ARFD AND OTHER FORCES NOT ACCEPTING ARMENIAN-TURKISH PROTOCOLS TO HOLD ACTIONS OF PROTEST SOON

YEREVAN, DECEMBER 14, NOYAN TAPAN. ARFD will hold mass actions of
protest soon demanding that the RA Constitutional Court recognize the
Armenian-Turkish protocols as not corresponding to the Constitution.

ARFD Bureau member, head of the NA ARFD faction Vahan Hovhannisian
reported at a December 14 press conference. In his words "not easy
life is expected" in the days of the actions, and though they will
be post-festive days ARFD and other organizer parties expect active
participation from people.

V. Hovhannisian added that a great number of NGOs gradually join the
movement initiated by the parties not accepting the protocols. In
response to the question of whether they will join the Armenian
National Congress the ARFD deputy stated that those ironically calling
their movement "Hay Dat movement" have nothing to do with ARFD.

"Blindly hating the authorities the ANC holds the same opinion with
them in the issue of Armenian-Turkish relations," V. Hovhannisian
said. He also declared that one had to be "an evil genius" to
disappoint in three years the people that rose in 1988 and was filled
with enthusiasm.

Touching upon the Nagorno Karabakh conflict V. Hovhannisian mentioned
that the Madrid Principles are not acceptable for ARFD. "They are
aimed at liquidating the consequences of the war and not its reason.

Therefore they accentuate return of territories and not the Nagorno
Karabakh status," he said.

Welcoming the guest, Catholicos stressed AAC’s paramount role in
Armenians’ life.

religious freedom. Latvia currently has an Armenian church and a
Sunday school which will hopefully become an everyday school," the
Catholicos noted.

Thanking the Patriarch for warm meeting, Latvian President said,
"As law abiding citizens of Latvia, Armenians contribute to the
country’s development."

Yerevan (Yerkir) – Armen Rustamyan, the Representative of the ARF
Supreme Body of Armenia and the chairman of the National Assembly’s
Committee on Foreign Relations, is on a visit in the US where he will
discuss a wide range of issues tied to Armenia’s foreign policy, and
will reiterate the ARF’s continued opposition to the Armenia-Turkey
protocols.

Rustamyan arrived in Washington on Dec. 9 for a full day of meetings
with Congressional representatives. During these meetings, he is
emphasizing the dangers underlying the Armenia-Turkey protocols,
and their use by the government of Turkey to impose preconditions,
which are detrimental to Armenian national interests.

After meeting with members of Congress, Rustamyan will meet with
National Security Council representatives. On Dec. 10, Rustamyan will
meet with representatives of the Nagorno Karabakh Republic. Additional
meetings are planned with Administration officials and with members
of Congress, including House Armenian Issues Caucus Co-Chair Frank
Pallone (D-NJ).

on a three-day official visit, Thursday had meeting with Yerevan
State University (YSU) faculty staff and students. "I hope Latvian
President’s visit to Armenia will contribute to further cooperation
between our countries, as well as state universities," YSU Rector
Aram Simonyan said in his welcoming speech.

Highly appreciating YSU’s activities, Mr. Zatlers expressed willingness
to do his best to deepen cooperation between Armenian and Latvian
universities.

During the meeting, Rector Aram Simonyan awarded the guests with
university’s honor medal.

Australian World Champion Vakhtang Darchinyan is getting ready for
a new bout and this time his WBA super flyweight title will also be
on the line. Darchinyan will now fight against interim WBA Super
Flyweight Title holder Tomas Rojas (31-11-1, 22 KOs) of Veracruz,
Mexico on Saturday, December 12, 2009 at the Agua Caliente Casino in
Rancho Mirage, California. Darchinyan will be defending his WBC/WBA
Super Flyweight Titles.

"Team Rojas can believe what they want to believe. They say they are
going to take me out and take my belt? How does he figure that he is
going to beat me when I have beaten all of his opponents that he has
fought? He acts brave, but when he sees me here he begins to shake. I
am a fully loaded gun and I am going to shoot him down with my boxing
skills in the ring", Vic Darchinyan said in a press conference.

Earlier Tomas Rojas had assured, "I’m ready and geared up for
Saturday’s fight. It’s a two-for-one on Saturday because I will take
two belts from Vic Darchinyan on Saturday night. He’s (Vic) a good
fighter, but I am ready for him.This is an important fight for me. Vic
Darchinyan is strong but not indestructible. I’m ready to take the
belt. I’m going to throw a lot of punches. I’ll throw more punches
and harder ones. Darchinyan has faced a lot of great fighters, but
he has never seen or fought someone like me. It’s a pleasure being
back in the U.S., but I am dedicating this fight to Veracruz, Mexico."

presented the basic provisions of the government’s program for
combating corruption.

"The struggle against corruption should start with high-ranking
officials. According to the program, they will have to report their
activities. Besides, a special commission will be formed to follow
the process," he said during the 6th conference dated to International
Anti-Corruption Day marked on December 9.

The PM also reminded that ministers and members of parliament are
prohibited of engaging in business.

"Efficient civil service and the involvement of the society into the
struggle against corruption are also important. It’s not a secret
that our population is too lenient towards corruption, what hampers
formation of a strong state To eradicate corruption, authorities and
population should join efforts," he said.

THE AMBASSADOR OF THE NETHERLANDS TO LEBANON VISITS HIS HOLINESS ARAM I

The Dutch Ambassador to Lebanon H.E.G. de Boer was among the political
personalities who visited His Holiness Aram I. After an overview of the
situation in Lebanon and the Middle East, the Ambassador asked about the
recent Armenia-Turkey protocol and the response of the Diaspora. The
Ambassador was interested in the matter as the previous Dutch Ambassador to
Turkey. In his response His Holiness said "We are not opposed to the
normalization of relations between Armenia and Turkey. We are opposed to
re-writing of history and denial of the Genocide. Recognition of the
Armenian genocide will avert similar acts in future.

