Prague meeting of Azeri, Armenian FMs adjourned till Thursday

The Prague meeting of Azerbaijani and Armenian foreign ministers
Elmar Mammadyarov and Vardan Oskanian, originally scheduled for
Wednesday, has been adjourned till Thursday due to the latter’s poor
health condition.
Mammadyarov, who is currently in Prague, is also expected to meet
with the OSCE Minsk Group co-chairs, a source from the Foreign
Ministry told AssA-Irada.*

Today in the Tekeyan center the coalition RAP- Democratic Liberal
Union-Powerful Homeland had invited out-parliamentary powers to
discuss theissue of the electoral rolls. The speakers of the seminars
subconsciously divided the Armenian political field into two parts:
included in the Parliament and excluded from it. The main concern was
that the parties excluded from the NA do not have representatives in
the Electoral Committees.

Seyran Avagyan, the head of the DLU, who is also the advisor of the
President of the Republic, kept silence, while the speech of Haroutyun
Araqelyan, the leader of RAP, was like that in a meeting, «The
elections have been forged, our votes have been stolen, In reality our
party has not only overcome the barrier of 5% but it could mark an
even higher index».

Edvard Antinyan, the politica secretary of the Liberal Progressive
Party, wanted to get straight the remark of Mr. Araqelyan, «Do you
mean to say that the Parliament is not legitimate if you mention that
your votes have been stolen? ». Mr. Araqelyan avoided the question.

As for the «meeting» speech of Shirak Torosyan, representative of the
party Powerful Homeland, Seyran Avagyan, the head of the DLU said, «
Shirak Torosyan said what any man in the street could say».

A number of special movie events are being held over the next several days.

A double feature with musical overtones is being sponsored by the Hanover
Humane Society tonight at the Ashland Theater, 203 England St. in Ashland.
“Ray” will start at 6:30 p.m. and be followed by “Shall We Dance?” at 9.
Admission is $3 per movie; proceeds will help provide care for homeless
animals. The box office opens at 6 p.m.

A bleak, post-Soviet Armenian village is the setting of “Vodka Lemon,” this
week’s entry in the University of Richmond’s 16th annual International Film
Series.

The dark comedy follows an elderly villager in his daily routine to support
himself, his son and his granddaughter on his meager military pension. The
film, free and open to the public, will be shown at 3 p.m. today in the
Adams Auditorium of Boatwright Memorial Library and at 7:30 p.m. Sunday in
Jepson Hall 118.

“I’m Not Scared,” Gabriele Salvatores’ drama about a 10-year-old Italian and
the young boy he finds being kept in a pit, will be shown with English
subtitles at 7:15 p.m. Tuesday as part of the foreign film series at the
University of Mary Washington, in Fredericksburg.

The free films, open to the public, will be shown in the university’s Dodd
Auditorium in George Washington Hall.

DUBAI Feb 27 — Andre Agassi left Dubai disappointed to have lost
a semi-final to Roger Federer but delighted with the possibility of
being a sort of self-styled ambassador for the Middle East.

Agassi, whose father Mike represented Iran as an Olympic boxer,
claimed to be amazed at the cosmopolitan culture and prosperity of
the fast-developing Emirate and appears to believe he might help
change some American perceptions.

“It’s been an incredible week for me and it’s taught me a lot being
here. You see so many different people living together peacefully
that it’s amazing to watch and it’s a privilege to be here,” he said.

“Seeing a thousand cranes in action in Dubai impresses even me, someone
who is coming from Las Vegas. If I were to take a message back home
it would be ‘come to the Middle East before you form any opinions’.”

Agassi is saying that he will bring his wife, Steffi Graf, and his
children next time he comes, which will apparently happen whether or
not he decides to play in the 2006 Dubai Open at the age of nearly 36.

He has also admitted he is trying to line up some kind of business
deal in Dubai and there is said to be a possibility that he might
buy a holiday home, only 250 miles across the Gulf from his father’s
country of birth.

Agassi was visibly moved by the way a multi-racial Middle East crowd
reacted to him, an American, when he was playing.

