Senior Minister of Singapore Lee Kuan Yew was in Armenia for a
three-day visit September 17-19 on the invitation of President Serge
Sargsian. The visit was held under the auspices of the National
Competitiveness Council of Armenia.

During the visit, Lee Kuan Yew met with the president, Catholicos
Karekin II, Prime Minister Tigran Sarkisian, and with Armenian
businesspeople.

recognition of genocide. Realize, we are the descendants of those who
were killed, starved, persecuted, deported from their homeland and
we have no right to let forgetting it in political debates. This is
the reason why we consider purposeless the creation of any commission
which may dispute the fact of genocide. At the same time, we would
not like the Turkish side to accuse the Diaspora of intervening in
Armenia’s things. Now, Serge Sargsyan is needed to disperse all the
doubts the Armenians from Diaspora have", writes Aram I.

Interestingly, a Russian site reports about the letter of the Holiness
Aram I the head of the Catholicosate of the Great House of Cilicia
addressed to the Armenian leadership and there is no information
about this letter in the Armenian media.

YEREVAN, SEPTEMBER 23, NOYAN TAPAN. Former Foreign Minister of Armenia,
Director of the Civilitas Foundation Vartan Oskanian calls on the
authorities not to sign the pre-signed Armenia-Turkey protocols,
by which Turkey gets what it has been seeking in vain for 17 years,
while not giving anything in return.

At the September 22 public discussion held by the Civilitas Foundation,
V. Oskanian declared that today the solution of domestic problems
is more important to Armenia than the resolution of its external
problems. Among domestic problems, he mentioned the establishment of
democracy and the implementation of economic reforms in the country,
also the elimination of the consequences of the March 1 events in
Yerevan. "Without resolution of these problems, we will be too weak
to deal with the complex task of opening the borders," the former
foreign minister said, adding that during his term of office, Armenia
was not a democratic country.

In his words, the protocols issued on August 31 contain preconditions
regarding both Karabakh and the Genocide recognition. He said the
provision on recognition of the existing Armenian-Turkish borders
is especially unacceptable because it deprives the Armenian people
of the opportunity to assert their historical rights. "A lot of
countries have territorial claims to each other, but it does not
mean that they do not have diplomatic relations and open borders. We
have territorial problems even with our friendly neighboring country
Georgia. It is inadmissible to include the border recognition issue
in the protocol," V. Oskanian noted. Member of the ARF Bureau Vahan
Hovhannisian added that the word "border" is absent in the Vienna
Convention on Diplomatic Relations.

V. Oskanian called for starting a "national movement" against the
signing of Armenia-Turkey protocols and expressed a readiness to be
in the first ranks of this movement. At the same time he stated that
this call does not mean a demand for Serzh Sargsyan to step down.

"Almost all the forces accepted that the commission has done its work
under big pressure and has tried to solve all the problems proposed
by the National Assembly", – told Mkrtich Minasyan the member of the
Republican Party of Armenia/RPA coming up to the report of the events
of March 1-2 and discussions concerning it.

According to M. Minasyan "though the most important problem, the
investigation of the consequences of the death is in the process, which
is not the problem of the commission but of the juridical bodies, the
commission has presented a lot of revelations in its conclusions." He
mentioned that the commission presented its own suggestions. Those
suggestions the deputy informed give an opportunity to improve our
juridical, executive and legislative system and "not to make such
mistakes during its activity".

Coming up to the revelation of the circumstances of the death
M. Minasyan stated one more time that "the commission was
not established instead of juridical system, or investigating
authorities, but was established as a part of a political body,
institute which had to study the circumstances, what had happened,
why had happened, and what is needed to be done not to have the same
situation again." According to him the political evaluation is given
in the report. There is also presented why and what has happened.

According to M. Minasyan the political forces should realize that
the responsibility of the occurred circumstances is not only on
the "political forces that have the acting power, but also on the
forces that organized those meetings and sowed hostility among the
people, after which that tragedy happened". He also mentioned that
"the political forces should do everything possible to prevent of
happening of such unnatural things in the country."

