Armenian-Turkish border, Communist Party leader Ruben Tovmasyan told
a news conference in Yerevan. Politician finds that closed borders do
not prevent Yerevan and Ankara from having diplomatic relations. "We
maintain diplomatic ties with countries whose geographical location is
unknown to us, let alone having direct borders," Communist leader said.

Tovmasyan believes that border opening poses threat to Armenian people,
as that paves the country’s way to NATO. "Turkey and NATO seek to
separate Yerevan from Moscow, but if Armenia conducts reasonable
policy, Russia will not ignore its interests," he noted.

"Armenian people should be attentive to what is going on so as not
to be swindled into Turkey’s tricks. Turkey will be Turkey. It will
never change its policy, especially in relation to Armenia. We and
Turkey are not neighbors; we are just countries living next to each
other. Even if they give us a ton of biscuits, we can’t be said to
be friendly states," Communist leader said, adding that Turkey in
this way is paving way to Karabakh, conducting a "moleskin policy".

Robert Bradtke will try if not to resolve the conflict, which is
hardly possible in the foreseeable future, at least to minimize the
threat of a military regulation.

The day before, the United States finally decided on the appointment
of a new OSCE Minsk Group Co-Chair on the Nagorno-Karabakh conflict
regulation. It was career diplomat, Ambassador Robert Bradtke. Until
July 2009 Robert Bradtke, diplomat with 35 years of experience
as U.S. foreign service officer, served as U.S. Ambassador to
Croatia. Prior to that, from 2001 to 2004 Bradtke worked as Deputy
Assistant Secretary of State for European and Eurasian Affairs,
with responsibility for NATO and the OSCE.

/PanARMENIAN.Net/ Appointment of a diplomat of such a rank shows how
seriously the United States has begun to take the conflicts in the
South Caucasus. Moreover, America is concerned about the level of its
representation, which was not so high under the former co-chairs. We
can say that with the appointment of Tina Kaidanow instead of Daniel
Fried and Robert Bradtke instead of Mathew Bryza, era of the Bush
family came to an end in the State Department. Not randomly do both
of the diplomats know perfectly well the situation in the territory
of the CIS and Europe. We hardly expect the new mediator to speak of
a Â"breakthroughÂ", a Â"windowÂ" or similar Â"opportunitiesÂ", which
were the common words of Bryza. The American diplomat will try if not
to resolve the conflict, which is hardly possible in the foreseeable
future, at least to minimize the threat of a military regulation.

Russia too has almost decided on a new co-chair. Most likely it
will be Deputy Foreign Minister Grigory Karasin, specialist on
the region. According to Russian experts, the appointment of such
a political Â"heavyweightÂ" as Karasin will undoubtedly raise the
settlement of the Karabakh conflict to a new quality level, will help
to avoid hasty decisions and will prevent the rebirth of hostilit
lated to the strengthening of the Armenian-Turkish relations. Experts
also note that neither of the new mediators will support any of
the parties: Bradtke is in no relationship with oil companies or at
least nothing is known about these relationships. Thus, he is a kind
of exception in this respect, as the last two American diplomats,
members of the OSCE Minsk Group Steven Mann and Mathew Bryza supported
the position of Baku, being related to energy projects of the former
U.S. Vice-President Dick Cheney and President George W. Bush. The new
administration is on the right path, placing U.S. national interests
at the center. These interests are not exhausted on hydrocarbons and
perhaps that is why the reaction of the Azerbaijani mass media on the
appointment of Bradtke and Tina Kaidanow was almost null. The thing
is that the stakes on oil failed.

Things are both difficult and easy with Russia. Karasin will not take
any steps against an ally like Armenia. Despite western efforts to
divert Armenia from Russia, we are still Russia’s ally. The stir-up
in the Armenian-Turkish relations in this case served as a good
reason to treat the OSCE Minsk Group more seriously, as it is not
yet clear which of the powers is more interested in the opening
of the Armenian-Turkish border: the United States or Russia. In
words both sides welcome the opening, but in fact stances of the
two sides diverge. The divergence can be seen even with a naked eye:
the border in any case will be protected by Russian frontier guards,
which actually suggests even tougher control over the perimeter.

