principle,” Lithuanian President Valdas Adamkus, who is in Yerevan
on a formal call, stated at a meeting with the students and teaching
staff of the Yerevan State University. When commenting on the Nagorno
Karabakh conflict settlement process the Lithuanian President remarked,
“What belongs to you should be yours.” At that he said military
resolution of the conflict is inadmissible. A dialogue is essential
for the conflict settlement. I call on you to speak to each other. Via
mutual understanding and dialogue only it’s possible to find the ways
for a problem solution,” Mr. Adamkus said.

He also noted that with acquiring independence Lithuania set the
principle of correct relations as the priority principle of foreign
policy towards other states, including Russia. “Certainly we can
disagree on some issues but for the sake of the young generation
and our future we should find the way to overcome the discrepancies
available,” Valdas Adamkus stated. In his words, the Lithuanian
foreign policy will not undergo any changes and will base on mutual
trust and respect.

“Armenia should join the European community, become a full member of
this family and undertake corresponding commitments. We work together
and our goals coincide,” Mr. Adamkus said. When asked how Lithuania can
assist Armenia on the path to the European integration the president
said, “We practice such cooperation already.

Our specialists meet with Armenian counterparts and they exchange
experience. The political will for carrying out reforms in all the
sectors is essential here and the Armenian leadership possesses
this will.

We are open and ready for cooperation. We made some faults on the way
to the EU and do not want you to repeat the same mistakes,” reported

Gregoire’s Warnings On China, Education Need To Be Heeded

GREGOIRE’S WARNINGS ON CHINA, EDUCATION NEED TO BE HEEDED

In her address last week at a meeting of the Chehalis Rotary Club,
Gov. Chris Gregoire had some words of warning about education we
should heed.

Gregoire is big on improving education in this state, from preschool
to post-graduate.

In discussing early childhood education, for which she is an ardent
advocate, Gregoire told a story. When she was a child, she said,
her mother used to tell her to clean up her plate because children
in China were starving (for some of us, it was starving Armenians or
others). The lesson was that we shouldn’t be wasting when others were
starving and by us not wasting there would be more for them.

But now the focus has changed, Gregoire said. “The story today is,
‘If you don’t do your homework, that child in China will get your job,’
” Gregoire may well be right.

China, which remains the most populous country in the world, is
coming on strong as an economic competitor, its economy growing by
leaps and bounds.

Leveling the trading playing field with China will help create new
markets for our goods there, as Gregoire was striving to achieve
for this state in a recent trade mission to that country. Further
opening of the Chinese market will in turn create more jobs in the
United States.

But with education levels and skilled work forces increasing in China
and Asia, more jobs and potential jobs in this country will flow there
if we don’t bolster education in this country so that we can compete.

That’s why efforts to raise education standards, including this
state’s Assessment of Student Learning testing that Gregoire also
strongly supports, is so important.

On another subject, the governor indicated she is well aware of the
magnitude of the methamphetamine drug problem in our area and the
state. She noted meth is particularly insidious and dangerous because
“unlike any other drug, we do not have the ability to get people
off” it.

In connection with that, she mentioned a disturbing trend in meth
that many may not be aware of – an increased tendency of women to use
the drug as a dietary aid. That is insanity. Once they are hooked on
this highly addictive drug, the number of people who can get off it
permanently is abysmally low.

SATSOP PLAN: Also when she was here last week, Gregoire embraced a
plan to convert the abandoned Satsop nuclear power plant project near
Elma to a job training facility that could be operated by Centralia
College. Gregoire toured the college’s Center of Excellence for
Energy Technology.

In a presentation to the governor, Barbara Hins-Turner, executive
director of the center, said the energy industry will need thousands
of replacement workers as baby boomers start to retire in the next
five to eight years. Hins-Turner has been working with both industry
leaders and labor representatives in the region on a plan to convert
the 1,800-acre Satsop site into a training facility for future
employees in the power generation field. That would be fitting.

Gregoire said the plan “sounds like it has a lot of promise. … The
whole region will benefit” from Satsop as a job training site.

The energy industry has been aware of the declining work force
for years and “The cold, hard truth is that we’re going to suffer
a tremendous brain drain,” said Steve Milistefr, a representative
of the Bonneville Power Administration who was at the college with
Gregoire. He also lauded the college for its efforts to provide more
trained workers to fill the gap.

“Centralia College is starting to put some action behind this, and
things are starting to happen.”

Jim Walton, president of the college, said he hopes to have a Satsop
job training facility operational in two years, including on-site
dormitories.

He commended Gregoire for her interest, noting that support at her
level of government adds impetus to the Satsop plans.

In the end, then, it appears something positive will come out of the
costly boondoggle of trying to build nuclear power plants at Satsop.

