Organizers’ Emphatic Affability Towards Armenians Featured it as
Armenian-Turkish

The reconciliation conference of Days of Caucasian Friendship was held
in Ankara on March 18-20. It was organized by the regional clubs of
Rotary International in association with UN representatives of
Rotarian clubs. Delegations from Yerevan, Gyumri, Baku and Tbilisi
clubs as well as Karpis Ter- Yeghiayan from US and Samson Ozararat
from France were invited to the conference.

In view of the facts that the presidents of Rotarian clubs of Yerevan
and Gyumri, Hovsep Seferian and Tigran Beglarian, not only made
reports but also took part in separate discussions being included in
first and second work groups, the Caucasian conference may be called
an Armenia-Turkish one without reserve.

The conference was well organized and aimed at highlighting host’s
attitude towards the Armenian participants. Armenian tunes
accompanying the opening ceremony speak well for the organizers’ mood.

Before we pass on to the work of the conference, let me note that it
was a good chance for members of Yerevan and Gyumri clubs to make
their way to ancient Armenian churches and historic sights of
Cappadocia via Kars-Igdir-Van-Tativan-Nevshehir-Kesaria.

The churches of Arakelots in Kars and Surb Khach of Aghtamar Island
were in poor condition. A tablet on Arakelots church informed,
“Domical mosque, built in 934-936, opened in 1998” and the ornaments
of Surb Khach were either distorted or completely wiped away, let
alone frescos and sanctuary. Karpis Ter-Yeghiayan’s offer to
reconstruct the Surb Khach church of Aghtamar and Ani Cathedral under
the aegis of UNESCO received positive response.

The delegations of Yerevan and Gyumri were warmly welcomed in every
village. Moreover, a group headed by Selahadin Gyonul, president of
Rotary club, arrived in Tativan from Diarbekir to meet them. The
welcome in Ankara was more than warm. It must be noted, though, that
the Turkish Rotarians are an economic power within the country and
have undeniable influence over Turkey’s political circles. This moment
adds to the importance of the conference and underlines its meaning
for future development of Armenian-Turkish relations.

Erhan Ciftcioglu, governor of regional Rotarian clubs, opened the
conference with a short but meaningful speech. He underscored the
importance of reaching progress with small paces, compared the
Caucasus with a “a girl from highlands” who has many admirers,
stressed that the world powers want to see Caucasus united and added:
“We certainly cannot settle centuries-long issues but we are able to
support in their solution. The importance of friendship in Caucasusis
so vital that it cannot be left over to politicians only”.

Ciftcioglu also urged the audience saying: “The purpose of the
conference is not limited to pointing to existing problems in the
Caucasus but to look for ways to overcome them”. The other speakers,
including president of Armenia-Turkish Business Union, Qaan Soyaq, and
Armenian participants followed his example thus creating an atmosphere
of amity in the hall.

Amidst all these, the president of Baku Rotarian club, Ali Musayev,
refused to present his written report that had been previously
introduced to the organizers and stated instead that he meets the
audience halfway. This stepshows that the organizers took measure that
nothing could overshadow friendly moods towards Armenians.

Reasonably, the audience should have appreciated not the content of
his speech but his readiness not to spoil the atmosphere. Conversely,
Seferian and Beglarian made a good impression with their reports. By
the end of the conference a declaration highlighting the importance of
dialogue in the Caucasus and peaceful coexistence in an atmosphere of
mutual trust and reconciliation was accepted. Erhan Ciftcioglu
presented it to the participants as a closing speech.

What’s the reason the reconciliation conference of Days of Caucasian
Friendship was held in Ankara? Qaan Soyaq, one of organizers of the
meeting, indirectly answers this question while evaluating its
result. His feedback was published in March 21 issue of Miliet. Soyaq
voiced an opinion that the situation in the Caucasus has backed
Armenian and Azeri businessmen against the wall and they began looking
for ways out annoyed with such situation. He pointed outthat it should
be an example for Ankara, and Turkey has to give up looking at Armenia
through the prism of Nagorno Karabakh issue.

Moreover, Soyaq posed a question, “Turkey keeps closed its border with
Armenia for 12 years now. What is the result? Did it help the Karabakh
settlement anyhow?” and answers, “No”. Miliet wrote that some
politicians in Ankara agree with Soyaq otherwise they would not have
said that Turkey needs an Armenian policy independent from Azerbaijan.

