Academy of Sciences 9th republican session in RA NAS Art Institute’s
50th anniversary celebration.

Armenian Scientists, Murad Asratyan and Gevorg Geldakyan were
awarded with RA Culture Ministry’s gold medals for contribution to
art history development.

The 2-day session, where 40 art workers will present reports on
different art directions, aims to assess art history problems and
promote the development of science.

The case of the explosion at Nairit factory is still in the
pre-investigation phase and there is no new information on the event
thus far, said Sayat Shirinyan, police colonel and head of Republic
of Armenia police public relations and press department, at today’s
press conference.

Shirinyan did note, however, that a few expert examinations took
place in connection with the case, while some examinations are still
underway. Shirinyan didn’t share other details.

Earlier, the police force had announced that the "human factor" was
the reason for the explosion at Nairit. Asked whether the police force
is of the same opinion today, Shirinyan first responded by saying
that the police force never denies its statements, then added that
they have a few hypotheses and by checking them one after another,
they will arrive at the objective truth.

will be an optimal step for preventing Azerbaijan to resume military
operation in Nagorno Karabakh conflict zone, Vahram Atanesyan, Head of
NKR NA Standing Committee on Foreign Relations, told a PanARMENIAN.Net
reporter. "To the best of my knowledge, U.S. Embassy in Baku has
already denied the statement allegedly made by Washington. But they
also deny statements which were really made. Anyway, I wouldn’t like
NKR’s recognition to be linked to possibility of resuming war," Head
of Parliamentary Committee said. According to him, if United States,
as co-Chair of OSCE MG finds Karabakh recognition necessary, it can
make the step without considering the factor.

"I don’t think the statement will become a restraint jacket for Baku,
reducing ceasefire violations on NKR -Azerbaijan contact line. A
more interesting factor, enshrined in Azerbaijan’s Constitution, is
that Baku ‘rejects a war as a means of infringement on independence
of other states and way of settlement of international conflicts’,"
Vahram Atanesyan said.

Commenting on Azerbaijan’s bellicose statements, MP accounted for it
by unfavorable situation in the country’s foreign policy.

"International community, particularly United States, should realize
that resumption of war will create rather solve problems. If mediators
have political will to move forward with Karabakh peace talks,
they should explain to Baku that Karabakh is an accomplished state
and political military factor in region. Without considering that
establishment of peace and stability in region will be out of the
question," Atanesyan stressed.

meeting in Moscow on November 3. The round table discussion was
entitled "Nagorno Karabakh conflict: Russia’s role on peace building".

As Caucasus Institute director Alexander Iskandaryan told
PanARMENIAN.Net, confidence building measures were in focus.

Former NKR deputy foreign minister Masis Mayilyan, former OSCE MG
Co-chair Vladimir Kazimirov, Armenian and Azerbaijani public figures
and political scientists were participating.

Introducing himself as NKR MFA adviser in Moscow, Ruben Zargaryan
aroused Azerbaijanis’ discontent at the instigation of Heydar Jemal,
who as invited to the meeting as an observer.

"To avoid tensions, Zargaryan said he is a Candidate of History and
delivered his speech. No one was made to go out of the room as Jemal
insisted," Iskandaryan said.

should not be an end in itself. since authorities seek for full
recognition of Artsakh," RPA faction secretary Edward Sharmazanov
told a PanARMENAIN.Net reporter.

Touching on Heritage-proposed bill on Armenia’s recognition of
NKR, he considered the step untimely. Besides, he added, Karabakh
settlement issue is within Minsk Group’s competences, and if Armenia
unilaterally recognizes NKR’s independence, that will impede the
peaceful settlement process.

With regard to international community’s possible reaction, RPA
faction secretary expressed conviction that world would treat Artsakh
as a state like South Ossetia and Abkhazia although the latter have
already been recognized by Russia as independent republics. "As much as
Karabakh peace process is concerned, we have managed to have nations’
self-determination right fixed in Madrid document. That will make
it possible to enshrine the principle both de facto and de jure in
future," Sharmazanov noted.

Turkey has never been so active in Karabakh issue before, Hrayr
Karapetyan, Head of RA Standing Committee on Defense, National Security
and Internal Affairs, ARF Dashnaktsutyun (ARFD) party member, said
at Nov. 2 press conference in Yerevan.