Who knows, some day employees might be trained there for jobs at
nuclear power plants, which this country will likely need more of at
some point to become more energy independent.

front of the Turkish Embassy in Washington to mark what they call
Armenian commemoration day. A meeting to commemorate the so-called
Armenian genocide is also expected to be held at the US Congress. In
related news, US President George Bush is expected to release a
written statement on the issue, but not use the word “genocide,”
just s in previous years.

[Presenter] Armenian Foreign Minister Vardan Oskanyan and the EU
troika have discussed Armenia’s cooperation with this organization.

The delegation is led for the fist time by Hans Winkler, secretary
of state for foreign affairs of Austria, which currently chairs the EU.

The main issue which was discussed at the meeting was the Wider Europe:
New Neighbours programme of the European Union, the third stage of
which will start in May.

Vardan Oskanyan briefed the EU delegation on the latest developments
in the Karabakh settlement, Armenia’s positions and approaches. The
sides also discussed energy issues, Armenian-Turkish relations and
possible developments connected with Iran.

[Vardan Oskanyan, captioned] The third stage of the talks on Armenia’s
Action Plan within the framework of the European Neighbourhood Policy
will be held in Yerevan in early May. This is a serious document
which will be a guideline for the future development of relations
between Armenia and the EU.

The main issue which we discussed was the development of democratic
institutions in Armenia. The state secretary paid special attention to
the holding of parliamentary and presidential elections in Armenia. The
EU is following these developments.

The South Caucasus region is of great importance to the EU, and Austria
wants to establish close relations with the South Caucasus countries
during its chairmanship. We discussed the New Neighbours programme. We
hope that the discussions will be finished soon and that this programme

We also talked about the Nagornyy Karabakh conflict. The European
Union wants stability in the region and a speedy resolution to
the conflict. We are ready to render the necessary support to the
settlement of the conflict. We are sure that the settlement of the
conflict will promote stability in the region.

“Results of the talks of the Armenian and Azerbaijani presidents in
Rambouillet are not just failure of the process of Nagorno Karabakh
conflict settlement, but of the OSCE Minsk Group effort as well,”
former Armenia foreign minister Alexander Arzumanyan has announced
at a news conference in Yerevan.

A REGNUM correspondent quotes him as saying that the process of
settlement has been delayed not only by the conflicting parties,
but by the West and the USA. “In the beginning of 2006, the
European Union appointed Peter Semneby as its new representative
for South Caucasus, who, undoubtedly, needs time to adjust. Then,
the USA replaced their ambassador in Azerbaijan, soon, probably,
the ambassador in Armenia will be replaced too; all this is done to
drag the process out by the end of 2006, and then, as it is known,
the time starts for election races – the time, when the settlement
process will be given a place far from the leading one,” Alexander
Arzumanyan thinks. It is worth mentioning that in 2007 parliamentary
elections will be held in Armenia, in 2008, presidential elections
will be held both in Armenia and Azerbaijan.

Assessing the activity of the OSCE Minsk Group negatively at the
talks in Rambouillet, the ex-minister, however, noted that the
mediator format was “the most successful one for the whole time of
the negotiation process.” “I do not expect any fundamental changes
in the settlement process, however, taking into consideration recent
statements made by Azerbaijan after the meeting in Rambouillet, it
is not ruled out that a war with this country can resume,” believes
the former foreign minister.

YEREVAN, 19 April 2006 – The Head of the OSCE Office in Yerevan,
Ambassador Vladimir Pryakhin, members of the diplomatic corps and
representatives of the Council of Europe and the United Nations Offices
in Armenia were today briefed on the on-going electoral reform in
Armenia by the Chairman of the National Assembly, Arthur Baghdasaryan.

Ambassador Pryakhin welcomed the assurances by the Speaker of the
country’s determination to reform the electoral process, saying:
“While recognising the need for improvements in legislation and
administrative procedures, we stress that political will remains a
core prerequisite for ensuring democratic conduct of elections. We
hope the shortcomings of the past will not be repeated.”

He also underlined the readiness of the international community
to provide assistance as indicated in the 9 March statement by
Ambassadors of the OSCE participating States and the heads of
intergovernmental organizations in Yerevan. “While the international
community is willing to help, only the Armenian authorities can assure
a successful outcome.”

In particular, the international community representatives stated
that they would be ready to contribute to the electoral reform
process by assisting with the training of election commission members,
expertise on amendments to the electoral code, improving voter lists,
and promoting public awareness of the procedures for a free and
fair election.

“I hope the Armenian authorities will engage civil society and
the media in ensuring that the forthcoming elections constitute
a unifying process between the people and those who govern them,”
added Ambassador Pryakhin.

its 7th annual Distinguished Speaker series event on genocide. The guest of
the event is the Emmy award winning documentary filmmaker Andrew Goldberg,

The film will be screened in its Montreal premiere at the AGBU. After the
screening, the filmmaker will address the audience about his experience of

“The Armenian Genocide is a unique film”, said Viken L. Attarian, chairman
of AGBU, “not only because it documents one of the darkest moments in human
history, but also because it brings together a group of courageous Turkish
historians who critically address the history of the perpetrator of this
crime, the Ottoman Turkish government. That is one of the main reasons that
this film came under savage attack by the denialist propaganda machinery of
the Turkish government and its agents.”

