YEREVAN, NOVEMBER 24, NOYAN TAPAN. Under RA President Serzh Sargsyan’s
November 23 decree Gevorg Poghosian was relieved of the post of RA
Minister of Labor and Social Issues.

According to RA President’s Press Office, under S. Sargsyan’s another
decree Mkhitar Mnatsakanian was appointed RA Minister of Labor and
Social Issues.

Armenia will open the office in Silicon Valley till March 2010,
Enterprise Incubator Foundation Director Bagrat Yengibaryan told
NEWS.am, adding that office will be engaged in representation of
Armenia’s achievements in the High tech sphere. "We cannot represent
our production without that office," he said, underlining Armenia
already has two successfully operating offices in Canada and Austria.

According to him, the next office preplanned to be in Russia,
as the country has large market and the IT sphere is in focus by
the government. He expressed confidence that despite there are huge
companies in Russia, Armenian ones will also be in demand. Yengibaryan
outlined that Armenian specialists design programs where state
investments are inexpedient, besides the country does not hold the
sufficient means. "Government should assist the field establishment,
sale of Armenian products in the world market. However, there should
be demand in domestic market as well," said Yengibaryan, adding that
the attempt to achieve technical solution to Armenian programs is
presently underway. "The attempt to recruit skillful professionals
to develop the High tech sphere on the basis of the present programs
is made," he pointed out, forecasting that other economy sectors will
become more active with the High tech sphere acceleration.

WASHINGTON

The ASIMED Turkish organization (Turkish Association for Fight Against
Unfounded Genocide Allegations) has launched a campaign to oppose to
the Armenian lobbying of America.

According to armenews.com, organization’s head Savash Egilmez declared
that within 28 days they are going to send 450 DVDs on the events of
1915 to the U.S. House of Representatives, President and media. A
letter will be also sent to President Obama with an appeal "Do not
let Armenians lead you into error."

It should be mentioned that before Turkish Prime Minister’s visit to
Washington to take place in December ANCA launched a month’s campaign
to persuade the Congress, White House and media that additional
pressure should be exerted upon Turkey to achieve recognition of the
Armenian Genocide.

The Co-Chairs of the OSCE Minsk Group, Ambassadors Yury Merzlyakov of
Russia, Bernard Fassier of France, and Robert Bradtke of the United
States, released the following statement today:

"President of Azerbaijan Ilham Aliyev and President of Armenia Serzh
Sargsian met November 22, 2009 at the residence of the French Consul
General in Munich at the initiative of OSCE Minsk Group Co-Chairs
Ambassador Yuri Merzlyakov (Russian Federation), Ambassador Bernard
Fassier (France), Ambassador Robert Bradtke (United States).

Azerbaijani Foreign Minister Elmar Mammadyarov and Armenian Foreign
Minister Edward Nalbandian also participated in the talks, as well as
the personal representative of the OSCE Chairman-in-Office Ambassador
Andrzej Kasprzyk.

During this meeting, the sixth such meeting this year, the two
presidents engaged in a detailed and in-depth discussion of the most
important unresolved points in the Co-Chairs’ proposals. The talks,
which lasted almost four hours, were constructive. In some areas,
progress was made. At the same time, some issues still remain open.

The Presidents instructed their foreign ministers to continue working
with the Co-Chairs on these matters. As a next step, the Co-Chairs
are organizing a working session with the two ministers in advance
of the OSCE Ministerial Council, which will take place December 1-2
in Athens."

/PanARMENIAN.Net/ Turkey on Friday scrapped a 2008 tender won by a
Russian-led consortium to build the country’s first nuclear power
plant – a process that had been under threat of being invalidated by a
court decision.

In a brief statement, the state-run electricity wholesaler TETAS said
its board of directors decided "unanimously" to cancel the tender,
citing an article in the bid specification that gave it the authority
to scrap the process without any liability.

A consortium led by Atomstroyexport, Russia’s state nuclear giant, had
been the only bidder in the tender to build four nuclear reactors with
a total capacity of 4,800-megawatts at Akkuyu, in the Mediterranean
province of Mersin.

TETAS’s decision comes ten days after a top administrative court
suspended parts of the regulation governing the tender before moving
on to review a demand by a civil society of engineers to cancel the
process, AFP reported.

Why an art critic’s view can be misleading

In late October I went to Philadelphia from Manhattan for an afternoon
to see "Arshile Gorky: A Retrospective." The show will end its tour in
Los Angeles in 2010, but trusting the Philadelphia Museum of Art’s
exhibition designers above those at the Los Angeles County Museum of
Art, I did not want to miss the East Coast presentation. My experience
there highlighted a critical dilemma about which I have thought often
but spoken little, until now.

I took advantage of my prerogative as a member of the art press to see
"Arshile Gorky" on a Monday, when the Philadelphia Museum is closed to
the public.

Occasionally under similar circumstances I have encountered a
colleague or a school group, but on this day, I got to view the
exhibition alone, in complete silence. (Security required that a press
officer accompany me, but she kindly kept her distance.)

I entered the show full of anticipation, already acquainted with some
of Gorky’s greatest works. His methodical struggle for artistic
independence from his European heroes – Paul Cezanne, Pablo Picasso,
Joan Miro, Roberto Matta Echaurren – set fellow New York painters a
liberating example. I left feeling elated, but also shaken and drained
by the intimate view of the agony of creative devotion that the Gorky
retrospective provides.

Here lies the dilemma.

In describing my encounter with Gorky’s art in Philadelphia, I will
inevitably raise among readers the expectation or hope that they will
experience something similar if they see the show.

But mine was a very privileged view, with no crowd about, no restless
children, no audio tour quacking in my ears, no interruptions of any
kind. Few readers of a review, if any, will enjoy such advantages. The
more vivid and accurate my account of what I saw, the more unrealistic
it is likely to be.

