President Serzh Sargsian presided over the National Security Council
meeting, President’s Press Office reported.

President Sargsian informed the members of the Council on the latest
developments in the negotiations for the resolution of the Nagorno
Karabakh conflict, and particularly on the bilateral and trilateral
meetings held in Moscow on July 17 and 18.

The participants of the meeting discussed and approved the draft
of the RA national program on fight against drug addiction and drug
trafficking.

The Council discussed also the RA draft concept on the active impact
on atmosphere and atmospheric phenomena.

President Serzh Sargsian stressed the importance of efficient
implementation of the anti-hail technologies, noting that measures
undertaken by the government on that direction should be understandable
and visible for those engaged in the area of agriculture.

HEIDELBERG, GERMANY, 23 July 2009 – Lars Jansen from the Instituto
Gulbenkian de Ciência (Gulbenkian Institute for Science) in Oeiras,
near Lisbon, is the recipient of an EMBO Installation Grant assisting
him to establish a new research group in Portugal. Dr. Jansen will
receive funding beginning in 2009, similar to the previous seven
awardees announced in December 2008.

EMBO Installation Grants support young group leaders relocating to
selected European countries committed to developing their research
infrastructures. The grants offer 50,000 euro annually for three to
five years to help the scientists establish their groups and
themselves in the European scientific community.

The 36-year-old moved from California to Portugal last year to head
the Epigenetic Mechanisms group. His new team currently consists of
five researchers. Their work focuses on chromosome segregation,
specifically the formation of the centromere, a key cellular structure
in powering and controlling chromosome segregation and accurate cell
division. The project was also recognized with a paper in Nature Cell
Biology published at the end of June this year in collaboration with a
group at Stanford University.

According to Lars, the grant "will give a huge boost to our
research. It is a great recognition of the relevance of our current
work and the science we propose. Moreover, access to the EMBO Young
Investigator Programme allows me to fully integrate our newly
established laboratory in the larger European scientific community."

EMBO Installation Grants are awarded annually and aim to strengthen
science in selected member states of the EMBC, the EMBO
intergovernmental funding body. The EMBC Member States hosting the
grantees finance the grants entirely. EMBC Member States participat
scheme include Croatia, the Czech Republic, Estonia, Hungary, Poland,
Portugal and Turkey. Lars Jansen’s grant will be jointly financed by
the government funding agency, the Portuguese Science and Technology
Foundation, and by the Calouste Gulbenkian Foundation that supports
his host institute.

Grantees join the EMBO Young Investigator community, providing
networking opportunities with some of Europe’s best young group
leaders and a range of career development programmes.

"We congratulate Lars Jansen as recipient of an EMBO Installation
Grant and welcome him to the EMBO community," said Gerlind Wallon,
EMBO Deputy Director and Young Investigator Programme Manager. "These
talented scientists will benefit from the secure financial backing of
their host countries plus the active interest and support of EMBO in
their scientific and professional development. They represent a
promising scientific future for the countries receiving them and for
Europe as a whole."

This is the second time that EMBO has rewarded a project developed by
scientists from the Instituto Gulbenkian de Ciência. In 2007, Mónica
Bettencourt-Dias was also awarded an EMBO Installation Grant to get
her group started and establish herself in the European scientific
community.

Relatives of the crashed TU-354 heading from Tehran to Yerevan on
July 15 today staged a protest action in front of the Tehran-based
Caspian Airlines Company.

The protesters wanted to know the reasons for the crash, reports
Tehran’s Alik daily.

Law-enforcers tried to disperse the protesters.

Remind that the July 15 air crash took the lives of 168 passengers
among them five Armenians.

Ahmad Majidi, the head of a working group investigating the air
crash, announced that it would take at least two months to discover
the cause of the July 15 crash of the Russian-made Tupolev plane in
northwestern Iran.

The search teams have not yet found the plane’s Cockpit Voice Recorder
(CVR), an essential detail required for the investigation.

