DAILY SAYS OUTGOING US ENVOY FAILED TO ESTABLISH DEMOCRACY IN AZERBAIJAN

Excerpt from Rauf Mirqadirov’s report in Azerbaijani newspaper Zerkalo
on 25 March headlined “Reno Harnish leaves an unenviable legacy”.

Reno Harnish is very satisfied with his work as the US ambassador
to Azerbaijan. His mission had to expire in the summer. However,
in connection with his appointment to a higher post in the State
Department, he will end his mission before the due date, the head of
the embassy’s public relations department, Jonathan Henick, has told
APA news agency.

As for Reno Harnish, one can assume that most likely he has failed
to “live up” to the expectations. The diplomat tried to be on both
sides of the fence, which is impossible in countries with “transition
democracies”, just as it is impossible to be “half-pregnant”. As a
result, [he] has often been caught in the “crossfire”.

>From the point of view of the global geopolitical interests of the
USA, the launch of the Baku-Tbilisi-Ceyhan pipeline can be regarded
as his achievement, even though to be precise, the implementation
of the project is rather the achievement of the untiring Steven Mann
[US envoy on Caspian issues].

And now more details about, let us say, shortcomings.

First, Reno Harnish failed to realize the idea of establishing
democracy in Azerbaijan through evolution. Both the 2003 presidential
election and the 2005 parliamentary election ended in a post-election
confrontation between the opposition and the ruling elite with
very harsh consequences, that is with an ordinary brawl. It must
be mentioned for the sake of justice that the 2003 events cannot be
entirely “credited” to the incumbent US ambassador because he came
to Azerbaijan literally on the eve of the presidential election. But
the 2005 parliamentary election which practically all international
organizations described as “wasted opportunities” is fully Harnish’s
“achievement”. The US ambassador was one of the active and extremely
interested political players on whose “advice” mass rallies were
scheduled and cancelled.

Before the [6 November 2005 parliamentary] election representatives
of the ruling elite criticized him bitterly and some members of
parliament even proposed to declare the US ambassador persona non
grata. Subsequently, the opposition also decided to “boycott” its
former “patron” but it did not last long. In a nutshell, Azerbaijan
did not set an example of an evolutionary development of democracy
to the whole world. Democratic processes in Azerbaijan following the
parliamentary election turned out to be at the same level or most
likely even at a much lower level than at the time when Reno Harnish
took the helm as US ambassador in Baku.

Second, attempts have failed to involve Azerbaijan fully in the
US sphere of interests. On the contrary, during Harnish’s tenure,
Azerbaijan’s foreign policy became more “balanced”, that is more
pro-Russian. What is important is that efforts have failed, at least
for now, to convince Baku to sign a peace agreement on the settlement
of the Armenian-Azerbaijani conflict over Nagornyy Karabakh, which
is the main obstacle to achieving Washington’s geopolitical aim of
bringing the South Caucasus under complete US control.

Third, plans to establish a powerful pro-American, pro-democracy lobby
within Azerbaijan’s ruling elite have completely failed. Harnish’s
“protege”, [former] Minister of Economic Development Farhad Aliyev,
who was “put in charge” of this role, is on “lengthy leave” [jailed]
now. Therefore, it is a bit surprising that “Mr Reno Harnish is fully
satisfied with his work as the US ambassador to Azerbaijan”. Briefly,
Reno Harnish has left an unenviable legacy to his successor.

But we should note for the sake of justice that Harnish is one of a few
US ambassadors who was very open for the press. He, unlike Escudero,
at least tried to explain Washington’s actions and statements,
including those that were highly unpopular in Azerbaijan, even though
most often he tried to behave like a real “governor-general”.

and for energy following it will cause rise in prices for all the
services and products of first necessity. This circumstance will not
only strike a blow on the social state of the widest strata of the
society of Armenia but will also obstacle the natural development of
the economy of Armenia, the social polarization will reach dangerous
sizes. This is said in the March 24 statement of the “Hanrapetutiun”
(Republic) party. The “Hanrapetutiun” party considers necessary to
review the present Armenian-Russian relations and secure alternative
factors addressed to the energy safety. Particularly, to satisfy needs
of Armenia by a quick operation of the Armenian-Iranian gas pipe, and
to reach increase of political and economic weight by the Iranian gas
transit. It is also proposed to consider development of the atomic
energy corresponding to the world standards and creation of a new,
safer atomic power station primary.

Minister Oskanian’s Official Visits to the United States, Russia and Syria

Minister Oskanian will pay a working visit to the United States from
March 26-31,

On March 27, he will be in attendance at the official signing
ceremony for the Millennium Challenge Compact. US Secretary of State
Condoleezza Rice will also be present at the State Department ceremony
in Washington DC.

On the same day, he will meet with OSCE Minsk Group Co-Chair Steven
Mann,

On March 28, a press conference is scheduled at the National Press
Club in Washington.

On March 27, the Minister will deliver a speech at the
American-Armenian Assembly Advocacy Conference jointly organized
with the Armenian General Benevolent Union (AGBU) and the Eastern
Diocese of the Armenian Church. He will also meet representatives of
the Armenian community in the USA.

On March 29, Minister Oskanian will leave for New York.

The next day, he will meet with Kemal Dervish, UNDP Administrator,
as well as Jan Eliasson, President of the General Assembly.

A meeting with Kofi Annan, UN Secretary General is scheduled for
March 31.

Following his return to Yerevan, on April 6-7, Minister Oskanjan will
visit Moscow where he will meet with Sergey Lavrov, Russian Foreign
Minister, and Igor Ivanov, Secretary of the Security Council.

