US CONGRESS REVIVES ARMENIAN GENOCIDE RESOLUTION

Today, March 4, the U.S. Congress will hold vote on Resolution 252,
declaring that the 1915 massacres of more than a million Armenians
by Ottoman Turks was Genocide.

Issue of the Genocide, committed against Armenians by Turks, is some
kind of ‘real politic’ and is the international community’s choice
to suppress Turkey.

Some Turkish resources reported that ahead of the Congressional Panel
Turkey’s President Abdullah Gul had a conversation with U.S. President
Barack Obama on a phone and urged to call off the Resolution on
Genocide. He is reported said that the Resolution’s passage would
influence the U.S.-Turkey relations.

Meanwhile, a day before Congressional Panel’s working, a spokesperson
for the White House said that President Obama "consistently stated
his position on the events of 1915" and hasn’t changed it.

"Our interest remains the achievement of a full, frank and just
acknowledgment of the facts," Mike Hammer, spokesman for the National
Security Council, said in a statement. "We continue to believe that
the best way to advance that goal is for the Armenian and Turkish
people to address the facts of the past as a part of their ongoing
efforts to normalize relations."

Howard L. Berman, who chairs the Foreign Affairs Committee and is a
member of the U.S.-Turkey group of friendship, backs the resolution.

Berman himself survived the Holocaust, and for him it is a very
sensitive issue. He said believes that Turkey should be considered
with its own history.

Two Turkish delegations arrived in the U.S. to get in resolution
passage’s road. They have held a range of meetings with the U.S.

officials.

At the invitation of the resolution’s supporters Mark Kirk and Frank
Pallone Armenian delegation arrived in Washington.

Referring to the upcoming hearings at the Congress, the resolution’s
passage may be considered as a political decision showing that
Turkey will not enjoy confidence any more; while if it is called off,
then it will show that the Obama administration and Ankara have an
agreement to ratify Armenia-Turkey protocols by April (as 24 April
is a mourning day for the Genocide Victims of 1915).

March 2010, Wednesday The Turkish Radio and Television Corporation
(TRT) was sentenced to a monetary fine of 20,000 Turkish Lira (TL)
(approx. â~B¬ 9,525) in compensation by the Istanbul 4th Criminal
Court of First Instance on the grounds of a defamation of assassinated
Turkish-Armenian journalist Hrant Dink. TRT had broadcasted a program
about the MaraÅ~_ massacre in which prime suspect of the massacre
OkkeÅ~_ Å~^endiller held murdered journalist Dink responsible for
the events.

According to official numbers, 111 people, mostly Alevis, died in
the MaraÅ~_ Massacre from 19 to 25 December 1978.

The court sentenced TRT, the Bey Production Company and Å~^endiller
to a total of TL 20,000 in compensation on 24 February. The decision
was announced on 1 March. The reasoning of the decision will be
published in the coming days. TRT is expected to lodge an appeal
against the decision.

The documentary "Maze of the Kings" (‘Å~^ahların Labirenti’) subject
to the decision was broadcasted on TRT on 24 December 2008. The Dink
family lawyers had sued Å~^endiller and TRT officials with an initial
compensation claim of TL 40,000.

Words of the massacre suspect Å~^endiller was the prime suspect of
the massacre but was acquitted. In the program he said, "It was not
a conflict between Alevi and Sunni.

Left-wing organizations established by Hrant Dink and his friends
were involved. Hrant Dink and the organizations of his friends did it.

There were six or seven uncircumcised people among the dead bodies,
what do they have to do with Alevis or Sunnis anyhow?" These words
of Å~^endiller caused strong reactions in the country.

The Dink family lawyers filed the court case after TRT had not
broadcasted the disclaimer sent to the corporation by the lawyers.

The Media and Communication Workers Union (Haber-Sen) condemned
Å~^endiller’s invitation to the program and declared that TRT General
Director Ä°brahim Å~^ahin was to held responsible for the program.

According to Haber-Sen, Å~^endiller’s real name was OkkeÅ~_ Kenger
before he changed his surname. The union drew attention to the fact
that a case against Kenger/Å~^endiller was dropped in 1991 due to the
enforcement of the Anti-Terror Act (TMY). In the same year, Å~^endiller
entered the parliament with the Welfare Party-Nationalist Working
Party coalition. After that he moved on to the Nationalist Movement
Party (MHP). Haber-Sen furthermore reminded that later on Å~^endiller
founded the Great Union Party (BBP) together with BBP leader Muhsin
Yazicioglu. Both co-founders were seen on a photograph together with
the murderer suspects of the Hrant Dink assassination.

in June-July, not in May, said Hrachya Berberyan, chairman of
Agrarian-Peasant Union of Armenia.

According to him, the market dictates its own conditions, and "it’s
not a secret that livestock production has decreased by 10% minimum".

"Should livestock yield increase, it’ll lead to a 10% cut in meat
prices," he said.