The United States has a concern too: Turkey’s membership in NATO and
the desire to push her into the EU. Alternatively, we must admit that
the administration of Barack Obama is much softer in this respect
than the previous one. In fact, it turns out that in case of opening
the border America’s reward is going to be the provision of transit
for the delivery of its forces to Afghanistan. The Nagorno-Karabakh
problem in this case takes a back seat and it now requires serious
and sober-minded diplomats, whose words will express exactly what
they mean to say, without further explanations or references to poor
translation. The change of mediators means almost nothing to the NKR:
status quo remains, and new co-chairs may simply review the Madrid
principles or shelve them until the Karabakh conflict is settled. The
State Department has apparently returned to its old principle: not
to participate in two or more conflicts simultaneously. Iraq and Af
are more than enough; there will be no new war in the Caucasus for
the time being.

As for the French Co-Chair Bernard Fassier, he will probably remain
for some more time in the OSCE Minsk Group. After all, there must be
someone to introduce the new diplomats into the course of affairs at
the molecular level. However, this is no longer of any importance. At
the end of the month there will begin visits of the mediators to the
‘site’, ‘acquaintance’ with the situation, and new proposals. In short,
as always in this long-drawn-out conflict there lacks the principal
privy – the people of Nagorno Karabakh.

Turkish photographer of Armenian heritage Ara Guler with the "Vermeil
Medal" during a ceremony Tuesday held at the municipal building
in the French capital within the framework of the "Turkey Season"
activities in France.

The award is being granted to dignitaries who make artistic
contributions to the people of Paris.

The Paris Municipality had decided to also decorate Turkish director
Nuri Bilge Ceylan and Nobel-laureate author Orhan Pamuk with the
same medal.

An exhibition comprised of black-and-white photographs taken by
Ara Guler in Istanbul between 1950 and 1960 will open at the Maison
Europeenne de la Photographie on Tuesday evening.

The exhibition will stay open through Oct. 11, HDN reported.

-We would like you to explain to Azerbaijani public the position of the
Nationalist Movement Party concerning the attempts for normalization
of the relations between Turkey and Armenia.

-The position of the Nationalist Movement Party is clear. Our policy
does not look like AKP’s policy, we are pursuing stable and firm
policy. There are three red lines for us in Armenian problem:

-Armenians must give up the so-called genocide claims;

-Nagorno Karabakh and the surrounding regions must be released;

-Eastern borders of Turkey must be recognized by Armenia officially.

After these stipulations are fulfilled, we can discuss establishment
of relations with Armenia. Respectable Prime Minister made a speech
in Azerbaijani parliament. We want him to remember the words he said
to our Azerbaijani brothers. We will keep on reminding Prime Minister
those words.

-Do you think these processes may weaken the ties between Azerbaijani
and Turkish peoples?

-The Azerbaijanis should feel that there are Turkish nationalists who
share their concern and are ready for any selflessness. Authorities
will change, but nations will live forever. We are one nation – two
states. MHP says this sincerely, not as a cliché. We feel this. We
assure our brothers that as long as we are here, Turkey can not take
a step against them in the Caucasus. Azerbaijani people are a part of
Turkish nation. Nationalist Movement Party will not allow any discord
between Azerbaijan and Turkey.

It’s twenty past one in the morning here in Yerevan, Armenia. I
never like arriving somewhere new in the dark as it is difficult
to know what to make of the place, but from what I have seen so far
the Armenians certainly like their monuments. The hotel is excellent
(my criteria is good Wifi!) and the Blackberry works. Hurrah. I am
here as an ambassador for the John Smith Memorial Trust and one of
the tasks over the next two days is to talk to Armenian journalists
and politicians about the use of the internet in politics as well as
recruit fellows for the Trust’s 2010 programme in the UK. The Trust
funds training programmes to aspiring leaders from the former Soviet
Union countries. I gave a lecture to one of them back in June.

Today we meet the British Council, the British Ambassador, then
address a meeting of potential fellows in the afternoon. I loved the
invite waiting for me in my hotel room from "Her Britannic Majesty’s
Ambassador Mr Charles Lonsdale…". Sadly no Ferrero Rocher…

My only knowledge of this country, and indeed the only reason I
had heard of Yerevan was because West Ham played them in the 1976
European Cup Winners Cup. But I have done a lot of boning up and am
now an expert on Armenian history. Sort of. I have to do several TV
interviews over the next two days and I suspect that will test my
knowledge or ability to talk sensibly on a subject I have no idea
about. No change there then…

was celebrated by the launch of exhibition featuring about 20 Armenian
abstract artists’ works.

"We decided to present works of modern Armenian artists, known both
in Armenia and abroad," gallery owner Armnine Antikyan stated.

