UKRAINIAN REPRESENTATIVES OF CULTURE TO MEET IN
STRASBOURG

YEREVAN, AUGUST 10, ARMENPRESS: As part of `Kiev
Initiative’ program representatives of cultural sphere
of Armenia, Azerbaijan, Georgia, Moldova and Ukraine
will gather August 31 in Strasbourg and discuss issues
on cultural problems of their countries. Robert
Palmer, the director of the fourth Chief Education,
Culture and Heritage, Youth and Sports Directorate of
Council of Europe, who is in Armenia on a five-day
visit said yesterday that `Kiev Initiative’ is a
program directed towards the development of democracy
through culture and it is carried out in Armenia,
Azerbaijan, Georgia, Moldova and Ukraine. The program
kicked off in September, 2005.
During his visit Palmer met with the
representatives of the Armenian Culture and Youth
Affairs Ministry. During the meeting with Hasmik
Poghosian, Armenian culture minister, the latter
presented to the guest the structure of the ministry,
its system, achievements of the sphere, issues and
priorities.
According to Palmer, Armenia has firm grounds on
the basis of which it is possible to start effective
activity. He said from the point of view of cultural
values Yerevan is a town with European standards. He
also added that within the framework of the program an
importance will be given to the protection and
restoration of historic-cultural values.
Bojana Urumova, special representative of the
Secretary General of the Council of Europe in Armenia,
said that she is very much pleased with the results of
the visit of Palmer and expressed hope that in future
the initiatives will turn to the regional cooperation.

FARFAA (Armenia) together with the Salzburg Fellows on Neurosurgery,
with the technical support of the <<Arbess>>Rehabilitation Center
organized Round -Table on <<Endoscopic Skull Base Surgery>>.

The Round -Table took place on August 3rd and 21 doctors from
different Yerevan hospitals have participated, most of them were
neurosurgeons.

Dr.Hrayr Shahinian (USA) was the invited guest-lecturer.

Dr H.Shahinian is the director of the Skull Base Institute ( Los
Angeles, USA().

The Skull Base Institute (SBI), a designated Center of Excellence, is
the first and only center devoted exclusively to the art of skull base
surgery. It is the world’s premier institute to perform every procedure
using minimally invasive endoscopic techniques and after pioneering
completely endoscopic pituitary surgery, the only to do fully endoscopic
acoustic neuroma, meningioma and microvascular decompression surgery in
the posterior fossa.

Dr. Shahinian, and SBI’s team uniquely qualified to operate on the
most complex area of the human anatomy and contributes to the success in
treating over 2,400 skull base patients.

The goal of the Round -Table was to present the latest information,
experience and knowledge of the well known Endoscopic skull base
surgeon to armenian doctors.

Dr Shahinian informed local doctors about the advantages of the
endoscopic surgery, minimal complications and excellent outcome after
the brain tumors removal endoscopically.

Aram I stated: " Through your prolific writings, public lectures and
interventions, and your leadership in the World Council of Churches,
you have played a significant role in promoting common values,
mutual understanding, and peaceful co-existence among people of faith
throughout the world." The Pax Christi Award is the highest honor
bestowed by St. John’s University. The conferral ceremony will take

Bien que ne possedant pas de gisement de petrole, l’or noir a joue un
rôle cle dans le developpement culturel et scientifique au Portugal
grâce a la Fondation privee Calouste Gulbenkian qui celèbre cette
annee son cinquantième anniversaire.

Pour beaucoup, la Fondation Gulbenkian, la sixième plus riche
d’Europe, a joue le rôle d’un veritable "ministère de la Culture"
portugais au cours de ces dernières decennies.

"Cette institution a ete une coup de chance extraordinaire dans
l’histoire de ce pays", soulignait le mois dernier le sociologue
Antonio Barreto, qui travaille actuellement a l’ecriture d’un livre
sur l’impact de la Gulbenkian dans l’un des pays les plus pauvres
d’Europe.

Cette institution portugaise de droit prive, reconnue d’utilite
publique, oeuvre dans les domaines des arts, qui represente plus de
40% du budget global, de l’education, des sciences et de la
bienfaisance. Veritable moteur de la scène culturelle portugaise, la
Fondation gère egalement un orchestre et un choeur de renommee
internationale.

Les actifs financiers de la Gulbenkian s’elèvent aujourd’hui a
environ trois milliards d’euros, ce qui correspond a près de 2% du
PIB portugais.

"Cela nous apporte une grande solidite financière qui nous assure
l’independance et les conditions necessaires a la continuite" de la
Fondation, a indique recemment son president Rui Vilar.