On April 7-9, the Minister will be in Syria to meet with Bashar
al-Assad, President of the Syrian Republic, and Walid Moallem,
Syria’s Foreign Minister.

On April 9, Minister Oskanian will be in attendance at the 100th
anniversary of the Armenian General Benevolent Union and the 75th
anniversary of the Armenian Youth Association, as well as the
ceremonial opening of Aleppo’s Giulbenkian Center.

broadcasts in Armenian this year. In the words of editor-in-chief of
the Agos Armenian newspaper Hrant Dink, the Armenian community of
Turkey has collected $300 thousand for that purpose. `The campaign to
collect means started 10 years ago. The Armenian community has its
schools and newspapers. Now we work to create Armenian radio in the
country. We have submitted an application to the Supreme Council on
Radio and Television of Turkey,’ Hrant Dink said, reports the Turkish
Zaman.

Although Defense Minister Serge Sargsyan had announced in early
February that two or three weeks later he would decide on running for
parliament, he still keeps silent, though almost two months have
passed instead of two or three weeks. Some analysts explain the
silence of the minister of defense in the context of aspirations to
presidency; Serge Sargsyan keeps silent and will not support any party
because he needs the support of all the political parties to become
president. On March 22, answering the questions of journalists, the
defense minister replied to this question, but his reply did not
reveal anything about his decision.

`Frankly speaking, there are such different comments that I sometimes
wonder how many Nostradamuses there are in our society, who know
everything, but unfortunately I do not know anything,’ said Serge
Sargsyan.

Minister Oskanian Receives Delegation of Indian Businessmen

Minister Oskanian, on March 20, received a delegation of businessmen from
India and Dubai, headed by Harshad R. Mehta, Honorary Consul of the Republic
of Armenia in Mumbai, India. The delegation is in Armenia on a three-day
visit, and consists of heads and representatives of major diamond and
jewelry, IT, film production, metal processing, pharmaceutical, tourism, and
food industry enterprises.

The guests presented the sectors of interest to them, and in which they wish
to cooperate with Armenian partners. Specifically, they discussed IT
development, tourism and joint film production, as fields of utmost
interest. Mr. Mehta is himself the owner of a large diamond cutting
operation in Armenia.

Minister Oskanian briefed the Indian businessmen on the business climate in
Armenia, and the investment involvement priorities of the Government of
Armenia.

Ashot Kocharian, Armenia’s Ambassador to the Republic of India, and Reena
Pandey, India’s Ambassador to the Republic of Armenia, also participated in
the meeting.

YEREVAN. MARCH 20. ARMINFO. The murder of a young Armenian in the
town of Tsalka, Georgia, has no ethnical background, said on a press
conference Revaz Gachechiladze, Ambassador of Georgia to Armenia.

The Ambassador said that 150-200 murders take place in Georgia
and both among the murderers and the murdered people of various
nationalities occur. He said that the Georgian authorities will
never permit hooliganism against any nation. Commenting on the ill
economical situation in the Javakhq region, the Ambassador said that
its improvement is in the vital interests of eth Georgian Government
and informed that $116 million will be assigned to the development
of Javakhq in the frameworks of Millennium Challenge program.

More than 2,000 Turkish nationalists demonstrated in Berlin on Saturday
in support of denials that a genocide of Armenians took place under
the Ottoman Empire in 1915.

The protestors demanded among other things the repeal of a resolution
passed by a unanimous vote in the German parliament last year that
called on Turkey to hold an open dialogue on the Armenian massacre.

The resolution has contributed to a rift between Germany and Turkey.

According to independent estimates, more than a million Armenians
were killed in the massacre.

A Berlin court on Friday allowed the demonstration to take place under
strict conditions, included not characterizing the Armenian massacre
as a lie in either speech or on placards.

Armen Haroutyunyan states the importance of the role of the regional
representations for the institute of Human Rights’ Defender. He
assures they are simply necessities.

During the discussion of State Budget of 2006 former Human Rights’
Defender Larissa Alaverdyan also raised the question of founding
offices in 3 regions of the republic and asked for 11 million drams
from the state budget to realize the idea. Yet the money was not
given. And now the new Defender seems to have the same wish.

But however alike the wished of Larissa Alaverdyan and Armen
Haroutyunyan are their positions concerning the Defender’s annual
report completely differ. As A. Haroutyunyan says the former Defender
wrote her report not before January 5 but after that when she was
no longer Defender. That is why A. Haroutyunyan has prepared his own
report on the basis of the information in the staff as since January
5 Larissa Alaverdyan has merely been a citizen and not Human Rights
Defender.

By the way A. Haroutyunyan is ready to cooperate even with ombudsmen
from our neighbors Georgia and Azerbaijan in the field of Human Rights’
Defence because as he assures “human rights are over state.” On the
other hand, the edges of cooperation with previous Human Rights’

YEREVAN, MARCH 17. ARMINFO. The statements of Armenian businessman
Artur Sargsyan that he is relative of Armenian President Robert
Kocharyan is just a fib, says the spokesman of the president Viktor
Sogomonyan, commenting on the statements in the Kenyan press by two
Armenian businessmen from Dubai involved in a political scandal.

Artur Sargsyan and Artur Margaryan are accused by the leader of
the Kenyan opposition Rale Oding that they have been hired by the
authorities to attack the local media. The Armenians parried with
counter-charges that Oding has failed to pay them a $1.5 mln debt. In
a press-conference Sargsyan said: “My uncle is Armenian President
Robert Kocharyan, while I am a presidential candidate.”

The spokesman of the Armenian FM Hamlet Gasparyan says that the FM
is investingating the case. Armenia has no diplomatic representation
in Kenya and the investigation may take a while but the FM hopes to
find out the truth in a week.