As well as proving an even bigger draw than world number one Roger
Federer, with many unable to get into Dubai’s 5,000 capacity centre
court when he was playing, Agassi continually brought a tumultuous
response.

“What is happening here is a reflection of a lot of vision and
passion,” he said.

“Seeing all these different people living peacefully together – it’s
the way the world is meant to be, and the chance to share this with
my wife and kids would be a pleasure.”

Of course Agassi will be able to share things others would not. His
visit to Dubai has included a viewing of the city from a 700-foot
high helipad, where a tennis court was specially laid down for him,
a meeting with Sheikh Mohammad bin Rashid, the Crown Prince, and a
stay at the world’s only seven-star hotel. That is the Burg Al Arab,
in which every rooom is a duplex suite with a personal butler, and
which boasts an underwater sea-food restaurant. It also claims to be
the world’s tallest hotel, and was evidently to Agassi’s taste.

“Maybe I can play my semi-final on top of that next time,” he said.

Agassi is also reported in the Tehran Times to be considering a visit
to Iran “eventually”. His father shortened his appellation from the
Armenian name of Agassian after arriving in the United States at the
age of 18.

India-Iran-Armenia-Russia-Europe costs cheaper than the sea way from
India to Russia or Europe. “India is interested in transit of its
goods through the territory of Armenia, where the roads are excellent,
Vohra said. In this connected the Ambassador stressed the necessity of
investment in road infrastructures of Iran and Georgia, where unlike
Armenia the roads are of lower quality. The diplomat also stressed the
necessity of using both Armenian and Azerbaijani routes, as India is
interested in presence of alternative ways within the framework of
International Transport Corridor “North-South”.

Saakashvili dilemma: territorial autonomy and conflict

The death of Georgian Prime Minister, Zurab Zhvania, and the debates
for the appointment of his successor held center stage in Georgia
early February. And thus, president Mikhail Saakashvili’s peace
proposal for South-Ossetia conflict, presented on January 26th at the
Parliamentary Assembly of the Council of Europe in Strasburg, was
pushed into the background.

And yet, this is a major breakthrough for the South-Ossetian issue,
especially within the context of heigthened tensions in the
secessionist territory during last year. By doing so, the regime from
the Rose Revolution has drawn up a first formal peace proposal for
the frozen conflict, by offering Tskhinvali a status of autonomy.

By itself the territorial autonomy would be a breakthrough for the
Ossetians. This status was unilaterally taken away from then by
former Georgian president Zviad Gamsakhurdia, and this ended up in
the 1991-1992’s conflict.

With this new proposal, Saakashvili offered to South-Ossetia an
autonomy wider than it was before the conflict, and also an
integration into the Georgian constitution. But this offer is still
not enough for the South-Ossetians. As a matter of fact South-Ossetia
being currently fully out of Tbilisi’s control, integrating Georgia
would be a step back from the point of view of the radicalists. This
would mean giving up their de facto independence.

Indeed Tbilisi’s proposal is quite astonishing since at the time it
was done, the observers were rather expecting that the Georgian
president makes an announcement for the other frozen conflict :
Abkhazia. Rumours had that he would offer Abkhazians to associate
with the Georgian Sate in the framework of a federation, thus
radically changing the Georgian State from a unitary structure into a
multiple structure.

But rather than open the doors to Sukhumi’s leaders, Saakashvili
raised his voice toward them by stating that there was no more
interlocutor on the Abkhazian side since those ones had left the
negotiations table. This statement, in addition of the South-Ossetian
offer, has increased the pressure put up on the Abkhazians.

Generally speaking, federalism and territorial autonomy are
considered as good solutions to secessionist conflict, somekind of
compromise between the contradictory principles of people’s right for
self-determination and the respect of States’ territorial integrity.
However, it may happen that this kind of settlement, instead of
leading to the wished stability, causes a certain instability.

For instance, after the falldown of USSR and former Yugoslavia, the
political elite of the federated republics turned toward local
nationalist movements partly as a result of the federal structure of
those States. Indeed the secessionist movements were able to take off
and organize themselves politically for the very existence of their
political identity and local institutions.