Le budget de la Fondation s’est eleve cette annee a 113 millions
d’euros et dispose de moyens plus importants que certains ministères
portugais. Plus de 80% de cette somme est depensee au Portugal et
dans les anciennes colonies africaines lusophones.

La Fondation a ete creee en 1956 par volonte testamentaire de l’homme
d’affaires d’origine armenienne Calouste Sarkis Gulbenkian, decede un
an plus tôt dans la capitale portugaise où il a vecu les treize
dernières annees de sa vie. A 73 ans, en pleine seconde guerre
mondiale, il decide de quitter la France, alors sous occupation
allemande, pour se refugier au Portugal.

Ce richissime homme d’affaires, qui avait obtenu la citoyennete
britannique, est ne en 1869 a Istanbul dans une famille de negociants
armeniens aises.

A la fois pionnier du developpement petrolier au Moyen-Orient et un
negociateur avise, celui qui avait ete surnomme "Monsieur cinq pour
cent" en reference a la participation qu’il detenait dans une
compagnie petrolière, joua un rôle majeur dans la constitution des
premiers grands acteurs de l’industrie internationale du petrole qui
commencait a prendre forme au debut du XXe siècle.

Sous la dictature salazariste, la Fondation, qui a distribue plus de
65.000 bourses depuis ses debuts, a beaucoup contribue au
developpement de la culture au Portugal grâce a la mise en place d’un
reseau de bibliobus.

Cette initiative a permis d’apporter la culture dans les regions les
plus reculees a une epoque où les bibliothèques publiques etaient
très peu nombreuses et où le taux d’illetrisme etait très eleve.

"Des initiatives comme celle-ci ont touche profondement l’intrerieur
du Portugal pendant la seconde moitie du XXe siècle", a recemment
rappele le president portugais Anibal Cavaco Silva lors d’un hommage
a Calouste Gulbenkian.

Grand amateur d’art, M. Gulbenkian a en outre legue sa vaste
collection d’oeuvres d’art afin de remercier le Portugal de l’avoir
accueilli. Son imposante collection, qui comprend des sculptures
egyptiennes, des ceramiques orientales ou encore des medailles
grecques et de nombreux tableaux, est exposee dans un musee lisboète
qui porte son nom, inaugure en 1969.

La Fondation est egalement presente a l’etranger. L’institution
dispose notamment d’une antenne a Londres et d’un centre culturel a
Paris.

The population of Armenia totaled 3 million 219 thousand 400 as of July
1, 2006. This figure, which was published by the National Statistics
Service, news agency ARKA reports, is up by 4,400 compared with the
same period in 2005. 1 million 500 thousand are men, 1 million 600
thousand are women, 600,300 are children under 14, including 349
thousand boys and 315, 500 girls. Young people aged 15 to 29 totaled
879,600, including 441 thousand men and 438,600 women. 1 million
300 thousand people aged 30-64 lived in Armenia as of July 1, 2006,
including 624,600 men and 704 thousand women. The population aged
above 65 totaled 346,500, including 139,500 men and 207 thousand women.

the Nagorno Karabakh conflict settlement will meet to discuss the
current stage and prospects of the settlement basing on the outcomes
of U.S. mediator Matthew Bryza’s regional visit. "Refugees and
International Law" civic society network representing the interests
of the Armenian refugees from Azerbaijan and Nakhichevan has addressed
the mediators with a message that says in part,

"To OSCE Minsk Group Co-chairs Matthew Bryza (U.S.), Yuri Merzlyakov
(Russia) and Bernard Fassier (France)

Dear Sirs,

"Refugees and International Law" civic society network formed for
ensuring efficient protection of the rights and interests of the
Armenian refugees from the Azeri SSR and Nakhichevan is appealing to
you with a call to draw the attention of international organizations
to the problem of 500 thousand Armenian refugees. We have to state
that up to now none of the settlement options of the Nagorno Karabakh
conflict, proposed by the MG co-chairs, has even a hint on restoration
of their violated rights. We believe that without solving the issue of
Armenian refugees full settlement of the NK issue is not possible. By
its refusal to be a successor of the Azerbaijani SSR, the Azerbaijani
Republic not only demonstrated it is unwilling to provide compensations
to Armenian refugees, but also was deprived of any legal ground to
claim the entire territory of the Azerbaijani SSR. From the legal
point of view the NKR is the only legal successor of the Azerbaijani
SSR. We believe that if NKR citizenship is granted to the Armenian
refugees and territories outside NKR boundaries, within which the NKR
was declared and which are under its jurisdiction today, are given
to them as private property, this can partially solve the issue.

"Refugees and International Law" civic society network is ready to
participate in actions, aimed at attaining a long-term settlement
of the Karabakh issue. We believe that the solution of the matter
should include restoration and effective protection of the rights of
all victims."

