OSCE MG COCHAIRMEN TO VISIT YEREVAN, STEPANAKERT AND BAKU

ArmInfo. OSCE MG Cochairmen Bernard Fassier, Robert Bradtke and
Yuri Merzliakov will visit Yerevan, Stepanakert and Baku, Personal
Representative of OSCE Chair-in-Office, Ambassador Andrzej Kasprzyk
said at today’s briefing held in Tavush administration.

According to him, the meeting of the cochairmen in Yerevan will be
held on October 1, then the mediators will visit Nagorno Karabakh and
Baku. The ambassador recalled that the visit of the cochairmen aims
at preparation for the next meeting of the Armenian and Azerbaijani
presidents.

In round nine of InventiChess’2009 in Belgium, Gabriel Sarkisyan –
Anna Muzychuk set ended in draw. Armenia’s Grand Master seeded 5th-7th
with 4.5 points, sharing horizontals with Anna Muzychuk and Jan Timman.

In his turn, Jan Timman shares a point with India’s GM Krishnan
Sasikira.

Emil Sutovsky white won over Antoinette Stefanova, Bartosh Socko won
over Etienne Bacrot, and David Houel defeated Bart Michels.

Note that David Houel marked his first victory in Tournament; however,
he couldn’t reach a higher position in tournament table.

Emil Sutovsky is titled winner with 7 points of 9 possible. Etienne
Bacrot and Krishnan Sasikira with 5.5 points each share 2-3
horizontals. Bartosz Socko took 5 points.

Antoinette Stefanova with 4 points seeded eighth; Bart Michels has
2.5 points and David Houel – 2 points.

YEREVAN, SEPTEMBER 28, NOYAN TAPAN. On September 25, RA President
Serzh Sargsyan signed a decree on holding 2009 autumn call-up and
demobilization.

According to the decree, in 2009 October-December RA male citizens
having turned 18 before the autumn call-up will be called up
for cumpulsory and alternative services. Citizens having lost the
deferment right from the cumpulsory military service will be also
called up for military service.

According to a report by the RA President’s Press Office, servicemen
having done compulsory military service in the established term will
be demobilized in 2009 October-December.

"After high-technologies have been declared in Armenia as priority,
the qualitative education in engineering-biz became the priority
item. Coming from this issue Synopsis-Armenia Company developed
engineering centers in microelectronics together with Engineering
University in 2004 and with Yerevan’s University in 2005.

Synopsis Training program is aimed at preparing pf qualified
specialists in integrated circuits design (VLSI) and in electronic
design area (EDA), providing them job placement. More that
40 alumni work at Synopsis-Armenia or at IT-companies such as
Virage Logic Company, Mentor Graphics Company, and LTX-Company,"
said in statement. The center provides high of international level
knowledge in engineering and alumni have employment opportunities in
high-technology’s industry.

During the official ceremony Mr. Chi Fung Chan, Synopsis-Armenia’s

the construction site of Yerevan heating plant.

`Construction works are at the final stage. The launch is scheduled
for April 30, 2010,’ heating plant director Hovakim Hovhannisyan told
reporters before the President’s arrival.

`The launch of the 271-megawatt heating plant is extremely important
for Armenia, since it will allow processing of 1 kilowatt-hour of
energy with half as much use of gas,’ he said.

For his part, RA Energy Minister Armen Movsisyan said that `with such
technical feasibility, the plant will the region’s leader.’

Asked whether the energy will be exported, Minister Movsisyan said the
internal market will be supplied first of all.

President Serzh Sargsyan received the EU Special Representative for the
South Caucasus, Peter Semneby.

The interlocutors discussed the expanding Armenia-EU agenda. They
agreed that the Eastern Partnership Program included a great potential
of cooperation and would give new significance to the relations.

President Sargsyan and Peter Semneby referred to the process of
normalization of relations between Armenia and Turkey.

President Sargsyan once again stressed that the relations between the
two countries should be normalized without preconditions, and any
deviation from this principle could endanger the whole process.

Peter Semneby confirmed the European Union’s support to the process of
Armenian-Turkish normalization and voiced hope that this historical
initiative of Armenia would succeed.