“This film also presents, for the first time, rare footage with Raphael
Lemkin, the Polish jurist who defined the term genocide”, said Line
Abrahamian, member of the AGBU genocide commemoration committee, “Lemkin
clearly and specifically states how he was inspired by horrific genocides of
Jews and Armenians, and wanted to bring these crimes to the attention of the
world”.

This 7th annual Distinguished Speaker event will be held on April the 29th,

They Were On Strike

The trial of the defendants Razmik Sargsyan, Musa Serobyan and Arajik
Zajyan who are on hunger – strike for already 7 days was resumed
today in the Court of Appeal on Criminal and Martial issues. They
were hardly taken to the courtroom; they looked very weak and sick.

The trial was soon interrupted as the three advocates of the defendants
were not present in the courtroom.

The judge Mher Arghamanyan demanded the trial to be interrupted for
an hour so as they could find the reason of their absence.

While the participants of the trial waited for the trial resumption the
parents of the accused boys launched an appeal in front of the building
with the following posters, “The murders in the army are determined
by the fact that real murderers are not punished,” “Stop you illegal
steps, Court Martial Prosecutor” etc. They cried with loudspeakers,
“There are illegal cases in the army. Two innocent boys were killed
in the army and now our innocent sons are accused of their murder
instead of the real guilty ones.”

The courtroom was again full after the break but the advocates were
not present. The judge informed the people present that they phoned
the Advocates’ Union and spoke to the Chairman Ruben Sahakyan about
the current situation in the courtroom. The latter answered that the
two advocates were in the courtroom.

Mher Arghamanyan asked one of the court workers to ask them in but the
latter returned and said, “They refuse to work in such conditions. They
won’t return unless their mediations are taken into account.” “I
have never countered such a scene when the advocates gather in front
of the court and launch an appeal. The court is powerless; I cannot
make them come here. Even the Union Chairman cannot do it,” claimed
the judge. The representative of the accuser Anahit Eghazaryan said,
“I am astonished that they speak with an ultimatum with the court. This
is a way of exerting pressure. I have been working in this sphere
for 22 years and have never seen such a thing.”

The trial was resumed without the advocates.

RA PRESIDENT EXPECTS TAX SERVICE TO CARRY OUT CONSISTENT WORK FOR SOLUTION OF EXISTING PROBLEMS

YEREVAN, APRIL 18, NOYAN TAPAN. During the April 18 working meeting of
the RA President Robert Kocharian and Head of the State Tax Service
Felix Tsolakian, the results of the first quarter, as well as issues
related to reduction of the shadow sector in mining industry and
construction, the fight against false customs clearing and goods
for deals were discussed. According to the data presented by Felix
Tsolakian, this quarter the tax revenues of the state budget made 43.2
bln drams, exceeding the index of the same period of last year by 8
bln drams (about 17.8 mln USD). Profit tax and income tax accounted
for a large share of the tax revenues. A growth in social payments
was registered as well. 15.3 bln drams was collected in the first
quarter, which exceeds the respective index of last year by 2.4
bln drams. Presenting the process of carrying out the President’s
instructions regarding reduction of the shadow sector in mining
industry and construction, F. Tsolakian said that an increase in
revenues of these spheres was registered in the first quarter.

Particularly, the revenues from the non-metal mining industry made
700 mln drams against 400 mln drams collected in the first quarter
of 2005. Speaking about the programs to be implemented, he noted
that the Tax Service is now making up a list of organizations,
whose transactions and taxes paid are not consistent with their
activities. As regards false customs clearing and goods for deals, F.

Tsolakian noted that over the last three months they filed 45
materials to the prosecutor’s office, based on 19 of which criminal
cases were opened. The problem of property and income declaration
was also addressed during the meeting. R. Kocharian pointed out
the necessity for legislative regulation of this problem and use of
clear mechanisms of responsibility. According to the RA President’s
press service, Robert Kocharian gave new instructions regarding the
problems discussed. He said that he expects the Tax Service to carry
out consistent work for solution of the existing problems.

Newly appointed Ambassador of Morocco to Armenia Abdeljalil Saubry
(residence in Kyiv) handed copies of credentials Armenian Foreign
Minister Vartan Oskanian, according to the Armenian media.

The parties referred to the cooperation within the international
organizations and conflict settlement. On behalf of the Moroccan
Foreign Minister Abdeljalil Saubry invited Vartan Oskanian to Rabat.

Armenians and Arabs have historically problematic relations due to
the Lebanon Crisis. The lebanon Armenians supported the anti-Syrian
groups in that country. Armenia has also occupied about 20 percent
of a Muslim country, namely Azerbaijan. More than 1 million Muslim
Azeris have been refugees since the Armenian occupation.