We remind that earlier "Refugees and International Law" civic society
network sent an open letter to Armenian President Robert Kocharian
and Azeri President Ilham Aliyev, reports IA Regnum.

In the first half of 2006, RA State Territorial Inspection of RA Nature
Protection Ministry checked 957 objects and revealed 662 violations
of ecological legislation of Armenia, Arminfo news agency reported.

Besdies, not a single violation was removed in the deadline set
by the law. The majority of the damages was made to the flora(228
cases), then come the damages to the water sources (167 cases), to
the air basin(134), to the mines and land resources (38 cases each)
and to fauna (57 cases). 449 people were imposed with administrative
penalties amounting to AMD 31 million 515 thousand. The damage to
the ecology of Armenia is evaluated to AMD 220 million 325 thousand.

works of making inventory of the Yerevan "Kozern" district have
started. As Yerevan Mayor Yervand Zakharian informed at the July 31
press-conference, inhabitants having no property certificate will
be given certificates during 2-3 months. He mentioned that works
of building of the "Kozern" and "Kond" districts will be worked out
only after that. The Mayor also informed that works of building of
territories of the 30th district ("Firdusnots") will start during
coming 1-2 months. Unlike other territories, according to Y.Zakharian,
all inhabitants of the 30th district will be proposed flats in the
same district and only in the case of refusal they will be given
compensation.

YEREVAN, JULY 28, ARMENPRESS: An outspoken veteran
opposition parliament member Arshak Sadoyan has called
today on his fellows from other opposition groups to
put aside their ambitions and ideological differences
and unite in one joint force so that to be able to
challenge the authorities’ plans to take hold of
parliament in next year’s national polls.
Sadoyan who is head of a tiny National Democratic
Alliance (NDA) party said to a news conference today
it was the only way for the opposition to foil the
authorities’ covert desire to again rig the elections.

"Only united the opposition will be able to ensure
free and transparent polls, clean of fraud," Sadoyan
argued. Recalling the 2003 presidential election,
when Artashes Geghamian, the head of the opposition
National Unity, refused to support Stepan Demirchian,
who was to contest the presidential post in the second
round, Sadoyan said opposition forces should unite not
as an alliance but for the sake of free and fair
elections.

July 27, 2006 – Hatred is the greatest evil that destroys the world.
It is the one that forces us to make weapons of all kinds from simple
spears of Stone Age to the sophisticated WMDs (Weapons of Masses
Destruction) of the 21st century. It was the hatred that threw down
the tower of world trade center and destroyed thousands of innocent
human beings. It was the hatred that killed 6 million Jews in the
Jewish Holocaust. It was the hatred that killed 1, 0000000 Tutsis and
moderate Hutus. It was the hatred that killed more than 2 million
Southern Sudanese during the 21 years of Afro-Arab war in Sudan. It
was hatred that was responsible for most of the ethnic massacres in
Southern Sudan during the war. It is the same hatred which is now
committing atrocities in Darfur in Sudan.

Hatred neither lives in the land of its own nor the house of its own.
It lives in our hearts and minds. It controls our minds and makes us
to do evil things. It can neither be seen with our eyes nor can it be
touched with our hands. It dwells in unforgiving human minds and
hearts. It is both hereditary and acquired. One can either acquire it
through teaching and preaching or can inherit it and then develop it.
The acquired one is more dangerous. The inherited one is less
dangerous unless it has been developed and trained.

Hold your breach. If you do not know how hatred is taught, preached,
and developed, just continue with me. Hate preachers and teachers
neither have the churches nor the mosques of their own to preach
their ideology. They preach and teach in our own mosques and churches
in which we are supposed to teach and preach love. Hatred is also
taught and preached in our media, political parties, political
rallies and political allies. Nobody is really born with the
knowledge of how to hate, nor is one born knowing who to hate. But
one is told about whom to hate and why you should hate him/her.

There are various types of hatred as there are various types of love.
You know how to call the love between you and your parents. The same
thing with how to call the love between you and your sweet heart.
There is no question about that. Hatred has different names like love
but with one goal – destruction. When you hate an individual for a
reason known to you alone, call that an individual hatred. However,
when you hate an ethnic group or tribal group, call that an ethnic or
tribal hatred. In this piece, I am mainly concerned with the act of
hating a whole group of people whether ethnic or religious group.
This kind of hatred is dangerous and can make one group exterminate
an other group.

Group hatred is preached, taught and developed. The hate preachers
and teachers preach and teach you how to hate people and why you
should hate them. They can be quick to justify their hate lesson if
you question them. Hate preachers and teachers are heroes in the eyes
of their fellow members from their ethnic and religious groups on
whose behalf the hatred is being taught and preached. They isolate
and brand an outcast a person who opposes their hate ideology. They
play the tactic of join us in what we are doing or we isolate and
alienate you from our society.

