YEREVAN, APRIL 30, ARMENPRESS: Armenia is overcoming the consequences
of crisis and comes closer to the indices of the post-crisis year,
chairman of the NA’s finance-crediting and budget affairs standing
committee Gagik Minasyan said, adding that a positive tendency is
being noted in the economy and he came to that opinion analyzing the
macro-economic indices of the first quarter.

In the first quarter Armenia has registered 5.5% GDP growth. The
industry sphere has registered 10% growth, services 6% and agriculture
3%. As to the construction, G. Minasyan said that no decline has been
registered in the sphere as compared with the first quarter of the
previous year.

"That is to say for the first time in the past one year absence of
reduction is being registered. These indices show that the process
of the economic crisis ended in Armenia. I think that in very close
future we may say that all the indices before the crisis are too
available for us," Gagik Minasyan noted with delight.

Referring to the export indices, G. Minasyan said that in the first
quarter of 2010 60% growth has been registered and the import increased
with 23%. "It seems to be a positive tendency but together with it
high level of increase of prices is being registered which really
is of concern both for the insecure strata of population and the
government," G. Minasyan said.

With 12 pros and 8 cons the Israeli Knesset approved Thursday a
motion to discuss the recognition of the Armenian Genocide in one of
its committees.

Haim Oron, a supporter of the Genocide issue in the parliament,
delivered a 15-minute speech on the issue, the discussion took
25 minutes.

Oron wants the committee to recognize the Armenian genocide, pointing
out that similar recognition has been afforded recently by the French
parliament and the United States Congress.

"It is appropriate that the Israeli Knesset, which represents the
Jewish people, recognize the Armenian genocide," said Oron. "It is
unacceptable that the Jewish people is not making itself heard."

Armenian chess player Lilit Lazarian celebrated her first victory in
Women’s FIDE Grand Prix competition in Nalchik, Kabardino-Balkaria,
by defeating Chinese player Hu Zao with black figures.

While Lazarian is on the winning side another Armenian player,
Elina Danielyan, is having a poor performance, loosing to Swedish
Pia Kramling with white figures.

With the 4th tour already over Russian player Tatiana Kosintseva is
heading the competition list having earned 3.5 points.

Lilit and other 5 players are among 4-9 with 2 points.

Elina Danielyan is the 12th with her 0.5 point.

ZharangutyunRFE/RL — A former leading member of the Armenian
Revolutionary Federation (Dashnaktsutyun) has joined a more radical
opposition party that does not recognize the legitimacy of Armenia’s
current and previous presidents, it emerged on Wednesday.

Ruben Hakobian aligned himself with the Zharangutyun (Heritage) party
nearly two years after being expelled from Dashnaktsutyun following his
public criticism of its activities. He was particularly unhappy with
its decision to cut a power-sharing deal with President Serzh Sarkisian
in the wake of the disputed February 2008 presidential election.

Dashnaktsutyun, which had been allied to Sarkisian’s predecessor
Robert Kocharian throughout his decade-long rule, contested the vote
with its own candidate, who campaigned on an opposition platform. It
subsequently agreed to join a new governing coalition formed by
Sarkisian. The influential party also defended a harsh post-election
government crackdown on supporters of the main opposition candidate,
Levon Ter-Petrosian.

Hakobian, who had joined Dashnaktsutyun in 1990 and was at one point
its top leader in Armenia, denounced this stance as "unprincipled"
and said it only benefited Ter-Petrosian. He also called for the
holding of fresh presidential and parliamentary elections.

Hakobian on Wednesday declined to comment on his decision to
join Zharangutyun, a party bitterly opposed to both Sarkisian and
Kocharian. He said he will explain the move "in the coming days."

According to Stepan Safarian, a senior Zharangutyun member, the
decision "was not made in one day." He told RFE/RL’s Armenian service
that the party and Hakobian have a history of cooperation and share
the same views on key issues facing the country.

