Artsakh’s Defense Army confirms ceasefire violation by Azerbaijan

In the evening of October 14, the Azerbaijani armed forces opened fire on a military base of the Defense Army located on the eastern border of the Artsakh Republic, Artsakh’s Defense Ministry said in a statement.

It confirmed that six servicemen were wounded. The incident was immediately reported to the command of the Russian peacekeeping troops in Artsakh.

The Ministry of Defense of the Artsakh Republic declares that it continues to adhere to the ceasefire regime and calls on the Azerbaijani side to refrain from destabilizing actions.

Azerbaijan continues to actively promote ethnic hatred against Armenians, Yeghishe Kirakosyan tells UN court

Azerbaijan systematically promotes ethnic hatred against Armenians, Armenia’s representative before the ECHR, Yeghishe Kirakosyan, told the International Court of Justice, the principal judicial organ of the United Nations, in The Hague on Thursday, asking the court to stop a cycle of violence and hatred against ethnic Armenians.

Armenia filed a case against Azerbaijan at the World Court last month, stating Azerbaijan has violated the International Convention on the Elimination of All Forms of Racial Discrimination.

Kirakosyan’s comments came as the court opened a hearing into a request by Armenia for judges to impose urgent interim measures against Azerbaijan to stop the violations. Among the requested measures are an order to release Armenian prisoners of war and other captives being held in Azerbaijan and to close the so-called “military trophies park”.

Kirakosyan stated Armenia was not asking the court to rule on the root causes of the war, but seeks to “prevent and remedy the cycle of violence and hatred perpetrated against ethnic Armenians.”

"Generations upon generations are indoctrinated into this culture of fear and hate of anything and everything Armenian," Kirakosyan said.

Not even the conclusion of the trilateral statement of November 2020 has prevented Azerbaijan from violating the Convention, he stressed.

“Azerbaijan continues to espouse and actively promote ethnic hatred against Armenians. The so-called “military trophies park” has stood as a grotesque monument to this ideology of hate,” Kirakosyan stated.

“Azerbaijan has captured, tortured, and arbitrarily detained numerous members of Armenian armed forces and civilians of ethnic Armenian origin. Azerbaijan, moreover, continues to destroy Armenian cultural heritage and religious sites or negate the Armenian character, and the territory’s economic controls. All those violations were perpetrated and continue to be perpetrated as we speak,” he said.

Fresno is our home. Some of us have been here one year; others, a century or more. Over time, a home collects memories and mementos. Over time, we realize that we no longer need some of these items. Over time, we realize that we never should have had them in the first place. Cleaning house is a natural function of being in a home, whether for one year or for one century.

Although the Fresno Unified School District board was presented with a golden opportunity earlier this year to honor a respected member of an ignored community by naming a new school after world-renowned journalist and local educator Roger Tatarian, and buttressed with overwhelming community support, the board chose to forge its own path and honor a relatively unknown family for superficial reasons.

Over 100 years and over 100 schools, not one school in Fresno honors an Armenian.

Because of that slight by this board (and this slight is just the most recent in a long list of undeserved and unacceptable poor treatment dumped on the Armenian community), the supporters of honoring Roger Tatarian with a school named in his honor began a march for justice. The end result has been to illuminate those who dwell in Fresno, oftentimes with the lights off, of its history, how it is preserved, and how cleaning house responsibly can benefit all.

Roger Tatarian was born and raised in Fresno. Part of that upbringing included countless indignations due to his Armenian ethnicity, in and of itself, but also because so-called leaders of this community could not stand to see someone they looked down their noses at, now having no choice but to look up to. Hence, Roger had to flee his hometown’s bigotry in order to flourish and become one of the most respected journalists, on a global scene, and one of the most beloved educators, locally, at California State University Fresno.

Ultimately, Roger did what all successful people do: he set his goals for success, formulated a game plan undergirded by a passion for excellence in his profession, and let nothing stand in his way. Whether he set out to be a role model or not, he is one, and for that reason alone his name deserves to be memorialized on a place of learning.

