“The status quo based on occupation is unacceptable. Armenia is trying to use the "fait accompli" attitude and strengthen the occupation,” said head of the Department of Foreign Policy Affairs of the Azerbaijani Presidential Administration Hikmat Hajiyev as he was interviewed by TRT World.

Hajiyev said that the fundamental basis of the conflict is the aggression policy pursued by Armenia against Azerbaijan by using force. He noted that Armenia carried out a bloody ethnic cleansing against Azerbaijanis in the occupied territories and more than a million Azerbaijanis are still forced to live as refugees and IDPs. Hajiyev underlined that in order to achieve progress in the settlement of the conflict, first of all, the occupation must be ended and Armenian troops must be withdrawn from the occupied territories of Azerbaijan. Noting that the basis for the settlement of the conflict was enshrined in the relevant resolutions of the UN Security Council, the Helsinki Final Act and other documents, Hajiyev stressed that after the withdrawal of Armenian troops from the occupied territories, opportunities for a political solution to the conflict can appear.

Touching upon the Dushanbe Summit, he recalled the conversation between President Ilham Aliyev and Prime Minister of Armenia Nikol Pashinyan and said that the Republic of Azerbaijan once again demonstrated its constructive position. Hajiyev pointed out that Azerbaijan is the most interested party in the soonest settlement of the conflict because Azerbaijan has been suffering from occupation for more than 26 years. Hajiyev pointed out that there are favorable opportunities for settling the conflict and noted that Armenia should take steps to resolve the conflict after the formation of government.

Answering a question about the possibility of ethnic reconciliation, the Presidential Administration official said that Azerbaijan is proud of its multicultural values and culture of tolerance, and despite the fact that the national peace process is a complicated and time-consuming issue as part of the conflict resolution process, it is possible. "For this, first of all, Armenian troops must be withdrawn from the occupied territories and the return of Azerbaijani IDPs to their native lands must be ensured. In this aspect, confidence-building measures can be taken, comprehensive regional cooperation can be restored and ethnic reconciliation can be ensured," he said.

Hajiyev reminded that at present Armenia is isolated, does not have access to regional transport projects, adding that however the settlement of the conflict can create regional cooperation opportunities for the country. He called on Armenia to end its occupation policy and pursue international law-based policy toward neighboring states, adding that the Armenian authorities should prepare their people for peace with neighboring countries.


Yerevan Court to hear the appeal to release Robert Kocharyan on bail tomorrow

The Yerevan Court of General Jurisdiction is set to hear the appeal to change Armenia’s ex-president Robert Kocharyan’s pre-trial detention measure on January 9. Kocharyan’s defense team filed the motion to the court to release the ex-president on bail in December. On December 28, the court delayed the hearing of the appeal following one of the prosecutor’s argument that the working day was over.

As Panorama.am learn from Hayk Alumyan, one of the lawyers of the ex-president, Kocharyan will not be present at tomorrow’s hearing.

To remind, Robert Kocharyan was arrested in July on charges of overthrowing Armenia’s constitutional order during the March 1-2, 2008 post-election events. On December 7, Armenia’s Court of Appeals upheld the first instance court’s ruling to arrest Robert Kocharyan currently held in custody.

The ex-president and his lawyers strongly deny the charges as ‘politically motivated’ and are set to file lawsuit with ECHR.

Asbarez: Rouhani Praises Iranian-Armenians’ Patriotism

TEHRAN—President Hassan Rouhani of Iran said on Monday that Armenian-Iranians have practiced selflessness and devoted their lives to Iran’s prosperity, an aspect which he praised during a visit to an Armenian family living in Tehran, Tehran Times reported.

“Our fellow Armenian countrymen have practiced altruism along with Muslims, and today they are ready for altruism and this is very praiseworthy,” Rouhani told the family who lost their son in defending Iran.

The visit to the Alfred Gabri family took place on the New Year’s Eve, when Rouhani congratulated the family of the martyr on the new Christian year.

“Your son practiced altruism on the path of [protecting] the country. It is not easy to [tolerate] loss of a child, but your son was martyred on the path of the homeland which make it tolerable,” said Rouhani.

According to ISNA, Alfred Gabri was martyred by the Mujahedin Khalq Organization in 1991 in the western city of Gilan-e Gharb when he was 20 years old.

Vice-President for Martyrs and Veterans Affairs Hojatoleslam Val-Moslemin Shahidi accompanied Rouhani on the visit. A plaque of appreciation was given to the family of the martyr.

