On the heels of last month’s approval of H. Res. 252 the Armenian
Genocide resolution by the House Foreign Affairs Committee, the
Armenian Assembly of America announces that Representatives Judy Chu
(D-CA), Niki Tsongas (D-MA) and Jim Matheson (D-UT) joined the
Congressional Caucus on Armenian Issues.

"We appreciate the commitment of Representatives Chu, Tsongas and
Matheson to further strengthen and expand the U.S.-Armenia
relationship by joining the Armenian Caucus,"stated Assembly Executive
Director Bryan Ardouny. "We also look forward to working with them and
the entire Caucus as we continue to press forward regarding U.S.
reaffirmation of the Armenian Genocide," Ardouny continued.

What is your assessment of the Erdogan-Sargsyan meeting that took
place in Washington a couple of days ago?

Statements by the parties made after the meeting give reason to say
that the talks reached no progress. The most that Turkey and Armenia
could reach is that both sides expressed readiness to further continue
their dialogue.

Erdogan, before and after the meeting in the U.S., repeatedly stated
that Turkey is not going to open its borders with Armenia until it
withdraws from the Azerbaijani territories. For Azerbaijan, this is
a very positive factor, which should bring Ankara and Baku together
even more.

Earlier, our relationship was based only on personal friendship
between the two leaders, and economic relations between the states
did not give grounds to assert that we are strategic partners. Now
we have a solid ground for establishing strategic partnership.

Another positive outcome of Erdogan’s U.S. visit is that Barack Obama
made it clear that he will not utter the word "Armenian genocide".
Turkish diplomacy has shown its maturity and was able to convince
the U.S. that the Turkish-American relations are much more important
than all the other subjective factors. In any case, Erdogan made it
clear that he is not afraid of possible recognition of "genocide"
by the U.S. because he does not consider such moves to be competent.

In your opinion, in what issues Washington will ask Ankara to help
in exchange for refusal to recognize "Armenian genocide"?

Everything is pretty obvious here. Turkey’s credibility has been
increasing rapidly in the region and the world lately. So, Washington
cannot ignore Ankara. Turkey is working hard in Afghanistan and Iraq,
and also may be chief mediator in relations with Iran. Ankara has
much influence in the Middle East and Caucasus as well. I think that
the White House will ask Turkey to help on all issues related to
these countries.

In your view, with whom Armenian lobby in the U.S. Congress can ally
when considering the "Armenian genocide" bill?

I think that the Armenian lobby has no help any more. This issue has
been considered by administrations of President Bush, Bill Clinton and
now that of Obama. But the bill was never enacted because the White
House has always understood that Turkey is much more important than
a handful of Armenians living in the United States. If necessary,
the White House could simply eliminate institute of lobbying, and
thus to silence anyone.

Do you really believe that the U.S. can overnight eliminate an
institute lobbying existing for more than a century?

The U.S. adopted Jackson-Vanik amendments and also amendments to the
Section 907 overnight. Washington can take such decisions quickly
without delay. The Armenian lobby has not yet hindered the White
House to a large extent. On the contrary, the authority uses them to
intimidate Ankara, although Erdogan has hinted that he does not care
what decisions U.S. Congress can taken against Turkey. The U.S. cannot
deal with Iran because it is strong and self-sufficient country.
Turkey is not weaker than Iran.

If the Armenia lobby in the U.S. is not so strong, then why the U.S.
Congress Committee adopted a bill recognizing the "Armenian genocide"?

The decision, taken with a margin of only one vote, once again shows
that influence of the lobby should not be exaggerated. If the bill
were adopted with a margin of at least 10 votes, it could be said
that Armenians have a strong influence on the U.S. Congress. But this
fact once again demonstrated weakness of the Armenian lobby. Someone
"stamped" in the White House, and this lobby immediately kept silent.

Experienced former Congressman Barack Obama and Hillary Clinton know
all the "ins and outs" in the American legislature, so it is always
easy for them to balance it.

Armenian President meets with diaspora members and makes some sort
of report to them during almost all his trips. The president did the
same during his recent U.S. trip. In what degree does the Armenia
Diaspora shape Armenia’s foreign policy?

