The OSCE Minsk Group co-chairs are expected to hold a regular
meeting between the Armenian and Azerbaijani foreign ministers in
Europe to discuss the next actions in the negotiation process on
Nagorno-Karabakh.

A OSCE Minsk Group meeting was held Wednesday in Vienna in a closed
format. At the briefing, the group’s chairmen informed OSCE Minsk
Group representatives about the negotiation process to resolve the
Karabakh conflict, and future actions.

They underscored the commitment of all parties to making progress
on elaborating a settlement based on the Madrid Principles, as well
as elements contained in the joint statement issued by presidents of
the co-chair countries at the L’Aquila Summit July 10, 2009.

At a meeting in Vienna, Russian Co-Chairman Yuri Merzlyakov formally
handed over his post to Igor Popov, who was recently appointed to
this position.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s resolutions
on the liberation of the Nagorno-Karabakh region and the occupied
territories.

"The position of the people of Nagorno Karabakh expressed at the 1991
referendum is of primary importance in the settlement of the conflict.

Armenia has always supported and will continue supporting this
position. Azerbaijan is only losing time: sooner or later it will
have to reckon with the will of the people of Nagorno Karabakh,"
Head of Media Relations Department of the Ministry of Foreign Affairs
of Armenia Tigran Balayan said in response to recent statements of
official Baku.

According to Tigran Balayan, "not finding understanding of its
destructive position in the negotiation process, some Azerbaijani
officials think of nothing better than showing off in front of their
own people through endless chain of falsifications and sabre-rattling."

Armenian government will have 25% financial participation in the
works on implementation of the project on international "Candle"
center based on the synchrotron ray accelerator. Armenian government
approved the project "on the events for the implementation of the
project on international "Candle" center based on the synchrotron ray
accelerator and appointment of responsible". The government invites
foreign states and international establishments to participate in
the construction of "Candle" international center. The responsible
for the implementation of the project is the state committee of the
Armenian Education and Science Ministry.

For coordinating "Candle" program a council is being formed headed
by the Armenian Prime Minister and the staff of the council is being
approved by the prime minister.

The prime minister said this is one of the examples when the
initiative of the scientists is transferred to the state-private
sector cooperation field. "In respect of development of this project
our scientists were quite successive. The project passed international
expertise, we received the specialized conclusion of authoritative
scientists who stated that they support its implementation. The
government is also ready to support the group of the scientists. Our
25% of financing will be an additional impetus for finding investors,"
Tigran Sargsyan said.

Armenian Linguist Author Of First Turkish Root Word Dictionary

Armenian-Turki sh/Turkish-Armenian dictionary published by Turkey’s
Linguistic Company (TDK) has been much paid attention. "TDK"
director professor Shyuqru Haluq Aqalyny told "Hurriyet" that
Armenian linguists, particularly, Hakob Martayan (Hakob Dilachar) had
great contribution in Turkish language development. To the question
whether they faced negative observations towards the publishing of
the dictionary, he said:

"Media has largely covered it. But we didn’t face any negative
approach. The dictionary has a large focus of interests."

"Unfortunately, we couldn’t publish any other dictionary except this
one on tourism. To fill that gap we decided to work on another project
– creation of Armenian-Turkish/Turkish-Armenian dictionary. We’ve just
founded Armenian studies in our universities. We have few historians
with knowledge of Armenian language," Turkish professor said. He said
the dictionary is of historic significance.

"Armenians during the Ottoman Empire had active educational and
cultural lives. Armenians who didn’t spare efforts in the development
of Turkish language served to this language. Petros Qerestejyan was one
of the authors of first Turkish Root Word Dictionary. Another Armenian
Petros Zeqi Karapetyan was the author of a series of dictionaries. He
was the author of 50 manuals of Turkish," Turkish professor said.

YEREVAN, MAY 5, ARMENPRESS: The fourth forum of Armenian tourism
competitiveness will be conduced May 13 in Yerevan, organized by
the USAID, Armenian Ministry of Economy and National Competitiveness
Foundation of Armenia.