She also added that 15 exhibitions, meetings with arts historians
and concerts were organized since the opening of gallery.

One Gallery plans to initiate collaboration with a Turkish
picture gallery and found regional cultural center jointly with
Arto Tunchboyajyan. The center will periodically organize artists’
meetings in Armenian villages to promote tourism development.

Negotiations between Armenia and Turkey are not being tied to the
settlement of the Nagorno-Karabakh conflict, Armenian President Serzh
Sargsyan said.

"I have said repeatedly that negotiations with Turkey and agreements
that have been reached with it do not include any preconditions
concerning a peaceful settlement of the Nagorno-Karabakh conflict or
some other issue related to it," Sargsyan said at an annual meeting
of key officials from the Armenian Foreign Ministry and the heads of
Armenia’s diplomatic representations abroad in Yerevan on Tuesday.

"Issues from the historical field need to be discussed not by a
commission of historians but within the format of a sub-commission
of an intergovernmental commission," Sargsyan said.

For the first time in history of an independent Armenia, it will
hold public debates before signing important international documents,
which should make it possible to hear all positions on and approaches
toward this problem, he said.

March 1 Page Is Not Overturned

Almost one year and a half passed after the events of March 1. Is it
possible to restore the true picture of events?

During this period there was a set of interesting documents, some of
them released, some sent to the fact-finding group.

The plans of the opposition were open to all, this was said during the
protest rallies of the National Movement, started after presidential
elections on February 19, 2008 demanding to declare invalid the
election results and appoint new elections. All materials on frauds
and irregularities in the election were sent to the Constitutional
Court, and everyone waited for its decision. The plans of the National
Movement for March 1 did not differ from the other days. It would be
the 10th after the 9th day of rallies.

With regard to the heinous plans of the authorities, its details
became known later. Let me represent only a few irrefutable facts
proving the existence of such plans.

March 1 (perhaps, in previous days) in the presidential residence
operated special headquarters headed by Robert Kocharyan. The staff
members are known it was written about in the press, and its presence
has certified the former head of the Police Hayk Harutyunyan in a
parliamentary committee.

There is a document (which the ANC office officially transferred to
the fact-finding group), which proves that 9 individuals (oligarchs
and bureaucrats), were given 950 units of non-military uniforms.

On March 1, also snipers worked. The government was forced to admit it.

During negotiations, the crowd gathered near the Myasnikyan monument
was asked to move to Matenadaran, or in another place.

Based on these and other facts, we can conclude that on March 1
was a pre-prepared plan carried out, consisting of several options,
after the failure of the first the presidential staff developed and
implemented the other.

The first plan: the lowest number of people in the Freedom Square was
in the morning, in tents, no more than 2000-3000 people sleeping. And
this hour was chosen for the assault. At 6 am armed with rubber batons,
shields and tear gas stormed people assaulted from 4 sides. When the
police (or the person wearing police units) have blocked the area,
Levon Ter-Petrosyan, who these days and nights spent on the area,
approached the microphone and urged people to gather, to avoid contact
with the police, maybe they wanted to say something. None of the people
carrying out the operation did not go up, moreover, he had no time to
finish, when the assault began. Lights turned off and the area turned
into a hell. The assailants viciously ravaged encampment and beat
people. Obviously, the objective was to not only clean the surface,
but to do so barbaric and horror techniques, arresting and beating
a lot of people. Meanwhile, there were a lot of women, children and
minors in the crowd. Many families spent the night here.. After 10-15
minutes, the area became depopulated. The police chased the ralliers
who ran away for other a few hours.

This method was supposed to spread fear among the citizens for them
not to dare to come out of their houses of citizens in the home. But
this plan did not work. Just the opposite happened. Spread with
lightning speed the rumor led thousands of people on the streets,
and they gathered at the Miasnikyan square. There was also a large
group of those who were expelled from the area in the morning – they
were trying to find safe haven here, believing that near the French
embassy they were not in danger. The police forces tried to disperse
the crowd for several hours, but to no avail. They were forced to
retreat and block people.

The second plan: it is obvious that the morning after the pogroms of
the movement the movement could become more recalcitrant. This could
be prevented only by entering a regime of emergency and for this,
it was necessary to create a "legal basis". In other words, they
needed to provoke the 100 thousand people to commit such actions,
which could form the basis for the ill counterstrike, including the
use of firearms, which, in turn, will impose emergency rule.

