Fassier on fighting capacity of Karabakh soldiers and Azerbaijan’s
inability to win the Karabakh war is no news to anyone, including
Azerbaijan, expert Sergey Minasyan said.

"Azerbaijan’s reaction is explained by several factors. Recognition
of Armenian Genocide by US House Foreign Affairs Committee as well
as Swedish Parliament proved Armenia’s significance in international
politics. RA president’s visit to France once again demonstrated
that US, EU and Russia support Armenia’s position in RA-Turkey
rapprochement, showing increasing understanding towards Armenia and

As the expert emphasized, Fassier’s statement merely reflects the

The Government has focused its attention on the problem of gas price
and is taking all the necessary measures to alleviate a possible
social impact, RA Prime Minister Tigran Sargsyan stated in Parliament
on March 17.

He said a task group has been formed to elaborate the relevant measures
for the socially vulnerable sections of the population. "We are now
specifying the number of unemployed in the country," Sargsyan said. He
underlined the urgency of the issue for Armenia with a rather high
poverty level here.

The RA Premier pointed out objective reasons for a decision to
raise gas prices – one of them is a higher price for gas imported to
Armenia. "Before approving the decision, the Public Services Regulatory
Commission made an in-depth analysis of ArmRosgazprom’s application,"
Sargsyan said. The Armenian Premier also stressed that the Government
has done its best to curb a rise in the gas price.

As of April 1, 2010, the gas price will be raised from 96 AMD up to
132 AMD per cubic meter for those consuming up to 10,000 cubic meters
a month. The price for commercial consumers (over 10,000 cubic meters
a month) will be raised from U.S. $215 up to U.S. $243.13 (inclusive
of VAT).

In its March 13 meeting, the political bureau of the centrist party
of the Republic of Armenia Rule of Law (Orinats Yerkir) discussed
the issue of recalling two of its ministers – Mher Shahgeldyan, the
Minister of Emergency Situations, and Gurgen Sargsyan, the Minister
of Transport and Communications. The Bureau decided to recall these
two ministers and proposed the candidacy of Armen Yeritsyan and Manuk
Vardanyan, respectively, for these positions.

The party’s press office told Tert.am that Shahgeldyan and Sargsyan
will be offered other positions in the party’s executive board and
will assume other duties.

Rule of Law leader Artur Baghdasaryan will hold a press conference
on this reshuffling, as well as some other internal party issues,
at 11 pm on March 16.

the Turkish Industrialists’ & Businessmen’s Association (TUSIAD) to
Washington on March 16 and 17 was postponed, the Anatolian News Agency
reported.

Abdullah Akyuz, TUSIAD representative in Washington, said in a
statement that `the TUSIAD Board of Directors has taken the decision
considering the fact that the visit is unlikely to produce any of the
constructive outcomes we had hoped to achieve.’

`As you know very well, TUSIAD attaches paramount importance to
bilateral relations with the United States, which have historically
assumed a central place in both countries’ foreign policies. TUSIAD
also supposes that the current situation can’t contribute to the
revitalization of a constructive dialogue,’ he said.

`The TUSIAD Board of Directors would like to reiterate its commitment
to this crucial partnership, and we sincerely hope we can reschedule
our trip to Washington as soon as necessary steps are taken to improve
bilateral relations,’ Akyuz added.

Armenia Tian Changchun submitted his credentials to RA Foreign
Minister Edward Nalbandian, RA Foreign ministry press office reported.

Armenia attaches great significance to the development and improvement
of friendly relations with China, Nalbandian said. The Ambassador
assured that he will step up efforts to expand the partnership between
two states.

The officials discussed a wide range of issues, particularly the
enhancement of trade and economic relations, cultural and educational
programs, and cooperation in frames of international organizations.

Politicization of History Bad for Reconciliation

The government and the Riksdag have long agreed that politicization of
history risks making reconciliation more difficult in peacetime. But
now the Social Democratic party leadership has lost a vote at its
congress, and the red-green opposition wants to change Sweden’s
policy, although many are deeply worried about the consequences it
would have. I am worried about the consequences this could have not
just for reconciliation – in this case between Turkey and Armenia –
but also the increased tensions it could cause in our own society.

Today’s vote in the Riksdag on what happened in 1915 and the
surrounding years during the tremendous tragedies that took place in
connection with the collapse of the Ottoman empire basically revolves
less around actual circumstances than whether it is right and wise to
make Riksdag decisions like this about history in various parts of the
world.

Previously, we have had broad agreement in the Swedish Riksdag that
this is the wrong way to go.

The reconciliation processes in which Sweden is also deeply engaged
risk being seriously delayed by such a development. The discussion
about historical events and the tragedies of history is best held by
independent researchers.

What has now created a new situation is, of course, that the Social
Democratic party leadership lost a vote on this issue at its party
congress, and the Social Democratic Riksdag group has therefore been
forced to join the Left Party and extensive portions of the Green
Party in a way I know a number of them feel deep distaste for.

But the vote today should be seen not just in the light of Mona
Sahlin’s defeat at her party congress. It must also be seen in the
light of the current situation in the region itself.

The normalization between Armenia and Turkey -with the agreement that
was signed at the end of last year -is of major historical
significance. It includes, among other things, an agreement to set up
a commission of historians, who are to freely seek the truth about the
horrible events of 1915 and the years before and after and in that way
contribute to the long-term reconciliation between the nations.

But this agreement is now being attacked hard by nationalists on both
the Turkish and the Armenian side.