County’s top law enforcer cites Krekorian’s commitment to public safety

VALLEY GLEN-Los Angeles County Sheriff Lee Baca endorsed Paul
Krekorian’s candidacy for the Second District of Los Angeles City
Council this week, praising the lawmaker’s demonstrated commitment
to improving public safety.

"As Sheriff my top priority is working to reduce crime and to make our
neighborhoods safer," Sheriff Baca said. "That is why I am endorsing
Paul Krekorian; the best choice for City Council. He has a record of
supporting public safety and, as the councilman of the Second District,
he will work hard to make Los Angeles safer."

As a San Fernando Valley state representative, Krekorian worked with
local law enforcement officials and residents in North Hollywood
to rid the neighborhood of dangerous criminals and, via, AB 1038,
made neighborhoods safer by authorizing local officials to evict gang
members and others who use their homes to store or sell illegal weapons
and ammunition. Krekorian also carried legislation that called for
tougher penalties for speeders and greater control for neighborhoods
to set their own speed limits.

"As a state lawmaker, public safety has been one of my top priorities,
an area of focus I will bring with me as we seek to lessen the
influence of gangs i n our neighborhoods, erase graffiti from
our walls, and make sure our schools are havens of safety for our
children. I look forward to working in close partnership with Sheriff
Baca to make our city safer," he added.

"Sheriff Baca has always been a visionary leader for law enforcement
and it is a great honor to welcome him into this campaign to fight

Two key figures in Malatya murder trial again fail to show despite
court orders.

MALATYA, Turkey, July 21 (Compass Direct News) – Under the pretext
of recovering from medical treatment he received earlier this month,
a key suspect in the murders of three Christians in southeast Turkey
dodged court for the second time, further stalling the legal process,
prosecuting attorneys said.

Journalist Varol Bulent Aral, one of the suspected "middlemen" who
allegedly incited five young men to brutally murder Turkish Christians
Necati Aydin and Ugur Yuksel and German Christian Tilmann Geske at
the Zirve Publishing Co. in Malatya two years ago, again failed to
show at a hearing on Friday (July 17).

The three Christians were bound and tortured before they were
murdered on April 18, 2007 at the Christian publishing house, where
they worked. Suspects Salih Guler, Cuma Ozdemir, Hamit Ceker, Abuzer
Yildirim and alleged ring-leader Emre Gunaydin were caught trying to
escape from the scene of the crime.

Aral was admitted for mental health treatment a few days after the
last hearing in June and was released from the Adiyaman penitentiary
hospital on July 8. The gendarmerie, however, failed to produce him
in court on Friday (July 17) claiming that he was recovering from
treatment.

Prosecuting attorneys pointed out that the reason the gendarmerie did
not bring him to the June hearing from the penitentiary in Adana,
nearly 300 kilometers (186 miles) from Malatya, was due to lack of
funds – yet the gendarmerie seemed to have no trouble finding funds
to take him for treatment in Adiyaman, which is the same distance
from Adana as is Malatya.

"Last time [in June] they said they couldn’t bring him because of
insufficient funds," said prosecuting lawyer Erdal Dogan. "This is
unacceptable… now in the same way they make excuses, saying they
took him to the hospital. It seems they are mocking us, especially
since previous health reports said that he was in good health."

Prosecuting attorneys also pointed out that it was suspicious that
Aral was admitted to the hospital only days after a court order that
he appear at the July 17 hearing.

"It seems to us that they are trying to silence him by making him
evade court," said prosecuting attorney Dogan of the "deep state"
officials that he and his colleagues believe masterminded the murders
of the three Christians. "I truly hope that is not the case."

Charged with high-security cases, the gendarmerie are holding Aral,
but some believe the gendarmerie and its intelligence services are
connected with Turkey’s "deep state."

In the last year, nearly 150 people have been arrested in Turkey
under suspicion of being connected to a cabal of retired generals
and politicians called Ergenekon, accused of trying to overthrow
Turkey’s Islamic-leaning but secular government. Some key figures
of the Ergenekon case are believed to be behind the Malatya slayings
and the murders of Italian Catholic priest Andrea Santoro, killed in
the Black Sea coastal town of Trabzon in February 2006, and Armenian
Christian editor Hrant Dink, who was shot in front of the weekly Agos
three months before the slaughter in Malatya.