I think that the words Sargsyan addressed to the Armenian Diaspora can
be translated roughly as "Gentlemen, who can feed a hungry Armenia?"
Yerevan cannot control the Armenian diaspora, as it receives millions
of dollars from it which is enough to live from hand to mouth. Because
"Armenia will jump if its told to jump." If Sargsyan behaves well,
perhaps the Diaspora will continue to provide financial support.

In commemoration of the 95th anniversary of the Armenian Genocide,
Armenian-born violinist Tatevik Ayazyan and pianist Karine Poghosyan,
both of New York, will present an Armenian Music Concert on Sunday,
April 25, at 6 p.m. at the Englewood Public Library. The program,
which is being funded by the Friends of the Englewood Public Library,
is free and open to the public.

Ayazyan and Poshosyan will be playing the music of Armenian composer
Aram Ilych Khachaturian (1903-1978). They will play the following
pieces during the April 25 Concert:

Sonata-monologue for Violin Solo, Op. 106 (1975); Piano Sonata, Op. 95
(1961) – 1. Allegro vivace, 2. Andante tranquillo, and 3. Allegro
assai; and Sonata for Violin and Piano, Op. 29 (1932) – 1. Lento
rubato ed espressivo and 2. Allegro ma non troppo.

Yerevan (Yerkir) – The issues on drafting a defense industry
development concept and military-industrial complex as well as
assistance to military-industrial facilities were discussed at the
meeting of the interdepartmental commission, chaired by Armenian
National Security Council Secretary Arthur Baghdasaryan.

He stressed the necessity to intensify ties between military
industrial facilities in Armenia and post Soviet states, that will
induce increase of defense capacity and provide Armenian Armed Forces
with the necessary equipment.

The meeting made a decision on drafting and presenting the main
provisions of the Armenian defense establishment development concept
within three months.

YEREVAN, April 14. /ARKA/. Turkey will do nothing to ratify
Armenian-Turkish protocols before April 24, Artak Shakaryan, political
analyst, said Wednesday in Novosti International Press Center.

April 24 is the Day of Commemoration of Armenian Genocide Victims.

"After April 24, a zero situation may be created, just as in 2009,"
he said.

On October 10, Armenian and Turkish foreign ministers – Edward
Nalbandyan and Ahmet Davutoglu – signed the protocols on establishment
of diplomatic ties between the two countries and development of
bilateral relations.

The protocols will be sent to the two countries’ parliaments for
ratification. After ratification the countries will be able to open
their border.

"This year, after April 24, will be a lull," Shakaryan said.

He thinks nothing will happen, if Armenia doesn’t try to spur
negotiations again.

Armenia, being a proactive side, will try to retain the improvement
of its relations with Turkey on the agenda.

Asked whether Armenia could withdraw its signature from the protocols,
Shakaryan said it was possible theoretically.

"It depends on what did decide Armenian and U.S. presidents – Serzh
Sargsyan and Barack Obama – at their meeting."

On April 12, Serzh Sargsyan met with Azerbaijani Prime Minister Recep
Tayyip Erdogan in Washington.

The Armenian president flew to Washington to attend the Nuclear
Security Summit.

On Tuesday, Turkish media outlets quoted the Turkish prime minister
as saying that Armenian-Turkish protocols couldn’t be ratified by
Turkish Parliament because of adverse political atmosphere.

Relations between Armenia and Turkey remain tense because of
Ankara’s biased stance on Karabakh problem and its painful reaction
to Armenia’s efforts to obtain worldwide recognition of the fact of
Armenian Genocide.

On April 13, as earlier agreed with the NKR authorities the OSCE
mission conducted regular monitoring of the line of contact of
Nagorno Karabakh and Azerbaijani Armed Forces in Hadrut region.

>From the positions of the NKR Defense Army the monitoring mission was
headed by Personal Representative of the OSCE Chairman-in-Office
Ambassador Andrzej Kasprzyk. The monitoring group comprised
Field Assistants of the Personal Representative of the OSCE
Chairman-in-Office Peter Kee (Great Britain) and Zhaslan Nurtazin
(Kazakhstan).