NKR Draft State Budget 2010 In National Assembly

NKR DRAFT STATE BUDGET 2010 IN NATIONAL ASSEMBLY

On December 4, joint session of the NKR National Assembly standing
commissions has taken place.

The issue of official representation of the draft law "On the NKR
State Budget 2010" was on the agenda.

The Prime Minister Ara Haroutyunyan, members of the Government and
heads of departments participated in the session.

The NA Chairman Ashot Ghoulyan informed that a corresponding schedule
had been affirmed in the parliament in advance, according to which
from December 8-16, preliminary discussions of the Budget draft and
accompanying draft laws will take place in standing commissions,
and groups with participation of authorized representatives of the
executive authority.

In concern with the draft law an information was delivered by the
Vice Prime Minister, Minister of Finance Spartak Tevosyan, who gave a
detailed presentation of macroeconomic indices put in the foundation
of the draft law. In accord with the information, it is proposed
to affirm the NKR State Budget for 2010 with regard to incomes –
55 205 842.0 thousand drams, expenses – 58 846 207.5 thousand drams,
and budgeted deficit will form 3 640 365.5 thousand drams.

The Prime Minister Ara Haroutyunyan also had a speech before the
deputies, emphasizing the principles of the draft law perfecting,
main directions and priorities of the country’s development within
the forthcoming year, and outlines of socio-economic progress.

According to the Premier’s conviction, in 2010 the activity of
the Government will be mainly directed at provision of stable
socio-economic development of the country, concurrently crisis-proof
consecutive policy will be conducted.

At the session, deputies spoke on a number of issues concerning
peculiarities of prior economic policy directions, in response
the Prime Minister and the Minister of Finance came forward with
additional clarifications.

all aspects of Armenian-Georgian ties, according to RA National
Assembly member Shirak Torosyan.

He conditions Georgian authorities’ consent to unblock the Upper Lars
checkpoint by possible opening of the Armenian-Turkish border.

"Georgia understands that Armenia may have an alternative outlet,
what will result in reduction of cargo transportation through the
Georgian territory," he said.

Torosyan did not rule out that Georgia will lower tariffs for Armenian
cargo transit and launch a good-neighborly policy towards Armenia in
the near future.

LONDON.- Tate Modern will present the first major retrospective of
Arshile Gorky (c.1904-1948) to be seen in Europe for twenty years.

Celebrating one of the most powerful and poetic American artists
of his generation, "Arshile Gorky: A Retrospective" will examine
the extraordinary contribution of this seminal figure in Abstract
Expressionism. The exhibition will span Gorky’s 25 year career and
offer the opportunity to see this complex and moving body of work as
a whole. It will include more than 150 paintings and works on paper,
many of which have not been shown in public previously.

With little formal academic training, Arshile Gorky absorbed European
Modernism through both his studies and teaching and went on to become
a pivotal figure in mid-century American art. In New York in 1941,
Gorky encountered the exiled European Surrealists, whose leader,
André Breton, welcomed him as part of their movement. His lyrical
abstractions anticipated Abstract Expressionism, which emerged in
1940s New York amongst a circle of artists who valued spontaneity of
expression and individuality, including Jackson Pollock, Willem de
Kooning and Mark Rothko. Gorky’s assimilation of European and American
influences resulted in a distinctive synthesis of artistic cultures.

Paralleling the Surrealists’ idea of automatism – the free flowing
release of the hand from conscious control of the mind – he forged
an entirely new type of abstract painting.

Structured around a number of significant moments in Gorky’s oeuvre
and arranged broadly chronologically, the exhibition will reveal
the evolution of Gorky’s visual vocabulary. It will reassess work
from 1920s and 1930s throwing light on the significance of early
developments in his practice. Highlights will include the remarkable
pair of paintings The Artist and his Mother (circa 1926-36, Whitney
Museum of American Art, and 1929-42, National Gallery of Art,
Washington) which act as memorials to Gorky’s lost childhood and
confrontations with exile.

The show will also bring together many of the renowned works from
Gorky’s artistic breakthrough in the 1940s. After his marriage in 1941,
Gorky spent much of his time in the countryside. His experience of
the American landscape, combined with memories of his father’s farm
near Lake Van, inspired lyrical works of nature-based abstraction.

Examples of this period will include Waterfall 1943 (Tate), one
of Gorky’s most luscious abstractions from the landscape where
biomorphic forms, rendered with thinned-out washes of paint, create
veils of colour marked with gestures. Arshile Gorky: A Retrospective
will include other key works from this period of radical development
demonstrating the balance Gorky found between energy and fine control
in his mature work. Highlights will include Landscape Table, circa 1945
(Centre Pompidou) and the three paintings of The Betrothal series 1947
(Yale University Art Gallery, MOCA Los Angeles, and Whitney).

Gorky was born Vosdanig Adoian in Western Armenia, probably in
1904, and fled the massacres of 1915. Arriving in America in 1920,
he reinvented himself as Arshile Gorky. He became friends with many
of the city’s emerging avant-garde artists, including Stuart Davis,
Willem de Kooning, John Graham, Isamu Noguchi, and David Smith. He
studied at the Grand Central School of Art, later becoming an art
instructor there at the age of 22.

The exhibition was conceived by Michael R. Taylor, at Philadelphia
Museum of Art and is curated at Tate Modern by Matthew Gale. The
exhibition comes from Philadelphia Museum of Art (21 October 2009 –
10 January 2010) and will travel to The Museum of Contemporary Art,
Los Angeles (June 6 – 20 September 2010).
