YEREVAN, NOVEMBER 26, ARMENPRESS. The Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the Russian Federation Vladimir Putin, the President of Azerbaijan Ilham Aliyev summed up the results of the trilateral meeting in Sochi and made statements for the press.

As ARMENPRESS was informed from the Office of the Prime Minister, Nikol Pashinyan’s statement runs as follows,

“Vladimir Vladimirovich,

Let me thank you once again for the invitation, and of course, for the positive working atmosphere.

I want to confirm that we had a very positive meeting, conversation, actually discussed all the issues on the agenda. This was not a meeting to hide the problems, but a meeting where we openly discussed all the issues. And I would like to positively assess the fact that we clarified the positions on many issues, and it turned out that we do not have any misinterpretation on a number of issues, opposite to what it seemed before this meeting.

I would like to mention that, in fact, in connection with the opening of all transport and economic communications in the region, we registered that we have a shared idea of how those communications will operate.

The topic of starting the process of delimitation and demarcation is not new, we have discussed that issue. We also adopted a trilateral statement, in which we stated that before that the necessary conditions should be created, that is, security mechanisms should be created on the border between Armenia and Azerbaijan.

Of course, humanitarian issues were also touched upon.

In general, I assess today's conversation and meeting very positive. I would like to once again thank our strategic ally, the Russian Federation, for the initiative. I think that if we manage to establish certain dynamics of our dialogue on the basis of this meeting, we can also expect concrete results.

I reaffirm the readiness of Armenia and the Government of Armenia, which has received a mandate from the people of Armenia, to open an era of peaceful development for our country and our region. We are interested in that, and of course, today's meeting contributed to the fulfilment of that agenda.

Armenia says troops killed, detained in border clash with Azerbaijan

Armenia on Tuesday reported at least one fatality and the loss of military positions in border clashes with Azerbaijani troops, a year after the arch-foes fought a war over the disputed Nagorno-Karabakh region.

The border clashes marked the worst fighting since more than 6,500 people were killed in a 44-day conflict over the Nagorno-Karabakh enclave late last year. That conflict ended after Russia brokered a ceasefire deal that saw Armenia cede swathes of territory it had controlled for decades.

Armenia's defence ministry on Tuesday reported "fatalities and wounded" among its forces "following an attack by Azerbaijani forces." It said Azeri forces had captured several Armenian troops as well as "two military positions".

The ministry reported later in the evening that Russia had brokered an end to hostilities, describing the situation as "relatively stabilised". It said at least one Armenian serviceman was killed in the clashes.

Earlier in the day, the two sides accused each other of initiating fighting along their disputed border, with Azerbaijan's defence ministry claiming that "Armenian troops attacked Azerbaijani positions in the districts of Kelbajar and Lachin".

The ministry said Azerbaijani troops "stopped the enemy's advance, surrounded and detained Armenian servicemen," adding that two of its soldiers were injured.

Appeals to Moscow

France, home to Europe's largest Armenian population, expressed its "deep concern" over Tuesday's clashes, urging both sides to respect the terms of a ceasefire deal signed in November 2020.

The French foreign ministry said in a statement it was particularly alarmed by reports of use of heavy weaponry "which has caused many deaths, especially on the Armenian side".

Before the announcement of a truce, Armenia had appealed to ally Russia for military support under the Collective Security Treaty Organisation pact, which obliges Moscow to protect it in the event of a foreign invasion. Russia responded by calling on both sides to "de-escalate".

Since last year's war, both Armenia and Azerbaijan have reported occasional exchanges of fire, sparking fears of another flare-up in their territorial dispute.

On Sunday, they traded accusations of opening fire at their border near Karabakh. The day before, Nagorno-Karabakh authorities said the only road connecting Armenia to the separatist territory – the Lachin Corridor – was briefly closed due to an incident between the two sides.

Ethnic Armenian separatists in Nagorno-Karabakh broke away from Azerbaijan as the Soviet Union collapsed in 1991, and the ensuing conflict claimed around 30,000 lives.

Nov. 16 (UPI) — Armenia and Azerbaijan agreed to a Russia-brokered cease-fire Tuesday evening following hours of intense fighting along their disputed border.

The fighting stopped at 6:30 p.m., according to the agreement, Armenia's Ministry of Defense said in a statement.

