Azerbaijan to set up checkpoint on Armenia’s Kapan-Chakaten motorway as of 12am Monday

YEREVAN. –  As of 12am Monday, the Azerbaijani side will set up a checkpoint to carry out border and customs control on the now-Azerbaijani-controlled section of the Kapan-Chakaten motorway, the National Security Service of Armenia informed Armenian News-NEWS.am.

Correspondingly, the Armenian side will also set up border and customs checkpoints in a mirror way on the said motorway.

The alternative motorway in this section will be ready by the end of the year.

YEREVAN, NOVEMBER 8, ARMENPRESS. At the invitation of the Minister of Defense of the Republic of Artsakh Kamo Vardanyan, the Minister of Defense of the Republic of Armenia Arshak Karapetyan paid a two-day working visit to the Republic of Artsakh on November 6.

As ARMENPRESS was informed from the MoD Armenia, accompanied by the Commander of the Defense Army, Arshak Karapetyan visited military bases, met the servicemen on combat duty, got acquainted with the fortification of the positions, as well as the social and living conditions of the servicemen.

In one of the military units of the Defense Army, addressing the servicemen guarding the borders of Artsakh, the Armenian Defense Minister stressed that the most important guarantee of peace is an army capable of fulfilling its combat tasks.

Highly appreciating the efforts made to protect the borders of Artsakh during the 44-day war and after it, Arshak Karapetyan awarded a number of servicemen of the Defense Army with diplomas and departmental medals of the Ministry of Defense of the Republic of Armenia.

On the same day, in Stepanakert, Arshak Karapetyan, within the framework of cooperation between the Defense Ministries of Armenia and Artsakh, participated in a working meeting of the leadership of the Defense Army, during which a number of issues related to security issues were discussed.

On November 7, Minister of Defense Arshak Karapetyan also visited Syunik region, in particular, the territory of Sev Lake (Black Lake). The Minister walked around the shore of the lake, met the soldiers on duty, thanked them for the round-the-clock combat duty.

Speaking about the possible solutions to the problem of infiltration of Azerbaijani units into the territory of the lake, the Minister once again assured that there is no alternative to the restoration of the state border, the Azerbaijani military must leave the sovereign territory of the Republic of Armenia.

During the visit, Arshak Karapetyan paid special attention to the construction of military positions in that highland zone, the accommodation conditions of the servicemen, and instructed the leadership of the military unit to correct the registered problems in a short period of time.

There are thousands of vacancies in Armenia, PM says

At the Cabinet meeting today, the PM said that there is a problem in the construction sector.

“The most frequent alarm coming from the business now is the problem of labor force, moreover, in all spheres, starting from construction to high technologies. We have a problem of jobs everywhere”, he said, adding that they must solve this issue.

Kremlin confirms videoconference between leaders of Armenia, Russia, Azerbaijan – Interfax

A trilateral meeting between the leaders of Armenia Russia and Azerbaijan is planned next week, Russian President’s Spokesperson Dmitry Peskov told Interfax.

Earlier, the Russia-1 TV channel (VGTRK) reported that events with the participation of Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan were not ruled out.

According to Interfax sources, the meeting in videoconference format is scheduled early next week.

Sports: Armenia journalists’ football team wins second place in Tbilisi

The football team of Armenia’s journalists participated in the international football championship commemorating renowned Soviet TV commentator Kote Makharadze in Tbilisi and won second place.

There were eight teams from Armenia, Georgia, Lithuania, Moldova, Ukraine (2 teams), Kazakhstan and Azerbaijan. They were split into two groups, and the teams that won first and second places made it to the semi-final.

The Armenia and Azerbaijan teams were in different groups. During the semi-final, the Armenian journalists outscored the Kyiv team 4-3, and were defeated by the Moldovans during the final.

The Armenia team’s Vahe Khachatryan was declared the best goalkeeper of the championship.

The Armenia team had serious problems with personnel.

The championship is organized by the Independent Association of Sport Journalists, and the Armenia team’s participation was sponsored by TotoGaming.

In September, the football team of Armenia’s journalists won second place at the traditional championship held in Druskininkay, Lithuania.

Armenian, Iranian General Prosecutors reach agreement on jointly withstanding new challenges

YEREVAN, NOVEMBER 1, ARMENPRESS. The Prosecutors General of Armenia and Iran, recording the achievements, have reached agreements to jointly withstand new challenges, ARMENPRESS reports the Prosecutor General of the Republic of Armenia Arthur Davtyan said in an interview with the Public TV, referring to the recent visit of the Prosecutor General of Iran Mohammad Jafar Montazeri to Armenia.

