"Artsakh Settlement. Legal and Political Aspects" round table
discussion was held in Stepanakert, the NKR capital, on occasion
of the 16th anniversary of conclusion of ceasefire agreement in the
conflict area.

The speakers at the event dwelled on the ongoing negotiation process
and strategic plans to improve the current situation.

Stressing the necessity to refrain from stereotypes, which disport
the real state of affairs, they also said that the international
community has no right to demand concessions from NKR, reported the
press office of the NKR Public Council on Foreign Policy and Security.

The 26th annual conference of the European Youth Card association
kicked off in Yerevan on May 12. The conference brought together
representatives from 38 countries to present the association’s
achievements, implemented programs and problems of the European youth.

Armenian Prime Minister Tigran Sargsyan sent a complimentary
address, which reads: "Armenians have been aware of limitation of
travel freedom since the soviet times. Independence has provided
us with the opportunity of travel freedom and integration into the
European system. Unfortunately, the war that started after gaining
the independence again restricted this freedom. However, Armenia has
passed this test and became EU member in 2001."

Bazaar Card event will take place within the framework of the
conference in Yerevan. It will provide participants with the
opportunity to exchange experience, discuss problems and share
creative ideas.

The European Youth Card program was established in 1998 in Portugal.

It aims to provide social and economic assistance to young people up
to the age of 30 through the issuing of the EURO.

Azerbaijani Minister of Agriculture Ismad Abasov says it’s early to
speak about perspectives of cooperation between Armenia and Azerbaijan.

"It’s still early to speak about perspectives of our cooperation,
since, you, the journalists know the best that our countries have a
problem remaining unsolved for years. If I’m not mistaken, yesterday
the 16th jubilee of ceasefire was marked, and it’s 16 years the
problem isn’t solved. I would say if the problem isn’t solved no
cooperation should be expected," Azerbaijani minister said today at
news conference in the frames of UN Food and Agriculture Organization
summit held in Yerevan.

Azerbaijani minister born in Yerevan and inhabited here for long said:
"If the problem is solved and the lands are liberated, I think,
we could cooperate in any sphere."

Almost immediately after the Karabakh war, Hay Dat (Armenian Cause)
committees and Armenian lobbying organizations pushed forward the
idea of international recognition of the NKR, Hakob Ter-Khachatryan
an ARFD Bureau member, told NEWS.am, commenting on the statement by
the NKR Public Council, urging Armenian Diaspora organizations to
lobby for international recognition of the NKR.

However, the international community does not attach much significance
to the efforts by Armenian lobbyists, stressing the fact that Armenia
itself has not recognized the NKR independence so far. "However much we
explain that Armenia’s independence declaration says about Karabakh’s
reunion with the Motherland, and that it is ARFD’s ultimate aim, the
international community’s stance remains unchanged. Our adversaries
worked on the idea that recognition of independent states is not within
the competence of Parliaments. However, instead we lobby for the second
idea, namely, people’s right to self-determination. We should stress
this principle," Ter-Khachatryan said. He noted that Azerbaijan and
Turkey try to influence the international community, limiting the
principle of peoples’ right to self-determination and defining it as
"within the territorial integrity of Azerbaijan." "We have succeeded
in this process, but we can do more, as it is a consistent struggle,"
he stated.

Ter-Khachatryan emphasized that the Armenian lobby has considerable
potential and is regarded as one of the strongest in the world, as it
has its offices in almost every country. "Therefore, we can raise the
issue of Nagorno- Karabakh people’s self-determination simultaneously
in Europe, Middle East, North and South Americas. Few lobbying
organizations have such a wide-spread network. Thus, we are among
the three most powerful lobbies in the U.S.," Ter-Khachatryan said.

This last weekend Israel sent out a rare message agreeing to continue
talk Middle East Peace Talks that will lead to Palestinian independent
statehood. Only in two days it spread positive dynamics throughout
the Middle East, Europe and the U.S. This analysis shows Azerbaijan
would benefit greatly if it did the same on Nagorno Karabakh, taking
the road less traveled.