There are plenty, of course, who would speak highly of J.C. Forkner, no matter his deeds. To his credit, he could grow a fig. But that claim fades to nothingness when compared to his other claim to fame: Forkner put into practice a vile plan of separating and excluding various races from home ownership in many parts of Fresno; that plan eventually morphed into a sanctioned plan of red-lining various neighborhoods such that today, nearly 80% of Fresno, and a nearly equal number of Fresno Unified board members, could not live in Fresno. If you are, in whole or in part, Armenian, Hindu, Negro, Mexican, or Asiatic, you and you kind are not welcome here.

Well, I am of this “kind” and I am not going anywhere. I am proud of Fresno and I would think that at this stage in human history and advancement of our intellect, we would be able to know what we want to keep in our house, and what should have never been there in the first place.

J.C. Forkner was honored by having a school named after him because he planted the seeds of figs; he also planted the seeds of bigotry. Sadly, those trees are still producing fruit. It is time to clean house. It is time to honor Roger Tatarian.

Civilian killed in Artsakh in Azerbaijani shooting

A civilian resident of Artsakh’s city of Martakert has been killed in sniper shooting from the Azerbaijani side, the Police of the Republic of Artsakh report.

“According to preliminary information, Aram Tepnants, 55, was killed by a sniper in the pomegranate orchard near Martakert at 1:15 p.m today,” the Police said said.

Investigators are currently working at the scene. The information has ben passed on to the Russian peacekeepers.

Lithuanian PM hopeful of return to political resolution of NK conflict

VILNIUS, OCTOBER 4, ARMENPRESS. Lithuanian Prime Minister Ingrida Simonyte expressed hope that it will be possible to return to the political resolution of the Nagorno Karabakh conflict under the auspices of the OSCE Minsk Group Co-Chairs.

“Everyone, including us, are hopeful that it will be possible to return to a political resolution under the auspices of the Minsk Group Co-Chairs,” PM Simonyte said at a joint press conference with Armenian PM Nikol Pashinyan in Vilnius.

PM Simonyte said that there are a number of EU leaders who sincerely think about security and peace in the region. “Therefore I am sure that the EU will pay sufficient attention to this issue, also with practical advice and solutions will help the practical resolution of the conflict,” she said.

5.2 magnitude earthquake registered in Iran

YEREVAN, OCTOBER 1, ARMENPRESS. An earthquake measuring 5.2 on the Richter scale rocked Genaveh Port, Bushehr Province, southern Iran on Friday, IRNA reports.

According to the Seismological Center of the Geophysics Institute of Tehran University, the earthquake occurred at  04:45 hours local time (05:150 Yerevan time) and at the depth of 10 km underground.

No casualties or damages have been reported.

PACE to discuss humanitarian consequences of the Armenian-Azerbaijani conflict

The autumn session of the Parliamentary Assembly of the Council of Europe, which will take place on September 27-30, kicks off in Strasbourg, ARMENPRESS reports, citing the official website of the PACE, on the first day of the session the report prepared by Paul Gavan, a delegate from Ireland, themed ‘’The humanitarian consequences the conflict between Armenia and Azerbaijan’’, will be discussed.

According to the draft report, the Parliamentary Assembly regrets the tragic humanitarian consequences of the Armenian-Azerbaijani conflict. It is mentioned that the conflict had two major outbreaks, one of which lasted from 1991 to 1994, and the second was the Six-Week War of 2020.

"During the last six-week war, more than 3,900 Armenians, more than 2,900 Azeris, were killed or missed in action, as well as many civilians were killed. More than 91,000 Armenians and 84,000 Azeris have been displaced," the draft report said.

The rapporteur, Paul Gavan, also made recommendations to Armenia and Azerbaijan on the steps that could help overcome the humanitarian consequences of the war in the short and long term period, and advance the peace and reconciliation process. According to the rapporteur, the international community, including the Council of Europe, is ready to help both countries.