The Malatya and Ergenekon prosecutors, however, are still researching
links between the murders and have yet to try them jointly.

Aral has been arrested in conjunction with both cases. In a previous
statement, he had complained that retired Gen. Veli Kucuk, who has
also been arrested in connection to Ergenekon, had threatened him about
testifying. Aral testified to the Ergenekon case state judges privately
in May, but the content of his testimony has not been publicized.

Judges have found the phone numbers of ultranationalist lawyer Kemal
Kerincsiz and Sevgi Erenerol, spokesperson for the Turkish Orthodox
Church – a Turkish nationalist denomination – in Aral’s personal
phone book. Both figures are accused of playing leading roles in
Ergenekon and spearheaded prosecution of Christians Hakan Tastan and
Turan Topal for speaking to people about their faith.

While in prison, alleged ring-leader Gunaydin testified to the state
prosecutor that Aral had contacted him and instructed him to carry
out the murders. Gunaydin had also testified that Huseyin Yelki,
who worked as a volunteer at the Zirve office, had planned details
of the crime with him.

Yelki is still obligated to appear at every court hearing and continues
to be a suspected middleman. Thus far, however, his testimony has
yielded no clear indication of his role.

Burcu Polat, Gunaydin’s girlfriend, also failed to appear in court
on Friday, telling police that she was not ready because she is a
student in Balikesir, in northwest Turkey. The prosecution noted in
court that universities are not in session and requested that the
court find her guilty of not fulfilling her duty to appear in court.

The court again has ordered Aral and Polat to appear in court at the
next hearing on Aug. 21.

Lebanese 14 March Forces meeting views government formation, security issues

Beirut, 15 July: The Secretariat-General of the 14 March Forces has
held its periodic meeting in the presence of: Deputy Sibawayh
Kalbakyan of the Hanshaq Party; former deputies Faris Sa’id, Mustafa
Allush, Ilyas Atallah, and Samir Franjiyah; and the gentlemen Michel
Khuri, Sasin Sasin, Mishel Miktif, Adi Abi-al-Lama, Nawfal Daw, Harar
Hawfifyan of the Ramghafar Party, Wajih Nurbatalyan of the Free
Lebanese Armenian Movement, and Nasir al-As’ad.

The Secretariat-General issued a statement following the meeting that
was read by Dr Allush, which said:

"First: On the anniversary of the July 2006 war

The beginning of this week corresponded to the third anniversary of
the July 2006 war. On this occasion, we remember the martyrs and the
wounded who fell as a result of this war. We do not forget the immense
destruction that befell us, whether on the level of the houses and
public utilities, or on the level of the national economy. Moreover,
we do not forget the national solidarity, by the government and the
people, during the war, which alleviated the burden of the
catastrophe, and imposed the document of the Lebanese "seven points"
as a basis for the international resolution that received the
unanimous approval of the Lebanese people. What is extremely
unfortunate is that this resolution, which represents the cornerstone
in terms of Lebanon’s protection, still lacks implementation and is
subjected to serious violations by most of the concerned parties,
regionally and internally, according to the periodic reports issued by
the UN secretary-general concerning this matter. The 14 March Forces
consider the protection of Resolution 1701 a national and
international mission, which the United Nations and the Lebanese state
must undertake. Consequently, the state is required to strive
continuously to implement and enable this resolution, considering it
the practical, logical, and sound basis for any defensive
strategy. Moreover, it is the main criterion for Lebanon’s commitment
to its international obligations.

Second: On the formation of the government:

The 14 March Forces are committed to their stance that supports the
formation of a coalition government with the 8 March Forces at this
time, in order to strengthen the general Lebanese situation regarding
the existing challenges and obligations and because they are convinced
of the soundness of a the partnership at this critical time in
Lebanon’s history. The 14 March forces call on the prime minister
designate and the president of the republic to work together on the
basis that there is no returning to the experience of obstruction, and
that the interest of the state is above any consideration. Under these
circumstances, the 14 March Forces call on them to surmount the
obstacles.