"The situation has relatively stabilized," it said.

Armenia confirmed the death of a contract soldier with the number of wounded being determined while 12 service members were captured by the Armenian side, which said two of its soldiers were injured.

Both sides claimed to have inflicted significant damage to the other as well as traded accusations that the other had started the fighting earlier Tuesday.

The eruption of fighting and the abrupt cease-fire occurred a year after the two ended 44 days of war in the disputed mountainous Nagorno-Karabakh region, which resulted in thousands dead.

Yerevan on Tuesday said Azerbaijan attacked its border at about 1 p.m., resulting in the loss of two military positions while Baku said Armenia launched an attack at 11 a.m "in order to capture the high grounds" and "take more advantageous positions, thereby gaining military superiority."

Azerbaijan has yet to comment on the ceasefire, which was announced after Col. Gen. Zakir Hasanov, its defense minister, held a phone call with his Russian counterpart, Sergei Shoigu.

Tuesday's fighting was met with quick rebuke from world leaders calling for de-escalation.

European Council President Charles Micheal urged via Twitter for a full cease-fire and committed the 27-nation bloc to working with partners to overcome tensions in the South Caucasus.

U.S. Secretary of State Antony Blinken said the United States calls for "immediate concrete steps" to reduce tensions and for both sides to dialogue.

"The recent increase in tension between Armenia and Azerbaijan underscores the need for a negotiated, comprehensive and sustainable settlement of all remaining issues related to or resulting from the Nagorno-Karabakh conflict," he said in a statement.

CSTO says the conflict should be solved through only political – diplomatic methods

The Secretariat of the Collective Security Treaty Organization (CSTO) has not yet received a formal application from Armenia regarding the escalation of situation on the Armenian-Azerbaijani border, ARMENPRESS reports press secretary of the CSTO Vladimir Zainetdinov told Ria Novosti.

“The CSTO attentively follows the situation. The Secretariat has not received an official application from Armenia. We think the conflict should be solved only through political and diplomatic methods”, Vladimir Zainetdinov said.

On November 16, the Azerbaijani Armed Forces once again violated the territorial integrity and sovereignty of the Republic of Armenia, attacking the Armenian positions in the eastern borderline, using artillery, armored vehicles, firearms of various calibers. There are casualties on both sides as a result of the hostilities. The situation at the border remains tense.




Armenia-Stepanakert / Khankendi road reopens after grenade incident

A grenade was thrown at the Azerbaijani military at the joint post in Shusha / Shushi

Lachin Corridor – the road that links Armenia to Stepanakert (Khankendi), reopened by 11 am on November 13, after being closed for several hours in connection with the incident.

At 7 o’clock in the morning, a man got out of a taxi in front of the joint post near the town of Shusha (Shushi) in Karabakh, where Russian peacekeepers and Azerbaijani servicemen are stationed, and threw a grenade towards the Azerbaijani military. At least three people were injured, according to caliber.az.

It is reported that the grenade was thrown by Norayr Mirzoyan, born in 1975, presumably a resident of Karabakh. He was detained by Russian peacekeepers. According to reports in Azerbaijani media, Baku is demanding its transfer.

“In response to the provocative actions of the Azerbaijani servicemen, an unknown person threw an explosive device on the Stepanakert-Berdzor interstate highway near the Shushi checkpoint”, the national security service of the unrecognized Republic of Artsakh reported on the events on the morning of November 13.

The Armenian newspaper times.am published a different version of the events on the Stepanakert-Berdzor road [the Armenian name of the city of Lachin – JAMnews].

“According to our information, the brother of an Armenian worker killed in this area on November 8, drove up to the Azerbaijani servicemen in a taxi and threw a grenade in their direction. At that moment, the enemy opened irregular fire on the Armenian vehicles located there. There is no information about the wounded and injured yet”.

The publication also reported that Russian peacekeepers blocked the road, and even ambulances were not allowed to approach the scene.

The Co-Founder of 'National agenda' party Avetik Chalabyan commented on the Saturday incident near Shushi where a man threw an explosive device at the Azerbaijani checkpoint on the Stepanakert-Berdzor interstate road. 