Qaan Soyaq’s evaluation and Miliet’s conclusions allow to suppose that
Turkey is facing the facts having exhausted its Armenian policy. It’s
turning into imperative for the latter. As far as Turkey needs to
leave its previous positions, the authorities will look for reasonable
preconditions to do that. They need first of all the pendulum of
public opinion swung in their favor. And just then the
non-governmental organizations are caught in the spotlight of the
state.

In other words, Turkey leaves the NGOs to reconsider its Armenian
policy in order to avoid confrontation in the political sphere. The
latter take the pass displaying civil initiative. So, the
reconciliation conference launched as a civil initiative, turning into
means to create preconditions for reviewing Turkey’s Armenian policy
and for forming suitable public opinion.

This civil initiative is undoubtedly to be welcomed if only the
organizers’ hospitality did not change into a demand for
Armenia. Everything has price in the end, especially hospitality.

(Russia) will become Areximbank’s shareholder this year. NT was
informed from Areximbank, at present the bank has two shareholders,
one of whom is a non-resident. It was noted that in December, 2004,
the bank’s authorized capital grew by another 1 mln dollars thanks
to the investments made to 4 mln 800 thousand USD. It is envisaged to
replenish the capital in the second quarter of this year as well. The
Armenian-Russian Areximbank was established in 1998. Tohether with
40 Russian organizations, including Impexbank, it forms the Russian
group Metalloinvest.

hold an All Armenian Congress of PanArmenian Games and All Armenian
Basketball Championship of male and female teams in August 2005
in Yerevan. The press-service of the Armenian Government informs
ARMINFO that 12 mln AMD were allocated from the Reserve Fund of
the Government, which will be provided to the Governmental State
Committee of Physical Culture and Sport. The Government approved the
staff of the Organization Committee of the All Armenian Basketball
Championship. Amending its decision dated May 29 2001 “On encouragement
of sportsmen, trainers and sport organizations which achieved
good results at Olympic games, World and Europe Championships” the
Government prepared premiums for assistant trainers and physicians
of the teams that occupied 1-3 places in the tournament.

SO-CALLED QUESTION OF “ARMENIAN GENOCIDE”

Chairman of the Turkic History Vagf, professor Yusuf Halacoglu,
in his interview to the “Milliyyet” newspaper said they would send
the historical documents on the events happened in 1915-1919 in the
Ottoman state to the United Nations. At his words, all the documents
are based on the facts and figures related to number of the Armenians
and Turks involved in the armed conflicts.

The documents include archives of the Ottoman state, as well as
England, France, Germany and the United States. The Archives prove
that in 1915, in the Ottoman State only 100 thousands Armenian have
died as a result of the armed conflicts, diseases and other reasons.
Along with that, in 1915-1919, in the territory of Ottoman, 519
thousands of Turk were killed. In 1921, out of the exiled Armenians,
644 thousand 900 Armenian have returned to Turkey. The rest have
moved to Syria, France, USA, Greece, Russia, Iran and other countries.

Te policy of exile was not applied towards all the Armenians, professor
Yusuf Halacoglu said. Many Armenians held high positions in the
government, served in the army and engaged in trade at that time.
In this case, it is impossible any “genocide”. On the contrary,
if there was “genocide”, it was committed by the Armenians against
the Turks.

Gul: There is not direct or indirect connection between Armenian
allegations and Turkey’s EU full membership

Turkish Foreign Ministry & Deputy Prime Minister Abdullah Gul said on
Friday that there was no direct or indirect connection between
Turkey’s EU membership and so-called Armenian genocide allegations.
Replying to the written motion of True Path Party (DYP)
parliamentarian Ummet Kandogan, Gul said Turkey met Copenhagen
Political Criteria required for start of Turkey’s EU membership
talks.

Gul said conditions of membership process were definite for every
candidate, stressing that Turkey’s membership process would continue
within the framework drawn by EU acquisitions.

Gul saida History Research Group was formed within the body of the
Turkish Historical Society (TTK) probing Armenian allegations, noting
that the books that would be written as a result of those studies
would be presented to the information of Turkish and international
public.

The issue of participating in the Sukhumi meeting of leaders of
Abkhazia, South Ossetia, Nagorno Karabakh and Transdniestria in April
“is not included in the agenda of NKR Foreign Ministry”, Arman
Melikian, foreign minister of NKR, informed on March 16 commenting on
the Russian mass media information aboutthe meeting.

“Nagorno Karabakh has necessary technical means to inform the public
about its plans”, Melikian said. Interfax agency informed citing a
“reliable source” that the leaders of Abkhazia, South Ossetia and
Nagorno Karabakh met in Moscow on March 16. According to the source,
presidents Sergey Baghapsh, Eduard Kokoyti and Arkady Ghukasian agreed
on holding a meeting of the leaders of 4 unrecognized republics in
Sukhumi in April.