“Among these agreements, I attach great importance to the joint will to clear the region from terrorists, to the need to fully implement the legal mechanisms, about which he, my Iranian counterpart, spoke very clearly. Back in the first days of the war, when we already received the first factual information about the presence of mercenary terrorists in the region, especially in the southern part of Artsakh, taking into account also our partnering relations, I informed my colleague about it, because it was the border area with Iran. There were reasonable doubts and risks that the terrorists recognized no borders, there could be any movement. This was appreciated by my colleague, and the necessary preventive measures were taken. Today, they also have clear facts about the activities of terrorists in the region and the area I mentioned, and their existence today, and the need to fight against this evil through joint legal mechanisms was recorded”, Davtyan said.

UN says record 48 mln people internally displaced worldwide due to conflicts

The global number of people internally displaced due to conflicts has reached 48 mln, the highest on record, United Nations Special Rapporteur on the human rights of internally displaced persons Cecilia Jimenez-Damary said at a meeting of the UN General Assembly's Third Committee, reports TASS.

“The number of people living in internal displacement because of armed conflict and violence reached 48 million globally at the end of 2020, the highest number ever recorded”, she pointed out. “Amid the increasingly complex nature of armed conflicts and generalized violence, it has become more difficult to enhance compliance with international humanitarian law and human rights”, Jimenez-Damary added.

According to the UN special rapporteur, situations of conflict and violence can also be compounded by disasters as drivers of displacement and, since 2020, by the COVID-19 pandemic.

International Community Needs Access to Nagorny Karabakh

A Council of Europe report on the humanitarian consequences of last year’s Nagorny Karabakh war has called for international organisations and the media to have “unimpeded access” to the territory. The council also said it was “appalled” by the conflict’s death toll, which included over 3,900 Armenian and 2,900 Azerbaijani military personnel killed or missing. It called for all remaining captives to be released and condemned the damage and destruction to cultural heritage on both sides. Paul Gavan, an Irish member of the parliament and the document’s rapporteur, described the challenges in researching the report and outlined potential next steps.

IWPR: The Assembly calls on both sides to provide the international community with access to Nagorny Karabakh. Why is this so crucial and what role can it play post war?

Paul Gavan: I think it is important to recognise that the people of Nagorny Karabakh do feel abandoned by the international community. The most frustrating thing about writing the report was that I could not access Karabakh. I do believe that international community can do more, and we have to gain access. Real pressure has to be increased to ensure that we have proper access, not just the Red Cross, not just the Russians, that we have proper access for humanitarian organisations like the Council of Europe, like the UN so that we can help people on the ground, and of course see what is actually happening.

Which side prevents access to Karabakh?

I was hoping that I would be able to get access from one side and leave from the other, but I have no cooperation from either side basically. In Armenia they told me to go via the Lachin corridor, but I can’t do that, because no international organisation recognises that as a legitimate way to go. I tried to find a compromise, and I have not got that from either side. The report would benefit hugely for me if I could have been there in Karabakh, it is a weaker report because I was not there.

You recognised in the document the existential threat that Armenians feel living in Karabakh. Many are already leaving; what should be done to prevent this depopulation and exodus of Armenians?

It should not be happening, I agree with you. People have the right to live in their homeland. It applies equally, by the way, to Azerbaijanis. That is why one of the important points I make is that we need to see -at least in the short term – some kind of demilitarised zone operating across that border, particularly across Karabakh, to try to give some level of reassurance to the people living there.

You were critical about atrocities on both sides. What was the most worrying violence in your mind?

I singled out the trophy park [a park in Baku displaying militaries trophies from the 2020 war], and when I met a senior aide to President [Ilham] Aliev, I said exactly the same to him – that the Baku trophy park sends all the wrong messages. I am very clear in relation to that. There has to be the means of moving forward here, and what I was trying to do in my report is to suggest concrete actions that could help. I mentioned prisoner release, mine maps… those  mine maps have to be released, and to be honest I don’t believe that Armenia does not have any more to hand over. The issue of border tension is the one that worries me most, and I think the idea to demilitarise the zone around the border is something that both sides and indeed the international community should work towards.

