incidents have today organized a protest action near Parliament
building. PanARMENIAN.Net received information that Sargis Kloyan,
one of protesters, whose son Gor Kloyan died during disorders,
said authorities promises to solve the problem within a year proved
imitation. "Samvel Nikoyan promised that all circumstances of victims’
death would be disclosed within a year, and now claims that it’s not
within his competence," Kloyan saud.

Besides he added that during Parliament session Nikoyan had mentioned
that "use of special means was banned during March 1 incidents." "If
they are unable to disclose murder causes, they can at least find out
who used prohibited weapons and file criminal case against trespasser,"
he added.

There were about 30 people participating in protest. They were holding
posters with demands of giving murderers’ names.

RA COURT OF CASSATION REVOKED THE PARDON OF GAGIK SHAMSHIAN

On September 16 RA Court of Cassation revoked the verdict of RA Criminal
Court of Appeal expanding an amnesty on free lance journalist Gagik
Shamshian. As it has been reported, the pardon to Gagik Shamshian, sentenced
to a fine on April 17, 2009 in the amount of 350,000 AMD (about $ 950) for
disrespect to court, was granted by the decision of Criminal Court of Appeal
on July 15, 2009. Gagik Shamshian considered that he had been pardoned
illegally and addressed to the RA Prosecutor’s Office and to the Court of
Cassation. The Prosecutor’s Office confirmed that the journalist should not
have been pardoned on the abovementioned case, as an amnesty had already
been applied on him by another case (see YPC Weekly Newsletter, September
3-10, 2009). Now the same opinion was backed by the Court of Cassation.

DRAFT LAW ON CREATING A COMMISSION ON "A1+" TV COMPANY ISSUE NOT INCLUDED IN
THE AGENDA OF RA NA AUTUMN SESSION

On September 15 RA National Assembly resolved not to include in the agenda
of autumn session the legislative initiative of deputies from "Heritage"
faction Styopa Safarian and Anahit Bakhshian on establishing an interim
parliamentary commission. The commission would deal with the fulfillment of
requirements of the Parliamentary Assembly of Council of Europe Resolutions
1374(2004), 1609(2008), 1620(2008), 1643(2009) and 1677(2009) on Armenia.
The draft law was declined by 53 votes "against" with 17 "for" and 18
abstainers.

As it has been reported, the legislative initiative was submitted to the
National Assembly on July 3, 2009. According to the proposal of deputies
from "Heritage" party, the interim commission was to carry out the following
three main tasks: the promotion of legislative initiative aiming to hold an
open, fair and transparent broadcast licensing competition, on the basis of
the report made by an independent CoE spectrum analyst; the examination and
the revision of legislative regulations preventing the implementation of the
judgment of the European Court of Human Rights on the case of "A1+"; the
preparation of a conclusion and its presentation to the RA National
Assembly, based on the acquisition and analysis of information on the
circumstances preventing the fulfillment of the PACE Resolutions
requirements on holding a competition and the execution of the European
Court judgment. According to the draft, the activities of the interim
commission were supposed to be terminated in the end of October 2009, in
order to ensure the fulfillment of the aforesaid demands of PACE Resolutions
before the PACE winter session and the forerunning session of Monitoring
Committee on the Honoring of Obligations and Commitments by Member-State of
Council of Europe (see YPC Weekly Newsletter, July 3-9, 2009).

"HAYKAKAN ZHAMANAK" FOUNDER APPEALS THE DECISION ON SUIT OF LEVON KOCHARIAN

On September 11 in RA Civil Court of Appeal started the hearings on the
complaint of "Dareskizb" LLC, founder of "Haykakan Zhamanak" daily. The
complaint regards the decision of the court of primary jurisdiction on the
suit to protect the honor and the dignity of Levon Kocharian, younger son of
RA Second President Robert Kocharian. As it has been reported, the reason of
the lawsuit was the editorial "The Adventures of Robert’s Son in Dubai",
published in "Haykakan Zhamanak" on February 6, 2009. The piece informed
about Levon Kocharian’s detention by police of Dubai, UAE, in the end of
2008. On June 5, 2009 court of general jurisdiction of Kentron and
Nork-Marash communities of Yerevan partially secured the demands of the
suit, by obliging the newspaper to publish a refutation, to pay off the
plaintiff a sum of 3 million and 620 thousand AMD (about $ 9,600), and to
compensate the sue charges of 72 thousand AMD (see YPC Weekly Newsletter,
June 5-11, 2009).

