YEREVAN, JUNE 15, ARMENPRESS. Former lawmaker Manvel Grigoryan, currently jailed in pre-trial detention on charges of embezzlement and grand theft, has again been taken to a civilian hospital in Yerevan.

Director of the Nairi Medical Center Anatoly Gnuni told ARMENPRESS Grigoryan was taken to their hospital Friday afternoon based on the correctional facility’s notice.

“He is in a moderate severe state,” Gnuni said, adding that the ex-MP was taken to Nairi hospital for a checkup. He said the test results will enable to give a final conclusion on Grigoryan’s health.

The ruling body’s principle of rotating finals is a good one but the golden ticket has to be awarded for the right reasons

You had to admire Uefa’s steadfastness in the face of unfortunate timing. The decision to award the hosting rights for the Europa League final to Baku, the capital of Azerbaijan, was made public in September 2017, just a few weeks after entirely unrelated revelations about a huge underhanded campaign to whitewash Azerbaijan’s international reputation.

The so-called Azerbaijani Laundromat scandal came to light thanks to bank leaks that showed about £2bn had been funnelled out of oil-rich Azerbaijan between 2012 and 2014 through various European financial institutions and companies, including some registered in Britain. It was primarily an elaborate money-laundering scam but some lolly found its way into the pockets of lobbyists and politicians who were encouraged to help polish the reputation of Azerbaijan.

In the aftermath of the revelations 13 members of the Parliamentary Assembly of the Council of Europe (Pace) were found to have accepted gifts or bribes from the Azerbaijani government and were expelled from the Council of Europe, an organisation set up in 1947 “to promote democracy and protect human rights and the rule of law in Europe”. The donations were made around the time Pace was compiling a report into institutionalised corruption and the suppression of politician dissent in Azerbaijan.

Ilham Aliyev, the country’s president since 2003, went on to win a third term in 2018, with an impressive 86% of the Azerbaijani electorate apparently convinced there was no better person for the job. Aliyev’s regime does not score so highly on Reporters Without Borders’ World Press Freedom Index, in which Azerbaijan has slipped this year to 166th, the lowest-ranked country in Europe, between Bahrain and Equatorial Guinea.

“Not content with crushing all forms of pluralism, president Ilham Aliyev has been waging a relentless war against his remaining media critics since 2014,” says Reporters Without Borders. “Independent journalists and bloggers are jailed on absurd grounds if they do not first yield to harassment, beatings, blackmail or bribes.”

Still, none of the above has anything to do with Uefa or football, so why not let Baku stage the final of Europe’s second most prestigious club competition. Right?

OK, let’s go with that line of thinking for a moment.

Uefa cannot avoid political considerations altogether because, unhappily for football’s not-for-profit governing body, it turns out that one of the teams who reached the final, Arsenal, have a player from Armenia. There are no diplomatic relations between Azerbaijan and Armenia because of the Nagorno-Karabakh conflict and although Azerbaijani authorities have said they will allow Henrikh Mkhitaryan into the country, Arsenal have yet to be satisfied by Uefa that their midfielder’s safety can be guaranteed. The club, therefore, may feel obliged to omit one of their top players from the most important match of their season.

Uefa is well aware of the depth of the tensions that exist between Azerbaijan and Armenia. There may even be some culture buffs at Uefa who read a report in February in the art journal Hyperallergic, which claimed that over the last 30 years the Azerbaijani government has engaged in the systematic destruction of traces of the country’s Armenian heritage, including Unesco-protected monuments, on a scale beyond that of the Islamic State’s dynamiting of Palmyra in the Syrian desert.

Because of its awareness of the enmity between the two governments, Uefa keeps Azerbaijan and Armenia apart in draws for competitions. But it looks as if it failed to plan for the eventuality of a team with an Armenia international reaching a final. One wonders what will happen if Armenia qualify for Euro 2020. Baku was awarded the right to host four matches in those finals, three group games and a quarter-final.

Uefa’s decision was a publicity coup for the Azerbaijani regime, with the country’s official media organ reacting to the award of the Europa Leaguefinal by hailing it as another chance for the country to showcase its ability to stage world-class events and to prove it is a major “Eurasian logistical hub”.