Dashnaktsutyun pulled out of the ruling coalition last year in protest
against Sarkisian’s conciliatory policy on Turkey. Unlike Zharangutyun
and Ter-Petrosian’s Armenian National Congress (HAK), it has not been
pressing for the president’s resignation and snap elections.

And Warmed Over Obama Statement

Two developments on Armenian-Turkish issues spilled a lot of ink last
week. Neither one was significant, but assumed significance because
of extensive international media coverage.

On April 22, exactly a year after the release of the roadmap,
ostensibly to normalize Armenia-Turkey relations, and six months
after the infamous Protocols were signed by the two countries with
great fanfare, Pres. Serzh Sargsyan announced their suspension.

There was actually nothing new in this announcement. It has been
crystal clear for months that Turkey’s leaders never intended to
ratify the Protocols. They simply wanted to exploit them in order to
extract further concessions from Armenia. Turks repeatedly announced
that unless Armenia turned over Karabagh (Artsakh) to Azerbaijan,
the Turkish Parliament would not ratify the Protocols. As time went
by, Turkey added more inane demands, such as reversal of the Armenian
Constitutional Court’s decision, and withdrawal of genocide resolutions
from Parliaments of other countries. Since Armenia had repeatedly
announced that it would not be the first to ratify the Protocols,
the accords were already frozen for months, if not stillborn.

Even though some may view Pres. Sargsyan’s decision as a bold
move, it would have been far more preferable for him to withdraw
his country’s signature from the Protocols, since they were dead
in the water anyway. He could have easily blamed their collapse on
Turkey’s intransigence. He did acknowledge in his last week’s public
announcement that he decided to suspend the Protocols, after Russia,
France and the United States asked him not to abandon them completely.

Now that Armenia has blinked first, Turkey is blaming it for causing
the collapse of the Protocols. Armenia has thus helped Turkey to
wiggle its way out of the intense international pressure it was
subjected to in recent months for its failure to ratify them.

Moreover, as long as the Protocols are not completely discarded,
Turkey will continue to exploit them by cleverly claiming that it is
still committed to their ratification under the ‘right’ conditions,
and will use them as a viable tool to defeat all initiatives by third
countries on the Armenian Genocide.

Regrettably, Turkey is not the only country exploiting the Protocols.

Pres. Obama, after pressuring Armenia not to reject the Protocols,
dodged the term ‘Armenian Genocide’ once again in his annual
statement. He used as an excuse the non-existent ‘dialogue among
Turks and Armenians.’

Just as he had done last year, Pres. Obama substituted the term ‘Meds
Yeghern’ [Great Calamity] for the Armenian Genocide and used the same
worn out euphemisms and shameful word games for which, as a Senator
and presidential candidate, he had condemned Pres. George W. Bush.

The overwhelming majority of Armenian-Americans, who had supported
Obama’s candidacy and trusted him, now feel disillusioned and
deceived. He ran his campaign on the promise of change, only to
adopt the same immoral position of his predecessors, even though he
keeps saying that he has not changed his mind regarding his pledge
to acknowledge the Armenian Genocide!

In a column I wrote last year after Pres. Obama first broke
his campaign promise on the Armenian Genocide, I stated that
Armenian-Americans do not need to beg him to acknowledge the Genocide.

Thirty years ago, Pres. Reagan issued a Presidential Proclamation
referring to the Armenian Genocide. Therefore, Armenian-Americans
see no special advantage in a repeat statement by Pres. Obama. By
not keeping his word, however, Pres. Obama succeeded in undermining
his own reputation and credibility with the American people and world
public opinion.

It is simply mind-boggling that the President of the United States
would go out of his way to issue a statement that would alienate the
very people he is trying to accommodate.

Just imagine what the outcry would be had Pres. Obama referred to the
Holocaust as a massacre or a tragic event. Yet, this is exactly what
he has done on the Armenian Genocide by using a series of euphemisms
in his April 24 statement: ‘Dark past,’ ‘Dark moment in history,’
‘painful history.’ ‘awful events of 1915,’ ‘ a devastating chapter,’
‘one of the worst atrocities of the 20th century,’ ‘murder,’ and
‘terrible events.’ Pres. Obama’s aides could have spent their time
more usefully by reading a history book rather than a dictionary
of synonyms.

