“I just want to take this opportunity as we’re sitting here to, in the first instance, praise the leadership of the prime minister and his government, the democratic reforms that they’ve been pursuing, the progress that continues to be made – but also to very much welcome the dialogue between Armenia and Azerbaijan, and to express real appreciation for the vision and the courage and the flexibility that the prime minister and Armenia have been showing in this process working toward what we all want, which is a lasting peace”, Blinken said.

Parliament Speaker says opposition’s actions coincide with most important visits and escalation of border situation

YEREVAN, MAY 3, ARMENPRESS. From the first hours of the opposition’s rally, shots with the use of large caliber weapons were fired by the Azerbaijani armed forces on the Armenian-Azerbaijani border, Speaker of Parliament of Armenia Alen Simonyan said at a briefing today.

“I have repeatedly stated that the actions of our opposition almost always coincide either with the most important visits (for example, the meeting with Russian President Vladimir Putin or President of the European Council Charles Michel), or the incidents occurring on the border”, the Speaker said.

The Speaker says he doesn’t consider this as a coincidence, adding that these actions are coordinated in some way.

“I think that our citizens understand well and also perceiving it, they do not join. These rallies are gradually becoming less crowded. As a result of that perception, people do not participate”, Alen Simonyan said.

Lawyer: Level of human rights protection ‘setting new records in democratic Armenia’

Lawyer Amram Makinyan says an Armenian woman detained by police during anti-government protests has been unlawfully held in police custody for several hours now.

"The level of human rights protection in Nikol’s “democratic Armenia” is setting new records,” he wrote on Facebook on Saturday.

“A detainee, who is a young woman, continues to be held in police custody after the expiry of the specified period (more than 6 hours now). Long live Nikol’s democracy!” the lawyer sneered.

Parents of soldiers killed in 44-day war block street and demand meeting with prosecutor general

Parents of soldiers killed in the 44-day war blocked Vazgen Sargsyan Street and demand a meeting with Prosecutor General Artur Davtyan.

They say they will keep the street closed until the prosecutor meets with them. For more than two hours parents have been in front of the prosecutor's office.

Armenia Bloc MPs Artur Ghazinyan and Aram Vardevanyan are also there.

The prosecutor's office suggested Artur Ghazinyan to come up to the building to discuss the parents' demands, but the parents rejected the suggestion, saying they want to meet with the prosecutor themselves.

The parents demand a fair investigation and prosecution of Prime Minister Nikol Pashinyan for the disastrous consequences of the war.

Earlier the parents were told by the Prosecutor General's Office that a petition concerning the Prime Minister had been sent to the Anti-Corruption Committee, and only in five days it will be clear what actions will be taken.

Armenia improves its democracy score in Freedom House’s Nations in Transit 2022 report

YEREVAN, APRIL 20, ARMENPRESS. Freedom House published its annual report Nations in Transit 2022.

The report says that since 2004 “three authoritarian regimes made democratic strides and joined the ranks of hybrid regimes: Moldova, Kosovo, and now Armenia”.

According to the Freedom House report, Armenia made an improvement in its democracy score, from 2.96 to 3.04, on a scale of 1 to 7, with 1 representing the lowest and 7 the highest level of democratic progress. Armenia registered progress in areas such as national democratic governance, electoral process, judicial framework and independence.

The country’s democracy percentage is 34%. According to the Freedom House, “the countries that have moved from authoritarian to hybrid forms of governance present a somewhat more promising picture, though they still fall short of democratic standards”.

“In Armenia, for example, citizens used a protest movement in 2018 and a series of competitive elections, most recently in 2021, to decisively end the Republican Party’s multidecade reign. The incumbents were replaced with a new generation of politicians who, despite notable flaws, possess a basic commitment to democracy and the public interest”, the report says.

The report also said that one-party dominance is typified by so-called “legislative turbo mode”. “This behavior is also on display in Armenia and Moldova, both of which feature postauthoritarian single party-dominated parliaments”, it added.

The report also noted that in Armenia, “local civil society groups were able to prevent the ruling party from pushing through a bill that would have placed its Human Rights Defender’s Office under greater government control”.

The report also touched upon the 2020 war in Nagorno Karabakh unleashed by Azerbaijan. It says that the 2020 military offensive launched by Azerbaijani President Ilham Aliyev in Nagorno Karabakh killed thousands of people and displaced many more.

Russia takes full control of Mariupol – Defense Minister

YEREVAN, APRIL 21, ARMENPRESS. Russian Defense Minister Sergei Shoygu announced that the Ukrainian city of Mariupol is now under the full control of Russian troops, TASS reported.

“As of today, entire Mariupol is under the control of the Russian army and the national militia of the Donetsk People’s Republic,” Shoygu said in a briefing with President Putin.

Shoygu added that the territory of the Azovstal factory in the city is "reliably" blocked. According to Russia, foreign mercenaries still remain in the territory of the factory.

