Pashinyan attends opening ceremony of new power plant in Yerevan

YEREVAN, NOVEMBER 29, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan attended today the opening of a new gas fired combined cycle power plant of 254 MWe in Yerevan, the PM’s Office said in a news release.

The PM toured the power plant, got acquainted with the works done so far together with Giovanni Rubini, Chief Executive Officer at Italy’s Renco S.p.A.

Around 270 million dollars were invested for the project. 1200 workers were involved in the construction works. 50 new permanent jobs have been created since the launch of the power plant.

The groundbreaking ceremony of the plant took place on July 12, 2019.

It was reported that the plant will supply the cheapest electricity to the energy network of Armenia.

The Central Bank has set the following prices for precious metals.

Gold price up by 258.02 drams to 27771.86 drams. Silver price up by 5.18 drams to 367.93 drams. Platinum price up by 244.93 drams to 15344.69 drams.

Armenian, Azerbaijani leaders to discuss POWs issue in Brussels

Prime Minister of Armenia Nikol Pashinyan and Azerbaijani president Ilham Aliyev will discuss humanitarian issues, including the issue of war prisoners during the December 15 meeting in Brussels, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said in an online press conference, answering the question what expectations Armenia has from the Brussels meeting.

"The important nuance is that we will try not to mix the agendas discussed in different formats. I think, yes, one of the issues to be discussed in Brussels will be humanitarian issues, including the issue of war prisoners. And within the framework of the EU’s Eastern Partnership, issues of our relations will be discussed. There will also be a general contextual discussion. And I do not think it is good to form expectations from any specific meeting, either negative or positive, one should not expect such rapid results”, Pashinyan said.

There are tensions in the region, and in order to overcome those tensions, Pashinyan attached great importance to negotiations and use the opportunities for negotiations. He also highlighted that exaggerated expectations or apocalyptic moods should not be shaped over those negotiations.

The Prime Minister reminded that a meeting will be held in Sochi on November 26 through the mediation of the Russian President. "By the way, the talks about that meeting did not start yesterday, they had started earlier. Such meetings and agreements should be positively reacted”, the Prime Minister said.

Azerbaijan rejects Yerevan’s claims Azeri troops trespassed into Armenian territory

BAKU, November 15. /TASS/. Azeri troops are fulfilling their official duties on the sovereign territory of their country, Spokeswoman for the Foreign Ministry of Azerbaijan Leila Abdullayeva said on Monday.

The press secretary of Azerbaijan’s Foreign Ministry thus dismissed claims by Armenia’s Prime Minister Nikol Pashinyan that Azeri troops trespassed into Armenian territory on the eastern border.

"The Azerbaijani side is taking measures in response to Armenia’s recent provocations. We want to stress that the Azeri troops are fulfilling their service duties on the sovereign territory of our country," she said.

Azerbaijan took relevant measures after Armenian servicemen amassed in the Lachin area of the state border on November 9 and 14 and the Azerbaijani army’s positions were bombarded from Armenian territory in the Kalbajar border district, Abdullayeva said.

"It is the Armenian military and the political leadership that bear the chief responsibility for the tension that has emerged," the press secretary said.

The situation on the Armenian-Azerbaijani border has been tense since May 12 when Armenia’s Defense Ministry reported that Azerbaijani forces had attempted to carry out "certain activities" in one of the Syunik Province’s districts to "adjust the border." Both sides have been periodically reporting border incidents since then.

Azerbaijan attacks Armenia, casualties reported

At 13:00 local time, the Azerbaijani Armed Forces launched another provocation by firing at Armenian positions in Syunik Province.

According to Banak journalist David Torosyan, Armenian military forces had to prevent an advancement by Azerbaijani units.

It is reported that the firefight began after the Azerbaijanis tried to capture two new combat positions in the Tsitsernakaqar area of Syunik province.

Deflecting responsibility for the firefight, the Azerbaijani Ministry of Defence claimed the alleged use of artillery by the Armenian side.

During the latest flareup caused by Azerbaijani aggression, Azeri forces have used artillery, armoured vehicles and firearms of various calibers.

It has also been reported that Azerbaijan lost armoured vehicles and the situation is under control.

Due to Azerbaijan’s efforts to its autonomous Nakhichevan Province with the mainland, which is separated by Syunik province, the Azerbaijani military is likely trying to seize the M2/E117 highway.

By doing so, it is not only a step forward to taking Syunik province, but it will also cut off the Republic of Armenia from Artsakh.