And in the draft resolution the Parliamentary Assembly reminds that by joining the Council of Europe in January 2001, Armenia and Azerbaijan pledged to use exclusively peaceful means to resolve the conflict. Therefore, the Six-Week War of 2020 is a violation of those commitments, which must be properly addressed by the Council of Europe.

From French Chamonix to Armenia’s Dilijan: Third Armenian Summit of Minds to be held in October

Dilijan, Armenia, will host the third Armenian Summit of Minds October 23-24, the President’s Press Office reports.

The recent Summit of Minds traditionally held in Chamonix, France, brought together incumbent and former officials from different countries, well-known figures from political, economic, scientific, cultural and business circles, as well as heads of international think tanks. The President of the Republic of Armenia Armen Sarkissian participated in the summit.

The Summit of Minds is a unique platform for the exchange of ideas, knowledge and experience, the main goals of which are to present new ideas on key issues, to establish new partnerships through direct discussions.

This prestigious international conference, traditionally held in the French city of Chamonix, was hosted in June 2019 in Dilijan, Armenia. For the first time in its history, the summit was held outside Chamonix. An exceptional agreement on its organization was reached in September 2018, when the President of the Republic of Armenia Armen Sarkissian participated in the summit as keynote speaker.

The conference held in Dilijan was called Armenian Summit of Minds and has become a unique Armenian brand.

Back in 2019, Chamonix expressed a desire to establish deeper friendly relations with Dilijan. Chamonix is a classic example of how a small town can be so successful. Smaller than Dilijan, with a population of less than 10,000, Chamonix receives 5 million tourists a year, from skiing enthusiasts to cultural and conference visits.

Both Chamonix and Dilijan have wonderful nature, clean air, ecologically clean environment. With a clear vision of development, strategy and program, Dilijan also has all the opportunities to become a tourist center, cultural, intellectual, tourist city. The friendship between Chamonix and Dilijan will bring to Armenia not only thoughts and ideas, but also experience, business relations, international partnership.

President Armen Sarkissian invited the participants of the Chamonix discussions to the Third Armenian Summit of Minds scheduled for October 23-24 in Dilijan, which is a unique opportunity to present Armenia’s potential, develop new areas of cooperation and establish business ties.

Crosstone-monument in memory of fallen Berkadzor residents unveiled in Artsakh

A ceremony of unveiling a crosstone-monument in memory of the residents of Berkadzor community fallen during the third Artsakh war took place on Saturday in Askeran region. Artsakh Republic President Arayik Harutyunyan attended the ceremony, the president's office reported. 

President Harutyunyan delivered remarks, stressing  to continue efforts aimed at empowering Artsakh with determination is the best way to honor memory of all those brave sons who had sacrificed their lives for the Homeland. 

Tagavard villagers in Karabakh demanded to ensure their safety

Residents of the Tagavard-Kaler village in Nagorno-Karabakh have demanded to set up posts of Russian peacemakers in the village and arm the men in order to ensure villagers' safety.

The "Caucasian Knot" has reported that as a result of the 2020 autumn war the above village of Tagavard came under Azerbaijan's control; and the lower part of the village, named Tagavard-Kaler, remained on the Armenian side. By February this year, 140 families returned to Tagavard-Kaler, but they were deprived of drinking water and opportunity to engage in agriculture and animal husbandry, since under the terms of the armistice, a part of the Tagavard village had passed to Baku.

Margarita Saakyan, the principal of the Tagavard-Kaler school, said that the building was badly damaged by missile attacks. She has noted that the school is clearly visible from the Azerbaijani combat positions; and she has to constantly remind schoolchildren about this.

Liana Stepanyan, the school librarian, said that four missile shells hit her house. While it is restored, she and her family have to rent housing. She hopes very much that the safety of the village will be ensured, because people would not like to leave their houses and their native village.

Apres Avagimyan, a father of four children, has stated that the number of Armenian and Russian posts around the village should be increased, so that Azerbaijani militaries could not try invading the village.
