VLADIMIR PUTIN CONGRATULATED ROBERT KOCHARIAN ON INDEPENDENCE DAY

/PanARMENIAN.Net/ Russian President Vladimir Putin sent a congratulation
message to RA President Robert Kocharian on the occasion on the national
holiday – the Independence Day, RF President’s press service reported. The
message says in part, `The centuries-old friendship and traditions
established between the Armenian and Russian peoples, the closeness and
concord of our interests make a strong basis for mutual interaction. It is
gratifying that the Russian-Armenian allied relations became a significant
factor of stability and security in the region. I am convinced that the
successful conduction of the Year of Russia in Armenia and the Year of
Armenia in Russia to be held in 2006 will contribute to further
consolidation of the mutually beneficial Russian-Armenian cooperation.’

The Heritage Party Position on Draft Constitutional Amendments

The Constitution is the fundamental law of the land and its citizens. The
most authoritative source of rights, it defines and guarantees the
structure of state, its political system, and civil liberties and
obligations. Its legitimacy and force of example turn on its acceptance as
the fruit of political consensus and civic confidence.

The Constitution is not a game. It is not a means or excuse to cling to a
political seat or to clarify private relationships. It is not a veneer to
gloss over cracks in the republican home and to hide societal sicknesses.

Our home is cracked, divided, and under pressure. The first decade and a
half of our rediscovered independence have borne witness to an impressive
array of legal and human rights violations committed, in large measure,
under the very cover of cunning constitutional and legislative references.
Testifying to the subjugation of the absolute benchmark of the national
interest to layers of personal gain, our Homeland has been usurped, our
voice and vote have been grabbed away, millions of individual destinies have
been torn asunder, and the assets and inheritance that belong to the
generations have been stolen or sold off together with any remnant sense of
honor.

And then wonderful talk about national interests and security, the rule of
law, rights and freedoms, civil society, democracy, Constitution.

We have already crossed the final frontier of forging and being forged,
deceiving and self-deceiving. The world is not dumb, and Armenia is not a
gaming hall.

Against this light, the Heritage Party finds that:

· The sovereignty of the people, as the sole carrier of authority
under the Constitution, together with the factor of its decisive empowerment
have long remained latent in real life. This has found its simple
reflection in all functions of critical import for our statehood, and has
been expressed through the doubtful level of legality of virtually every
Armenian administration and thus even of the laws each has enacted.

· The official version of constitutional amendments, by virtue of
several provisions and standards set forth therein, represents a relative
step forward in comparison with the existing Constitution.

· The crown of illegitimacy earned by our country’s authorities
beginning ten years ago and cresting in 2003 is not commensurate even with
the lowest threshold required to posit constitutional amendments for an
accountable public vote.

· If in the present conditions that document is put to referendum,
the most compelling priority will become not its small substantive
advantage, but the imperative of democracy through the conduct of a free,
fair, and truly participatory electoral procedure. Any breach or falsehood,
whether during the campaign, on election day or in the counting, will strike
a blow to the Republic of Armenia, its esteem and future, its every citizen.
Our heritage as witness, that shall be the final shame of modern Armenian
history.

Heritage, a national liberal party, will stand at full capacity for the
democratic integrity of the process and a democratic result on the merits.
Considering that the instant draft of the Constitution, as much as it
betokens a textual improvement, is in essence a collection of half-measures
born of unhealthy circumstances, the party is now preparing and will soon
make public its own alternative Armenian Constitution. Our firm expectation
is that, among other things ruling out any prejudicial propensity toward the
undemocratic reproduction of authority, it will become one of the
cornerstones of our forthcoming political quest and with its inclusive
vitality will guide Armenia through the 21st Century, permanently offering
sound answers and comprehensive solutions to the national challenges of our
times.

Sharjah Ruler receives honorary doctorate

Sharjah, 20 Sept. 05 (WAM) – H.H. Dr. Sheikh Sultan bin Mohammed Al
Qasimi, Supreme Council Member and Ruler of Sharjah was awarded an
honorary PhD by the National Academy of Science of Armenia (NAS RA).

The decision to award the degree to Sheikh Sultan was made by the
members of the Academy’s Senate, in recognition of his contributions
to the cultural and intellectual activities across the world.

