as
the other High Contracting Parties agree to submit to the arbitration
of the President of the United States of America the question of
the frontier to be fixed between Turkey and Armenia in the Vilayets
of Erzerum, Trebizond, Van and Bitlis, and to accept his decision
thereupon, as well as any stipulations he may prescribe as to access
for Armenia to the sea, and as to the demilitarization of any portion
of Turkish territory adjacent to the said frontier."

While the treaty was under discussion, the Turkish national
movement under Mustafa Kemal Pasha split with the monarchy based in
Constantinople, set up a Turkish Grand National Assembly in Ankara,
successfully fought the Turkish War of Independence and forced the
former wartime Allies to return to the negotiating table. As result,
the Treaty of Lausanne, which replaced the Treaty of Sevres and
recovered large territory in Anatolia and Thrace for the Turks,
was signed.
