Israel sends apologetic message

Israel’s Chief of Staff called Chief of General Staff
BaÅ?buÄ? by phone to apologize and then followed up with
an officially letter reflecting his grief.

Israeli Chief of Staff Gabi Ashkenazi has apologized first by phone
and then with an official letter, for the remarks made by Land Forces
Commander Avi Mizrahi. Mizrahi had previously asserted that Turks were
responsible for massacring Armenians and are trying to follow the same
policy today against the Kurds. In response to Prime Minister
Erdogan’s reaction to Peres in Davos, Mizrahi stated; "Take a look in
the mirror."

Turkish military spokesman Brigadier General Metin Gural, discussed
and answered questions on the current developments during an
extraordinary press meeting. According to information provided by
General Gural, Israel’s Chief of General Staff Ashkenazi called Chief
of Staff Ä°lker BaÅ?buÄ? on February 16th to
statethat he placed high importance on relations with the Turkish
Armed Forces and that the sentiments expressed by Land Forces
Commander’ Mizrahi were his own personal opinion and did not represent
the viewpoint of Israel’s Armed Forces. He also stated that he was
disappointed in the developments and that he was willing to do
whatever necessary and wanted to apologize." Chief of Staff
BaÅ?buÄ? responded by stating that this explanation was
not sufficient, upon which the Israeli General wrote an official
letter of apology, stating; "The Israeli Armed Forces have taken the
necessary measures regarding the Land Forces Commander. It has been
learned that the Israeli Chief of Staff General called the Land Forces
Commander to his office and issued him a verbal warning.

President Barack Obama conducted with Turkey was the improvement of
relations with Armenia. It shows that Turkey improves the relations
with Armenia not depending on its will. Turkish politicians and
state leaders understand that Azerbaijan was very important for
Turkey. The head of state not taking Azerbaijan’s interests and
position into account cannot rule the country for a long time",
MP Sabir Rustamkhanli, Chairman of Citizen Solidarity Party told APA.

To him, besides Nagorno Karabakh, Turkey have problems with Armenia.

"But Turkey tries to develop the relations without these
problems. Armenia does not recognize territorial integrity of Turkey,
but they sit with Armenians at one table," he said. Rustamkhanli
considers that Turkey cannot refuse the issue on Nagorno Karabakh.

"Borders between Turkey and Armenia are open at present. Flights and
bus routes are open between the two countries. There are 50-60.000
Armenians in Istanbul. There is better condition for Armenians
than Azerbaijanis in Turkey at present. The opening of border is a
conditional and psychological issue. Several Turkish groups say that
Turkey will meet happiness as soon as the borders open. It is not good
that Turkey takes light steps not taking its position into account,"
he said.

Sardar Jalaloglu, Chairman of ADP said that improvement of relations
between Turkey and Armenia was coordinated with Azerbaijan.

"Turkey improves relations with Armenia basing on its interests. If
Turkey’s interests demands to make close relations with Armenia against
interests of Azerbaijan, it will take steps as independent country,"
he said. Jalaloglu commented on the fact that Turkish Foreign Ministry
remained silent in this issue.

"We should use new pressures. On the contrary, opening of borders
between Armenia and Turkey will have benefit for us. Armenia will
be free from pressure of Russia and make friendship with Turkey and
there will be several changes as a result of this friendship," he said.

Chairman of United Azerbaijan Popular Front Party, MP Gudrat
Hasanguliyev expressed his concern over the improvement of the
relations between Turkey and Armenia.

"Turkey has retracted from its position. Turkey used to say borders
will not open and normal relations will not be established with
Armenia unless Nagorno Karabakh is solved. Now, they actually are
holding talks in this direction. We regret it," he said.

Gudrat Hasanguliyev said it seems convincing that Nagorno Karabakh
problem fell into the shade in the talks between Turkey and Armenia.

"Moreover, the terms of the recent declaration signed between Turkey
and Russia raises concern. Turkish Foreign Ministry’s silence resembles
one moment in Erdogan’s dispute with Israeli president. Erdogan
told Shimon Peres in Davos that he was shouting because of he was
guilty. I think that silence of some Turkish officials is sourced
from guiltiness," he said.

Hasanguliyev considers that the processes serve opening of borders
with Armenia and improvement of diplomatic relations.

"Turkish public should react. Azerbaijani official should openly
express the country’s concern. Turkish government should clarify
these issues," he said.

