YEREVAN, MAY 8, ARMENPRESS. U.S. Treasury Secretary Janet Yellen on Sunday warned that a failure by Congress to act on the debt ceiling could trigger a "constitutional crisis" in the United States that also would call into question the federal government's creditworthiness, Reuters reported.

Yellen sounded the alarm over possible financial market consequences if the debt ceiling is not raised by early June, when she has said the federal government could run short of cash to pay its bills.

The negotiations on the issue should not take place "with a gun to the head of the American people", Yellen told the ABC program "This Week."

President Biden has asked Congress to raise the debt ceiling with no conditions. The Republican-led House of Representatives last month passed a bill that would raise the government's $31.4 trillion debt ceiling, but the measure included sweeping spending cuts over the next decade that Biden and his fellow Democrats oppose.

Biden is preparing to meet on Tuesday at the White House with Republican House Speaker Kevin McCarthy, Republican Senate Minority Leader Mitch McConnell and top congressional Democrats to discuss the issue.

"It's Congress's job to do this. If they fail to do it, we will have an economic and financial catastrophe that will be of our own making," Reuters quoted Yellen as saying.

"And we should not get to the point where we need to consider whether the president can go on issuing debt. This would be a constitutional crisis," Yellen added, alluding the delineation of powers of the executive and legislature under the U.S. Constitution.

Biden has steadfastly said he will not negotiate over the debt ceiling increase, but would discuss budget cuts after a new limit is passed. Congress has often paired debt-ceiling increases with other budget and spending measures.

Washington regularly sets a limit on federal borrowing. Currently, the ceiling is equal to roughly 120% of the country's annual economic output. The debt reached that ceiling in January and the Treasury Department has kept obligations just within the limit, but by July or August, Washington could have to stop borrowing altogether.

Under that scenario, shockwaves could ripple through global financial markets as investors question the value of U.S. bonds, which are seen as among the safest investments and serve as building blocks for the world's financial system.

Armenian Prime Minister speaks about “big opportunity” to normalize relations with Turkey

YEREVAN, APRIL 18, ARMENPRESS. Prime Minister Nikol Pashinyan has said that he sees a big chance to establish normal relations with Turkey.

Pashinyan said the opportunity for doing so increased after Armenia humanely responded to the earthquake in Turkey.

“There is a big opportunity to establish normal relations between our countries,” Pashinyan said when speaking about the relations with Turkey in parliament during debates of the 2022 report of the government action plan.

“And this opportunity increased when we decided to respond, with the logic based on humane, good-neighborly values to the devastating earthquake that hit Turkey in the beginning of this year. And the government and public of Turkey perceived and accepted our actions as such.”

Pashinyan said they wouldn’t have made the decision to send a SAR team and humanitarian aid if not for the changed perspective of perceiving history and related issues. And Turkey wouldn’t have opened the Margara Bridge for the rescue squad and aid if it were not to believe in Armenia’s sincerity.

“And the dozens of Armenian flags flying in front of the Turkish foreign ministry during Foreign Minister Mirzoyan’s Ankara visit weren’t simply a protocol attribute, but rather a surprising [realization] that hope can [be found in despair]. The flags of Armenia and Turkey were hoisted on the ruins of our relations and the devastating earthquake. And I hope that the Armenian-Turkish border will soon really be opened and will create the foundation for the development of good-neighborly, normal relations,” PM Pashinyan said.

 Pashinyan attached importance that soon the agreement on opening the border for third country citizens and diplomatic passport holders will take effect. He warned that the opening could not take place if the new perceptions and impressions gained through humanitarian and neighborly values were to get frozen, fade or lose impact on political and diplomatic decisions.

During the meeting, the President of the Republic presented to the OSCE Chairman-in-Office the approaches and opportunities of Armenia regarding the solution of regional problems. Vahagn Khachaturyan emphasized that Armenia is firm in its position to achieve ssustainable peace in the South Caucasus and establish neighborly relations with its neighbors.

The interlocutors discussed issues related to the settlement of the Nagorno Karabakh issue, the humanitarian crisis created in NK due to the illegal blockade of the Lachin Corridor, the security and rights protection mechanisms of the NK population.

Bujar Osmani, referring to conflict resolution, noted that the OSCE and North Macedonia in particular have a great experience in solving such problems and are ready to share that experience.

Russian ban on dairy imports from Armenia contradicts EEU trade regulations, says Economy Minister

YEREVAN, APRIL 13, ARMENPRESS. Armenian Minister of Economy Vahan Kerobyan said Thursday that Russia’s ban on the imports of Armenian dairy products is a violation of the EEU trade regulations.

He said that Armenia is discussing the matter with Russian partners.

“We find this to be an obstacle for EEU trade,” Kerobyan said in parliament during question time when asked by MP Gegham Manukyan when the issue will be resolved. “We are now discussing this issue with our Russian colleagues. The ban placed by Rosselkhoznadzor [Russian governmental agriculture watchdog] contradicts the trade regulations in the Eurasian Economic Union. In addition, we are also engaged in talks to understand the regulations through which we can maximally swiftly resolve this issue without applying the EEU standard procedures,” Kerobyan said.

In response to the MP’s criticism over the government’s handling of the agriculture sector, Kerobyan said that agriculture is indeed a major sector but not the largest, while the dairy production isn’t the largest branch in agriculture itself.

Kerobyan said that in 2022 Armenia exported 18 million dollars worth of dairy products to the EEU market, which amounts less than 1% of the total exports of Armenia.

