YEREVAN, DECEMBER 5, ARMENPRESS: Monaco’s "Peace and Sport"
organization awarded Armenian President Serzh Sargsyan "Peace and
Sport Image of the Year 2008" prize for the best display of friendship
through sport. It was handed yesterday to the Armenian Sports and
Youth Affairs Minister Armen Grigorian by Prince of Monaco Albert
II personally.

The jury has unanimously decided to grant the prize to the President
of Armenia for symbolizing hand shaking image with Turkish President
Abdullah Gul.

A. Grigorian told Armenpress that it was also decided to grant the
prize to the President of Turkey Abdullah Gul which was received by
the chairman of the Turkish Football Federation.

"During the prize awarding ceremony the hand shaking of the Armenian
and Turkish presidents was shown on a big screen," A. Grigorian
said. Chairman and representatives of the International Olympic
Committee and presidents of Olympic committees and different sport
federations were present at the event.

Azerbaijan is a country asserting itself on extermination of its own
citizens, said the head of Assembly of Azerbaijani Armenians NGO.

"A country which perpetrated genocide against a part of its population
has not right to claim territories," Grigory Ayvazyan told a news
conference today.

"Our Assembly has already sent a note to the Armenian Foreign Ministry
and National Assembly and received a positive feedback. We also
addressed the French Embassy in Yerevan to bring our position to the
notion of Ambassador Bernard Fassier, the Co-chair of the OSCE Minsk
Group. We demand the opinion of the Armenian refugees from Azerbaijan
be taken into account during the Nagorno Karabakh conflict settlement
process," he said.

"We urge compensation for the Armenians, who had to leave their homes,
or secure their return. Now, 50 of Armenians are ready to return to
Azerbaijan to prove that this country is unable to guarantee their
security and that Armenians and Azeris can’t live side by side now,"
he said.

As to referendum on Nagorno Karabakh’s status in Azerbaijan,
Mr. Ayvazyan said it won’t be legal, since Armenians who used to live
in the territory of the former Azeri SSR won’t participate in it.

As we know the relations between the Major of Gyumry Vardan Khukasyan
and the Primate of Shirak Diocese Michael Bishop Achapanyan has become
extremely tensed recently.

On November 30 His Holiness Catholicos of All Armenians Garegin II
received the 11 delegates of the support group of the Primate of
Shirak Diocese.

The delegates introduced their concerns to the Catholicos, linked with
the developments around the tenure of the Primate of Shirak Diocese.

His Holiness who was well aware of the conflict said that the
Primate of the diocese is not elected or changed by the collection
of signatures.

At the end of the meeting His Holiness Garegin II said that the
situation shouldn’t become more tensed, that it must be settled
peacefully. He appealed the delegates for peace and exhorted them to
spread the same in the diocese.

Senator Hillary Clinton (D-NY) to serve as his Secretary of State was
welcomed today by the Armenian National Committee of America (ANCA).

"We extend our thanks to President-elect Obama for this choice
and our congratulations to Senator Clinton on her appointment to
our nation’s top diplomatic post," said Aram Hamparian, Executive
Director of the ANCA. "We are certainly pleased to see that, for
the first time in recent memory, an individual with a strong record
in support of Armenian Genocide recognition will serve as America’s
Secretary of State."

To add, during her tenure in the U.S. Senate, Hillary Clinton has both
called upon President Bush to honor his campaign pledge to recognize
the Armenian Genocide, and also cosponsored every Armenian Genocide
Resolution since coming into office in 2001.

On January 24th of this year Senator Clinton issued a campaign
statement outlining her views on U.S.-Armenia relations.

Parliamentary discussions on the law on "Referendums" are over and the
bill will be put up for a vote tomorrow morning by the first reading.

However, the discussions were rather heated up. Independent deputy
Victor Dallakyan recalled the fate of one referendum on which the
Constitutional Court had made a decision to make changes to the
law on "Referendums" in a year and hold a referendum on Kocharyan’s
confidence. Unfortunately, the National Assembly turned into a barracks
of bandits that attacked the people, who on April 12, 2004 demanded
them to fulfill the decision of the Constitutional Court and hold a
referendum of confidence.

Dallakyan brought up some issues on whether the Republic of Armenia
has the right to hold a referendum in connection with the sovereign
state. He proposed to radically change the situation by not reserving
the president the right to pass the government’s decision to hold
a referendum because he already has the right to put a veto on the
government’s decisions.

Head of the "Heritage" faction Armen Martirosyan proposed to organize
a petition and give people the right to hold a referendum.

"Prosperous Armenia" party member Naira Zohrabyan called the speeches
connecting the bill with the Karabakh conflict absurd and wondered
why the people shouldn’t know what the government thinks.

The fact of the matter is that it makes no difference," this is what
Republican Galust Sahakyan had to say and added: "Who said that the
people will decide, for example, the Karabakh conflict? The president
will be the one to decide."

