YEREVAN, AUGUST 22, ARMENPRESS. The Coordination Council of Pan-Armenian Forum of Journalists held a meeting on August 19 in Yerevan in the Union of Journalists of Armenia.

The session was attended by President of the Union of Journalists of Armenia, editor-in-chief of 168 Hours Satik Seyranyan, former and current directors of ARMENPRESS state news agency Aram Ananyan and Narine Nazaryan, President of All Armenian Media Association and Noyan Tapan news agency director Tigran Harutyunyan, Azdag and Zartonk director- editors-in-chief Shahan Gantaharian and Sevag Hagopian. Editor-in-chief of the Czech Orer daily Hakob Asatryan joined the meeting online.

Among many issues discussed at the meeting, the Coordination Council also decided to hold the upcoming Forum in spring 2023. Details associated with the upcoming Forum will soon be discussed at the next session of the Coordination Council scheduled in November 2022.

Turkish press: Azerbaijan’s successes in foreign policy and the risks for peace

International politics have been changing on both the macro and micro levels. Shifting power poles and emerging new global actors alter regulations, while uncertainty prevails and the new global order remains undefined. On the micro level, particularly in the South Caucasus, regional balance changes and new actors have become influential. Azerbaijan has liberated its territories that had been under Armenian occupation for almost three decades and new cooperation opportunities have emerged. However, the stability in the region is fragile and there are security risks to permanent peace. This article examines dimensions of state policies in Azerbaijan that have been influential over the last three decades, as well as political processes that create potential risks for permanent peace.

It should be noted from the very beginning that Azerbaijan’s domestic policies, as well as its foreign policy strategies have played a crucial role in the foreign policy successes of the country. As Heydar Aliyev came to power in 1993, he replaced ethnic nationalist policies with citizen-based “Azerbaijanianism” that has been, I would say, the extremely important factor that prevented ethnic clashes within country until now. That ideology proved in the Second Karabakh War to be the most wise option for Azerbaijan. Namely, the Armenian side tried to provoke ethnic groups in Azerbaijan from the very beginning of the war, which resulted in failure. Armenian decision-makers believed that their call would cause clashes based on ethnicity in Azerbaijan, but it did not work. All ethnic groups gathered together and participated in the war showing their solidarity. Currently, all ethnic and cultural groups live in harmony in the country, thanks to the “Azerbaijanism” ideology.

The second component of Aliyev’s strategy has been his multiculturalist approaches that have been successfully pursued by the current government. Azerbaijan is a secular state that brings together various religious and cultural groups who perceive the country as their homeland. Otherwise, ethnic Jewish people living in Azerbaijan would not fight shoulder to shoulder with Talysh, Lezgins and other cultural and ethnic groups for their homeland. This fact indicated that policies pursued by the government toward all cultural groups in the country has played a crucial role in the victory of Azerbaijan. Also, all these groups contribute to the country both in prewar and postwar periods.

Azerbaijan’s balanced foreign policy strategies are also crucial for the success of the country. Azerbaijan has not chosen any neighboring country as its enemy, nor has it tried to claim territories of other countries that contain ethnic Azerbaijanis. Furthermore, Azerbaijan has never preferred Russia to the West, nor vice versa. The last two decades have shown that the strategy that Azerbaijan has chosen is the most efficient way to maximize foreign policy profits compared with two other South Caucasus countries, Russian-backed Armenia and Western-oriented Georgia.

The above-mentioned multiculturalist approach would embrace Armenians living in Azerbaijan and who are de-jure Azerbaijani citizens, as President Ilham Aliyev states each time he talks about the issue. But this can only happen if the provocations of the illegal armed groups stop in Khankendi (Stepanakert). Their last provocations that happened a week ago resulted in casualties for both sides that inflamed enmity again. Such provocations only deepen the hostile feelings both in Armenian and Azerbaijani societies.

Furthermore, the call for the formation of so-called “self-defense” militia groups in Azerbaijani lands where ethnic Armenians live by some Armenian politicians might serve to extend the conflict in the whole region and prevent the regional countries from living peacefully. If the goal is permanent peace and cooperation in the region, such steps only play a deterring role and become a barrier to the peace process. The war has ended and the formula for permanent peace in the region is simple: to be respectful of the principles of international law and to avoid irrational claims regarding each other’s identity.

On the other hand, although Baku was victorious in the war, there are some challenges to the permanent peace in the region that not only depend on Azerbaijan and Armenia but also on other dimensions. The first and most important threat to permanent peace is the irrational Armenian diaspora and their beliefs based on false legends. Their provocations, it seems, are influential on a part of Armenian society. Azerbaijan and Armenia have never been so close to establishing peace since their independence, but it could deteriorate amid radical ethnic nationalist ideals.