Arevik Kyokhyan, PR manager of the National Competitiveness Foundation,
told Armenpress that during the forum a number of issues concerning
tourism will be referred, the upcoming programs of the National
Competitiveness Foundation of Armenia will be presented.

A. Kyokhyan said that last year considerable works were carried out in
the direction of presenting Armenia in the sphere of Italian tourism.

The achievements gained as a result of implementation of those works
will be presented at the meeting as well.

Tour operators, tour agents, representatives of tourism and transport
services, educational establishments, different business companies
of the sphere and other interested organizations will take part.

Turkish Prime Minister Expected To Visit Azerbaijan

ArmInfo. Turkish PM Tayyip Recep Erdogan is expected to visit
Azerbaijan in the current May.

Azerbaijani media report that as part of Erdogan’s visit, Azerbaijan
and Turkey are expected to sign a gas deal. The two countries have
agreed on a new price of Azerbaijani gas. Experts suppose that the
new tariff of Azerbaijani gas for Turkey will total 200 dollars per
1000 cu m.

ArmInfo. A Lt. Colonel (name is not reported) at a military unit in
Armavir region, Armenia, committed a suicide wounding himself with
a knife (4 wounds) on April 28, Yerevan-based Haykakaz Zhamanak
Daily reported.

The Investigation Department of the Armenian Defense Ministry initiated
a criminal case on the fact of the incident on Article 110 part 2 of
the Armenian Criminal Code (incitement to suicide).

Nevertheless, no one has been detained yet.

Gagik Minasyan, an Mp from the Republican Party of Armenia and Head
of Standing Committee on Financial-Credit and Budgetary Affairs of
the National Assembly of Armenia, presented the budgetary executive
results for first quarter of 2010 at a press conference today.

According to Minasyan the industry sector has seen a 10% growth,
while the services sector and agriculture have seen 6% and 3% growth
respectively.

There has been no downfall in the construction sector, while this
quarter’s indicators are equal to those in the same period in 2009.

Minasyan considered those indicators as a "positive trend" and shared
the view that the 2010 budget has some elements to surmount the crisis.

At the same time he mentioned that the crisis is over in Armenia
and that soon it will be possible to speak about the possibility to
register such indicators as Armenia had before the economic crisis.

Pointing to inflation as a negative indicator Minasyan expressed
hope that the Armenian authorities will do their best so that the
inflation will be around 4% (±1.5%) at the end of the year.

Representatives of youth wings of the Prosperous Armenia Party, the
Armenian Revolutionary Federation and the Social Democrat Hunchakian
Party talked about the Armenian-Turkish relations today.

ARF representative Arthur Ghazaryan assured that "the process will
continue to be dangerous for Armenia until our country recalls the
protocols."

"The process had reached a deadlock still after the decision of the
Armenian Constitutional Court," Representative of the Social Democrat
Hunchakian Party Gagik Melikyan said.

Gevorg Manukyan, representing the youth wing of the Prosperous Armenia
Party, said "the Armenian-Turkish process was an opportunity to launch
political dialogue."

the statement of Ted Gatsas, Mayor of Manchester, New Hampshire,
on proclaiming April 24 Remembrance Day of the Armenian Genocide.

"The American-Armenians of New Hampshire are proud of Mayor Ted Gatsas,
who is firm in his position in the issue of preventing genocides
and of making people competent on them. In these days of the 95th
anniversary of the horrible crime committed against humanity we call
our officials in New Hampshire to stand up for H. Res. 252 and 316,"

New Hampshire is one of the 43 states of the USA which has recognized
the Armenian Genocide officially.

"We cannot overestimate the devotion and diligent work of our activists
in New Hampshire. We call all the Americans to join the ombudsmen and
our activists who are fighting against genocides by applying to their
congressmen and senators with a request to stand up for the resolution
on the Armenian Genocide, the discussion issue of which is still in an