Russia banned on April 5 imports of dairy products from Armenia, saying that Armenian producers use Iranian raw materials banned in Russia.

"We discussed issues related to the normalization of relations between Armenia and Azerbaijan. We call for an early conclusion of a peace agreement between the two countries. We will continue to hold consultations on the matter, particularly with Russia," he pointed out.

Azeri official propagates against Armenians during Greek Independence Day celebration in Baku

Azerbaijani officials have used Greek Independence Day celebrations in Baku as an opportunity to propagate against Armenians.

According to APA , Deputy Foreign Minister of Azerbaijan Khalaf Khalafov said this during his speech at the event dedicated to the National Day of Greece in Baku, that Armenia "cannot draw conclusions from the realities."

"Unfortunately, the ruling regime in Armenia today does not realise the essence and historical significance of the peace process, lives with revanchist feelings, and cannot draw conclusions from the realities," the deputy foreign minister said.

"They are still not giving up their disruptive activities, such as creating tension, causing provocation, inciting separatism among Armenians living in Karabakh, illegally transporting weapons and ammunitions to these areas, and strengthening illegal military units that should be removed from these areas," he continued.

The Deputy Minister also attempted to propagate that the Greek churches in Mehmana were destroyed by Armenians, a baseless claim that Greek City Times has confirmed to be false by a resident of the village.

In essence they show disrespect to Greeks by putting aside diplomatic etiquette and attacking a country which is very close to Greece. In the meantime, the Azeris feel that Greece will not punish them, even if Greeks feel insulted (as the Independence Day celebration was spoilt), they care very little.

Meanwhile, Canadian Foreign Minister Melanie Joly has reiterated the call for Azerbaijan to reopen the Lachin corridor, the only lifeline to the historically and demographically Armenian Nagorno-Karabakh region.

Speaking at the House of Commons on Monday, the Minister said “we continue to call on the Azerbaijani authorities to reopen the Lachin corridor.”

“We need to prevent the worsening of the humanitarian crisis. Canada supports the 2020 ceasefire agreement, including the return of the Armenian prisoners of war. It is important that the cease fire, which is supported by the EU monitoring group, be respected,” Minister Joly said.

Joly's comments come as Russia on Saturday, the same day as Greek Independence Day, accused Azerbaijan of violating the Moscow-brokered ceasefire that ended the 2020 war with Armenia, by letting its troops cross over the demarcation line.

"On March 25… a unit of the armed forces of Azerbaijan crossed a line of contact in the district of Shusha, in violation" of the agreement of November 9, 2020, the Russian defence ministry said in a statement.

It said Russian peacekeepers "are taking measures aimed at preventing escalation… and mutual provocations."

Earlier on Saturday, Azerbaijan's defence ministry said it has taken control of some auxiliary roads in its Armenian-majority breakaway region of Nagorno-Karabakh over which it had engaged in two invasions of.

The ministry said "necessary control measures were implemented by the units of the Azerbaijan Army in order to prevent the use of the dirt roads north of Lachin" for arms supplies from Armenia.

The sole road linking Karabakh to Armenia, the Lachin corridor, has been for months under Azerbaijani blockade, which Yerevan says has led to a humanitarian crisis in the enclave.

Last week, Armenian Prime Minister Nikol Pashinyan warned against a "very high risk of escalation" in Karabakh.

Armenia has also accused Russian peacekeepers of failing to protect ethnic Armenians living in the restive region.

The Armenian authorities have been warning for a long time that a humanitarian catastrophe is brewing in Nagorno-Karabakh. To restore unhindered movement along the Lachin corridor in Armenia, effective steps are expected from Russia, whose peacekeeping troops are stationed there.

Azerbaijan is still ignoring both the appeals of various countries and international organizations, as well as the decision of the Hague Court, which has obliged Azerbaijan to ensure unhindered movement along the corridor.

Film: WATCH: Armenian production ‘Aurora’s Sunrise’ wins Grand Prize at FIFDH

Armenian animation Aurora's Sunrise has taken home the Grand Prize at the International Film Festival and Forum on Human Rights (FIFDH) in Geneva after 10 days of documentary and fiction film screenings.

The production follows the true story of Aurora Mardiganian, a 14-year-old girl who survived the Armenian genocide and journeyed from Turkey to the US before becoming a Hollywood sensation.

It was the first animated film of its kind to be made in Armenia and was recognised by the Academy Awards earlier this month in the International Feature Film section, becoming just the second animated documentary film to be nominated in that category after Danish production Flee in 2022.

Director Inna Sahakyan, who was unable to travel to Switzerland, was represented instead by an Armenian delegation to the United Nations.

The Oscar nominee also secured the top Jury Award for best documentary at the MiradasDoc Festival in Spain on 4 February.

Colette et Justin , directed by Franco-Congolese filmmaker Alain Kassanda went on to secure the Gilda Viera de Mello Prize at the FIFDH. It tells the story of an elderly couple and their experience of colonisation in the Belgian Congo.

"One of the reasons I made this film was I also wanted to re-approach the narrative. This story is not passed on in my family, but more generally, Afro-descendants do not necessarily know the history of their parent's country of origin," Kassandra told Euronews Culture.

"Who holds this memory? And how do we re-appropriate these archives to tell a story from our own point of view?" he added.

When the Soviet Union collapsed in 1991, ethnic Armenian separatists in Karabakh broke away from Azerbaijan. The ensuing conflict claimed some 30,000 lives.

69 U.S. Representatives from 18 states seek termination of U.S. military aid to Azerbaijan