Dr. Fadey T. Sargsian, President of NAS RA said in a speech that
Sheikh Sultan was among 60 personalities awarded the honorary title
so far by the academy.

Armenian Ambassador Arshak Poladian praised Sheikh Sultan for his
efforts to turn Sharjah into a centre of scientific and intellectual
knowledge.

Sheikh Sultan, who is also the Chancellor of the American University
of Sharjah (AUS) and the Sharjah University, thanked the academy and
said that Sharjah has achieved success in the higher education
fields.

T. Davtyan: Foreign investment growth available in Armenia

T. DAVTYAN: FOREIGN INVESTMENT GROWTH AVAILABLE IN ARMENIA

/PanARMENIAN.Net/ Deputy Minister of Trade and Economic Development of
Armenia Tigran Davtyan held a seminar on Foreign Investments in Armenia in
Yerevan September 19. Three basic subjects were discussed at the event: the
role of foreign investments in Armenia, trends of free investment field and
improvement of the investment field. T. Davtyan specifically noted the
growth dynamics of foreign investments in the Armenian economy, cited some
examples of large investment programs. He also distinguished 5 fields of
foreign capital investment: Zvartnots International Airport, mining
metallurgy, telecommunications, food industry and information technologies.
T. Davtyan noted that foreign investors are exempt from taxes as different
from Armenian ones. However, in his words, starting with 2007 the tax
legislation will apply to both Armenian and foreign investors.
Simultaneously he noted that most likely taxation will not stop foreign
investors, who wish to invest in the Armenian economy. In Mr. Davtyan’s
words, the growth of foreign investment in science is especially pleasant.

The coalition does not enjoy support of the nation. Consequently, they will
not achieve the desired results without resorting to electoral fraud. This
the opinion of those people who do not anchor big hopes with the
constitutional amendments. The coalition in its turn is trying to convince
the citizens that the constitutional amendments proceed from the interests
of the nation.

According to leader of the Republican Party of Armenia Galust Sahakyan,
people should realize that the amendments adopted will solve their social
problems.

In the opinion of ARFD Chairman Levon Balasanyan the operating and reviewed
Constitutions and point out to the difference between them. On comprehending
it the people will say `yes’ to the amendments.

To note, the coalition leaders believe that they will enlist the trust of
the people by means of propaganda. Galust Sahakyan, for example binds his
hopes with the deputies elected by the majority system and community heads.
He said he will personally take part in the agitation process.

Orinats Yerkir party member Samvel Balasanyan stated that the party will
propagandize the constitutional amendments with all possible means.

The coalition will also have to settle some technical issues such as
coordination of the propaganda activities, organization of meetings, visits
of the region, etc. The process has already started in Gyumri. The ARFD
stresses the importance of fair conduction of the referendum. `Electoral
fraud is pregnant with grave consequences’, Levon Mikrtchyan noted.

To note, Galust Sahakyan considers that the RA President will do his best to
make the constitutional amendments understandable for the people. It should
be also noted that Robert Kocharyan has only once touched upon the topic so
far.

Armenia to take part in seminar on Russian-Korean cooperation

ARMENIA TO TAKE PART IN SEMINAR ON RUSSIAN-KOREAN COOPERATION

On September 26, a seminar titled “Russian-Korean Trade-Economic Relations.
Current State and Prospects” will take place in Moscow. Participants of the
seminar are going to discuss issues concerning cooperation in Russian and
Korean investment projects, relations in the sphere of high technologies
etc. A session of the Russia-South Korea Business Council with the
participation of co-chairs Ara Abrahamian and Chong Pae will be held the
next day.

Businessmen from Armenia will also take part in the arrangements to discuss
issues of further development of Armenian-Korean cooperation. The Armenian
consul to South Korea, Armen Abrahamian, and the Union of Manufacturers and
Businessmen of Armenia will present Armenia at the meetings.

Armenia will participate in the arrangements as a third side by approbation
of the Russian and Korean sides.