I also singled out the fact that Council of Europe bodies have highlighted in particular the problems of hate speech in Azerbaijan. There are problems on both sides and I have got a huge dossier from the Azeris in relation to hate speech episodes on the Armenian side in social media. Awful stuff, but I think the difference is it seems to be tolerated, and at some degree, propagated at state level in Azerbaijan, and this… has to be called out.

Many in Armenia were disturbed with an amendment which added the Azerbaijani name Ghazanchi to the description of the Armenian Ghazanchetsots church in Shushi. How does this comply with your previous references to cultural heritage?

When I was referring to areas I would use both Armenian and Azerbaijan [terms], I am not replacing one with the other, I would say Stepanakert/Khankendi. You know how important language is, and I am going to unintentionally offend someone every time. The simple reason I adopted this amendment was not to replace the name, but to say, here is how the Armenians are calling it, and here is how the Azerbaijanis are calling it.

My point is to try to be as inclusive in the report as I can, I am not suggesting that one name is better than the other…Who I am to say that he is wrong and somebody else is right? My job here is not to judge, but simply to be inclusive.

The resolution seems to believe that there might be an opening of trade corridors . How is it possible, considering the recent war and the involvement of Turkey, which is a clear reminder for Armenians of the 1915 genocide?

I can understand why would you say that. In the report I clearly said that Turkey had a role, I clearly called out that they were involved in recruiting mercenaries, so I have no illusions about the challenges that Armenia face in that respect.

It strikes me that ultimately Armenia and Azerbaijan are going to  have to work things out as neighbours. And I would have thought trade might not be a bad way to start. Our peace process in Northern Ireland did not start until there was dialogue, and you won’t convince me that there are not some people of goodwill on the other side.

REC: 20+ Russian Exporters Participate in Business Mission to Armenia

More than 20 Russian exporters are taking part in an international multi-industry business mission to Yerevan, the Russian Export Centre reported.

The exhibition was opened jointly by Dmitry Volvach, Deputy Minister of Economic Development of the Russian Federation, and Vache Terteryan, Armenia’s Deputy Minister of the Territorial Administration and Infrastructure, on Monday.

"The event which has been organised by the Russian Export Centre JSC (part of VEB.RF Group) will take place from 18 to 20 October 2021 with the support of Armenia's Fund Investment Support Centre, and will be attended by 24 Russian exporters and more than 70 Armenian companies," the statement said.

Russian companies will be showcasing a whole host of industries including food, agricultural machinery, construction equipment, information technology for various industries, energy, mechanical engineering, medicine and pharmaceuticals.
Businesses represented at the event include Npg Sady Pridonya, a leading juice and baby food producer, JSC Tander which, as the owned of the Magnit supermarket chain is one of Russia's largest grocery producers, and Mikromir which makes equipment for outdoor children's playgrounds.

"Roughly 250 targeted meetings between Russian and Armenian businesses are planned over the three days, as well as a plenary session on 'Development of Economic Cooperation and Partnership: New Opportunities for Armenian-Russian Interaction' and a roundtable on 'State of the Healthcare System in Armenia and Prospects for Russian Companies to Enter the Armenian Market'," the REC said.

There will also be individual off-site events for exporters.
The business mission has been co-hosted by the Republic of Armenia's Ministry of Economy, and the Trade Representation of the Russian Federation in the Republic of Armenia.

ICRC delegation in Armenia doing its best to reveal fate of captives

YEREVAN, 18 OCTOBER, ARMENPRESS. Chief of the General Staff of the Armed Forces of Armenia, Lieutenant General Artak Davtyan received Thierry Ribo, Head of the International Committee of the Red Cross Delegation to Armenia on October 18.

As ARMENPRESS was informed from the Defense Ministry, during the meeting the parties highly assessed the cooperation of the Armenian Armed Forces with the International Committee of the Red Cross in Armenia, outlined the further steps aimed at increasing the efficiency of cooperation, discussed the forthcoming joint programs and new directions of cooperation. Special attention was paid to the issues of organizing trainings on international humanitarian law in the Armed Forces of Armenia, implementation of scientific-methodological exercises, deadlines were set.

Lieutenant General Artak Davtyan highlighted the role of the ICRC in revealing the fate of missing servicemen, POWs and civilian hostages during the 44-day war of 2020. Thierry Ribo noted that the delegation is doing its utmost to resolve the issue.