"This is an attempt to put responsibility on the people’s shoulders,"
says "Heritage" deputy Zaruhi Postanjyan who believes that the bill
is ordered by Serzh Sargsyan. Postanjyan also underscored that the
administration that falsified the elections can easily falsify the
results of the referendum.

ARF deputy Artsvik Minasyan agreed with the opposition. "If we make
a decision by referendum, form public opinion and if that opinion
is not legal, it becomes nonsensical to debate the issue in the
Constitutional Court as well."

In order to not underestimate the referendum institution, Artsvik
Minasyan proposed that such important issues be discussed as part of
different bills, particularly the passing of a new law on Karabakh.

The Republican and "Prosperous Armenia" parties will vote for the bill,
"Heritage" will vote against it and the others still have time to
decide. "Rule of Law" remained neutral during the discussion.

VivaCell-MTS Invests AMD 33.2 mln in Revival of Dilijan Art School

Yerevan. "OREANDA-NEWS . November 28, 2008. VivaCell-MTS announces the
completion of renovation works of Dilijan Art School. The school
renovation included the stage, rest rooms, rooftop, as well as the
faÕ»ade of the building. On top of that, a heating system was
installed. This project was accomplished thanks to VivaCell-MTS AMD
33.2 million of social investment.

Dilijan Art School after Honored Art worker, painter Hovhannes
Sharambeyan, has not seen any renovation since the date of its
foundation in 1970. VivaCell-MTS extended hand for support out of the
belief that this will revive this long forgotten school. And now,
after undergoing total interior and exterior renovation, the school
marks its new beginning.

By encouraging our children to embrace art, we preserve our
self-identity by means of engaging in arts, and we pass on our
heritage to the younger generation. We cant be indifferent to the
annoying fact that many young Armenians are now at the risk of
forgetting their heritage and culture, – VivaCell-MTS General Manager
Ralph Yirikian noted.

The rejuvenated educational institution will from now on carry out its
traditional mission using modern approaches. It will care for the
preservation and development of national traditions in the sphere of
decorative-applied arts and fine arts. The school will again host the
disintegrated hobby and creative groups.

No doubt, nowadays the rebirth of this kind of educational institution
is of paramount importance for all communities of Armenia, and this
was the major argument for VivaCell-MTS to invest in the Art School in
Dilijan, a small town of hospitable people surrounded by wonderful

EOKA fighters are outraged over plans by Britons living in the north to
erect a memorial to the 371 British soldiers killed during the Cypriot
struggle for independence.

According to the website of the `Friends of the Cyprus Memorial’, a
memorial is to be erected in the old British cemetery at Kyrenia to
mark the 50th anniversary of `the ending of the Cyprus Emergency’.

On it will be inscribed the names of the 371 British servicemen ` 28
members of the Royal Navy and Royal Marines, 274 British Army, and 69
Royal Air Force who died there 1955-1959, the website said.

The Royal British Legion is part of the campaign, being organised by
the Friends of the Cyprus Memorial. The monument is expected to cost
£200,000 sterling and will be funded from public donations.

But in a written statement for the EOKA fighters’ association, Thasos
Sophocleous called the move unethical and an insult to the Greek
Cypriot people who had fought against the colonial power for
independence.

`We are not saying that those 371 killed are not entitled to a
monument, nor do we have the right to ban them, but we do have the
right to tell them that they should be making this gesture of honour in
their own country,’ Sophocleous said in a written stateme
nt.

He was in Greece yesterday and could not be reached for comment.

Even worse,’ he added. `Is the fact that the monument will be in the
occupied areas without informing the government of Cyprus. And that is
why their actions have political implications and are considered
provocative.’

Sophocleous accused the Turkish Cypriot side of being complicit.

He said Britain was a big country with lots of land to create monuments
for their dead. He said what was planned for Kyrenia was like the
Germans and Italians creating monuments to their World War II dead in
Britain, or like the Greeks building monuments to their dead killed in
Turkey in 1922.

`Is there a monument in Turkey for the Armenians killed there?’ he
asked.

`This is a reversal of the moral order and a violation of international
ethics.’

Sophocleous said Turkish Cypriots had also benefitted from the
1955-1959 EOKA struggle, `which freed them from the English yoke’.

He also criticised the British High Commission, which he acknowledges
has no official involvement, `but tacitly approves’ when it should have
advised that this was the wrong thing to do.

`We strongly protest against this illegal and unethical action,’ the
statement added.

A spokesman at the High Commission said yesterday: `This is not a
British government project and we are not involved.=E

However, the High Commission may find themselves presented with a
diplomatic dilemma when the monument is officially unveiled next April,
since the High Commissioner might be invited to the event.

According to the website set up for the project, almost all Britain’s
military dead remain buried at the British cemetery at Wayne’s Keep,
which is in the buffer zone.