"I do agree that both the authority and the opposition are guilty,
but the main part of the responsibility is on the authority and the
guilt on the opposition", – stressed M. Minasyan concluding his speech.

cooperation committee. The talks focus on Eastern Partnership, European
Neighborhood Policy, macroeconomic situation in the republic, the
government’s anti-crisis program, regional security and development
of infrastructures.

"Armenian-Turkish relations and Karabakh issue are also an inseparable
part of RA-EU discussions," RA Economy Minister Nerses Yeritsyan said.

He also informed that a new program will be developed to promote
Armenia’s joining the Free Trade Agreement.

President Serzh Sargsyan met with more than thirty mass media heads
to discuss issues related to the current stage of normalization of
the Armenian-Turkish relations.

President Sargsyan told mass media representatives that he anticipates
an open and sincere discussion on the current stage of normalization
of relations with Turkey, attaching importance to their opinion both
as individuals with an active political position and as people who
shape public opinion. Serzh Sargsyan emphasized the importance of
participation and support of the societies of the two countries to
the process.

During the two-hour discussion the mass media heads presented their
opinion and remarks regarding the pre-signed protocols and exchanged
views on the possible risks and concerns.

President Sargsyan gave clarifications about the main issues of
the process.

He said "Armenia has entered a hard but necessary process." The
President views the pre-signed protocols as the first step towards
normalization of relations, which aim at creating a minimum
atmosphere, a platform that will allow launching a dialogue with
Turkey and discussing issues ranging from economic and political to
historical-cultural ones.

The status quo suits everyone just fine

LAST WEEK, the Independent Commission on Turkey published its second
report on the progress of that country towards becoming a member of
the European Union. The report was also presented at a public meeting
organised by the prestigious European Policy Centre in Brussels.

The Independent Commission includes prominent European political
personalities such as Martti Ahtisaari, former President of Finland,
Michel Rocard, former Prime Minister of France, Hans van den Broek,
former Foreign Minister of the Netherlands and European Commissioner,
and Emma Bonino, former European Commissioner and current
Vice-President of the Italian Senate.

Their views carry weight and reflect many years of experience in
national and European politics. They cannot be easily dismissed.

So, the question is whether the report from such eminent persons says
anything new?

Predictably, it goes over the typical issues that have been for long
dogging Turkey’s candidacy for EU membership: the boundaries of
Europe, the European credentials of Turkey, its Islamic character, its
level of development and its economy, the treatment of Kurds,
relations with Armenia and Greece and, of course, the Cyprus problem.

On the latter, the Independent Commission believes that the current
talks between Messrs Christofias and Talat represent a last chance
that should not be missed. To be precise, the report says `¦ the
chance ¦ will certainly not come again in this political
generation.’

While the term `political generation’ is pretty vague, it is not clear
why it thinks that there will not be another opportunity.

The report alludes at different points to Turkey being increasingly
disillusioned, the European public opinion becoming less favourable to
Turkey’s entry into the EU, the missed economic opportunities from
normalised relations among all parties concerned and the need of the
EU to secure access to energy sources via Turkey. Although these are
good reasons why one should pursue vigorously settlement of the Cyprus
problem, they do not prove that this is the last chance.

The report of the Independent Commission is carefully and
diplomatically drafted but there is no doubt that it is critical of
the Republic of Cyprus, i.e. Greek Cypriots, for obstructing Turkey’s
accession negotiations and for perpetuating the isolation of the
Turkish Cypriots. The report is also more generally critical of the EU
itself, without naming individual member states, for letting Cyprus in
the EU with an unresolved problem.