It was difficult to make the ralliers to commit such actions even
after the morning’s riots. Individual provocateurs could not do it as
they were being immediately isolated. The task was complicated by the
authorities, when the ralliers managed to establish a pedestal, and
the opposition leaders began to control the situation. The presidential
headquarters was forced to move to the plan 3. To send into the crowd
a great number of agents provocateurs and persuade them to violent
acts. This was done, although all were aware that this is a violation
of constitutional norms – even in times of emergency the army cannot
be used for internal purposes. But the army was not supposed to shoot,
its presence in the streets was enough.

For this, 9 oligarchs were requested to convene a subordinate bandit
groups, which were distributed 950 sets of uniforms (so that they know
each other) from the depots of the Ministry of Defense. Imitating
to be the most perturbed demonstrators, they joined the people from
different parties. At some point, one of these groups tried to storm
City Hall. People do not let them enter. Similarly, the demonstrators
took over the protection a police official, who was being beaten
up. In this highly charged atmosphere, it was difficult to distinguish
the protesters from the provocateurs, because many thought with the
Liberty Square demonstrators took out their resentment. And only
later everything became clear.

The third plan: according to the plan, should have convinced the
demonstrators to pass Mashtots avenue to Matenadaran. Many thought
it was a concession by the government. They were hardly able
to communicate with Levon Ter-Petrosyan, taken into custody in a
locked house. He felt provoked, encouraged not moving from the spot,
considering that near the embassy it was safe. A plan was as follows:
approximately 150 thousand people are moving to Mashtots avenue,
and it is completely filled with people, these same 950 instigators
begin to destroy the stores on both sides of the street, followed
by assault and use of firearms. As a result – victims and wounded,
chaos, state of emergency and arrests started.

And again later, it became possible to find out that there snipers
also operated on that day (the authority was forced to admit it). They
had the task of eliminating the leaders of the movement.

The calculation was made on two facts: during the march, the leaders
find it hard to control the stretching of the masses without speakers,
and the second they hoped that the angriest demonstrators would join
the provocateurs. That plan was defeated by the decision to remain
in place.

The fourth plan: at 300-400 meters from the main body of protesters,
at the approaches to the streets of Leo, the Illuminator and Mashtots,
began, shooting explosions, burning cars, smashing shops. Target
became small groups of curios realliers and random passers-by. The
regime needed corps to declare a state of emergency regime, burning
cars, looting, which they got.

It was immediately stated to be the handiwork of the demonstrators and
a state of emergency was declared. But no one was arrested that day and
nobody was charged with looting and burning cars. Although it is all
recorded. In addition, on videos, that same evening on TV, the faces of
making the disorders were somehow obscured. The police in the videos
only watched the fight. And yet, the pogroms took place with shops
reversing, and in the movements of rioters was not felt any haste, as
if they were doing their job. Fifth, nor store employees or security
services had resisted. And everything fell into place when arrested
on charges of pogroms persons confessed that they are members of the
Republican Party, Serge Sargsyan trustees and so on. Moreover, there
is evidence that the owners of looted shops have pre-expensive goods.

So, everything that happened in the Miasnikyan area was scheduled
for all the Mashtots Avenue, and the consequences would be worse in
10, 20, 30 times. The number of victims would have reached a hundred
and among them would have been the leaders of the Movement. Movement
would disappear.

All this was the handiwork of those 950 people. Documents show that
what happened is not the result of actions of the opposition and
attempts to overthrow the government, but the desire of power to
destroy the national movement. By the way, the fact-finding group was
disbanded because that was drawing to restore the full picture. It
was so obvious that the very next day, the international community
condemned this action and demanded the release of detainees and
begin an investigation. While the international community was not
too consistent.

After the separation of the case of seven, the cases of the March 1
murders separated. Who will be responsible for this?

The murder cases are homeless today, and the government is in
a difficult situation. Despite tremendous efforts, no person was
charged with carrying weapons. Statements by prosecutors and police
about large quantities of weapons were left hanging in the air. This
means that the statements were false. All the murders were committed
with a firearm. And the police were armed, tied together the city
troops, which arrived from Karabakh unit, group of skinheads from the
environment of the oligarchs. And the killers are to be found among
them. Only the regime is responsible for the killings.

After the amnesty, many from the governmental camp said that the page
is turned over March 1.