The authorities in Stepanakert have been keeping aloof from
cooperation with the other 3 unrecognized republics of CIS. They well
understand that the Karabakh issue clearly differs from the other 3
issues with its historic, legal and political aspects. The world
community concurs with Stepanakert in this respect.

The OSCE Minsk group chairman, Dimitri Rupel, in his speech at the UN
Security Council called Nagorno Karabakh an arguable territory thus
pickingit out from among Abkhazia, South Ossetia and Transdniestria.

The statement of John Evans, US ambassador to Armenia, at Berkley
University on February 19 that “Nagorno Karabakh cannot be given back
to Azerbaijan asit will be disastrous” is hardly accidental. Rudolph
Perina, former US co-chair to Minsk group, said in Moscow in 2002 that
Transdniestria has to be returned to Moldova, Abkhazia and South
Ossetia to Georgia whereas “the issue of Nagorno Karabakh is
different”.

President Ilham Aliyev of Azerbaijan continuously repeats that the
world community has to display unanimous approach to the secessionist
regimes of Karabakh, Abkhazia, Transdniestria and South Ossetia and
should not give way to the influential Armenian lobby in the US and
Russia.

Foreign ministers of the 4 unrecognized states met in Stepanakert in
2001 and agreed on holding meetings once in 6 weeks. Nagorno Karabakh
opted out of suchlike meetings after the Stepanakert get-together. The
character of Nagorno Karabakh’s cooperation with the other 3 republics
has been that of procedural, i.e. Stepanakert would send its
representative to take part in a presidential inauguration.

The Karabakh authorities noted many times that they are in no military
cooperation with the “peers” and will not participate in joint
military exercises. Stepanakert point it out that the defense army of
Nagorno Karabakh has no goal out of its borders.

Nagorno Karabakh did not take part at the Sukhumi meeting of
unrecognized states’ foreign ministers in October of 2004. A famous
Azerbaijani political scientist, Zardusht Alizade, said: “Nagorno
Karabakh sees itself a member of CIS, UN and OSCE that’s why it
prefers staying aside from representatives of unrecognized
structures”.

By the way, Tbilisi evaluates it positively that Nagorno Karabakh
limits its contacts with Abkhazia and South Ossetia. But Georgia,
certainly, does not speak out about this. Tbilisi did not vote for
Azerbaijan when the latter pushed the issue of “Situation in the
Azerbaijani occupied territories” into the UN agenda. It’s surprising
in view of Tbilisi’s constant support to Baku in international bodies.

Besides, Tbilisi did not condemn the elections of institutions of
local governing in Karabakh in 2004, which came as something new as
Georgia condemned all previous elections in Nagorno Karabakh.

On FX’s breakout police drama “The Shield,” which premiered its
fourth season at 10 p.m. Tuesday, there’s a new sheriff in town.

Glenn Close has joined the series as Capt. Monica Rawling, a veteran
cop who’s charged with cleaning up “The Barn,” the police
headquarters in the fictional, gang-riddled Los Angeles district of
Farmington.

For the first three seasons of the show, Farmington was rogue cop Vic
Mackey’s turf, ruled by him and his take-no-prisoners “strike team.”
The role of Mackey, a cop who dispenses street justice according to
his own twisted sense of morality, won Michael Chiklis Emmy and
Golden Globe awards early in “The Shield’s” run, which isn’t
surprising; even when he’s seated behind a desk, Mackey exudes a
riveting fierceness.

And behind a desk is where Mackey can be found as the season opens.
The strike team broke up at the end of the previous season, after
Mackey and his three partners had serious disagreements over a
multimillion-dollar haul they’d stolen from a gang of Armenian bad
guys.

As Rawling arrives, outgoing Barn boss David Aceveda has Mackey, the
former king of Farmington’s mean streets, logging videotapes from a
boring sting operation. Needless to say, Mackey is not happy.

Rawling, played with increasing ease by Close over the first three
episodes of the season, doesn’t have to wait long to see a
demonstration of the in-house power struggles that beset The Barn.

In view of Rawling and the entire staff, Aceveda (Benito Martinez)
and Mackey lunge at each other as their ongoing disputes over tactics
and ethics finally boil over into a barely averted brawl.

“One happy family, huh?” Rawling mutters.

“Oh yeah, you hit the jackpot,” says Detective Claudette Wyms (CCH
Pounder).