In a certain way, the same happened in the Georgian autonomous
territories – as well as in Nagorno-Karabakh or Chechnya. Those
examples demonstrate that it might turn out to be hazardous to offer
mobilized ethnic groups administrative borders, a local
administration and all kinds of political institutions that may get
used to organize a secessionist movement in case there be a
motivation to do so. In an atmosphere of suspicion, it often takes
only the presence of a manipulating elite to turn the territorial
autonomy into a secessionist logic.

Considering the recent history of communist federations, it is
legitimate to wonder about the mid and long-term stability of federal
and quasi-federal regimes in this region. Nevertheless, given that
the secessionist territories are currently not within Tbilisi’s
jurisdiction, putting back those self-proclaimed republics under the
Georgian aegis, whatever be their special political status, would be
a breakthrough for Georgia in the short-term.
In this context, Saakashvili does not have any other choice than to
opt for the solution of a territorial autonomy in case he is looking
for a common ground with secessionist forces, even if this choice is
risky.

LONDON, Feb 22 (IranMania) – A private television channel in
Azerbaijan Republic BM-TI TV said on Monday that many Iranian
companies are planning to increase investments in Armenia.

Quoting Iranian embassy’s commercial attache in Yerevan Ali Najafi,
the Azeri TV network said that Iranian and Armenian investors are
planing to hold their first mutual trade session in 2005.

“Iranian and Armenian investors need to obtain more knowledge on ach
other’s capabilities and potentials which necessitate the holding of
such a meeting,” Najafi underlined.

Iran and Armenia intend to boost industrial and trade relations and
will provide suitable opportunities for both nations’ private firms,
he said.

Speaking in an interview with a Yerevan-based weekly in December
Iranian Ambassador to Armenia Alireza Haqiqian said, “Iran’s
relations with foreign countries, in particular its neighbors, is
based on mutual respect and non-interference in their domestic
affairs.” Expressing satisfaction over the current level of
Iran-Armenia relations and its growing trend, he said that the visits
of Armenia’s President Robert Kocharian to Tehran and President
Mohammad Khatami’s trip to Yerevan played a crucial role in further
strengthening mutual ties.

He referred to some of the projects on the agenda including the
meetings of the joint economic commission, active participation of
Iranian tradesmen in Armenia’s market, the activities of Iranian
economic institutions there and cooperation in the energy sector.

In response to a question whether Moscow-Baku-Tehran railway will
replace Baku-Tbilisi-Ceyhan route, he said that given Iran’s decisive
role in the regional transit system, the interest of the countries of
the region in cooperation with Iran is quite natural.

He added that according to a number of specialists, the Baku-Ceyhan
railway project is a political scheme, not economical.

Statistical Service of the Republic of Armenia, goods turnover between
Armenia and Russia for 2004 totaled almost $266.2 mln, increasing by

TBILISI, February 17 — The Russian and Armenian foreign ministers,
Sergei Lavrov and Vartan Oskanyan, “are satisfied with the intensive
political dialogue and the positive dynamics of the economic ties and
interdepartmental cooperation, Russian Foreign Ministry spokesman
Alexander Yakovenko said on Thursday, summing up the results of
Russo-Armenian conversations in Yerevan.

“The sides exchanged opinions on the main directions and prospects
for the development of bilateral cooperation, also in the energy and
transport areas”, the spokesman said. “Close attention was given
to the analysis of the implementation of the arrangements at the
summit level reached when Armenian President Robert Kocharyan was on
a working visit to Russia in May 2004”.

Yakovenko said, “Special attention at the talks was given to the
discussion of international problems”. The sides “confirmed their
adherence to the stepping up of coordinated efforts in the bilateral
and multilateral formats to fight terrorism and oppose other threats
and challenges”. Besides, he said, questions of the reform of the
United Nations and of the Organization for Security and Cooperation
in Europe were raised at the talks.

Discussing the ways of settling the Nagorno-Karabakh problem, the
ministers “expressed support for the Prague process of consultations
between the ministers with the participation of the Minsk group of
the OSCE”, Yakovenko said.