Chaarat gets Kapan regulatory ticks 

                                      

Chaarat Gold Holdings (LSE:CGH) has received shareholder approval and anti-monopoly clearance for its for US$55 million acquisition of Polymetal's (LSE:POLY) Kapan project in Armenia, with the transaction expected to close by the end of January.
The acquisition was approved by Chaarat shareholders at a December 31 general meeting and Armenia's State Commission for the Protection of Economic Competition also gave its approval prior to the meeting.
 
Chaarat said it was in discussions with Polymetal and its funding banks to extend the closing date of the acqusition to January 31 from January 15 due to upcoming public holidays in Armenia and Russia.
 
"Chaarat continues to work with Polymetal on key transitional details and is making significant progress in filling senior operational roles at the Kapan mine, identifying operational improvements and developing a detailed first 100-day plan," it said.
 
The company's shares started the year at 27.04p (US34.4c) Wednesday, down  0.57% from the previous close.

Պաշտոնական Երևանը շարունակում է պնդել, որ դեկտեմբերի 6-ին Սանկտ Պետերբուրգում ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցը չի լուծվել: Այսօր այս մասին «Ազատության» հետ զրույցում ասաց վարչապետի պաշտոնակատարի խոսնակ Արման Եղոյանը՝ արձագանքելով Նարզարբաևի հայտարարությանը, որ ՀԱՊԿ անդամ երկրների ղեկավարները որոշել են աջակցել Բելառուսի ներկայացուցիչ Ստանսլավ Զասի թեկնածությունը կազմակերպության նոր գլխավոր քարտուղարի պաշտոնում:


«Վերահաստատում եմ ասածս՝ դեկտեմբերի 6-ին ԵԱՏՄ բարձրագույն տնտեսական խորհրդի նիստի ժամանակ ՀԱՊԿ գլխավոր քարտուղարի նշանակման հարցը չի լուծվել և չէր էլ կարող լուծվել, քանի որ ՀԱՊԿ նիստ տեղի չի ունեցել։ Նաև վերահաստատում եմ Հայաստանի դիրքորոշումը, որ հարցը պետք է լուծվի կոնսենսուսի միջոցով՝ ՀԱՊԿ-ի շրջանակներում կայանալիք պաշտոնական հանդիպման ընթացքում», – նշեց Արման Եղոյանը։

The lack of diplomatic relations between Yerevan and Ankara is the painful problem of the Armenians.

Armenia found itself in a political isolation and economic deadlock, being in the status of a vassal country, having lost any relationship with its powerful regional neighbors due to the short-sighted policy of the previous authorities. Now, with the advent of the new government, this issue immediately appeared on the political agenda of Yerevan.

Armenia is ready to establish diplomatic relations with Turkey, but without preconditions regarding Nagorno-Karabakh, said Armenian Prime Minister Nikol Pashinyan, on December 10.

"We are ready to establish direct relations with Turkey without any preliminary conditions, and we hope that Turkey will take the same position. But relations with Turkey are connected with the issue of Nagorno-Karabakh, with a third country. I mean Azerbaijan," he said.

Nikol Pashinyan’s ambiguous statement about Armenia’s readiness to establish relations with Turkey without preconditions calls into question the policy of the Armenian state in the Karabakh settlement.

He apparently forgot that Turkish officials have repeatedly stated that if Armenia dreams of good neighborly relations with Turkey, it will have to abandon its aggressive policy against Azerbaijan, sit at the negotiating table and begin de-occupation of the Azerbaijani territories. As long as it ignores the negotiation process, delaying the status quo, this is unacceptable for Azerbaijan and Turkey. Without settling the Karabakh conflict, Armenia should not count on relations with Turkey.

Besides, Armenia should put an end to territorial claims against Turkey itself, as well as a century-old political adventure about the far-fetched "genocide."

In order for Turkey to agree to restore diplomatic relations with Armenia and open its state border, all these important conditions must be met in Yerevan. Armenia should show readiness for a compromise not in words but in real actions.

And in fact, the resolution of the Nagorno-Karabakh problem is the most important condition not only for sustainable peace and stability in the Caucasus but also for the normalization of Turkish-Armenian relations.

Armenia says that the Nagorno-Karabakh problem does not depend on Armenian-Turkish relations, but at the same time, it neglects the fact that Turkey closed the border with it, primarily because of this conflict.

Therefore, active lobbyists support the normalization of Armenian-Turkish relations and the opening of the border should be viewed from the current destructive policy of Armenia as well.

Armenia must withdraw its troops from the occupied Azerbaijani lands to normalize relations with Turkey, the Turkish presidential administration told Trend while commenting on the statement voiced by PM Nikol Pashinyan.

"Turkey stands for stability and peace in the region,” the administration said. “There cannot be stability in the region without the withdrawal of the Armenian troops from the occupied Azerbaijani territories,” the Turkish presidential administration stressed.