The second risk for the peace in the region is the question of the future of Russian-Turkish relations. The closer their relationship, the more the South Caucasus countries can live under peaceful conditions. The reason is obvious, as recent developments in the post-Soviet region have shown it is almost impossible to have peace in the region without Russian interference. Therefore, Russian-Turkish relationships are key for future developments in the region. For not only the Azerbaijani side but also for the other two countries in the South Caucasus, Türkiye's power and influence in the region would play a balancing role to maintain peace and development in the region.

Finally, the incumbent American president and his administration’s stance toward Russia, Türkiye and the region is also important, considering any geopolitical clashes between the two would have a direct effect on the processes in the region. It would be a wise strategy to not be too optimistic about the cooperation and prosperity in the region. Many regional and global dimensions should be taken into consideration, thus multiple factors should come together for permanent peace and prosperity in the region.

Deputy FMs of Armenia, Uruguay refer to urgent regional and international issues

YEREVAN, AUGUST 20, ARMENPRESS. On August 19, the next round of political consultations between the foreign ministries of the Republic of Armenia and the Oriental Republic of Uruguay took place in the Ministry of Foreign Affairs of Uruguay.

ARMENPRESS was informed from the press service of the MFA Armenia that a separate meeting was held between the Deputy Minister of Foreign Affairs of Armenia Paruyr Hovhannisyan and the Carolina Ache, Deputy Minister of Internal Affairs of Uruguay within the framework of the consultations.

Bilateral historic friendly relations and prospects for their further development were discussed. The regular Armenian-Uruguayan political dialogue, the expansion of the legal field, the development of trade-economic, inter-parliamentary and scientific and educational relations were highlighted.

The opening of resident embassies in both countries was evaluated as an additional indicator of friendly relations between Armenia and Uruguay. Deputy Foreign Minister Hovhannisyan informed about the intention to open the Armenian resident embassy in Montevideo, a similar decision was made by Uruguay in August 2021.

The parties also discussed cooperation within international organizations. Reference was made to the urgent issues of the regional and international agenda.

Paruyr Hovhannisyan presented the current situation over the Nagorno-Karabakh conflict, emphasizing the importance of the peaceful settlement process in order to establish stable peace in the South Caucasus.

On the same day, Vice President of the Oriental Republic of Uruguay, the President of the Senate, Beatriz Argimón received the Deputy Foreign Minister of Armenia. Issues related to the development of bilateral relations were discussed.

During the visit to Uruguay, the delegation led by Paruyr Hovhannisyan also had a meeting with the representatives of the Uruguayan Armenian community.

Newspaper: What does Armenia PM think about assets of his deputy chief of staff?

YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes: (…) back on July 20, Zhoghovurd daily turned to RA Prime Minister Nikol Pashinyan and asked him about the assets of Bagrat Badalyan, Deputy Chief of Staff of RA Prime Minister, and his wife.

The latter, let's remind, bought a house in the US city of Marysville for 584 thousand 950 [US] dollars in May 2021. In this regard we had asked Nikol Pashinyan if he is aware that his deputy chief of staff, in parallel with serving in a public position, has engaged in business activities. Also, we had asked whether buying a house for 584 thousand 950 dollars is a vivid example of corruption.

Also, we had asked the Prime Minister whether or not he is going to fire Badalyan.

It is interesting that, instead of answering our questions personally, Pashinyan sent the letter to Bagrat Badalyan himself, and the latter wrote in self-defense: "In response to your inquiry, I inform that I am not engaged in business, I have handed it over to fiduciary management, in accordance with the legislation, which is also noted in my declaration [of assets]."

But we were not interested in Badalyan's justification, but in the question of whether or not the case is an example of corruption, and most importantly, whether the prime minister intends to dismiss the person who got rich in suspicious ways. In any case, we have sent the request again.

US State Department on Minsk Group

US State Department spokesman Ned Price said that the US is trying “to do everything possible and promote a comprehensive long-term peace between Armenia and Azerbaijan.” Price also mentioned the OSCE Minsk Group as a mediator in the negotiations. According to Azerbaijani expert Husein Ismayilbayli, it may be best just to forget the Minsk Group in negotiations between the two countries.

In a daily briefing, Ned Price answered a question from an Azerbaijani journalist about prospects for resolution in Karabakh and the role of the United States.

According to Price, Washington “still sees” an opportunity for a comprehensive long-term peace between Armenia and Azerbaijan:

“We still see the opportunity, despite the setbacks, and have always understood that this will not be a quick process. We are working to do our best and promote a comprehensive long-term peace between Armenia and Azerbaijan.”

Geopolitical enmity and competition between Russia and the West for the role of the “godfather” of the future peace treaty is ongoing – but who will replace the OSCE Minsk Group in the Karabakh conflict settlement?

Price also stated that his country believes in achieving that goal “through constant dialogue, constant interaction, including at the highest level.”

He added that US Secretary of State Anthony Blinken recently had the opportunity to speak with both Armenian and Azerbaijani leaders.