Israel’s abrupt change of policy toward Palestine immediately changed
the dynamics and resumed negotiations. The Palestinians responded
favorably and Fatah Central Committee authorized president Abbas to
continue indirect talks. Azerbaijan may as well try this approach as
it’s diplomacy so far has produced no fruits, neither for Azerbaijan,
nor the Nagorno Karabakh peace process.

Azerbaijan says it has agreed to Madrid Principles set forward by the
mediating states, however, those principles clearly point to future
independence of the Nagorno Karabakh Republic. The last principle
literally reads "future determination of the final legal status of
Nagorno-Karabakh through a legally binding expression of will." Those
principles are published in the White House website.

If this "legally biding" expression of will takes place it will clearly
lead to Nagorno Karabakh’s independence. The Armenian population
in Karabakh is the overwhelming majority and it has already in one
referendum voted for independence from Azerbaijan.

Azerbaijan so far has ruled out any solution to the conflict that will
lead to Nagorno Karabakh’s independent statehood. Thus, how they have
agreed to the Madrid Principles remains unknown. The authorities there,
have not yet explained that to their society and the international
community. How one accepts "a legally binding expression of will,"
but says no independence?

This type of approach has collapsed Azerbaijan’s foreign policy.

Azerbaijan and Turkey keep asking Armenia to withdrow from the 7
liberated territories. Armenia liberated these territories after
Azerbaijan’s aggression on Nagorno Karabakh Autonomus Oblast to
ensure the security of its population. Azerbaijan used to use these
territories to bomb the cities and the civilian population of Nagorno
Karabakh. To confirm this one can watch the documentary movie "Nagorno
Karabakh War," made by a Bulgarian director.

Refusing to consider the statehood of Nagorno Karabakh and regularly
threatening with war Azerbaijan has not gained anything. If the
war is only option for Azerbaijan to return its territories even
its close friend Turkey is not approving it, not to mention Russia,
France and the United States. In fact, according to one Turkish author
Azerbaijan has the only country benefiting the most from the stability
in the past 16 years, selling millions of barrels of oil and growing
its GDP to record levels. On the other hand, Georgian war on Souther
Ossetia showed the devastation wars can bring in these days.

Thus, what if Azerbaijan make a policy change and conducts its
negotiations in a way that will lead to Nagorno Karabakh’s statehood.

This would truly speed up the solution and as the Armenian president
has said, the issue can even be resolved in hours if Azerbaijan
respects nation’s right to self-determination.

We live in a world where there is Kosovo precedence, where there is
U.S. House resolution HR 2499 on Puerto Rico’s rights and when now
Israel says it agrees to negotiation toward Palestinian statehood.

Where does Azerbaijan stand here?

If it does not want to take the courageous road less traveled may be
it can explain how it sees resolving the issue if it rejects every
principle set forward by the mediators. If it claims to accept it,
let it explain how does it see the "legally binding expression of will"
of the Nagorno Karabakh people.

Yelena Jo Van Der Burgt, a Dutch citizen of Russian descent who attended
Victory Day celebrations with her husband, said May 9 should become a day of
reconciliation for all nations of the former Soviet Union.

"We have all fought shoulder to shoulder, not against Germany but against
Nazism, so it is sad to watch how all of the common memory is stomped on,"
she said.

But this call for unity rang a little hollow on Sunday, when troops from
NATO countries marched on Red Square for the first time but many world
leaders shirked the ceremony and one post-Soviet nation was not invited.

German Chancellor Angela Merkel was the only prominent European leader to
attend the grandiose parade celebrating the Allied victory over Nazi
Germany. Merkel was joined by Chinese President Hu Jintao and Israeli
President Shimon Peres, whose country, home to a large Russian community,
also celebrates Victory Day on May 9. Other foreign dignitaries included
Wojciech Jaruzelski, a war veteran and Polish president during the Communist
era, and Poland’s acting president, Bronislaw Komorowski.

But French President Nicolas Sarkozy and Italian Prime Minister Silvio
Berlusconi canceled their trips to Russia, citing the economic crisis in the
European Union.