In response to Azerbaijan’s aggression, Secretary of the Republic of Armenia’s Security Council Armen Grigoryan appealed to Russia to defend its sovereign territory in accordance with the bilateral agreement from August 29, 1997.

Yerevan will turn to other structures and international partners if Azerbaijani aggression is not resolved with the help of Russia and the CSTO, Grigoryan said.

It has also been reported that Azerbaijan used missiles.

Yerevan is clarifying the data on the dead and wounded. At the moment, it is known about 4 wounded.

Russia to take further steps to stabilize situation in Nagorno Karabakh – Putin

Russian President Vladimir Putin has reassured his French counterpart, Emmanuel Macron, that Russia will continue to take efforts to stabilize the situation in Nagorno-Karabakh, TASS reported citing a Kremlin readout of a telephone conversation between Putin and Macron.

"The presidents discussed the situation in the Nagorno-Karabakh settlement process. Vladimir Putin noted that Russia will continue to take steps to promote stabilization of the situation and the implementation of the trilateral agreements reached with Russia’s mediation," it said.



Commander of Russian airbase in Armenia: Ready to perform tasks as intended

All aircraft that are at the Erebuni airfield are ready to perform their intended missions, the commander of the Russian airbase stationed at the Erebuni airfield in Yerevan, Colonel Alexander Petrov, told journalists.

“We are very actively cooperating with the Armenian Defense Ministry and with the Aviation Department of the Armenian Defense Ministry. Also with the commanders of the regiments, who are stationed at the Erebuni airfield and in Gyumri," said Colonel Petrov.

A year after the agreement between Armenia, Azerbaijan and Russia: Uncertainty lingers

Following last year’s deadly clashes between Azerbaijan and Armenia that lasted 44 days, a trilateral agreement was signed with the mediation of Russia; however, the dust has not settled yet in Karabakh. The 44-day war was a turning point not only for Azerbaijan, but also the whole region where various geopolitical interests overlap or compete. Although the agreement signed in consequence of the war was evaluated as a possible settlement of the conflict which has been a threat to regional security and development, there are still some barriers on the way to make a firm and final resolution. Unwilling to accept new realities and consider practical options for the region’s long-term prosperity, Armenia delays fulfillment of Article 4 and Article 9 of the agreement. Nationalistic appeals by Prime Minister Nikol Pashinyan and overconfidence of the Armenian government which brought the possibility of peaceful negotiations into question have become a costly trap for Armenia itself. In this respect, the role of Armenian diaspora and ambivalence dominating structures of the country are undeniable factors. Communities who salute ex-presidents for their harsher attitudes towards cooperation and establishment of a new future in the region halt and delay implementation of articles.

According to Article 4 in the trilateral agreement, the withdrawal of the Armenian armed forces should have been completed in parallel with the deployment of the Russian peacekeeping contingent. Until this day, illegal Armenian armed detachments occasionally try to commit provocations and affect the demarcation process. In addition to revengeful motives of Armenian forces, misguided activities of the Russian peacekeeping troops impose another barrier to the successful implementation of the clause. Deviating from its core mission, the peacekeepers were recorded to hold military drills and training, as well as allow entrance of vehicles carrying illegal Armenian soldiers through the Lachin corridor. Following numerous cases of shootings and provocations along the border, Azerbaijani Ministry of Defence sent an official letter of discontent, stating the need to comply with requirements, to the Russian Ministry of Defence and the Command of the Peacekeeping Forces on September 12, 2021, leaving tensions at higher levels.

By the same token, several problems are noticed in the implementation of Article 9 emphasizing the restoration of all economic and transport links in the region. Deriving from the acrimonious attitude towards Turkey and Azerbaijan and the fear of being dependent on two Turkic states, the Armenian government strives to prevent the establishment of the Zangezur corridor necessary for connecting the western regions of Azerbaijan with its Nakhchivan exclave and Turkey. Failing to adequately evaluate the importance of the corridor and transport routes for the development and security of the region, Armenia demonstrates more of an obstructing perspective. In this regard, it ignores the opportunity of leaving the blockade as proposed by Turkey and applauded by neighbouring countries after years of encountering economic difficulties.

Confrontations inside the government of Armenia and snap elections of June 20 substantially affected the implementation of clauses of the agreement which Armenians find humiliating. The negative reputation of Prime Minister Nikol Pashinyan after the defeat in the war compelled him to demonstrate a more rigorous attitude in his approach to the process to diminish risks of being overhauled by his rivals gaining popularity at the time. It is worth noting that much of the disinformation spread over the media about Azerbaijan’s advance over the borders by his main opponent Robert Kocharyan on the eve of elections was mostly popular in provinces where Pashinyan was not favored; like Zangezur (Syunik) region through which the proposed railways and roads are planned to pass through. The effect of the Armenian diaspora calling for the resignation of Pashinyan was undeniable, too.