The only new idea in Pres. Obama’s April 24, 2010 statement is the
following brief sentence: ‘I salute the Turks who saved Armenians
in 1915.’ This is a commendable notion which unfortunately becomes
devoid of any meaning, in the absence of who or what exactly these
Armenians were saved from!

We all hope that the solemn commemorations next April 24 would not
be tarnished either by the Protocols (frozen or thawed) or by Pres.

Darchinyan-Nonito Match May Be Postponed

While WBA super flyweight interim champion Nonito has no idea about the
reasons for the delay in finalizing his eagerly anticipated rematch
with WBC/WBA champion Vic Darchinyan, promoter Gary Shaw told us
Tuesday that the international TV rights was the sticking point.

Shaw said "I don’t like and I’m not happy with the deal on the
international TV rights and I’m hoping that they (Top Rank) will come
back with a better offer so we could make the fight."

Shaw who handles Darchinyan indicated that "otherwise we will just
have to move on and fight someone else."

The well-known promoter said he doesn’t think that "the money that
Top Rank is putting on the table is fair because they want to keep
all the Philippine television rights money. They say it wasn’t a lot
of money, so we’ll see."

Shaw disclosed that he had spoken to Carl Moretti of Top Rank and
"told him what I want and he said they would get back to me."

Donaire who knocked out Darchinyan in the 5th round to grab the
Australian’s IBF/IBO flyweight titles on July 7, 2007 in what was voted
as "The Knockout of the Year" sounded frustrated at his predicament
of not getting the big fights while fighters such as WBO champion
Jorge Arce and WBO bantamweight champion Fernando Montiel both of
whom he wanted to fight, continue to move forward in their careers.

Complete Text of Joint Declaration Issued by Three Religious Leaders of the
Caucasus
(Baku, April 26, 2010)

Joint Declaration

In the name of Almighty God, and for the fulfillment of the cherished dreams
of peace, welfare and happiness of our peoples, we, the spiritual leaders of
the Azerbaijani and Armenian peoples, met in Baku through the high mediation
of His Holiness Kirill I, Pontiff of the Russian Orthodox Church, to testify
to our mutual respect and discuss urgent measures necessary to secure a true
peace and an agreement for our peoples and governments.

Viewing this meeting as part of the peace-making dialogue between the
Armenian Apostolic Church and the Committee of the Muslims of the Caucasus,
begun through the mediation of the Russian Orthodox Church in 1988, and
faithful to the spirit of previous communiqués, we are hopeful that in the
future as well, we can assist the progress of the principles of peaceful
coexistence for our peoples and the cultivation of mutually acceptable
decisions, exclusively through the path of dialogue. It is pleasing to
witness that meetings of similar formats have significantly contributed to
the cessation of the Armenian-Azerbaijani armed conflict founded on the
issue of Karabagh. Undoubtedly, these meetings have helped to prevent the
conflict from taking on an inter-religious nature.

Today especially, we place importance on the adherence to the spiritual
aspects of collaboration, to overcome the present alienation between our
peoples. The power of religion, which is a calling to goodness, peace,
sympathy and patience, shall become a factor of reconciliation. We believe
that our common efforts will benefit the defeat of inter-ethnic enmity. It
is fundamentally essential to not permit the resumption of military options
as a means to solve the disputed issues. Through our peace-making efforts,
we must support men in their hope to eliminate divisions, barriers and
hostility, since war – if it continues – has no end.

We support international efforts aimed at resolving the conflict. To attain
peace and good neighborly relations, it is necessary to expand lines of
communication, with the goal of reinforcing trust. A lasting peace is
possible only in the presence of good will and honest intentions. By
supporting the efforts of the presidents of Azerbaijan and Armenia, we
intend to assist them in their aspirations. In this regard, we consider the
continuation of direct dialogue between the religious leaders important,
with the goal of benefiting the resolution of the conflict, which will
provide the opportunity for people to return to those places from where they
were driven out by war. We welcome the good will on both sides to release
prisoners of war, and call upon political as well as religious workers to
increase their efforts in this noble and humanitarian work. Each of us must
demonstrate that good works, service to kindheartedness, and dedication to
peace and justice, can achieve far more than military conflict. We condemn
acts of vandalism and deem important the preservation of our peoples’
religious monuments and holy sites.