“We expressed our deep concern about the recent fighting in Nagorno-Karabakh and the casualties resulting from it. We urgently called for immediate action to reduce tensions and prevent further escalation,” Price continued.

According to Azerbaijani political scientist Turan Rzayev, Blinken’s calls to Aliyev and Pashinyan on the same day attract attention

The US also believes that the recent rise in tensions speaks to the need for a coherent, comprehensive and sustainable resolution of all outstanding issues related to or arising from the Nagorno-Karabakh conflict, the State Department spokesman said.

“While there has been an increase in tensions that have escalated into violence, we will continue to work with the parties, both on a bilateral basis and with partners in the EU and through the OSCE Minsk Group, to help find a long-term and comprehensive peace,” Price said.

According to editor of the Azerbaijani edition of JAMnews Husein Ismayilbayli, the United States does not in fact have many effective mechanisms for resolving the Azerbaijani-Armenian conflict:

“Ned Price’s answer to the journalist’s question is most likely of an on-duty nature and does not reflect the essence of what is happening in the region.”

According to the Ismayilbayli, some of Price’s statements don’t hold water at all:

“Price again appealed to the mediation of the OSCE Minsk Group, apparently wanting to give his answer a more or less official character. But everyone who is closely familiar with the conflict between Azerbaijan and Armenia has long known that this group cannot be revived.

“OSCE Minsk Group is dead”, Ilham Aliyev adding that throughout its existence, the OSCE Minsk Group has become a tool in the hands of those who wanted to freeze the conflict

“The reason for this is very simple: official Baku refused the mediation of the Minsk Group. No one can force Azerbaijan to sit at the negotiating table in this way. This is a bygone stage. Even Russia, one of the co-chairs of the OSCE Minsk Group, accepts the reality.

“Europe has also changed the format of the Minsk Group to directly participate in the negotiations of the European Council, headed by Chairman Charles Michel. True, these negotiations have not yet led to anything significant.

“If you look closely, the negotiations themselves, the trilateral meetings almost never ended with something really useful on the ground. Many issues are resolved on the basis of behind-the-scenes negotiations. You don’t have to be a great political scientist to notice this.

“By the end of August, two more high-level meetings between Azerbaijan and Armenia should take place. One in Moscow, the other in Brussels. True, so far neither Baku nor Yerevan have officially specified the dates. Let’s see what the results will be after these meetings. We can only hope for the best.”

Azerbaijan MOD suddenly decides to threaten with weapons

The Ministry of Defense (MOD) of Azerbaijan has suddenly decided to threaten with its weapons.

"The anti-aircraft defense units of the [Azerbaijani] Air Forces are on round-the-clock duty, the [Azerbaijani] airspace is under constant control, appropriate measures are being taken," the MOD of Azerbaijan suddenly announced.

And in the report disseminated by the Azerbaijani mass media, it is noted that, "On August 13, an Armenian quadrocopter was found and landed, which was trying to conduct reconnaissance flights over the Azerbaijani positions in the vicinity of Shusha [i.e., Sushi city of Nagorno-Karabakh]."

"The personnel of the Azerbaijani army is ready to prevent any provocation," the MOD of Azerbaijan declared.

Charles Michel extends condolences to families of victims of Yerevan explosion

YEREVAN, AUGUST 17, ARMENPRESS. President of the European Council Charles Michel extended condolences to the families of the victims of the Yerevan explosion.

“Today I join all Armenians in their mourning for the lives lost in the tragic explosion at Sumalu market in Yerevan. My sincere condolences to the families that lost their loved ones. I wish speedy recovery to all injured,” Michel tweeted.

Two days of national mourning are declared in Armenia in memory of the victims of the Surmalu trade center explosion.

Iran responds to EU proposal on nuclear deal – IRNA

Iran delivered its response to the latest draft of the potential deal in Vienna which was proposed by the European Union, calling for flexibility from the United States’ side to achieve a final deal to resume implementation of the 2015 nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), IRNA news agency reports.

Iran responded to the latest draft deal proposed by the EU early on Tuesday. What is perceived from the comments made by the Iranian negotiating team suggests that the disagreement is over three issues, two of which have been orally accepted by the US, but Iran insists on including them in the text.

Iran’s Supreme National Security Council convened yesterday evening, discussing the issue in detail. The council made a decision on Iran’s stance on the EU’s proposed draft and the final response was delivered.

 Mohammad Marandi, an aide to Iran’s negotiating team, said in a tweet that the outstanding issues could be solved and a possible deal is even closer.

US State Department Spokesman Ned Price said Washington would do so and deliver its response to the EU. However, he noted that the US was ready to implement the JCPOA if Iran did the same.

Iran’s Foreign Minister Hossein Amirabdollahian said yesterday that Iran has shown enough flexibility and the US knows this and that it was the US’ turn to show flexibility this time.

Media reports say that the EU has received Iran’s response, but they have yet to make an official statement.

President of Georgia offers condolences to families of victims of Yerevan explosion