A protest march dedicated to the 107th anniversary of the Armenian Genocide held in Jerusalem

YEREVAN, APRIL 20, ARMENPRESS. A protest march dedicated to the 107th anniversary of the Armenian Genocide took place in Jerusalem on April 20, ARMENPRESS reports the Chancellor of the Armenian Patriarchate of Jerusalem Archimandrite Koryun Baghdasaryan said, publishing photos from the march.

The participants of the march walked from St. Hakobyants Cathedral in Jerusalem to St. Gregory the Illuminator Church, where the intercession of the holy martyrs of the Armenian Genocide was performed. Afterwards, the marchers, who were carrying a banner reading "We walk for justice" and the flags of the Republic of Armenia, marched from St. Gregory the Illuminator Church to the Armenian Genocide Memorial, where a candlelight vigil took place.

A rally is scheduled for April 24 in front of the Turkish Consulate in Jerusalem. On the same day, in the evening, a commemorative event will be organized in the territory of Zharangavorats College.

Opposition MP says there has never been peace under current Armenian government

The Armenian authorities are trying to convince the people that the "era of peace" propagated by them is vital, while the other political forces would lead the country to war, according to MP Tigran Abrahamyan from the opposition With Honor faction.

“This is announced by the political force, during whose rule in 2020 the devastating 44-day war took place,” he wrote on Facebook on Tuesday.

He recalled that the Azerbaijani troops invaded Armenia's sovereign territory in Syunik and Gegharkunik Provinces in May and November 2021.

The MP also pointed to the advancement of Azerbaijani forces into Artsakh’s Parukh village and Karaghluh heights in violation of the trilateral statement signed with the Armenian authorities.

“While those from the [ruling] political group are intimidating the public, saying, "Do you know that if we leave, there will be no peace? But when has there been peace under your government?" Abrahamyan said.

Turkish press: The ‘G’ word and 1915 events: A handbook for Joe Biden

U.S. President Joe Biden has been stressing the importance of a “rules-based international order” since he assumed the presidency. Yet, in many instances, he saw no harm in disregarding the “rules” himself. This is particularly the case in matters related to Turkey, including his ungrounded statement labeling the 1915 events as “genocide.”

Biden apparently prefers not to take counsel from competent people with the necessary legal expertise before delving into historical and legal matters. Since 1948, norms of international law, specifically the U.N. Convention on the Prevention and Punishment of the Crime of Genocide, necessitate a decision by a competent court when referring to a case as genocide. An electoral campaign promise made to paid lobbyists does not justify such a statement in any way. What’s more, according to general principles of criminal law, non-retroactivity is a rule. Last year, the U.S. president did not mind openly contradicting these universally recognized norms and rules.

We will see whether Biden will insist on repeating the same mistake of using unfounded allegations for the 1915 events against Turkey this year. One would hope that this time he’d be informed about not only the necessary legal requirements to use the term, but also of the report written in 1919 by his fellow American Lieutenant General James Harbord, which exposed the fabrications later to be used by radicals to construct an “Armenian genocide” narrative. He may also want to look at the Tsarist Russian and Armenian sources to better understand the facts. For instance, the report of Hovhannes Kajaznuni, the first prime minister of the independent First Republic of Armenia, should serve as an eye-opener. He may also want to ask what is hidden in the Armenian archives that are still kept sealed, while the Turkish archives are open and accessible to historians.

Moreover, as far as the ongoing normalization efforts between Ankara and Yerevan are concerned, Biden should know that politicizing history once again in a prejudicial fashion will embolden none other than fanatical Armenian circles and their advocates, who oppose the normalization of Turkish-Armenian relations. This is even more concerning now, since these radicals, encouraged by the unobjective approach of a U.S. president, are now trying to have a biased act passed by the U.S. Congress. Obviously, they are aiming to draw enmity from history, nothing else.

Armenian MP: Azerbaijan will look for new targets on the way to achieve its goal

The Azerbaijani military aggression toward the village of Parukh and the Karaglukh heights was aimed at stepping up pressure on the Armenian-held part of Artsakh (Nagorno-Karabakh), MP Tigran Abrahamyan of the opposition With Honor faction said on Saturday.

“The status quo of the post-war period has already created quite a difficult situation for Artsakh and Armenia, but Azerbaijan is attempting to build on its advantage to ensure final control over the ‘veins’ of Artsakh's vital security and to achieve a complete exodus of Armenians from Artsakh,” he wrote on Faacebook.

In Abrahamyan’s words, Azerbaijan thus seeks to take full control of Artsakh swiftly.

"Naturally, the main supporters of this process are the Armenian authorities, who give a green light to Azerbaijan with their statements,” the lawmaker stated.

He referred to the advancement of the Azerbaijani troops in the Martakert region a few days ago, adding it “is a part of this chain.”

“Although the official statements suggest that there is an agreement on the withdrawal of Azerbaijanis to their initial positions, there is no guarantee that they will comply with the agreement or will not advance towards another area.

“Obviously, on the way to achieve its goal, Azerbaijan will look for new targets and vulnerable areas, which must be countered immediately,” Abrahamyan said.