Alas, that last claim took a dent when Uefa said Arsenal and Chelsea would be allocated fewer than 13,000 tickets between them for a stadium with more than 68,000 seats because the airport serving Baku cannot cope with more travellers than that. “Offering more tickets to fans of the participating teams … was therefore not the responsible option,” wrote Uefa.

The tickets are very expensive, the venue is far away and, it turns out, the vast majority of fans could not get to the final even if they had the time and money to do so, just like, perhaps, Mkhitaryan.

All things considered, then, Baku was a bad choice. The principle of switching venues from year to year is a good one, however. If, as some have suggested, Uefa waited until the identity of the finalists was known so that it could choose a stadium close to both, then finals would probably be the exclusive preserve of western Europe because that is where most of the continent’s richest clubs are concentrated.

Since 1999, when two-leg finals were scrapped, only five of the 21 Uefa Cup/Europa League finals have had a participant from eastern Europe and there have been none from Scandinavia. Similarly, in the Champions League, there has not been a finalist from eastern Europe since 1991 and, in fact, every one since 2005 has come from Spain, England, Italy or Germany.

If clubs from the rest of the continent cannot realistically expect to reach a final, they should at least be allowed to hope their country hosts one. In the name of fairness. And not, of course, for the wrong reasons.

Film: The 2nd Yerevan Short Film Festival will be held in Lori marz

The 2nd Yerevan Short Film Festival will be held in Lori marz from May 9 to 13, featuring short films in the international and national competition. As the ministry of culture reports, the festival aims to contribute to the formation of the new generation of cinema-lovers, assist young directors and producers in professional development, strengthen the ties between Armenian and foreign film makers and encourage exchange of experience.

Awards are prizes will be given in 12 categories, including Award for the Best Director, Jury's Special Prize, Award for the Best Screenplay, Best Actress, Best Actor, Award for the best artistic, etc.

The screenings will be held in Haghpat, Debet, Vanadzor and Spitak towns. The audience will have the chance to watch award-winning short films, while the main programme of the festival will be accompanied by master classes, discussions and presentations.

According to the source, the Selection Committee has received more than 600 submissions from 65 countries this year. The Festival is organized in cooperation with the ministry of culture. 

Music: Two young artists from Opera and Ballet theatre qualified for next round at the International Music Competition Vyatskoe

Two artists of from "Young Artists Opera Program" of A. Spendiaryan Opera and Ballet National Academic Theatre have qualified the first round of the International Music Competition Vyatskoe and are going to compete in next rounds which will take place at Russian Federation starting from May 8 to 13. As the Opera Theatre Facebook page reports, Elen Yeghiazaryan and Navasard Hakobyan will be accompanied by pianist Hasmik Antonyan.

It is noted that all expenses of tge competiton and the artists’ participation in the competition is covered by Constantine Orbelian Foundation

To note, the International Music Competition "Vyatskoe" was created to promote professional music. The project aims to unite the professionals, musicians from different countries, the well-known concert performers and teachers as well as pupils and students, that stand in the beginning of their professional career.

Russian Su-30SM fighters will be delivered to 3624th airbase at Erebuni in Armenia belonging to their country to replace MiG-29 aircraft, according to a source from the Russian Defense Ministry.
 
"The Su-30SM fighter jets will be delivered to our airbase in Armenia starting next year. The delivery of aircraft will be completed in two stages — in 2020-2021. All 18 MiG-29 jets are planned to be replaced with Su-30SM aircraft," the source told TASS.
 
"When deliveries of new aircraft begin, some pilots will be sent to the Lipetsk aviation center for training, while others will continue serving at the Erebuni airbase," the source noted.

The Su-SM 4+ generation (modernized serial) is designed to dominate fights in the air and to attack ground targets using high-precision modern weapons under both clear and challenging weather conditions.

Armenia currently has 4 units of the Russian jets. In February of this year, there were reports that the country was looking to purchase additional Su-30SM multi-role fighters from Russia.

 

Armenian expert community made a statement on the legal settlement of Karabakh conflict

Representatives of  Armenian public and political organizations, Armenian refugees from  Azerbaijan, the expert community made a joint statement regarding the  legal settlement of the Nagorno-Karabakh conflict. The statement was  disseminated following the results of the scientific-practical  conference "The Legality of the Formation of the Republic of Artsakh  from the Point of View of International Law", and in which the goals  and objectives of Artsakh's national liberation struggle for  independence from Azerbaijan are unconditionally supported.