U.S. President Barack Obama and British Prime Minister Gordon Brown declined
invitations to attend, citing other obligations. Some media reports
suggested that Prime Minister Vladimir Putin personally rejected their
proposals to be represented by Vice President Joe Biden and Prince Charles,
respectively, because of Biden’s vocal support of Georgian President Mikheil
Saakashvili and Britain’s refusal to extradite Russians sought by Moscow.

Putin’s spokesman Dmitry Peskov said the allegations are "so absurd and far
from reality that they require no comment," Interfax reported Monday.
Saakashvili was not invited to the parade.

About 20 heads of state attended Sunday’s festivities, a far cry from the
50, including then-U.S. President George W. Bush, who attended the 60th
anniversary celebrations five years earlier, during Putin’s presidency.

Meanwhile, more than 17 million Russians, including 4 million Muscovites,
took part in the celebrations nationwide that concluded with a 15-minute
fireworks display, police said. No serious accidents were reported.

The parade, broadcast live on state television, showed off tanks and Topol-M
strategic rockets and was followed by a military air show.
Troops from four NATO member states – the United States, Britain, France and
Poland – marched on Red Square for the first time as part of what observers
called a token of Russian political goodwill toward former war allies.

Britain was represented by a battalion of Welsh guards who marched in
traditional bearskin hats.

Foreign guests also included veterans of the Normandie-Niemen air fighter
squadron, a group of French pilots who flew Soviet planes as part of the Red
Air Force.

President Dmitry Medvedev praised the allies for their war efforts,
including Lend-Lease programs that supplied aid to the Soviet Union, but he
also said the Soviet resistance to Nazism was "unparalleled in terms of
bravery and power."

Troops from many post-Soviet countries, including Armenia, Ukraine, Belarus
and Azerbaijan, also took part in the parade.

Turkmen soldiers were led by a commander on a prancing white horse with
golden hooves. The horse, from the famous Akhal-Teke breed, is a descendant
of the steed that Red Army commander Marshal Georgy Zhukov rode during the
first Victory Day parade in June 1945, a presenter said during the
television broadcast.

The presenter also reminded viewers that Meliton Kantaria, a native of
Georgia, was among the three Soviet soldiers who raised the conquering
force’s flag atop the German parliament building in 1945.

But Georgia was not officially invited to the parade because of its 2008 war
with Russia.

More than 700,000 Georgians fought in the Red Army during World War II, and
300,000 of them were killed, Georgian parliamentary speaker David Bakradze
said Sunday, RIA-Novosti reported.

Medvedev did not mention the absence of Georgians in his Red Square speech,
focusing instead on the overall efforts of the Soviet people.
"We will never forget the soldiers fighting on the front, the women and
children working in the factories," Medvedev said.

In an interview with Izvestia on the eve of the celebrations, Medvedev said
those who place "the Red Army and the Nazi invaders" on the same level "are
committing a moral crime."

In the interview, Medvedev harshly criticized Josef Stalin, the country’s
leader during World War II, saying the dictator, still a popular figure
among many Russians, "committed many crimes against his own people."

Yury Gnatyk, an 84-year-old war veteran who attended the parade with his
family, did not take kindly to Medvedev’s decision to downplay Stalin’s
role.

"How can we say that the war was won without a commander? We all admire
Kutuzov, but he abandoned Moscow to the enemy, while Stalin did not," Gnatyk
said, referring to the 19th-century Russian commander who burned Moscow in a
tactical maneuver during the war with Napoleon Bonaparte’s invading French
army.

Gnatyk’s sentiments were echoed by another decorated war veteran, Colonel
Vladimir Korzh, 85, a former military doctor. "Hitler wanted to destroy the
whole country and turn us into slaves. The victory was achieved by the
Communist Party and by Josef Stalin personally," he said.

Korzh dismissed the repressions that took place during Stalin’s rule as
unavoidable mistakes, saying that although "some people were repressed
illegally," Stalin "acted in very difficult period."

Those too young to remember Stalin’s crimes were ambivalent about his role
as the country’s leader. "Would we really have been able to achieve the
victory without Stalin? It’s a difficult question, and it remains to be
answered," Vladimir, 20, a Moscow student, said as he watched the veterans
march past on Tverskaya Ulitsa.