According to him, Turkish activation is a consequence of the signed
Protocols (Oct. 10 in Zurich). Karapetyan pointed out that RA MFA
should not oppose ARFD stance, on the contrary, it has to clearly state
that under international practice it is unacceptable to condition
normalization of the two states’ relations by the interests of the
third one.

He maintains that all terms set for the normalization process have
expired, and today it is high time to raise a question on employing
sanctions against Turkey as a country having Armenia blockaded.

Karapetyan informed that ARFD keeps on signature-collection against
the Protocols to bring into the Constitutional Court and promised
that the ratification in the Parliament will not be as smooth as some
politicians reckon.

GERMAN PAPER CHIDES GARABAGH INDEPENDENCE

The Berlin-based Berliner Zeitung daily newspaper has ridiculed
separatists announcing the Armenia-occupied Upper (Nagorno) Garabagh
region of Azerbaijan as independent. Despite everything, Upper
Garabagh wants to be independent. The republic has a president, but no
country recognizes him, the publication said. Armenia has been
occupying over 20% of Azerbaijans internationally recognized territory
since the early 1990s. As a result of this aggression, the separatist
regime in the occupied Upper Garabagh region proclaimed so-called
independence in 1991. The declaration of independence, which is,
itself, a blatant violation of international law, has not been
recognized by any country, to date.

Berliner Zeitung said that the leader of the self-proclaimed Upper
(Nagorno) Garabagh republic Bako Saakian says our uniting with Armenia
is not being discussed with our brethren and claims, having paused
briefly: Upper Garabagh has been an independent state for several
years. Saakians facial expression is very serious as he says this.
However, such statements cause either irony or laughs in the whole
world and among the countrys diplomats, Berliner Zeitung said. The
newspaper said, further, that Upper Garabagh is located at the
crossroads of Europe and Asia, has a population of 140,000, but its
territory is the size of two Saarland squares. Since 1994, Upper
Garabagh has been striving for independence, but, to the resentment of
Bako Saakian, the world community is neglecting these calls. The story
says the capital of the self-proclaimed republic is Stepanakert
(Khankandi), but all payments are made here with Armenian currency,
and cars with Armenian license plates and passports are in use. Also,
the paper points out that the republic is located in one of the
explosive hotspots of the world the Caucasus. The United States, the
European Union and Russia are vying for energy resources here, while
the Caucasus peoples are turning each others lives into hell. The
Berliner Zeitung reporter reminded that Upper Garabagh was also part
of Azerbaijan during the Soviet times, but it had autonomy and was
predominantly populated by Armenians. After independence was declared
in 1991 [by the former Soviet republics], a bloody civil war erupted
in the region. As a result, Upper Garabagh insurgents, aided by the
Armenian military, squeezed Azerbaijans armed forces from there.
Afterwards, Armenia did not annex Upper Garabagh, and an idea was
borne in some peoples minds in Stepanakert that Upper Garabagh could
become an independent republic (they were not even ashamed of the fact
that the world community will view these attempts as nationalist
euphoria). Some military analysts say Garabagh could emerge as the
next bomb in the Caucasus. Georgi Petrosyan, who considers himself
Upper Garabaghs foreign minister, says the self-styled republic is
afraid of war with Azerbaijan. He is confident that the republic will
be recognized, but is not inclined to cite a specific timeframe for
this. Petrosyans main task today is to boost relations with the
diaspora abroad. According to the German paper, the Armenian lobby
channels millions of dollars to the Caucasus region every year. An
officer serving in a Khankandi military unit says: We train every day
– the soldiers must be ready any moment. He said shootings on the
frontline are frequent there, claiming that the skirmishes take place
despite the fact that the conflict over Upper Garabagh has been
resolved and Garabagh has won. Berliner Zeitung noted, however, that
this is not the case in terms of international law. It said that,
according to pundits, Upper Garabagh should either be a part of
Armenia or gain an autonomy within Azerbaijan, but, in no case can it
be an independent state.

According to Armenia’s chief infectiologist, Ara Asoyan, and
Anti-Epidemiological Inspectorate Director Artavazd Vanyan, there
has not been a single case of H1N1 virus in Armenia.

Sanitary-quarantine measures have been put in place to prevent spread
of infection, Artavazd Vanyan announced. He also pointed that Armenia
has got all the necessary laboratory equipment providing medical
examination.

414 thousand laboratory-confirmed cases have been reported worldwide,
said Ara Asoyan.