Third: On internal security and safety:

The state cannot rise while its capital sleeps and wakes for fear of
the weapons that are nesting inside it, practising the hobby of
terrorization on every occasion, when it has no known legitimate
occupation!

Moreover, one cannot reconcile between the fact that Lebanon, this
summer, is at the top of the countries visited for tourism and
business, and that the weapons that have spread in some areas, are
awaiting the visitors and urging them to leave the country, which is
what took place in Ba’labak a few days ago!

The safety that is required for the citizens and the residents cannot
be provided without the sovereignty of the state and the unity of its
weapons within. Therefore, the 14 March Forces reiterate their demand
for a comprehensive and decisive plan concerning the matter, starting
from the capital Beirut, by making it a safe and demilitarized city,
especially since the measures that have been taken thus far, despite
their seriousness, have shown to be insufficient, and each day carries
reports on different incidents that elicit the concern of citizens all
over Lebanon.

Dialogue:

Responding to a question on percentages and the blocking third, Allush
emphasized that "there will be no return to the logic of obstruction."
He said: "The obstruction during the previous stage took place in the
presence of an opposition capable of obstructing the decisions of the
government. The basic principle is not to have the blocking third
within the new government."

He emphasized that the "14 March Forces are committed to their stance
that rejects granting the opposition the blocking third."

Concerning the reasons for the absence of the representative of the
Progressive Socialist Party from the meeting, he emphasized that
"there is an emergency reason that pertains to the representative who
was supposed to attend the meeting." He noted that the "Democratic
Gathering attends the meetings on a regular basis."

Regarding the differences in opinion within the 14 March Forces and
the possibility of internal restructuring, especially in light of the
recent stances of Deputy Walid Junblatt, Allush said: "Deputy Walid
Junblatt has a specific quality that we all know of. However, the
representatives of the Progressive Socialist Party and the "Democratic
Gathering" are present in the Secretariat General of the 14 March
Forces, and all the decisions that are made and the statements that
are issued by the 14 March Forces take place through a consensus
between all its spectrums."

Concerning the position of the 14 March Forces should the
International Tribunal issue an indictment against a group of Lebanese
in the case of the assassination of Prime Minister Al-Hariri, Allush
noted that "this matter is subject to careful consideration, in terms
of the practical steps that could be taken by the 14 March Forces,"
reiterating the main stances of this team. He said: "We called for the
establishment of an International Tribunal, and when the rulings that
were issued concerning the four officers were contrary to our
expectations, we announced our full support for the decision of the
International Tribunal. We are committed to any clear decision in
terms of the indictments of the International Tribunal."

Responding to a question on the connection between the tribunal’s
issuing of an indictment and the formation of the government, Allush
said: "We do not know of any connection to this issue. What took place
before the elections, in terms of the release of the four officers, is
the greatest proof. Some expected a delay in the elections; however,
the issue was not affected by this matter. At least we do not believe
that the issue of the delay or non-formation of the government is
connected to this matter. Concerning the other side, we cannot predict
its stance. However, what is certain is that through insisting on the
blocking third, there is an attempt to hinder the formation of the
government."

Regarding the effect of the visits exchanged between the different
political teams on the formation of the government and bringing
advancing the date, Allush emphasized that "any movement within the
internal house in order to raise and clarify ideas contributes to
crystallizing these ideas." He said: "In some cases, some visits may
complicate matters more, especially if the stances remain as they are,
whether in terms of the blocking third or the percentages that are
proposed by some."

The following information was released by the Kansas Adjutant Generals
Department:

Maj. Gen. Tod Bunting, the Adjutant General of Kansas, will be
traveling in the Republic of Armenia the week of July 20, as part of
the Kansas National Guards partnership with the country. Bunting will
meet with embassy staff and Armenian government officials to discuss
how the Kansas National Guard can continue to build upon its now
six-year partnership.

Kansas has some of the nations best medical, agricultural,
bio-security and educational professionals, said Bunting. We stand
ready to support the embassy and explore additional opportunities to
assist Armenia.