Earlier, Mr. Berberyan stated that the rise in mutton prices in 2009
is explained by increase of export. "Mutton prices range from AMD 3000
to AMD 4000 per kg, while the pork prices dropped, ranging from AMD
3000-3500 to AMD 2000-2500 due to the current restoration of pigstry.

Increase of beef prices is not significant and related to the increase
of fuel costs," he said.

Agrarian-Peasant Union NGO, incorporating farms and agricultural
enterprises, was founded in 1996. The union collaborates with state
structures and international organizations. It aims to develop
agriculture in Armenia though tutoring, technical assistance and
strategic studies. Presently the Union lists 32000 members.

ArmInfo. In all departments of Ardshininvestbank the inheritors of
the Armenian Genocide (committed by Turkish authorities in 1915)
victims insured in the French insurance company "AXA" can receive
insurance compensations. The payments are carried out by the cheques
issued by AXA at special tariffs reduced by 1%.

To note, in early February the Central District Court of California
acknowledged 996 applicants as assignees of the Genocide victims
insured in AXA. The assignees will receive a compensation worth a
total of $11.3 mln, and over $6 mln will be directed to benevolent
purposes and coverage of judicial expenses.

To recall, Ardshininvestbank has 55 branches, of them 13 in Yerevan,
36 in regions of Armenia, 6 in Nagorno-Karabakh, and 1 representation
in Paris.

US Congress to Vote on Armenian Genocide Resolution

(IsraelNN.com) An American congressional panel is expected to vote
this week on a resolution that would recognize the World War I-era
killings of Armenians by Ottoman Turks as genocide. Prior to his
election, United States President Barack Obama said that he considered
the killings to be genocide but the American president has recently
been tight-lipped concerning the upcoming vote. The congressional
resolution is seen as diplomatically controversial as it could
alienate Turkey, a NATO ally crucial to America’s foreign policy goals
in the Middle East.

Previous US administrations have defeated similar resolutions through
public cajoling about US national security interests and
behind-the-scenes lobbying but so far the Obama administration has
taken no public position on the measure. Aides to senior Democratic
and Republican lawmakers on the House of Representatives Foreign
Affairs Committee claim that there has been no White House pressure
against the resolution. Ankara has made clear on several occasions
that the issue could dramatically alter Turkish relations with the
United States.

/PanARMENIAN.Net/ The Armenian Public TV will screen `Ordinary
Genocide: Sumgait, February, 1988′ documentary on February 28, on the
anniversary of the Sumgait pogroms in Azerbaijan. The audience will
watch the short version of the film, the full version will be
demonstrated late in March.

According to `Ordinary Genocide’ series project coordinator Marina
Grigoryan, the first film dedicated to Baku pogroms of 1990 has been
demonstrated in the diplomatic missions, universities, research
institutions, analytical centers of many countries of the world. The
Armenian, Russian, English and French versions of the film are placed
on the world wide web. The film on Baku pogroms will be screened both
in Armenia and abroad.

The film will also be shown by Armenian and foreign TV channels.

`The `face’ of Sumgait is so horrible that even today, 22 years later,
we don’t dare to speak about the details of brutalities on the Sumgait
streets. We have prepared a film-condemnation. Condemnation of a crime
against the humanity committed in Azerbaijan between February 27 and
29, 1988, which has not received a legal and political estimation so
far. It was also important to show examples of heroic self defense of
Armenians, perished as heroes,’ Grigoryan said.

Clinton says Turkey opposes Iran’s aggressive policies

Secretary of State Hillary Rodham Clinton told congressional panels
earlier this week that while Turkey shares a long border with Iran and
has religious, commercial and cultural ties with that country, it
opposes Iran’s aggressive policies.

Testifying before congressional committees in the House of
Representatives on Thursday and in the Senate on Wednesday to urge the
approval of the State Department’s proposed $52.8 billion budget for
the 2011 fiscal year, Clinton responded to Steve Israel, a Republican
congressman from New York, who said that he was concerned about where
Turkey is going because it was weakening international efforts to stop
Iran from developing nuclear weapons, defending Tehran’s position and
acting irresponsibly.

Clinton mentioned Turkey’s contributions in Kosovo, the Mediterranean
and the Black Sea and said the US administration had worked very hard
to persuade the Turkish government to pressure Iran, which is expected
to respond to the demands of the United States soon.

She also told the House Foreign Affairs Committee that President
Barack Obama had offered Iranian leaders `the opportunity to engage in
a serious way’ and described it as `a necessary and important step’
that was taken despite some domestic political criticism. However,
Iran has failed to respond `in a serious manner,’ and since the
initial US offer of engagement has unveiled a new nuclear facility at
Qom and decided to attempt uranium enrichment to a higher percentage.
The International Atomic Energy Agency’s (IAEA) Feb. 18 report said
Iran may be trying to design a nuclear-armed missile.