The path to reach peace and consensus is not an easy one – it requires great
efforts and a mighty will. However we have sincere hopes to attain success,
and by joining efforts, we hope to triumph over alienation and prejudices.
The
responsibility and the debt we have before the Most High and before our
peoples, impels us, religious leaders, to implement efforts for the sake of
peace, the long-awaited triumph of the ideals of goodness and the just
resolution of present issues. May a strong and just peace be established on
the bountiful land of the Caucasus, and may our peoples inherit goodness and
prosperity.

At the initiative of the Directors of the Armenian Bone Marrow Donor
Registry and by the support of the leadership of RA National Assembly
on April 26 in the parliament a voluntary donorship was held: for
helping the patients needing bone marrow transplantation the deputies
led by the Speaker of the National Assembly Hovik Abrahamyan gave
blood. In the words of the founder, director of the Armenian Bone
Marrow Donor Registry Sevak Avagyan this program is held in connection
with the ten-year anniversary of the center. It is envisaged during
the year to recruit 10.000 donors. The action will refer to all state
bodies, among which the National Assembly was the first to respond.

The Armenian-Belgium Chamber of Commerce and business promotion
agencies of Armenia and Wallonia, Belgium, plan to implement the
ArmenWal business program, the press service of the RA Foreign Office
told NEWS.am.

The program will be implemented in several stages. At the first stage
Armenian and Belgian organizations interested in joint production and
other types of cooperation will be selected. With this end in view,
at a special conference held in Belgium businessmen from Wallonia
were informed of the details of the ArmenWal program and of the
Armenian economy. The sides discussed the possibilities of joint
business projects.

Among the participants were the RA Trade Representative to EU and
the Director General of the Armenian Development Agency.

A workshop will be held in Brussels on June 3 to sum up the preparatory
work, and the companies will discuss further steps.

Wallonia Foreign Trade and Investment Agency (AWEX) and UNIDO will
sponsor the program. The RA Embassy in Belgium will assist the program.

Armenia is the only Transcaucasian state involved in the ArmenWal
program. The aim of the program is the establishment of joint
ventures with Belgian investments and the activities that would
enable the sale of joint products to Russia, Ukraine and the other
CIS member-countries.

YEREVAN, April 26, /ARKA/. President Serzh Sargsyan received today
members of the Governing Council of the National Academy of Sciences
and Heads of scientific and research institutes of the Academy,
his press office reported.

It said President Sargsyan Serzh Sargsyan highlighted three main
avenues for developing education and science in our country. "The first
avenue we should take is to reorganize the existing educational and
scientific institutions and use them more efficiently, i.e. to carry
on with the process of reformation. The second avenue is the creation
of a new generation of the educational and scientific institutions,
like the one created in Tavush – a modern boarding school, where
teaching is conducted in foreign languages, with the application of
the newest teaching methodologies.

The third avenue is to provide our students and young scientists
with the opportunity to study in the best educational and scientific
establishments abroad," he was quoted as saying.

President Sargsyan informed that the funds of the Luys Foundation,
which provides financial support for the Armenian students’ to study
at the world’s best establishments, would be doubled so that a greater
number of the Armenian students could study abroad. Serzh Sargsyan
stressed also the necessity of creating opportunities for the young
scientists to get training abroad, noting that corresponding steps
would be taken on that direction as well.

"I know that there is a problem of housing for the young scientists,
and to solve the problem we are ready to make serious investments.

However, support will be provided only to those young scientists,
who are going to seriously work in science, but not to those who
after receiving master’s degree spend couple of months in a scientific
institution and then leave to do something else," President Sargsyan
said.