But all those strained relationships make juicy viewing for fans of
the rough-and-tumble police drama (and be forewarned: The show can be
graphic and violent at times). Though “The Shield” always has been
watchable, the Armenian heist plot chewed up far too much of last
season. And Aceveda, as played by the excellent Martinez, has always
been a worthy adversary for Mackey, but it’s intriguing to see The
Barn’s charismatic bad boy face up to a brand-new boss.

Rawling is far too subtle to read Mackey the riot act over his past
bad behavior. Instead, she entices him to go by the book by holding
out the possibility that if he does, he can lead her new anti-gang
initiative, one that will use the proceeds from property seizures to
bring new funds to the beleaguered Barn. Is Rawling setting Mackey up
to fail, so she can get rid of him? Or is she cleverly using his
street-smart skills to her advantage? It’s tough to say, and it’ll be
interesting to see how their relationship plays out.

Rawling isn’t Mackey’s only problem, however. He’s also contending
with a savvy new street leader, Antwon Mitchell (Anthony Anderson),
who’s got far more influence over the hearts and minds of the local
gangs and residents than Mackey does. And bad blood still lingers
between Mackey and former strike team cops Curtis “Lem” Lemansky
(Kenneth Johnson) and Shane Vendrell (Walton Goggins), who still
interact with Mackey but have new assignments with other units.

One of the strengths of “The Shield” is the fine work that comes from
the entire cast: Pounder and Jay Karnes, who plays Holland “Dutch”
Wagenbach, are particularly appealing as an effective, dedicated
detective team. As the new season begins, Wagenbach and Wyms are
paying for Wyms’ exposure of corruption that led to improper
convictions. Now many of those convictions have been overturned,
which puts both detectives in the doghouse with their colleagues and
the district attorney’s office.

Though he and Wyms have often been the moral center of the show,
Wagenbach is increasingly irritated that standing by his partner may
cost him his career. On the other hand, the future of patrol officer
Danielle “Danny” Sofer (Catherine Dent) is looking up, now that
Rawling’s ambitious plans are giving her a chance to shine.

One hopes the shake-up at The Barn will afford all these worthy
supporting characters some meaty story lines; though Mackey’s
travails have been intriguing enough, it would be good to see more
about Wagenbach, Wyms and Sofer. When it comes to Mackey’s former
strike-team buddies, we’ve probably seen as much as we need to of
Vendrell and his needy new wife. It’d be good to see more stories
centered on the appealing Lemansky, and possibly on the fourth
strike-team detective, Ronnie Gardocki (David Rees Snell), who’s had
so few lines over the course of the entire series that I never could
remember his name and took to calling him the Fourth Guy.

There’s only one serious wrong turn in the first three episodes of
Season 4. In a plot that feels recycled from any number of medical
dramas, Mackey and his wife contemplate suing a vaccine maker over
the autism that’s been diagnosed in two of their three children. It’s
a strange misfire in the otherwise bracing opening of a new regime at
The Barn.

Armenians residing in the Akhalkalaki city of Georgia held an action
on Sunday in protest against the withdrawal of Russian military bases
from the country.
6,000 people participated in the action, Armenian sources reported.
The Georgian law-enforcement bodies said, however, that the real
figure was 1,500.
The protesters claimed that the local population will become
unemployed if the Russian military bases are withdrawn from the
country, as half of them work at the bases. They said that they will
further appeal to the Georgian President Mikhail Saakashvili over
this.
Akhalkalaki is densely populated by Armenians.*

“Ethnic minorities comprise only 2 per cent of Armenia’s population,
they have no territorial claims against Armenia and there are no other
reasons for ethnic conflicts in our republic,” the co-chairmen of the
Armenian Nationalist Front, Gor Tamazyan, Ruben Gevorkyants and Eduard
Ekfiadzhyan, said in Yerevan today at a round table devoted to
problems of ethnic minorities.

Ruben Gevorkyants, for example, is confident that some Armenian
politicians’ anti-Semitic statements are deliberate provocation aimed
to taint Armenia’s international image. “The task of all sound forces
in Armenia is to nip in the bud provocation by the fifth column of the
enemies of the Armenian statehood,” Gor Tamazyan said.

The chairman of the Association of Greeks of Armenia and Karabakh,
Eduard Polatov, was stricter in his assessment: “Armenia is swamped by
Turkish secret agents, and those who are looking for enemies should
not forget about this.”

The round table participants adopted a decision to take joint efforts
to prevent all forms of xenophobia, racism and religious intolerance.