These views are not new. They have been circulating in Brussels and
other European capitals for years. But there is a statement that is
fairly new and which should have been elaborated and explained in more
detail by the Independent Commission. The report urges EU leaders to
`challenge the apparent view in both Cypriot communities that the
status quo is sustainable indefinitely …’. It goes on to warn that
`¦ the partition of Cyprus will be extremely divisive for the EU.’

Whenever a report becomes alarmist, logic usually suffers. Here too
the logic of the report becomes rather sloppy. Partition that is
agreed or tolerated by the Greek and Turkish Cypriot communities
should not necessarily divide EU leadership. Even enforced partition
need not precipitate extreme division in Europe. Now there is a de
facto partition that is enforced by the might of the Turkish army. It
does not seem to cause more than nuisance to the rest of Europe.

More importantly, if the status quo is unsustainable then something
else must necessarily replace it ` either a settlement or a complete
and irrevocable partition. The former is supposedly the outcome that
everybody wishes to achieve.

There may be many different versions and conceptions of such a
settlement but formally and publicly this is everybody’s aim. That
raises the question under which conditions can the latter outcome of
irrevocable partition happen.

It seems to me that in theory there are only two possibilities: either
one or both sides declare union with their respective motherlands or
one or both sides declare complete independence from each other with
no intention to maintain any kind of bilateral relationship. Even such
extreme outcomes don’t seem capable to lead to extreme division within
the EU.

The real problem in Cyprus is not that the status quo is
unsustainable. On the contrary, it is that it is virtually impossible
to move away from it. This problem exists in both communities. Public
opinion has been polarised by political rhetoric. No mainstream
politician openly admits that any settlement will require painful
compromises. This is the nature of negotiations. Yet, my impression is
that Cypriots seem to believe that the maximalist positions publicly
advocated by political leaders are somehow tenable and
achievable. This is a myth, but no one wants to acknowledge it, let
alone challenge it.

If you ask most Greek Cypriots the simple question whether they would
agree to concessions from those maximalist aims or maintain the status
quo, I think that most would prefer the status quo. It seems less
damaging and always leaves the possibility that some day things will
be better.

In this respect, the report of the Independent Commission is probably
wrong. The status quo can be sustained for a long time.

Armenia’s stance on Karabakh leaves it with no future prospects – Baku

Armenia’s unconstructive position on Nagorno-Karabakh makes this
country’s economic future unpromising, said Elnur Aslanov of the Azeri
presidential administration.

"Today Azerbaijan is the only country in the region which conducts an
independent policy. Today Azerbaijan has turned into an economic
leader in the region, while Armenia is seeing a regress," Aslanov told
an international conference on stability and security in the Caspian
region currently held in Baku.

According to a report unveiled by the International Monetary Fund on
Thursday, Armenia’s external debt has exceeded 31% of its GDP, he
said.

"This means that the future of Armenia has no prospects," Aslanov
said.

The reason for this situation is Armenia’s unconstructive position on
Nagorno-Karabakh, which consists in continuing the occupation of a
section of Azerbaijan’s territory, Aslanov said.

is Romania’s Timoshoaru which has two Armenian players – town brothers
Arman and Artavazd Karamyans.

After a draw ceremony, Romania’s vice champion was included in Group
A together with Amsterdam’s Ayax, Zagreb’s Dinamo and Belgium’s
Anderlekht.

Timoshoara will today play its first home match against
Ayax. Specialist find Amsterdam’s team a favorite, while bookmakers
believe Romania’s team to be an outsider. Chances for Timishoara and
Ayax teams’ victory were rated 10 and 1.25 respectively.

"We know that Ayax is a strong command, and we are going to face a
hard game. But we have had a lot of difficulties on our way to this
tournament and want to prove that we do really qualify for European
League. We are a solid team, and if upcoming match is as successful
as the previous one we’ll have real chances," Romanian team’s official
Web site quotes Karamyan as saying.

Experience shows that bookmakers are always right. And their
predictions also proved true for Romanian team which beat Donetsk’s
Shakhter in the 3rd qualification round of Champions’ League. But in