Buntings visit will focus on fostering growth in biosecurity,
agriculture development, education and law enforcement.

Accompanying Bunting will be Dr. Martha Vanier, associate director of
the National Agriculture Biosecurity Center and retired Lt. Col. Craig
Beardsley, who will work with Armenian agencies to discuss a
Biosecurity Threat Reduction Plan.; and Dr. Fred Cholick, dean,
College of Agriculture and director, Kansas State University Research
and Extension, who has identified key opportunities for Kansas
State/Armenia engagements focusing on agricultural development.

Additionally, Dr. Blake Flanders, director of workforce training and
education services of the Kansas Board of Regents will advise Armenian
officials on education strategies. Maj. James Brown, operations
officer for the Kansas City, Kan., Police Department, will discuss
strategies with International Narcotics and Law Enforcement Affairs
and Armenian police officials.

In 2003, Kansas and the Republic of Armenia were linked under the
National Guard Bureaus State Partnership Program. The Kansas National
Guard works closely with the Armenian Ministry of Defense, Ministry of
Health, Rescue Service and other governmental offices and agencies.

Armenia, formerly part of the Soviet Union, is an independent nation
neighboring Turkey, Azerbaijan and Georgia, with a land mass slightly
smaller than Maryland.

Father describes seeing family off at airport; investigators recover
plane’s flight recorders

On Wednesday morning, Vahik Khachik dropped off his wife and 3-year-old
son at Tehran’s Imam Khomeini International Airport.

The Toronto family had been in Iran for 1 1/2 weeks, attending
Khachik’s niece’s wedding and baptizing their son, Edward.

Nana Antashyam, Khachik’s wife, was heading to Armenia to help plan
her sister’s birthday party and introduce Edward to her mother,
whom she hadn’t seen in five years. Edward was homesick, and wanted
to return to Canada.

"I saw them off from behind the glass," Khachik said during a phone
interview from Tehran yesterday. "That was the last time I saw them."

He had barely returned to his sister’s house from the airport when
he heard the plane had gone down. The Caspian Airlines flight crashed
Wednesday in an agricultural area, 16 minutes after takeoff, killing
all 156 passengers and 12 crew.

"I screamed. I was hoping it was not true," he said. "Nana was a
wonderful person and a good mother, a great friend."

Khachik said Antashyam, 35, worked as a piano teacher and loved to
play classical music.

John Funnell, owner and manager of the Ontario Conservatory of Music
franchise in Scarborough where Antashyam worked, said she was a good
instructor who taught up to Grade 9.

"She was very, very quiet, very self-effacing, but knew her job and
had a great rapport with the children," he said. "The children all
adored her. They felt comfortable around her."

Rodney Moore, a spokesman for the Canadian Department of Foreign
Affairs and International Trade, said the department had been informed
that two Canadian citizens had died in the crash, but could not
provide further details.

The cause of the air crash so far has not been determined.

Authorities have recovered the plane’s three black boxes, containing
the cockpit voice recorder and flight data recorders.

The plane, a Russian-made Tu-154M, was bound for Yerevan, Armenia’s
capital.

The passengers, most of whom were Iranians, included 11 members of
the country’s national youth judo team.

MEPs Call For Respecting China’s Territorial Integrity

STRASBOURG, France, July 15 (Xinhua) — Some members of the European
Parliament (MEPs) on Wednesday called for respecting China’s
territorial integrity while debating response to the riots in the
northwest Chinese region of Xinjiang.

They pointed out the fact that the riots that occurred on July 5 in
Urumqi, capital of China’s Xinjiang Uygur Autonomous Region, were
instigated by Uygur separatists and that the majority of the victims
were ethnic Han Chinese.

Adrian Severin, a Romanian MEP who spoke for the Socialist group,
said minority rights should not be used as an excuse for separatist
policies and extremist means to promote these policies.

"We have to also ask everybody in this world to refrain from using
minority rights as a means for promoting geopolitical goals," he told
the chamber.