When you suffer from such social isolation and surrender to join the
bandwagon, you hear that these people did this and this to us. They
can create anything from the blue that can make you rage with fury.
They can say anything that can compel an innocent mind to do an evil
act. Some people make themselves suicide bombers for being taught the
ideology of hatred. Others are made to make themselves warriors of
senseless tribal wars for reason created and taught by enemies of
mankind. What on earth can one get from such an evil act? There is
nothing but only the destruction.

When hatred is taught and preached. It is then fed and raised on the
blood of others. The more you use your hatred to kill, the more it
grows and develops into a huge animal that can in turn kill you. One
of the respected Sudanese elders engaged his audience in a metaphor
one day that hatred is a small animal that its owner feeds by
destroying other people and when it has destroyed everything around,
it comes back to destroy its owner.

You teach and preach tribal hatred. You feed it on the blood of your
fellow countrymen and women who you consider as enemies. In the
process, it can not spare you either. As they say, in the war both
the winners and the losers share the losses.

General stereotype against a group as well as blaming the whole group
of people for an act committed by an individual or individuals from a
particular group can be considered as hate preaching. That kind of
general blame or stereotype can lead to conflict resulting in deadly
large scale massacres or genocides. Individuals should be held
accountable for their actions. Individual can neither be defended for
preaching hatred against others nor killing others because of their
ethnicity or religion.

Make Anti-Hate Laws

Hate preaching should be considered as a serious crime against
humanity for it is this that leads to massacres or genocides.
Individuals who engage in doing it should be made to pay for it. I
humbly request that law making bodies in Sudan and in Southern Sudan
in particular should make anti-hate laws to curb the future large
scale killings as it happened in many incidents in the past.
Individuals who do the act should be made accountable and if the
third person gets involved in defending the culprit because of mere
reason of being from the same background, he/she should face the law
more than the real culprit. Law should be allowed to take its course.

Tribal, Ethnic, and Religious Political Parties There should not be
tribal, ethnic and religious political parties in the Sudan. This is
because group hatred is promoted through such parties. These parties
abandon nationwide popular platforms and programs but adopt hate
platforms and programs that only appeal to members from their
background. When they come to power they implement their hate
platforms and programs by oppressing others who do not belong to
them. These lead to large scale killings as it happened in many parts
of Sudan and in Rwanda.

In Europe, some political parties composed of people from one race
and religion committed act of genocide when they were in power. The
National Socialist German Workers Party known as the Nazi killed 6
million Jews during the WWII. The Young Turks in Turkey also killed
1.5 millions Armenians in Turkey. For most of my readers, you may be
aware of many incidents of tribal massacres in Sudan committed by a
group belonging to one particular group calling themselves a party or
anything of that nature.

The Rwanda genocide was committed by Hutu extremists against Tutsis
and moderate Hutus. The Hutus were mainly in power and took that
advantage to massacre the Tutsis. They had developed hatred over a
long time. This hatred developed into conflict and then into
genocide. I give these examples to make us aware that it is dangerous
to have tribal and religious parties. So an ethnic or a religious
group should not be allowed to have a political party of their own
with the intention of coming to power.

Tribal Militias

Almost all the large scale killings that have occurred in history are
committed by militias used as proxy by the group in power. The
Rwandan government led by mainly the Hutus used the Interahamwe
militia to kill the Tutsis. The Sudan government is now using
Janjaweed militia to kill the Africans in Darfur.There should be no
tribal militias. Any armed group affiliated with a particular ethnic
group or religious group should be considered illegal and should be
disarmed. Such armed groups if allowed may develop their own extreme
hate ideologies against other group. The Janjaweed militia is an
example in Sudan and we have all seen its danger. The tribal militias
still existing in Southern Sudan should be disarmed. On the
international scene, we have seen the dangerous activities of the Al
qaeda and the Hezbollah.

Political Parties Bill

In Sudan, political parties should not be formed on tribal and
religious basis. The political parties&#65533; law should be made to
ensure that political parties who want to govern the country should
be composed of members coming from background reflecting the
diversity of the country. They should have platforms and programs
that aims at promoting the well being and betterment of all the
people regardless of religion, race and ethnicity. If a political
party does not reflect the diversity of the country, then it can not
be registered as a political party. This should not only prevent
future problems such as large scale killing against other group but
it should also promote nationalism instead of tribalism and
sectarianism. Nations that are strong, free, powerful and prosperous
are founded on love but not on hatred. Hatred destroys but loves
builds.