`Because public accessibility to Wayne’s Keep is in consequence
exceedingly difficult ` the UN reports that on average only one visitor
a week manages to get there ` the permanent memorial is to be sited in
the old British cemetery at Kyrenia,’ it said.

It said given the requirement of public accessibility, the old British
cemetery in Kyrenia was a fitting site for a fixed memorial.

Established in 1878 when the British first arrived on the island, it is
the last resting place of the only Victoria Cross recipient buried on
the island.

Sergeant Samuel McGaw of the Black Watch lies beside four other members
of his regiment, who also died in that first year of 1878.

After fighting in the Crimean War, McGaw disembarked at Larnaca on July
22, 1878, and set off for Camp Chiflik Pasha in Nicosia that same day.
While on the march to the camp, Sergeant McGaw died of heat stroke.

The website said there were also other graves with strong military
connections at the Kyrenia cemetery.

`The memo
rial is in remembrance of the dead, not the now distant
conflict which ended 50 years ago,’ said the group.

`It makes no political point, nor should it. Servicemen do not play
politics, they simply serve their country whether that be in Cyprus,
Iraq, Afghanistan or any of the many other conflicts remembered through
memorials such as this.’

It also said that although the British cemetery in Kyrenia is in the
`Turkish Cypriot North’, and in a state not recognised as such by the
world at large, it remains `for all practical purposes British ground
as it has been since the British arrived on the island in 1878.’

`The memorial has no place in the events which divided the island in
1974 or in the politics of the island today,’ it added.

The group did say that after the reunification of Cyprus it may be that
the memorial would be re-sited in the British military cemetery at
Wayne’s Keep.

`But that is for the future. Until then, those who died before Britain
departed the island, are remembered beside the graves of those who died
when the British first arrived. The beginning and the end in the same
place? That is history, not politics,’ the website said.

The memorial will be the centrepiece of the cemetery, measuring 6.4
metres wide, and 2.5 metres high.

the region have diminished the chances for Nabucco project, lobbied by
the EU and U.S.

`Tajikistan, one of the key participants of the project along with
Azerbaijan, doesn’t seem interested in it. Furthermore, Russia’s offer
to buy Tajik gas at commercial price has alienated Ashkhabad from the
western brainchild. At that, Tajikistan has already launched gas
expert to Iran, China and Russia,’ said Chingiz Ismaylov, head of
Baku-based regional development center.

The major political factor against Nabucco is the strengthening of
Russia’s positions in the South Caucasus, according to him, 1news.az

Armenia and NKR should admeasure roles and authority in resolution
of the conflict with Azerbaijan, an expert said.

"The issues referring to the liberated territories should be in
competence of the NKR authorities. Legally, all Karabakh territories,
including the liberated ones, are under jurisdiction of NKR. The
fact that these territories are controlled by Karabakh Armenians is
fixed in UN resolutions adopted in 1993. As to the role of Armenia,
these documents "call to observe the provisions of the UN Security
Council resolutions." Furthermore, it would be advisable to seal an
agreement on military cooperation between the two Armenian states,
what would be a solution to a number of problems," former Deputy
Foreign Minister of the Nagorno Karabakh Republic, independent expert
Masis Mayilyan said in an interview with PanARMENIAN.Net.

"Presently, the NKR Defense Army guards not only NKR borders but
also Armenia’s eastern frontiers, from the Mrav mountain ridge in
the north to the Armenian-Iranian border in the south. The status

Aram I visited Vatican where he met with Pope Benedict XVI, Times
Online reports.

At the audience, at which the Pope was accompanied by Aram I, the
pontiff deplored "misunderstandings among Christians". He said the
Armenian leader’s "fraternal visit" is "an occasion to strengthen the
bonds that exist and a further step in the journey toward full unity,
which is the objective of all Christians and a gift of the Lord."

For his part, Aram I said, "Churches, religions and states should
recognize all genocides, including the Armenian Genocide, and they
should commit themselves to preventing all genocides."

Earlier, a high-ranking Vatican official has emphasized that the Holy
See regards the Armenian Genocide as a fact.

"The Armenian Genocide is a fact. The Vatican’s stance on this issue
was stated during a visit to Armenia by [late Pope] John Paul II. The
pope attended the Armenian Genocide memorial and did use the term
Genocide, although this did not please Turkey," said Cardinal Walter
Kasper, President of the Pontifical Council for Promoting Christian
Unity.

The cardinal’s remarks came ahead of meeting between Pope Benedict
XVI and a group of visiting Armenian clerics led by Catholicos of
Cilicia Aram I, the leader of the Armenian Apostolic Church in Lebanon.

"Genocide is not an allegation, but is a reality. This is not an
issue of term. It is a historical fact with a lot of victims and
this memory needs to be healed. I don’t know what the Vatican can do
to ease Turkey-Armenia relations. But this is also an important case
for peace in the Middle East. First of all, the Catholic Church sides
with the victims. This is the most important principle for us while
determining our manners," the Cardinal said.