Every museum press preview of an exhibition presents a similar problem
to some degree.

The Gorky exhibition layout in Philadelphia respects both the
chronology and thematic cycles of his art.

Its early rooms show Gorky (1904-1948) mimicking the styles of his
revered artistic forbears with "almost totally self-effacing
admiration coupled with an extraordinarily competitive virtuosity," as
Robert Storr writes in the catalog.

To study Gorky’s imitations of his chosen masters is to see one artist
digesting another’s work, inhabiting his manner, trying to take
possession of it from within and turn it to his own purposes.

But sensing the intensity of Gorky’s efforts requires time and the
sort of undisturbed focus that I was lucky enough to enjoy on the day
of my visit. Some understanding of paint media and techniques would
also help.

The retrospective tracks Gorky’s search for his own artistic ends – a
personal surrealism adequate to his experience of life: his grim
youthful memories of the Armenian genocide and exile, his delight in
nature and the emotional turmoil of his own dark, solitary temper.
Following his path through a range of techniques and artistic
"masquerades," as Storr calls them, positions a viewer to feel the
full impact of a late painting such as "Water of the Flowery Mill"
(1944).

Gorky was the name that Vosdanig Adoian assumed, partly out of
admiration for the writer Maxim Gorky (also a pseudonym) before he
left Russian Armenia for America as a teenage refugee. " ‘Arshile’ is
usually taken to mean ‘Achilles,’ " the artist’s biographer Matthew
Spender writes, "but unfortunately Gorky’s new Christian name was at
first Arshel, which is how he spelled it until the early thirties.
‘Arshel’ may come from ‘Aysaharel,’ a word meaning ‘possessed by an
evil spirit’ or ‘blown by an evil wind.’ In short, accursed."

The wall text in Philadelphia provides just enough information to
suggest the tragic arc of Gorky’s life, which ended in suicide.

The show’s extreme impact on me raised afresh a central question of
critical art journalism: To what extent can the writer’s experience
represent what is possible for readers? Any critic who does not appear
to live uncomfortably with this question should not be trusted.

Abrahamian received Jacek Jezierski, the President of the Polish NIK
(supreme audit institution), the Chairman of the European Association
of Supreme Audit Institutions (EUROSAI) Governing Board.

H. Abrahamian expressed satisfaction with RA Control Chamber’s activity
and drew his interlocutor’s attention to legislative and practical
guarantees aimed at ensuring RA Control Chamber’s independence. In
that context the interlocutors agreed that the most important factor
from point of view of supreme audit institutions’ efficiency is
their independence.

According to the RA NA Press Service, Chairman of the RA Control

ARMENIAN ASSEMBLY WELCOMES SENATE MAJORITY LEADER REID’S SUPPORT OF
THE ARMENIAN GENOCIDE RESOLUTION

Washington, DC – Today, the Armenian Assembly of America (Assembly)
welcomed news that Senate Majority Leader Harry Reid (D-NV) has agreed
to cosponsor S. Res. 316, the Armenian Genocide Resolution.
 
In a letter sent to Reid last week the Assembly thanked the Senator
for his past support of U.S. reaffirmation of the Armenian Genocide
and urged the Senator to cosponsor S. Res. 316, introduced by Senators
Robert Menendez (D-NJ) and John Ensign (R-NV).
 
The letter read in part, "By affirming the truth in the face of
denial, you will help contribute to the cause of genocide education
and prevention, and give true meaning to the words ‘never again.’  We
look forward to working with you in helping to secure successful
passage of this important human rights legislation this Congress
before the few remaining survivors are no longer with us."
 
"Senator Reid has consistently supported legislation affirming the
Armenian Genocide," said Assembly Chairman of the Board of Trustees
Hirar Hovnanian. "With his leadership role in the U.S. Senate as
Majority Leader, his addition to the resolution greatly strengthens
the growing list of cosponsors."
 
The Assembly letter also reiterated the importance of bringing this
important human rights legislation to a successful vote in the
Senate.  S. Res. 316 mirrors the House version, H. Res. 252,
introduced by Congressmen Adam Schiff (D-CA) and George Radanovich
(R-CA), along with Armenian Caucus Co-Chairs Representatives Frank
Pallone, Jr. (D-NJ) and Mark Kirk (R-IL), which currently has over 130
cosponsors and is pending before the House Foreign Affairs Committee.

Andrey Nesterenko Russia is doing its utmost to bring about
a settlement of the Nagorno-Karabakh conflict, Foreign Ministry
spokesman Andrey Nesterenko said on Tuesday.

He was asked at a regular Foreign Ministry press briefing to comment on
Russia’s mediatory role in settling the Armenian-Azerbaijani conflict
over Nagorno-Karabakh.

"We are doing everything that depends on us to help all parties resolve
the problem in the interests of the people living in Nagorno-Karabakh,"
Nesterenko said.

"This is not a new problem. It has many facets, it is sensitive and
fraught with emotions and recollections of tragic events. For our part,
through our involvement in the talks process we are doing everything
possible to achieve the results that everyone is waiting for."

/PanARMENIAN.Net/ Israel is ready to complete the delivery of unmanned
aerial vehicles, or UAVs, to Turkey, Israeli Army Radio reported.

Turkey agreed with Israeli Aerospace Industry (IAI) and Elbit, one of
Israel’s largest defense electronics manufacturers and integrators,
to buy 10 Heron surveillance drones for more than 180 million U.S.
dollars.

The deal was made some four years ago, and reportedly, the delay in
UAVs delivery was the reason behind cancelling the joint NATO-Israeli
military exercise slated to take place in Turkey.

Israel cited technical problems as the reason for two-year delay.