Chairman of Hope party, MP Igbal Agazadeh disapproved any improvement
in Turkey-Armenia relations.

"But I know that Turkey’s state policy has not been established on
Azerbaijan’s interests and regard it as normal. The problems created
by Turkish government for years, drove the country into a corner,"
he said.

Igbal Agazadeh said Erdogan’s statement on the conflict does not
reveal the essence of the talks between Armenia and Turkey.

"This statement is intended for internal public and Azerbaijan. I do
not claim that Turkey betrayed Azerbaijan’s positions and interests,
but I think that Turkey has given up the previous principles," he said.

He does not believe that the borders between Turkey and Armenia will
open soon.

Member of the Parliament Aydin Mirzazadeh thinks that Armenian-Turkish
relations are normal from the view of relations between the two
countries. "The fact is that Turkey is a strategic ally of Azerbaijan
and connected with Azerbaijan in many issues. The sides stated that
they would support each other and Azerbaijan was always loyal to this
principle. Turkey always stated that Armenia should withdraw from the
Azerbaijani lands and should leave its groundless territorial claim
against Turkey. Armenia never fulfilled these terms, but relations
with Armenia are intensively extended. It is possible that despite
non-fulfillment of the terms the borders will be opened soon and
Armenia will turn into the close ally of Turkey. Unfortunately
their actions don’t coincide with their statements about support
to Azerbaijan".

Leader of the National unity Movement Lala Shovkat said recent
approach between Turkey and Armenia threatened Azerbaijan. "We know
Russian position on Karabakh issue that they are interested in the
status-quo. Turkish newspapers said that Turkey left its terms about
Karabakh. It is not good news for Azerbaijan. Every state has its own
interests and Turkey is protecting its interests at first. Azerbaijan
has also to do that". Shovkat said processes in Azerbaijan entangled
the Nagorno Karabakh issue. Regarding the Turkish Prime Minister’s
statement, Shovkat said such refutation was possible. "There are
words in diplomacy and there are actions as well. If we look at the
actions we can see that Turkey already left its terms on Karabakh".

Armenia increased cognac exports 14.6% to 15.072 million liters in
2008, Avag Arutyunian, chairman of the Armenian Winemakers Union,
told Interfax.

Armenian cognac exports have been growing steadily since 1998.

Cognac imports declined 4% to 15,900 liters last year, he said.

The country boosted cognac production 13% to 15.962 million liters
in 2008.

At the same time, Arutyunian said cognac production grew at lesser
rates in 2008 than in 2007 and 2006 due to a shortage of grapes in
the country.

Conversebank Of Armenia To Hold Joint Action With Money Gram On Marc

YEREVAN, February 20. /ARKA/. Conversebank of Armenia is to hold a
joint action with Money Gram international payment system.

Clients are to get three presents while receiving remittances through
Money Gram in any of Conversebank’s branches in the period from March
1 to April 7, the bank reported.

Conversebank joined Money Gram system on December 2, 2008.

"Conversebank" Closed Joint Stock Company was registered on December
20 1993. Since February 2007 Argentinean businessman of Armenian
origin Eduardo Ernekian has been holding 95% of the bank’s shares.

Armenian Apostolic Church owns the remaining 5%. Conversebank has 25
branches, including eight branches in Yerevan.

By the end of December 2008, the bank’s assets had totalled 71.9bln
Drams, liabilities 58.7bln Drams, total capital – 13.1bln Drams,
credit investments – 44.1bln Drams. Profit after tax was 2.1bln Dramas
for the year 2008. ($1=305.41Drams).

I expect the opposition to hold a rally on March 1as the right to
assemblies is set down in the RoA Constitution and in the law on
assemblies. I don’t share the belief that Armenia needs a society
backing the authorities. A country lacking a mighty opposition cannot
have a mighty leadership," says Republican MP Edward Sharmazanov.

The opposition cannot make its voice audible in the Armenian
parliament, therefore it should be availed a chance to hold rallies.

The Law on Assemblies hasn’t be amended for a year, but the City
Hall has rejected the notifications of the Armenian National Congress
(HAK) to hold demonstrations.

"This is not the first time the HAK has been rejected. But we came
to see that despite the rejections, the rallies were held," observed
Sharmazanov.