Tallin Black Nights to feature 48 regional films up for sale

Estonia’s Tallinn Black Nights, one of Eastern Europe’s leading winter
film festivals, is adding an industry event to this year’s line-up.

Dubbed the Black Market in a tongue-in-cheek reference to the
reputation that parts of the old Warsaw Bloc have for movie piracy,
the regional cinema and audiovisual market screenings will be a
strictly legitimate opportunity for buyers and sellers to make deals
at a midway point between larger international events, L.A.’s AFM in
early November and Berlin in February.

Devised by festival director Tina Lokk, this year’s Black Market —
which runs Nov. 30-Dec. 3, partially coinciding with established
co-production event the Baltic Event — is being treated as a pilot.

Lokk said the market will feature up to 48 industry screenings mainly
focusing on new films from neighboring regions and smaller film
industry countries: Central and Eastern Europe, Nordic region, Russia
as well as Georgia, Ukraine, Romania, Armenia, Kazakhstan, Uzbekistan,
Kyrgyzstan, and Tajikistan. The traditional Baltic Event, now
organized in cooperation with Black Market Industry Screenings, will
show the newest features from Estonia, Latvia and Lithuania.

"The goal of Black Market Industry Screenings is to enhance
audiovisual cooperation on both sides of the eastern border of the
European Union and Nordic countries and to give filmmakers visibility
and access to the bigger audiovisual markets around the world. The
timing of the screenings and meetings in the beginning of December
will help to summarize the year and prepare for the next one," Lokk
said.

The market overlaps with the Baltic Event where 12 projects from the
Baltic countries, Scandinavia, Central and Eastern Europe and Russia,
will be presented, she added.

Three congressmen who are the members of the Congressional Caucus
on Turkey sent a letter to other members of the U.S. House of
Representatives, supporting the rapprochement between Turkey and
Armenia, Anadolu Agency reports.

In their letter, U.S. congressmen Robert Wexler, Edward Whitfield
and Kay Granger supported the August 31 joint declaration of Turkey,
Armenia and Switzerland and the normalization process between Turkey
and Armenia.

The three congressmen called on their other colleagues to support
normalization of Turkish-Armenian relations, and said the trilateral
declaration made by the governments of Turkey, Armenia and Switzerland
on August 31 made public two protocols and a schedule to normalize
relations.

In their letter, Wexler, Whitfield and Granger said as far as they were
concerned, Turkish and Armenian leaders would most probably meet in
New York on the sidelines of the United Nations (UN) General Assembly.

The U.S. congressmen hoped this meeting would bring the two countries
closer to each other, and lay the groundwork for a planned visit
of Armenian President Serzh Sargsyan to Turkey to watch a World Cup
qualifier on October 14.

The co-chairmen of the Congressional Caucus on Turkey said Turkey
and Armenia had been having internal consultations for six weeks,
and they were expected to sign protocols at the end of the six weeks
and present them to their parliaments for approval.

When protocols were ratified, they would pave the way for improving
bilateral relations between Turkey and Armenia, particularly
establishing diplomatic relations, commercial and economic cooperation,
the congressmen said.

In the letter, the U.S. congressmen said as far as they were
concerned, the protocol on establishment of diplomatic relations
between Turkey and Armenia reaffirmed the decision to open common
borders and establish full diplomatic relations once the protocols
entered into force.

Also, they said the protocol on improving bilateral relations would
ensure confidence for fulfillment of articles of the two protocols.

In the letter, U.S. congressmen said the significant progress of Turkey
and Armenia for normalizing their bilateral relations was encouraging.

U.S. congressmen underlined the key importance of this historic
development between the two countries for ensuring peace, security
and welfare in the South Caucasus.

The three congressmen said unfortunately, South Caucasus had been a
region where cooperation and relations were overshadowed and where
economic growth, stability and political reforms were restricted due
to decades long clashes.

Therefore, they said in their letter, they were encouraging Turkish and
Armenian governments and parliaments to progress on the rapprochement
process, with the support of the Swiss government, and to build a
better future for Turkey, Armenia and the entire South Caucasus.