ST. PETERSBURG INTENDS NOT ONLY REVIVE ITS FORMER TIES WITH ARMENIA,
BUT ALSO TO OUTLINE NEW DIRECTIONS FOR RELATIONSHIP

YEREVAN, September 14. /ARKA/. St. Petersburg intends not only revive
its former ties with Armenia, but also to outline new directions for
relationship, Armenian President’s press service reports quoting St.
Petersburg Governor Valentina Matvienko as saying at her meeting with
Armenian President Robert Kocharyan.
Matvienko said that new directions will be reflected in the program
of cooperation between Yerevan and St. Petersburg that is now being
worked out for coming three years. In her words, St. Petersburg today
is one of fastest-developing entities of Russia. In this connection,
she said, the sides can successfully cooperate in science and
education areas. “St. Petersburg is known as the center of science
and culture and Armenia has always been known for its scientific and
intellectual capacity”, she said.
For his part, Kocharyan attached great importance to deepening
cooperation with Russia saying this will lay favorable ground for the
development of relations between the states.
The sides gave priority to exchange of information and business ties

[Presenter] Not only the occupied Azerbaijani territories, but also
Naxcivan [Azerbaijan’s autonomous republic] is described as Armenian
territory in the official website of the US embassy in Yerevan. It is
surprising and also regretful that such information appears in a
webpage owned by the USA, a country which recognizes Azerbaijan’s
territorial integrity and always condemns aggression and separatism,
and that the US diplomatic corps turns a blind eye to this.

[Correspondent over video of the website] Not only the occupied
Azerbaijani territories, but also Naxcivan is described as Armenian
territory in the official website of the US embassy in Yerevan. A
webpage to which the US embassy website links says that Karabakh and
Naxcivan are historical Armenian territories. The webpage distorts
Naxcivan’s placenames, Armenizing village and town names. We perhaps
could ignore this as we often see Armenia talking such rubbish. But it
causes surprise that this information has been placed in the webpage
owned by the USA, a country which recognizes Azerbaijan’s territorial
integrity and always condemns aggression and separatism, and the US
diplomatic corps turns a blind eye to this.

The head of the press and information department of the Azerbaijani
Foreign Ministry, Tahir Tagizada, has told ANS this is
unacceptable. Tagizada said that this run counter to the United
States’ position as an OSCE Minsk Group co-chair. He said that the
ministry would look into the issue to resolve it with the American
side in a working atmosphere.

Cooperation Agreement To Be Signed Between Yerevan and St.Petersburg

COOPERATION AGREEMENT TO BE SIGNED BETWEEN YEREVAN AND ST.PETERSBURG

YEREVAN, SEPTEMBER 14. ARMINFO. A three-year cooperation agreement
will be signed between Yerevan and St.Petersburg, says Governor of
Leningrad region Valentina Matvienko who is presently visiting
Yerevan.

A special working group for cooperation programs development will be
set up in 2-3 months. “We are going to enlarge our cooperation with
Yerevan in various spheres – culture, science, IT and telecoms. For
this we have not only a historical base but also an economic
potential,” says Matvienko.

She says that Yerevan and St.Petersburg are interested in enlarging
their trade-economic ties. Today their trade turnover is only $9 mln
but this index has grown by 15% in the last year and is tending to
grow further.

Matvienko says that she has agreed with Mayor of Yerevan Yervand
Zakharyan on the construction of the House of St.Petersburg in
Yerevan and vice versa.

They have also agreed to organize a meeting of Armenian and Russian
businessmen for them to draft joint projects and consider investing
possibilities.

Matvienko is convinced that the Armenian community of St.Petersburg
will make a big contribution to the enlargement of
Yerevan-St.Petersburg cooperation. She says that the Year of Russia
in Armenia and the Days of St.Petersburg in Yerevan will be a good
stimulus for intensifying bilateral relations and implementing joint
projects.

“When I was born, I had an Armenian foster-mother, so I feel in
Armenia like in my home country”, said Arnold Shvetzov, an American
actor and director during the press conference held in the US Embassy.

On the invitation of the Embassy the actor will take part in the
Shakespeare International Theatrical Festival of mono performances
which takes place in Yerevan on September 12-17. On September 14 Arnold
Shvetzov will represent the play “Clown for Fortinbras’s Retinue”.
