Azerbaijani press: Economy minister appointed co-chair of Azerbaijan-Israel Joint Commission

According to the Order, the co-chair of the Joint Commission between the Government of the Republic of Azerbaijan and the Government of Israel has been changed.
Based on the change, the Minister of Economy has been appointed co-chair of the commission.
So far, the Minister of Taxes has acted as co-chair of the commission.

Members of Parliament, reporters, administrative staff members of the legislature are being screened for fever.
Disinfecting hand gels are available at the entrances and elsewhere inside the building.

Armenia takes measures to ensure face mask availability for general public amid global shortage

YEREVAN, MARCH 1, ARMENPRESS. There is a global shortage of face masks, Minister of Healthcare Arsen Torosyan told a news conference when asked about the deficit of the protective masks in the Armenian market.
“Face masks are not available in many countries, and what’s left has become expensive. Here, there is a need to enhance production capacity. We have imported 165,000 face masks for our needs, and soon we will import an additional 50,000. The face masks are primarily highly required at the medical institutions,” he said.
Torosyan said a possible local production of face masks is being considered, however, he said, businessmen realize that if the outbreaks soon get eliminated the demand for the product will decrease. He said all necessary measures are taken to ensure the availability of face masks for the general population.
“I would like to note this once more, you don’t have to wear a face mask when walking in the street. It is necessary to wear it when you are coming in contact with someone who has a respiratory virus. Or, the ill person themselves should wear it,” the minister said.
Regarding the prices of the face masks, Torosyan said the anti-trust regulator is monitoring the market to prevent an artificial hike of prices. He noted that “there are manipulations in the market”.

Asbarez: ‘Family and Community’ Opens Daycare Center in Artik
ARTIK, Armenia—A new daycare center was officially inaugurated today in the town of Artik, in Armenia’s Shirak province, by “Family and Community,” a non-governmental organization. The new center, renovated by the Tufenkian Foundation, will provide daycare for children who come from vulnerable families.
Artik’s center became the fifth hub in the NGO’s map, alongside ones in Armavir, Metsamor, Noyemberyan, and Ijevan. The center opened its doors for the children of Artik due to a generous donation from Ralph and Armik Yirikian. The opening ceremony has united the residents of Artik as well as Ralph Yirikian, the Foundation’s executive director Raffi Doudaklian, Governor Tigran Petrossian, Member of Parliament Sofya Hovsepian, and other government officials.
The center is first of its kind in Artik and surrounding villages. For the current year, about 100 children will be able to visit the center after school hours and participate in various extracurricular classes and activities such as singing, pottery, drawing, and more.
“Such centers are significant for our society, as they keep children away from the streets and help them become good people and citizens. We are delighted and proud that children in Artik will now have such an opportunity,” remarked Ralph Yirikian, the primary sponsor of the construction. The center will operate in an old Soviet-era building that went through a complete reconstruction and renovation organized by the Tufenkian Foundation earlier in 2019. The municipality of Artik has provided the building for the center.
“We are trying to expand the network of such centers in Armenia, and we are glad that the decision fell on opening the new one in Artik, as Gyumri is the only city in the region that has such centers. Once again, we are thankful to our donors, the team that worked hard to make this center a reality, and, of course, we are happy for the children of Artik, who will have the opportunity to receive various social services from a team of expert social workers,” stated the Executive Director of Tufenkian Foundation, Raffi Doudaklian.
“Family and Community” currently runs four other centers in four towns of Armenia: Metsamor, Armavir, Ijevan, and Noyemberyan. The core idea in the philosophy of the organizatoin is the concept of family. “The environment that a family creates for a child leaves an impact on them [the child] for the rest of their life. We strongly believe in the values that come with the idea of family,” said Knarik Garanfilyan, the director of the organization.
After the welcoming speeches, the local children participated in the ribbon cutting ceremony, officially launching the operations of the center. Soon, the center will operate in its full capacity.
“Family and Community” NGO is one of the main beneficiaries of the Tufenkian Foundation. The organization implements programs for social and psychological support, empowerment of families, capacity building for the youth, identification, and development of their resources, development, and empowerment of communities, and organizes daycare for school-aged children. While working together, the lives of many children have changed for the better. The Foundation currently runs online fundraising for further development of the center.
Founded in 1999 by entrepreneur James Tufenkian, the Tufenkian Foundation has worked in Artsakh for over 15 years. Its on-the-ground efforts feature the promotion of resettlement, infrastructure, healthcare, and other development programs.
Lawyer: Political persecution against Kocharyan becoming increasingly obvious
"Those people who accuse us of protracting court hearings simply do not want to face the reality," Hayk Alumyan, a member of Armenia's second President Robert Kocharyan's defense team, told reporters after a court hearing on Tuesday.
The court hearing in the trial of the ex-president and three other former senior officials had to be postponed shortly after it started on Tuesday amid the absence of the interpreter.
Alumyan reiterated that his client is remanded in custody in a completely unjustified and unlawful manner.
The lawyer did not rule out that the reports that Chancellor Angela Merkel was interested in Robert Kocharyan's case and its legality during a meeting with Prime Minister Nikol Pashinyan in Germany are true.
According to Alumyan, he is not aware of the details, but does not rule out the possibility that such questions will be addressed to the Armenian authorities more and more often.
"It is becoming increasingly apparent to everyone that there is political persecution here," he said.
Pashinyan explains his “Karabakh is Armenia, that’s it” remark
“We have stated that we will consider an attack on Karabakh by Azerbaijan an attack on Armenia. Armenia is the guarantor of Karabakh’s security. This is all that needs to be said,” Pashinyan noted at Friedrich-Ebert-Stiftung (FES), where he delivered a speech on February 13 during the working visit to Germany.
The Prime Minister underlined that unilateral efforts could not solve the Karabakh issue.
“Even if we assume that any government of Armenia should make one-sided efforts, it will only aggravate the problem, but not solve it. Azerbaijan loves to talk about territories, but we are talking about security, which is important to understand. If a country makes someone a hero for murdering an Armenian…
The buffer zone Azerbaijan talks about was created exactly because of that, because when Azerbaijan shelled civilians’ homes, people, children had to hide in basements for years.
When we hear “territories”, we think of security. First of all, it is not the Republic of Armenia, but the Republic of Artsakh that is not ready to concede its territories, the same as no country is ready to jeopardize its security. Therefore, the solution for this situation can be based only on guarantees of security, which are none at the moment. There have never been such guarantees. The lack of guarantees caused the situation we have now.
We have not seen a single constructive step on the part of Azerbaijan in the last year and a half of talks. However, I would like to note that Azerbaijani President Ilham Aliyev and I managed to reduce the tension in the region and at the borders to an unprecedented low since our first meeting in September of 2018. I hope that constructive discussions will help us maintain the relatively stable situation and progress toward a legal settlement,” said Nikol Pashinyan.
Pashinyan responds to criticism about oppressing opposition opinions

YEREVAN, FEBRUARY 12, ARMENPRESS. During Parliament-Cabinet Q&A session Prime Minister of Armenia Nikol Pashinyan responded to the criticism addressed to the authorities about oppressing the people with opposition views.
ARMENPRESS reports PM Pashinyan said, “There has never been any voting in Armenia when there are 5 opposition TV channels, there has never been a voting in Armenia when Armenia shares the 8th place with France in terms of freedom of press. What are you talking about? Whose mouth do we shut? Whose car do we burn”, he said.
Saying “Whose car do we burn?” Nikol Pashinyan supposedly referred to the incident when his car was burnt down in 2004, when he was the editor-in-chief of Haykakan Zhamanak daily.