The monitoring passed in accordance with the planned schedule. No
violation of cease-fire regime was registered.

>From the Karabakh side, the monitoring mission was accompanied by
representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense.

Ameriabank parent acquires shares in Cascade Bank

YEREVAN, April 10. /ARKA/. On April 10, 2010 Ameriabank and Cascade
Bank announced that TDA Holdings, Inc. had become the shareholder of
Cascade Bank.

The agreement between TDA Holdings Limited and Cascade Capital
Holdings, shareholders of Ameriabank and Cascade Bank respectively was
announced in March. The Central Bank of Armenia approved the agreement
on April 7th.
TDA Holding acquired shares in Cascade Bank as the first step in a
merger of the two banks. The merger is planned to be completed by
November 2010.

`The merger of these two financial and banking organizations will give
new opportunities to banks and promote enlargement of financial
mediation in Armenia,’ Arthur Javadyan, chairman of the Central Bank
of Armenia, said on Saturday.
He refrained from indicating the cost of the deal saying it was a
commercial secret.
Javadyan said Ameriabank and Cascade Bank had invested a great deal to
stabilization of Armenian banking system and occupy their own niche in
it.

Ruben Vardanyan, the chairman of Ameriabank’s directorial board and
the head of Troika Dialog Group’s directorial board, stressed
importance of the merger saying Ameriabank and Cascade Bank have
plenty in common.
`When we met with the Cascade Bank administration, we understood that
our approaches to provision of services to clients were alike. We saw
we could be useful to each other and decided to merge our banks. We
were pleased to know that Cafesjian remained here as one of
shareholder. We hope this will enhance the bank’s competitiveness not
only in Armenia, but also overseas.’

Vardanyan said that shares would be reconsidered and changed,
depending on the structure of shareholders.
`Information will be available after completion of the deal, in
accordance with the law and the central bank’s requirements connected
to the release of shareholder-related information,’ he said.

Vardanyan said hat the bank has some partners, which will be shareholders.

He said that members of the bank administration would enjoy a right to
become owners, and this would be an important incentive mechanism
propelling development of the bank.

Steve Scallen, a member of Cafesjian Family Foundation, said Gerard
Cafesjian hailed this strategic combination saying it would be one of
the strongest financial institutions in Armenia and promote the
development of financial markets in Armenia.

The merger process is planned to be completed before November 2010.

According to initial Q12010 financial results, the aggregated capital
of the two banks is approximately AMD30 billion, assets of AMD 129
billion, liabilities of AMD 99 billion, loan portfolio of AMD 72
billion.
Ameriabank CJSC (former Armimpexbank renamed in May 2008) was
established in July 1992.
On September 8, 1992, the bank received its license from the Central
Bank of Armenia.

TDA Holdings Limited affiliated with the leading and largest Russian
investment group company – Troika Dialog – bought the bank shares in
August 2007.

Cascade Capital Holdings founded by Cafesjian Family Foundation in
2004 is the sole shareholder of Cascade Bank.
Cascade Bank was established on May 26, 2005, when Cascade Capital
Holdings acquired 100% of Emporiki Bank (Armenia) shares.

The bank cooperates with EBRD under macrocrediting program.

In December 2006, Millennium Challenges – Armenia Fund chose Cascade
Bank for serving its account under the U.S. government’s $236-million

Meeting between RA President Serzh Sargsyan and Turkish Premier Recep
Tayyip Erdogan is not scheduled in Washington, RA Foreign Minister
Edward Nalbandian told journalists at the Wednesday joint press
conference with Secretary General of International Organization of
La Francophonie Abdou Diouf.

"I can confirm that Obama-Sargsyan meeting will be held in Washington.

As you know, recently Armenia and U.S. had political dialogue on a
high level, two countries’ authorities established contacts. We are
confident that forthcoming meeting between Armenian and U.S.

Presidents will give an impetus to bilateral relations," Nalbandian
said.

"As to meeting with Turkish Premier, to date no arrangement was made.

I can say that presently Turkish Foreign Minister Deputy Undersecretary
Feridun Sinirlioglu is on a visit to Yerevan and will meet with RA
President and myself," he added.