Does it mean that the authorities conciliated with the idea that the
opposition will hold rallies anyway? "It is my personal opinion. The
authorities and opposition should do their best to avoid further
clashes. If people have something to say, they will attend the rally. I
think the venue doesn’t matter- be it near the Matenadaran or somewhere
else. "

The Republican MP declined to comment on the March 1 deadly
clashes. "This is a legal issue, and I call on the authorities and
the opposition not to speculate the tragic events of March 1. Rather,
we had better learn a lesson from the events.

Generally, Sharmazanov thinks the tension has abated after the
March 1 events. "The consequences of the tragic events are not
fully eliminated, but I do think that all negative feelings have
mitigated. The authorities at the head of Serzh Sargsyan do their
best to eliminate the consequences and to carry out campaign
pledges. Beisdes, the extraparliamentary opposition has taken a
civilised path," added Sharmazanov. He meant the opposition’s decision
to run for Yerevan Mayor.

top officership of the Armenian Armed Forces will lay a wreath to
Gurgen Margaryan’s tomb in Yerablur Pantheon on occasion of the 5th
anniversary of the murder of the Armenian officer, the RA Defense
Minister’s spokesman, col. Seyran Shahsuvaryan told PanARMENIAN.Net.

On January 11, 2004, lieutenant Gurgen Margaryan left for Budapest
to participate in a three-month English language course which was
part of the Partnership for Peace NATO-sponsored program. On February
19, he was axed, while asleep, by a fellow Azerbaijani participant,
lieutenant Ramil Safarov.

Safarov was given a life sentences without a right to pardon during
30 years.

In February 2007, the Court of Appeals upheld the verdict.

President Sargsyan assessed highly the cooperation between Armenia and
the IMF and confirmed the authorities’ determination to take action
alleviate the impact of the world financial crisis on Armenian economy.

convoked a working consultation dedicated to mapping activities carried
out by the State Committee of Cadastre and Real Estate and improving
statistical registration carried out by the National Statistical
Service, Central Information Department of the Office of the NKR
President reported.

Heads of the corresponding structures delivered reports.

The President directed to increase efficiency in the above mentioned

ArmInfo. Draft law on alterations to the law "On freedom of conscience
and religious organizations" does not envisage supporting any
religious organization to the detriment of another one, chairman of
the permanent parliamentary commission on science, education, sport,
culture and youth, Armen Ashotyan, said at today’s press-conference. He
also added that the purpose of this draft law drawing out is to stop
actions of various religious organizations directed to ‘capturing of
souls’, i.e. proselytism.

Touching on registration of religious organizations in Armenia, he
said that according to the draft law, registration of any religious
organization supposes that the number of members of this organization
should be not less than 500 people. Ashotyan also submitted the data
of the Centre on Fighting Destructive Sects, according to which 400
cases of suicide on religious basis were registered in 2006.

"It’s not the first time that Armenian President Serzh Sargsyan
says that he is accused of the return of "NKR" to Azerbaijan. In the
reality he is being accused of the availability of an exact plan to
transfer 5 regions to Azerbaijan", said independent analyst Armen
Agayan during a press conference in Yerevan.

"International experts have been speaking about it. Along with the
transfer of 5 regions, the plan of the Armenian president includes
possible change of Karvachar (Kelbajar) for Shaomyan after a referendum
in "NKR". By the plan the Lachin corridor will remain Armenia’s and
Nagorno Karabakh independence will be recognized by Baku", announced
the expert.

He said interests of Yerevan and Baku are crossing in the issue of 5
regions, but the sides still cannot agree about Kelbajar and 2 regions,
adjacent to Karabakh.

"Serzh Sargsyan’s initiative is not supported either within Armenia or
out of its bounds. The Armenian president is seriously inclined towards
such a resolution of the Karabakh conflict but Azerbaijan and Turkey
do not demand more than Serzh Sargsyan can offer", said Armen Agayan.

He noted that today the "NKR" powers fully depend on official Yerevan,
but there are many people in Karabakh that do not agree with Sargsyan’s
plan on the Karabakh conflict.

"Nagorno Karabakh conflict cannot be settled by way of talks. This
is impossible. There was a war which remained incomplete and though
Armenia offers a peace agreement to Azerbaijan this will not satisfy
the Azerbaijani side. Baku is ready to resume military actions
but it now has doubts whether it will be able to win or no", noted
Armen Agayan.