These conversations about the closure of the March 1 page without the
revelation of the assassins and their condemnation is a desecration
of the memory of the victims and a manifestation of cynicism with
regard to their relatives. It is immoral for political prisoners
and persecuted on political grounds persons. However, this is a
sign of weakness, self-deception. It is also a fraud, addressed to
the uninformed segment of society. After all, everyone else knows
that the charges were brought to these people on trumped-up cases,
on the order of the authorities. And if they could they would keep
everyone under arrest: examples Nikol Pashinyan, Khachatur Sukiasyan
and Hamlet Hovhannisyan prove this.

The Armenian National Congress has never been against turning the March
1 page over which is possible only through the revelation of the real
circumstances and after the material and moral the compensation. The
Congress leader Levon Ter-Petrosyan suggested mechanisms. Those are the
release of political prisoners, independent international investigation
of the March 1, ensuring freedom of assembly and meetings. The same
proposals were made by international institutions too.

The closure of the March 1 page is a vital necessity for us, because
it is a factor that disrupts the state. No one wants to live in a
country where at night the police can attack the peacefully sleeping
demonstrators. No one wants to live in a country with such a judicial
and law enforcement system.

Armenia and Turkey, Armenian political expert Stepan Grigoryan said at
today’s press-conference. He also added normalizing of relations to
Armenia is beneficial for Turkey as without it Turkey cannot become
a member of the European Union and play a certain part in the South
Caucasus.

‘For every country, including Turkey, the problems of the economical
and national security are more important that ethnic rapprochement
with this or that country’, – Grigoryan said and added that recent
statement of the Turkish President regarding the North Cyprus was a
great blow at the positions of Azerbaijan, as he said that only the
people of North Cyprus should resolve the North Cyprus conflict. ‘This
defeat lags only behind the defeat of Azerbaijan in the Karabakh war’,

SAROYAN’S BIRTH

WASHINGTON, Aug. 24 — The Library of Congress issued the following
news release:

As part of an afternoon dedicated to the celebration of the centenary
of Pulitzer Prize-winning Armenian author William Saroyan’s birth,
Dickran Kouymjian will deliver the 14th Annual Vardanants Day Lecture
titled "The Unknown Saroyan" at 12:30 p.m. on Tuesday, Sept. 15, in
the Mumford Room, located on the sixth floor of the Library of
Congress’s James Madison Memorial Building, 101 Independence
Ave. S.E., Washington, D.C.

The four-hour event is free and open to the public; tickets are not
required.

Kouymjian’s speech will be followed by the showing of Saroyan’s 1942
short film, "The Good Job" and the display of one of his scripts from
"Omnibus," the renowned 1950s television series. There will also be a
reading from Saroyan’s works and the presentation and sale of "Young
Saroyan: Follow and Other Early Writings," that encompasses some of
his previously unpublished materials. Edited by William B. Secrest
Jr. with an introduction by Kouymjian, the book was published in March
2009.

William Saroyan was born in Fresno, Calif., in 1908 to Armenian
immigrants. After a difficult childhood that included time in an
orphanage, the self-educated Saroyan set out to become an author. He
became an instant celebrity after the 1934 publication of "The Daring
Young Man on the Flying Trapeze," a collection of short stories. In
1939, his play "My Heart’s in the Highlands" was produced on
Broadway. That same year, his play "The Time of Your Life" earned him
the Pulitzer Prize. His film "The Human Comedy" earned him an Oscar in
1943. The canon of Saroyan’s works include novels, plays, movies
scripts, short stories, and essays, all imbued with depth, humor and
most of all humanity. Saroyan died in 1981.

Dickran Koumjian is the Haig and Isabel Berberian Professor Emeritus
of Armenian Studies at California State University. A friend and
confidant to Saroyan during his final years, Koumjian instituted
courses at Fresno State on the author’s life and works. In 1996, he
received a grant from the National Endowment for the Humanities to
inventory Saroyan’s manuscripts, papers, correspondence and effects in
preparation for their archiving at the University of California,
Berkeley, where he was subsequently appointed the second William
Saroyan Visiting Professor of Armenian Studies. He has taken part in
many of the activities associated with the Saroyan centennial in
Paris, Yerevan, Armenia and elsewhere.

The Vardanants Day lecture series is sponsored by the Near East
Section of the African and Middle Eastern Division. The series was
created to explore and present all aspects of Armenian culture and
history. It is named after the Armenian holiday that commemorates the
battle of Avarayr (May, A.D. 451), which was waged by Armenian General
Vardan Mamikonian and his compatriots against invading Persian troops
who were attempting to re-impose Zoroastrianism on the Christian
State. As a religious holiday, it also celebrates Armenia’s triumph
over forces of assimilation.