Israel also told Clinton that he was concerned about Turkey’s strained
relations with Israel, the Cyprus problem and Turkey’s `illegal
occupation’ and Turkey’s stance regarding the mass killings in Darfur.
In response, Clinton said the Turkish government has been critical of
the country of Israel for humanitarian reasons because of Israel’s
Gaza offensive. The congressman asked Clinton if the United States
would review its relations with Turkey in light of Turkey’s review of
its relations with the United States and the rest of the world.

Clinton stated that as NATO countries, Turkey and the United States
work together in areas from the Balkans to Afghanistan and share an
important partnership and mutual strategic interests. Pointing out
that Turkey has been engaged in an assertive foreign policy in an
effort to solve its problems with Armenia, she said Turkey’s
contributions in Afghanistan are of key importance. Turkey has 1,755
troops serving with NATO’s International Security Assistance Force
(ISAF) in Afghanistan. Turkey is also involved in training Afghan
security forces both in Turkey and in Afghanistan.

Israel also questioned Turkey’s attitude toward Christians living in
the country. He accused Turkey of being intolerant and said that it
confiscated minorities’ property.

Clinton pointed out that the US administration has called on Turkey to
reopen the Greek Orthodox seminary on Heybeliada, closed in 1971, and
protect the property rights of its minorities. The issue has been
brought up by US officials several times before, lastly during the
visit of Ä°stanbul-based Greek Orthodox Patriarch Bartholomew to the
White House to meet with US President Obama.

Clinton also said they are interested in finding a solution to Cyprus
and encourage Turkey to work for a solution to the problem.

Another questions regarding Turkey came from Michael McMahon, a
Democratic congressman from New York. He asked Clinton about recent
remarks by Ambassador James Jeffrey, America’s envoy to Ankara, and
indicated that he was concerned that Jeffrey talked about Turkey’s
security concerns in the divided island of Cyprus.

Jeffrey, in a recent newspaper interview, appeared to justify Turkey’s
1974 military intervention into the Turkish-Cypriot region in northern
Cyprus in response to a coup engineered by the military junta ruling
Greece at the time.

In response, Clinton first stated that her department has been
heartened by some of the intense consultations between the Greek and
Turkish Cypriot leadership, but noted that there is a lot more to do.
She also added that Jeffrey was stating the opinion of the Turkish
government in the remarks in question.

In her address to the congressional panels, Clinton also said that the
United States is making their `new beginning with the Muslim world’
concrete.

`We’re strengthening partnerships with allies in Europe and Asia, with
friends in our own hemisphere and with countries around the world from
India to Indonesia to South Africa, Brazil and Turkey. And yes, we are
working every day to end the impasse and the conflict between Israelis
and Palestinians.’

the agenda of the U.S. House of Representatives Foreign Affairs
Committee on March 4.

To present, Obama administration made no statements on the resolution,
Turkish Hurriyet daily reports. The Committee members also state that
White House imposes no pressure for rejection of the resolution.

The newly-appointed Turkish Ambassador to the U.S. Namik Tan, who
submitted his credentials to the U.S. President Barack Obama this
Wednesday, will also get involved in process of prevention to include
the resolution in the agenda, Turkish Zaman daily reports.

Thomas de Waal "The Karabakh conflict has been a great tragedy for
all those who suffered from it.

This is a personal tragedy of thousands of people and families, said
Thomas de Waal, British journalist and author of the book "The Black
Garden" about the Karabakh conflict.

He said he had studied this conflict for many years, meeting many
people from both sides who lost their husbands, wives, children,
brothers and sisters.

"Armenians and Azerbaijanis have a great common history and culture.

They have many mixed marriages and maintain good relations in Georgia,
Moscow, Iran and elsewhere outside the conflict area. In this sense,
I think if there is a political solution that ensures security of
people, there will not be any problem in their coexistence. I am
concerned with the fact that official propaganda especially on TV
breeds hatred toward the opposite side among the young population
that did not live together in the Soviet times".

As for the resolution of the Karabakh conflict, the British journalist
said:

"The Karabakh conflict will be settled when the sides come to a
conclusion that they do not wish victory for themselves and defeat of
another side, but they do want a mutually profitable solution in which
everyone is a winner and everyone starts to concentrate on the future.

The external powers can promote this, but, in the end, everything
depends on the people in the region.

At the end of the Second World War the allies occupied a greater
part of Europe and the Soviet Union even deployed its troops in
Iran, which was not the German ally. At last they withdrew their
troops. Armenian President Serzh Sargsyan has repeatedly said that he
does not consider such regions, as Aghdam, to be Armenian. Everyone
knows that these regions belong to Azerbaijan and they will return
to Azerbaijan sooner or later. Meanwhile, the problems that are still
to be settled include the terms of return of lands and the status of
Nagorno Karabakh itself".