To remind, the man has been identified as Norayr Yeremayn, the brother of the 22-year-old Artsakh citizen killed by Azerbaijani forces on November 8. Three others were wounded as a result of Azerbaijani shooting then.

"I voice a solidarity with Norayr Yeremyan who was obliged to do justice for his killed brother. At the same time, I call on authorities of Armenia and Artsakh to ensure justice and protect all human rights of the killed Martik Yeremyan and his brave brother," Chalabyan said.

Armenian Foreign Minister Ararat Mirzoyan received the newly appointed Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs at the U.S. Department of State Erika Olson, who is in Armenia on a regional visit. FM Mirzoyan congratulated her on assuming the post and wished success in her responsible mission, ARMENPRESS was informed from the press service of the MFA Armenia.

During the meeting, Foreign Minister Mirzoyan and Deputy Assistant Secretary of State Olson exchanged views on regional security and stability, emphasizing the need for a comprehensive settlement of the Nagorno Karabakh conflict within the framework of the mandate of the OSCE Minsk Group Co-Chairs. In this regard, the five-party meeting with the participation of the Co-Chairs and the Foreign Ministers of Armenia and Azerbaijan in New York in September was highlighted.

The humanitarian situation created by the aggression unleashed by Azerbaijan against Artsakh was also discussed. In this context, Minister Mirzoyan stressed the need for the unconditional repatriation of Armenian prisoners of war and other detainees, as well as the need to preserve the Armenian religious, historical and cultural heritage of Artsakh in the territories that have appeared under Azerbaijani control.

Ararat Mirzoyan and Erika Olson also discussed a wide range of issues related to Armenia-US relations, expressing satisfaction with the positive dynamics of the dialogue at different levels. The interlocutors discussed the effective cooperation in the areas of democratic development, strengthening the rule of law, protection of human rights, and the fight against corruption.

The sides also referred to the joint steps to be taken within the framework of the US-Armenia Strategic Dialogue (USASD) and the programs of the USAID in Armenia.

Earlier the US Embassy in Armenia informed that the new Deputy Assistant Secretary in the Bureau of European and Eurasian Affairs at the U.S. Department of State Erika Olson will travel to Armenia, Azerbaijan, and Georgia to "promote regional cooperation and discuss bilateral issues". While in Yerevan, Olson will participate in a regional Chiefs of Mission meeting in November 2-4, joining U.S. Ambassador to Armenia Lynne M. Tracy, U.S. Ambassador to Georgia Kelly C. Degnan, and U.S. Ambassador to Azerbaijan Lee Litzenberger, as well as Senior Advisor for Caucasus Negotiations Andrew Schofer and USAID Deputy Assistant Administrator Alexander Sokolowski.

Member of Turkey’s Armenian community to be appointed district governor for first time

A member of Turkey’s Armenian community is set to be appointed as a district governor for the first time in modern history, Agos reported on Thursday.

The Istanbul-based newspaper, which published in both Turkish and Armenian, said lawyer Berk Acar had passed the necessary exams and would be assigned to a district by the interior ministry in the coming weeks.

Born in 1995, Acar graduated from Sahakyan Nunyan Armenian Middle School and Işık High School before studying law at Istanbul’s prestigious Bilgi University.

He will be the first member of the Armenian community to hold the position of district governor since the foundation of the Turkish Republic in 1923, Agos said.

Appointed by the state, governors are tasked with overseeing local government administration in Turkey’s 919 districts.

There are various issues on the agenda of the Armenian Government at the moment, one of which is the settlement of the Nagorno Karabakh conflict, and the other is the demarcation and delimitation of the border between Armenia and Azerbaijan, ARMENPRESS reports the Prime Minister of Armenia Nikol Pashinyan said at the National Assembly.

He agreed with a recent statement of Russian President Vladimir Putin that the Armenian-Azerbaijani border issue should be settled according to Soviet-era maps, noting that these maps, if not by 100 percent, are by 99 percent the same as those described in the 2010 law on administrative division of Armenia.

“The map of the Soviet Union should be used for delimitation. Our research shows that maps of different years are reprints of each other, we need to go deeper with those maps and understand which of them have legal basis. There are certain territorial differences between those maps," Pashinyan said.

The Prime Minister stated that Russia, as a Co-chair of the OSCE Minsk Group, as a mediator in this issue, should be involved.