In the latter case it involves primarily the large Armenian diaspora
which exists in large parts of the world and which in large measure
has difficulty accepting the normalization and reconciliation process
that has now been initiated by the Armenian national leadership. In
Turkey it is about an alliance of tough nationalists -some of them in
Social Democratic costume.

For both sides a politicization of the genocide issue is important.
Both want to undermine the reconciliation process that has now been
launched, and votes in foreign parliaments naturally play directly
into their hands.

I am not saying that this is the intention that drives the Social
Democrats, for example, who this year will vote differently on this
issue than they did last year -but I am, unfortunately, convinced that
this will be the result if they were to win.

And I do not conceal that I am worried about a situation in which by
doing this we open the door to passing Riksdag resolutions on
complicated historical events in other parts of the world as well and
the consequences this could have for our opportunities to continue to
work for peace and reconciliation.

To this must also be added a certain concern about bringing old
conflicts right into our Swedish society. I am worried about the tone
between Swedish organizations representing various nationalities,
which have come to be important parts of our society over the years.

The government’s view therefore remains that it is wrong to pass
majority decisions in the Riksdag on historical events and tragedies
in various parts of the world. That does not imply taking any position
whatever on how to describe what happened in 1915 in the international
terms we have come to use over the last few decades.

There we hope that the reconciliation and normalization process
between Turkey and Armenia which we have supported so strongly, and
the increasingly more open and freer discussion in Turkey we now see,
will be able to move the issue forward.

Turkish Foreign Ministry summons Swedish ambassador over Armenian resolution

Ankara, 12 March: The Swedish ambassador in Ankara was summoned to the
Turkish Ministry of Foreign Affairs following the Swedish parliament’s
adoption of a resolution in support of the Armenian allegations on the
incidents of 1915.

Speaking to reporters while leaving the foreign ministry headquarters,
Swedish ambassador Christer Asp said that he explained the Swedish
government’s stance on the issue to Turkish officials during his talks
at the ministry.

Asp said democratic institutions took decisions on their own, however,
Swedish parliament’s policy on the matter had not changed.

Noting the parliament’s decision was not binding for the government,
Asp said the Swedish parliament supported the examination of incidents
of 1915 by independent commissions formed by historians.

Expressing his country’s support for the normalization of
Turkish-Armenian relations as well, the ambassador said such
resolution had been brought up to the agenda every year and had always
been rejected until now.

He said it was approved this year as two opposition parties had
changed their attitude.

Pointing to the strong relations between Turkey and Sweden, Asp said
the two countries’ ties would continue to be powerful, emphasizing the
importance of maintaining the dialogue under circumstances like this.

The ambassador also said that Swedish parliament’s decision would
certainly not affect his country’s support to Turkey’s EU bid.

Swedish Parliament approved Thursday a resolution on Armenian
allegations regarding 1915 incidents.

The resolution on recognition of Armenian allegations was approved
with 131 votes against 130.

ANKARA (A.A) – Turkey was saddened and disappointed by the Swedish
parliament’s endorsement of a resolution in support of Armenian
allegations regarding the tragic events of 1915 in the Ottoman Empire,
Turkey’s chief European Union negotiator has said.

"We are saddened and disappointed by this resolution. The Swedish
parliament has bowed down to distorted history arguments which are
far from reflecting the truth. Politicians should be looking to the
future not to the past," Egemen Bagis said Friday when responding to
a question.

The Swedish parliament on Thursday adopted 131 to 130 the resolution
just days after a U.S. House panel passed a similar bill, raising
concerns that it could jeopardize a rapprochement process between
Turkey and Armenia as the two had signed protocols to normalize
relations and open their border.

"Turkey is ready to face up to its past and it needs no tribunals set
by foreign parliaments to do that," Bagis said, recalling Turkey’s
proposal to put together a team of historians both from Turkey and
Armenia as well as other countries to dig into the issue.

"It is unfortunate that the Armenian state and the Armenian diaspora
had brushed aside our proposal, a well-meant initiative which had
been even discarded by the international community," Bagis said.

Russia’s attitude to Azerbaijan as well, a Russian businessman Boris
Berezovsky, who is currently living in London, said in an interview
with the Azerbaijani service of Radio Liberty.

According to him, his viewpoint is based not only on abstract
reasoning, since being CIS Executive Secretary, he has multiply met
the deceased Azerbaijani President Heydar Aliyev and ex-President
of Armenia Robert Kocharyan. "I tried to do my best to find peaceful
solution of the Karabakh problem. That time, I saw great resistance
in the power and military structures of Russia to such a peaceful,
mutually beneficial solution of this difficult issue", Berezovsky
said. The Russian businessman emphasized that Armenia and Azerbaijan
should not look to Moscow to help solve the Nagorno- Karabakh
conflict. "Russia will always impede efforts to resolve the conflict.

Russia’s current leaders are neither experienced nor adequately
educated. He said their primary interest is to exploit the Karabakh
conflict to make money", Berezovsky said.

He thinks the Kremlin will whip up emotions between Azerbaijan and
Armenia at most and capitalize the conflict in its favour, moreover,
the interests of neither Azerbaijan nor Armenia are of its concern.

According to him being CIS Executive Secretary, he was engaged in
Karabakh problem and felt that both Heydar Aliyev and Robert Kocharyan
had a desire and will to find peaceful solution to the conflict.

Berezovsky emphasized that solution is undoubtedly in compromises. "I
can give just one advice, though it may sound strangely, – not to
attract mediators and talk directly to each other. I think this is
just the prerequisite for resolution of this difficult situation",
