ARMAVIA CARRIES OUT FLIGHTS TO ALEPPO INSTEAD OF BEIRUT

YEREVAN, JULY 18, NOYAN TAPAN. The Armavia airline’s Yerevan-Beirut
flights are currently carried out to the city of Aleppo due to
Israeli-Lebanese conflict. As Noyan Tapan correspondent was informed
by Sargis Mayilian, head of the airline’s Commercial Service, though
Armenia suffers losses because of the change of the flight, by doing
so it moves Armenians from Lebanon to Armenia. He said that 77 and
101 Armenian passengers, respectively, have arrived from Aleppo in
Armenia by two flights. According to S.Mayilian, only 29 passengers
moved from Armenia by two flights in the opposite direction. At
the same time, he found it diffucult to say, how long Armavia will
continue to carry out the flight to Aleppo instead of Beirut.

To recap, Armavia carries out two flights to Beirut and one to
Aleppo weekly.

Baku, July 14, AssA-Irada — The Azerbaijan National Agency for
Mine Action (ANAMA) has rendered harmless three mines in the Hasanli
village of western Terter District during the clearance operations
in the area around the Khachin River. These included two anti-tank
and an infantry mine, which brings the number of mines found in these
territories over the past 20 days to five, ANAMA told AssA-Irada.

Most of the explosives are tossed by Armenians into the river to
deliver them to Azerbaijani territories.

The head of the Terter executive authority civil defense headquarters,
Ilgar Musayev, says mostly up-to-date mines are planted close to
electricity lines and arable areas.*

Sarajevo, where he will meet with FM of Bosnia and Herzegovina Mladen

of Davis Cup tennis competition will be held. Armenia’s national team
takes part in the contest.

On June 20, Minister Oskanian’s visit to the Common Institutions of
Bosnia and Herzegovina is scheduled, as well as meetings with Adnan
Terziæ, Chairman of the Council of Ministers, representatives of the
Parliamentary Assembly, and the members of Bosnia and Herzegovina
Presidency.

Turkey’s government is making a second attempt to prosecute one of
its leading authors after she allegedly "insulted Turkishness" with
a comment made by a character in her latest novel, "The Bastards
of Istanbul."

Elif Shafak will appear in the country’s seventh high criminal court
on charges of violating Article 301 of the Turkish Criminal Code,
which prohibits the denigration of any aspect of Turkish culture. Ms.
Shafak’s translator, Asli Biscan, and her publisher, Semi Sokemen,
also face charges.

In June, similar charges against Ms. Shafak were dismissed after
a public prosecutor argued that the book is a work of fiction and
therefore does not represent the views of the author. But the decision
was overruled by the high court after complaints from a group of
right-wing lawyers, the Unity of Jurists.

Ms. Shafak and her publishers have said they are not sure which comment
in the book is "anti-Turkish." In an e-mail message to her agent in
America, Marly Rusoff, the author suggested possible paragraphs that
are being "particularly targeted by the ultranationalists."(The book’s
American publisher, Viking, forwarded the email to The New York Sun.)

The passages refer to the massacre of 1.5 million Armenians by the
Turkish government in 1915.The massacre is recognized as the first
genocide of the 20th century, but in the last few decades the Turkish
government has attempted to deny it ever took place. In May 2005,
the Turkish justice minister, Cemil Cicek, labeled Turkish historians
who have said the genocide occurred as "traitors."

Ms. Shafak is not the first author to be prosecuted by the Turkish
government for talking about the genocide. In January, author Orhan
Pamuk was found not guilty of similar charges for comments he made
to the press.

An artistic rights organization, PEN American Center, has defended
Ms. Shafak and other authors. "It is very discouraging that she is
being prosecuted again by the conservative members of the judiciary,"
the director of PEN’s Freedom to Write program, Larry Siems, said.
"Writers shouldn’t be held responsible for what their characters say
and do."

Mr. Siems added that underlying these sorts of trials is a political
battle within the country over Turkey’s bid to join the European
Union. "The ultranationalist faction is pressing for prosecution as
a way of embarrassing Turkey in its bid to join the E.U.," he said.
"Cases like Shafak’s and Pamuk’s, involving internationally renowned
authors, point to the fact that they are looking to get international
headlines."

The date for Ms. Shafak’s trial has not been set, but if convicted
the author could be sentenced to up to three years in prison. No one
has ever been convicted under Article 301, but Mr. Siems said Ms.
Shafak faces a "long and trying" battle.

"The Bastard of Istanbul" confronts the genocide alongside the issue
of feminism. It tells the story of an Istanbul-based family and an
exiled Armenian family who discover that they share a secret that
links them back to the 1915 genocide.

The novel, originally written in English, was a best seller on its
release in Turkey in March. Viking is set to release the book in
America in early 2007.

Baku, July 10, AssA-Irada — The current situation around the
Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict allows some
countries to enter the format of the mediating OSCE Minsk Group,
Armenian parliament vice-speaker says.

Such attempts have been particularly made by Great Britain, but other
countries and their parliaments offering assistance in this respect
have also become active, Vaan Ovannisian told a news conference in
Yerevan on Monday.

"If peace talks are not carried out under the auspices of the three
Minsk Group co-chairs [from the United States, Russia and France],
the activity will begin in different directions and on parliamentary
level in particular," the vice-speaker said, noting that the NATO
Parliamentary Assembly is taking interest in the issue.

Ovannisian said that if the Garabagh conflict is tabled in other
organizations, "the success for Armenia should not be expected to
come easy".

"With other entities getting involved, we will have to start from a
scratch," he said.*

Vardan Mkrtichyan, Ardarutiun Faction, stated July 8 at the Azdak
Club that the aim of the bill on alienation of property for public
and state needs adopted by members of parliament, whose job is to
push the button, is intended to legalize illegality.

Vardan Mkrtichyan reminded that the bill was introduced to the National
Assembly not at least 24 hours before the discussion as the bylaws
provide for it, but a couple of minutes before the discussion, so the
bill was not discussed and evaluated by any parliamentary committee.

Vardan Mkrtichyan also reminded about the April 18 Decision 630 adopted
by the Constitutional Court, defining the alienation of the property of
the residents of the Center of Yerevan as unconstitutional. If before
this decision the government could say they did not know they were
violating the law, carrying on with the development of the Center
after the decision of the Constitutional Court means that "they
violate the Constitution consciously, which is a more grave offense."

By the way, speaking about the consequences of the bill, someone said,
"If they want to take away one’s wife, they can put it as for the
needs of the state." A female reporter responded, "Do not give the
example of women. Our ministers do not have their eye on women. They
have their eye on one another."

Yerevan, 7 July: The Armenian National Assembly today passed a
resolution on granting amnesty to mark the 15th anniversary of the
republic’s independence.

About 300 convicts, who committed crime before 1 June 2006, will
be released under the amnesty, Armenian Justice Minister David
Arutyunyan said.

In accordance with the parliament’s resolution, the amnesty cannot
be granted to inmates who committed serious crimes and to those who
deliberately violated prison regulations.

Viva Cell, the chief sponsor of Golden Apricot festival, warned the
organizers that it will stop funding if the TV companies do not show
the logo of Viva Cell together with the logo of the festival.

Art head of the festival Susanna Harutunyan said today that they have
applied to the heads of mass media outlets but the latter demanded
money for that. The organizers complain that they are not engaged in
commercial activity and cannot pay. Therefore, the organizers have
concluded a contract according to which those companies who would
like to interview foreign film stars have to show the promotional tape
of the general sponsor. Print media, in addition, has to provide 150
copies of their publications to the organizers. The contract is not
valid for internet based information agencies.