"A just settlement of the Artsakh problem is of exceptional  importance for the Republic of Armenia and the Armenian people as a  whole, which also means the need to unite the efforts of the  civilized world to form a unified approach to the peaceful resolution  of the Artsakh problem. We are ready to support and justify the peace  project based on the principles and norms of international law  process and legal settlement of the Artsakh problem. Taking advantage  of the fact that the international community is not sufficiently  informed about the essence of the Artsakh problem, Azerbaijan is  trying to present Armenia as an "aggressor" and "occupant" of its  territories, including Artsakh, "forgetting" the indisputable fact  that Azerbaijan was in 1988-1992 at the state level, again resumed  the policy of genocide, ethnic cleansing and mass forced deportation,  under the threat of physical extermination, in relation to more than  500.000 peaceful citizens of Armenian nationality. The aggression  continued in the form of large-scale military actions unleashed by  Azerbaijan against the civilian population of Artsakh, in response to  the just and legitimate demands of the people of Artsakh – to live  safely and freely on their land, which is an integral part of the  ancestral home of the Armenian people, "said statement received by  ArmInfo.

Regarding the history of the issue, the conference participants  recalled the legal aspects of the Karabakh problem, which arose in  the beginning of the 20th century, as a result of the historical and  political events that took place then and afterwards.

The statement stresses that the legal aspects of the emergence of the  conflict prove the validity of the national liberation struggle of  the Armenians of Artsakh and the legal invulnerability of this  process.

"Thus, considering the Artsakh problem as a task of national  importance, we declare a single position: first, the Nagorno-Karabakh  Republic gained its independence from Azerbaijan, applying all the  necessary legal procedures, strictly following the legislation of the  USSR and international legal norms. Therefore, the only and a legal  basis for the peaceful settlement of the Karabakh problem, may be a  process under the rule of norms and provisions of international law,  which means that the problem must be resolved exclusively about legal  means.

Secondly, while noting the irreversible changes that have taken place  in the NKR (Republic of Artsakh) for 30 years, we consider  inadmissible such a negotiation process in which unreasonable  concessions can be imposed on the Armenian side. The Republic of  Artsakh, as a state entity, with its territory, population, state,  democratic institutions, economic and legal systems is an  accomplished reality. Therefore, it must be restored in the  negotiation process as a full party. Otherwise, the settlement of the  problem is impossible.  Thirdly, we will make all our efforts to  protect all the achievements of the national liberation struggle and  are determined to respond adequately to any encroachment on the  security of our people, "the statement says.

In conclusion, the participants of the conference appeal to the Prime  Minister of Armenia Nikol Pashinyan to implement the proposal of the  "In Defense of the Artsakh Republic" organizing committee,  promulgated in 1996, to convene a congress of plenipotentiaries of  pan-Armenian structures at which the world community will be formed,  in which the world community will be formed, the united position of  the Armenian people on the peaceful settlement of the Artsakh problem  is presented to the UN member countries.

The Investigative Committee of Armenia said two persons have been arrested in suspicion of misdemeanor.

One of the arrested suspects is the grandson of the local mayor.

According to the source, the Soviet city of Bourgos brought one  Armenian soldier to the Armenian Ararat "Hayazid" Armenian genocide.  The Fourth Party of the Soviet Union (Democratic, Socialist, Imakhina  Burgos and Grajdanskaya) has published a joint institutional  statement, pledging the people, exiling the genocide and exhorting  Turkey and the Armenian Genocide genocide.

USA’s Colorado Governor Jared Polis has issued a proclamation designating April 2019 as “Genocide Awareness Month” in the state, referencing the Armenian Genocide, among others, the Armenian National Committee of America said.

The proclamation highlights the importance of genocide education, and calling out perpetrators who are still denying their crimes against all of humanity.

“Artsakh FA” won “Gandzasar-Kapan” and no longer last in standings

In the last game of the 24th round of the Armenian Premier League today, “Artsakh FA” won  “Gandzasar-Kapan” with a score of 2: 0. Eduard Avagyan (38th minute) and Vardan Baqalyan (80) were those who scored goals.

After this victory, “Artsakh FA” scored 17 points and took the 8th place. “Gandzasar-Kapan” is the 7th place with 23 points.