Vadim, 21, who was on Tverskaya with his girlfriend during the celebrations,
had found the answer for himself. "My relatives were fighting on the
frontline, and I know that they were fighting for me," he said. "If I were
sent to war like they were, I would fight not for Putin or Medvedev but
myself and my loved ones."

Seize vétérans arméniens sont partis pour Moscou pour participer à la
parade consacrée au 65ème anniversaire de la Victoire dans la Grande
Guerre Patriotique a annoncé e Président du Comité des Vétérans
arméniens et des Forces armées, le Colonel Hrant Hovhannisyan.

Les vétérans arméniens participeront aux parades dans d’autres villes
de la Russie, aussi.

` La victoire dans la Grande Guerre Patriotique avait la même
importance pour nous que Sardarapat. Notre peuple doit se rappeler
cela ‘ a dit Hrant Hovhannisyan.

Selon lui, tandis que de lourdes batailles avaient lieu près de
Stalingrad, la Turquie voisine avait placé 26 divisions près de la
frontière arménienne. Le Colonel ne doute pas que la Turquie voulait
pénétrer en Arménie et finir le génocide arménien si les forces
Soviétiques avaient été battues dans Stalingrad.

La contribution des arméniens à la victoire dans la Grande Guerre
Patriotique a toujours été fortement estimée a dit le Colonel. ` La
victoire dans la Guerre de l’Artsakh était la suite de celle de la
Grande Guerre Patriotique. C’était le même esprit, le même gène, le
même concept de patrie qui a guidé le soldat arménien "a-t-il ajouté.

Quant aux déclarations belliqueuses de l’Azerbaïdjan, Hrant
Hovhannisyan ne les prend pas au sérieux. Il n’oublie jamais ,
cependant, que l’ennemi ne doit pas être sous-estimé.

shown a new tendency ` not only stepping up lobbying, but also
politicizing their communities in different countries by getting
involved in the political processes there, Coordinator of Hay Dat
offices, Armenian Revolutionary Federation Dashnaktsutyun (ARFD) Giro
Manoyan, told NEWS.am.

He believes it is a new challenge to Armenia, the Armenian Diaspora
and lobbyist organizations. But the Armenian people may benefit from
the process as well, he said. `For example, in many countries
political forces agree to include Turkish candidates in their slates,
demanding, however, that the candidates accept the policy denouncing
the Armenian Genocide, which is quite logical,’ Manoyan said. In this
context, he said, the politicizing of Turkish and Armenian communities
may have both positive and negative consequences for Armenians. He
stressed the need for keeping pace with the developments and meeting
the challenges. `In any case, we should not get panicky,’ he stated.

The ARFD Bureau member Levon Lazarian addressed the issue at the
conference of Hay Dat Committees in Yerevan. He stressed that the
Turkish and Azerbaijani diasporas are trying to intensify their
activities by building up their diasporan organizations `according to
the Armenian pattern.’ According to him, they have also stepped up
their efforts to cause a split within the Armenian Diaspora. The ARFD
Bureau discussed the issue as well.

Establishment of the ceasefire in Karabakh in 1994 facilitated
negotiations between the conflicting parties but was not enough for
the final settlement of the conflict, according to Gegham Baghdasaryan,
President of Stepanakert Press Club.

"Neither peace nor war situation and absence of any official relations
escalated tensions in the region," he said in a statement.

"The ongoing perilous information war involuntarily becomes a kind
of artillery training, which may lead to inevitable military outcome
with catastrophic consequences for the entire South Caucasus. On the
threshold of the 16th anniversary of the ceasefire agreement signed
on May 12, 1994, I think it is necessary to introduce a "ceasefire"
initiative in the information field as well. I strongly believe that
the termination of information war will create favorable conditions
for continuation of a peaceful dialogue, will contribute to achievement
of real compromises and mutually acceptable decisions on the Karabakh
conflict settlement, as well as to approximation of media positions
in this issue. I offer heads of media organizations of Azerbaijan,
Armenia and Nagorno Karabakh to stop the information war from May 12,
2010. First, this means rejection of publications insulting the honor
and dignity of a whole nation and its individual representatives,
as well as of materials inciting ethnic dissention and propagandizing
war," the statement reads.