It was noted that Armenia should also renounce claims about the events of 1915 since there was no “genocide” of Armenians during these events.

On March 1, 2018, Armenia announced the annulment of the protocols on the normalization of Armenia-Turkey relations.

The protocols on normalization of relations between the two countries were signed by the foreign ministers of Turkey and Armenia on October 10, 2009, but have not been ratified.

Armenia and the Armenian lobby claim that the predecessor of Turkey – the Ottoman Empire – committed the so-called genocide against the Armenians living in Anatolia in 1915.

Initiative group to stage protests for ex-President’s release

An initiative group named “Freedom to President” has announced an intention to start demonstrations demanding the release of Armenia’s former President Robert Kocharyan who is currently placed in detention. 

On December 7, Armenia’s Court of Appeals upheld the first instance court’s ruling to arrest the former president who is accused of overturning the constitutional system.

“The acting leadership of Armenia, violating the constitution and the laws  of the Republic of Armenia, exerting unprecedented pressure on judges, violating the national interest of the Armenian people and downgrading the heroic pages of the newest history, illegally detained the Chairman of the Karabakh State Protection Committee, the President of the Artsakh Republic and a national hero of Artsakh, the second President of the Republic of Armenia,” the statement released by the initiative group reads in part.

The group demands the immediate release of the former president, calling for an end of the “personal vendetta” against him. According to the released statement, a start date for the protest actions is named December 11.

To note, Kocharyan was arrested in July on charges of overthrowing Armenia’s constitutional order during the March 1-2, 2008 post-election events. He was released by the Court of Appeals on 13 August on the basis of immunity from prosecution. On 15 November, the Court of Cassation rejected Kocharyan’s appeal and only partly satisfied the prosecutors’ demands to send the case back to the Court of Appeals for re-examination.

Մանվել Գրիգորյանի գործով կատարվել է 200-ից ավելի հարցաքննություն, 70-ից ավելի խուզարկություն: Այդ մասին լրագրողների հետ զրույցում հայտարարել է Հատուկ քննչական ծառայության պետ Սասուն Խաչատրյանը։


Նա նշել է, թե Մանվել Գրիգորյանի անշարժ գույքի մի մասը ձեռք է բերվել խախտումներով, հայտնում է Aysor.am-ը։


«Պարզվել է, որ Գրիգորյանին պատկանող տարածքում հայտնաբերված անշարժ գույքի փաստաթղթերի մի մասը ձեռք է բերվել խախտումներով։ Արդեն իսկ դիմել եմ տարածքային կառավարման ու զարգացման նախարարին, որ 40 անուն անշարժ գույքը վերադարձվի համայնքին»,-ասել է նա։


Սասուն Խաչատրյանն ասել է նաև, որ այս գործով գրություններ է ուղարկվել 15 երկիր, իսկ ֆինանսական խախտումները կազմում են 15 մլրդ դրամ։


Ավելի վաղ հայտնի դարձավ, որ գեներալ Մանվել Գրիգորյանի կալանքը խափանման այլ միջոցով փոխարինելու միջնորդությամբ Հատուկ քննչական ծառայությունը (ՀՔԾ) մտադիր չէ հանդես գալ:


Ավելի վաղ հայտնի դարձավ, որ Մանվել Գրիգորյանը 5.84 մլրդ դրամ կամ $10.5 մլն արժողությամբ տարածք է նվիրաբերում պետությանը: Նա դիմել է կառավարությանը՝ Հայաստանի Հանրապետությանը նվիրաբերելու Ակնալիճ համայնքում իրեն պատկանող «Ակնալճի կուղբաբուծական տնտեսություն» ընկերության մոտ 330 հեկտար տարածքը։ Այն ընդգրկում է 5445 քմ մակերեսով շենք-շինություններ։

YEREVAN, NOVEMBER 29, ARMENPRESS. Candidate for parliament from the “Menk” (We) bloc Lusine Zakalashvili argues that women’s involvement in politics should be non-artificial.

Speaking at a press conference today, she said that the Vice President of their bloc is a woman, and that they view women’s participation in the political life to be positive. Highlighting the fact that they have three women as candidates, she said that this shows that the bloc attaches importance to gender equality.

In turn, candidate for parliament from the Sasna Tsrer (Daredevils of Sassoun) Pan-Armenian Party Alek Yenikgomshyan said that women’s issues shouldn’t be isolated from the society and viewed separately.

“Women’s representation in political processes is important. In our brief campaigning program, we didn’t specially address women’s rights, but this doesn’t mean that we don’t attach importance to it,” he said.