Charles Tannock of Britain said while most of the Uygur population
in Xinjiang are peaceful followers of Islam, "however, sadly, some
of the local population in recent years have become increasingly
radicalized by terrorists in league with Al-Qaeda."

As the EU pursues the one-China policy, "we shall not support in any
way the secession of Xinjiang," he said.

Tannock, who spoke for the European Conservatives and Reformists Group
(ECR), also blasted Turkish Prime Minister Recep Tayyip Erdogan’s
statement that the Xinjiang violence was a genocide of Uygurs.

Tannock noted that Erdogan has refused to recognize the Armenian
genocide by the Turks during and after World War I.

"His efforts to appeal to pan-Turkish nationalism are also
hypocritical, given Turkey’s treatment of its own minorities, and in
particular, the Kurds in eastern Turkey," he said.

Nirj Deva, also a British MEP, warned that the EU should not support
separatist forces in China.

"Supporting separatism anywhere in the world is against the spirit of
the EU … We cannot work to unite Europe at home and encourage the
break-up of China abroad. That is the road to chaos and conflict,"
he said.

Deva said that if the violence in Xinjiang was "encouraged and
perpetrated by outside forces, particularly separatist fundamentalist
forces, then they should be indicted in the International Criminal
Court; if they were home-grown, then it is a matter for the police
in China."

Certain MEPs attacked the Chinese government for its handling of the
violence or its policies on ethnic minorities in China.

Those MEPs simply would not recognize the fact that the violence was
carried out by separatists.

Struan Stevenson of Britain asked those MEPs to get the facts right
in the first place.

"The incidents which took place on the fifth of July involved
a premeditated attack… As we know, certain militants among the
Uygur population of Xinjiang are Islamic fundamentalists who demand a
separate state. They mounted a violent attack which led to the deaths
of 137 Han Chinese — so the vast majority of those killed were Han
Chinese," he said.

"Let’s base our criticism on facts," Stevenson concluded.

Sabine Loesing of Germany also criticized misconceptions regarding
the Uygurs in Xinjiang.

"The Uygurs in the region do enjoy many privileges. For example,
they are allowed to have more children. They are also allowed to
practice their religion during work hours," she told the chamber.

She said Europeans should take an unbiased look at things and better
inform themselves on the Uygurs.

"Here, things might be slightly different than they appear at first
glance. We ought to be cautious when it comes to adopting one-sided
positions," said Loesing, a member of the Confederal Group of the
European United Left – Nordic Green Left group.

She said the EU should support the Chinese in solving their problems.

On 10 July 2009, the Armenian Writers’ Association and the National Library
in Erevan jointly organized the book launch of the 68th Kevork Melidentsi
Award winning book published by the Catholicosate of Cilicia. The launch of
the book "Orhnerkoutium Medzazkanch" (Glorious Blessings) was held at the
Main Hall of the National Library in the presence of more than a hundred
members of the Association.

The Director of the Library, who is also a member of the Governing Board of
the Association, welcomed the guests and praised the Catholicosate of
Cilicia, and particularly His Holiness Aram I for sponsoring the publication
of treasures of Armenian literature. He said that the Catholicos was not
only publishing manuscripts, but he himself was contributing to the thinking
of our time through his writings. He then continued: "In addition to the
seventy volumes of literary treasures that the National Library had
received, we just added two more books to our collection, "For a Church
Beyond its Walls" and "Pour un Monde Transforé" both written by His
Holiness."

Following the speech of the Director, and after the book was introduced by
several other speakers, the President of the Writers’ Association thanked
the editor of "Orhnerkoutium Medzazkanch" Sarkis Guiragossian, who had done
an excellent job in editing and arranging the book. He described the
Lebanese Armenian writer as a bridge builder between Armenian and Diaspora
authors. As a sign of their appreciation, he decorated him with the "Hagop
Meghabard" prestigious Medallion.

In the end, the members of the Armenian Writers’ Association recommended
that "Orhnerkoutium Medzazkanch" be reprinted in Armenia and made available
to all teachers of armenian language and literature as a companion to their
teaching materials.