Nevertheless, an upward trend is being noticed in the process. After the victory in June elections, Pashinyan conveyed more positive messages with regard to bringing peace in the region and stability for people. On October 15, he voiced interest in building peaceful relations and (re)opening transport routes in his speech during the meeting of the Commonwealth of Independent States, even though in June he voiced his absolute rejection of the idea. Foreign Minister of Turkey Mevlüt Çavuşoğlu also confirmed these messages and reiterated the need for practical steps. A similar approach was made by Russia, too. Recently, on 28 October, the spokesperson for the Russian Foreign Ministry Maria Zakharova stated in a briefing that Russia “would consider it correct to adhere to statements and steps that contribute to the implementation of trilateral agreements on unblocking all economic and transport ties in the South Caucasus”.

During his speech at Global Baku Forum President of Azerbaijan Ilham Aliyev reiterated Azerbaijan’s peaceful stance and intention for opening all transportation links in the region. Although back in spring he stressed the necessity of opening the Zangezur corridor regardless of Armenia’s position on the issue, changing dynamics implies possibility of a peaceful resolution. With respect to the demarcation process remaining as an unresolved issue, he emphasized that a proposal has already been made from Azerbaijan’s side to start working on the delimitation and demarcation of state borders with the recognition of the territorial integrity of both countries. Similar points were expressed by Prime Minister Pashinyan as well, sparking rumors that some achievement in this regard is expected in the anniversary of the agreement. On the other hand, the messages were to no avail, since there has been a growing number of cases of provocation during the last months; in particular, following the Victory Day celebrations on November 8 in Azerbaijan. More frequent clashes between the two sides have become a new normal in Karabakh and along the state borders.

To conclude, the failure to resolve the conflict dating back 30 years peacefully in such a geopolitically volatile and important region jeopardizes stability and economic development for the next few years. By demonstrating harsh attitude and hostile policies towards each other, both Azerbaijan and Armenia make a new round of war inevitable, hence canceling out plans for future cooperation. In this context, most will depend on Armenia’s commitment to fulfill the articles of the November 10 agreement.

Our goal is signing peace treaty – PM Pashinyan

The whole goal of the negotiation process within the framework of the OSCE Minsk Group Co-Chairs is to reach the point of concluding a peace treaty with Azerbaijan, ARMENPRESS reports the Armenian PM said at the National Assembly, during the parliament-Cabinet Q&A session, answering the question of MP Lena Nazaryan from “Civil Contract” Party that the Azerbaijani leadership offers Armenia to sign a peace treaty and what’s the respond of the Armenian side.

Pashinyan answered that Armenia has also offered and offers Azerbaijan to sign a peace treaty.

“This is not something new. In all the negotiation packages that existed before us, the goal of the negotiation process is to sign a peace treaty”, the PM said.

Nikol Pashinyan noted that it is strange for him when Azerbaijan says that they offer Armenia to sign a peace treaty, but there is no response from Armenia. According to the Prime Minister, not only there is a response from Armenia, but it has been said a dozen of times that it is not an Azerbaijani initiative.

"When we talk about the full restoration of the negotiation process, when we are involved in the negotiation process, our goal is to sign a peace treaty, which must be preceded by the agreement on the text of the peace treaty. It is a rather extensive process. We have never refused to do that work. On the contrary, we have always expressed readiness. We consider it our agenda," Pashinyan concluded.

Taguhi Tovmasyan calls for urgent discussions on suspension of parliamentary mandates

MP from opposition "With Honour" parliamentary faction  Taguhi Tovmasyan has commented on Facebook the recent developments on the Armenian-Azerbaijani border. 

"At this decisive moment happening in our country we may no longer work efficiently as a legislative branch. Regretfully, in a country with parliamentary system, lawmakers endowed with the primary mandate are unable to exert necessary efforts to prevent the unacceptable developments against our country. I call on the leaders of the opposition to launch urgent discussions on suspension of the parliamentary mandates, at the same declaring those who might take their mandates traitors," Tovmasyan wrote on her Facebook page. 

"Dear colleagues, we should act swiftly as we are losing a homeland," Taguhi Tovmasyan wrote, adding her idea is just one of the proposed ways for struggle and she is ready to hear other actions  based on consensus.