The court hearings were interrupted because of the absence of the identity
of Levon Kocharian’s lawyer. At the following session of September 17 the
court informed that the decision on the appeal of "Haykakan Zhamanak"
founder would be read out on October 2, 2009.

"JOURNALISM FACULTY" – BOOK BY ASHOT GAZAZIAN ISSUED

On September 17 at the Journalists’ Union of Armenia was held the
presentation of a book by Ashot Gazazian, well-known journalist, the
correspondent of "Deutsche Welle" radio in Armenia and a member of Yerevan
Press Club Council, titled "JourFac" ("Journalism Faculty"). This is already
the second book in a genre, defined by its author himself as "Bioreport" and
represents memories, true stories, and reflections about the time, events,
profession, friends and colleagues. The first Bioreport of Ashot Gazazian,
"In the Shadow of the Sun", was issued in 2005 (see YPC Weekly Newsletter,
September 30 – October 6, 2005).

NATIONAL LIBRARY CALL TO DIASPORA

Because the deficit of books from foreign countries is big, Davit
Sargsyan, director of National Library calls the authors and
publishers from foreign for sent their books in Armenia..

In 2012 the National Librairy will be celebrating five hundred years
of printing in Armenian, and will be preparing many different programs
and exhibitions. For this purpose, D.Sargsyan hopes to fill in gaps in
its collections.
NLA holds copies of books published worldwide from 1515 until the
present, as well a periodicals, works of music, art, and other items.
At present, its holdings number 6.6 million items. Thus, it is the
largest library of Armenian works in the world.
This gives it the opportunity to introduce Armenian books and culture
around the globe, and of course, in exchange, receive many valuable
publications from many countries. Nonetheless, Armenian or foreign
language Armenological publications dealing with Armenian history,
litterature, culture, and other relevant topics are issued in so many
different countries and places that they do not always reach the
homeland. This is a serious shortcoming for the library, its readers,
and of course, for publishers and authors.
Currently, only 8 % of books result from the Diaspora. This is the
reason for which the National library makes this call to the authors,
publishers of books (any languages), magazines, newspapers and all
which is printed and concerns Armenia and Armenians.
By donating books to the National Library, this allows Armenians not
only in Armenia but also in other countries to become aware of and
have access to authors. It will allow study of these works and will
contribute to the international reputation of their authors.Thank you

National Assembly Ratifies 4 International Credit Agreements On Sept

NATIONAL ASSEMBLY RATIFIES 4 INTERNATIONAL CREDIT AGREEMENTS ON SEPTEMBER 16

YEREVAN, SEPTEMBER 16, NOYAN TAPAN. The National Assembly of Armenia
on September 16 ratified 4 international credit agreements discussed
the day before.

Under the agreement on financing the first action of the development
policy signed between Armenia and the International Development
Association on July 7, 2009, Armenia will receive a loan of 40.4m
SDR and about million. In the words of the main speaker, RA Deputy
Minister of Finance Vardan Aramian, the loan is provided for 20 years,
with a 10-year grace period.

Under the loan agreement "the urgent program on rehabilitation of
irrigation systems" signed between Armenia and the International Bank
for Recostruction and Development (IBRD) on July 31, 2009, Armenia will
receive million for 27 years, with a 5-year grace period. The program
aims to improve the efficiency of irrigation in the selected areas
and promote immediate employment in rural areas. The main speaker,
Chairman of the State Committee of Water Industry Andranik Andreasian
said that it is envisaged reconstructing main canals of 83.31 km,
including in the irrigation systems of Talin (59.01 km) and Armavir
(24.8 km) regions within two years.

0 thousand will be allocated for advisory services under the agreement
on preparation of the second program of the development policy loan
signed between Armenia and the International Development Association
on July 21, 2009.

The credit agreement "the assistance program for overcoming the
crisis" signed between Armenia and the Asian Development Bank on
July 15, 2009 envisages the provision of 51.378m SDR or million for
24 years, with a 8-year grace period. According to the main speaker,
RA Minister of Economy Nerses Yeritsian, the purpose of the agreement
is to assist Armenia in mitigating the impact of the global financial
and economic crisis.

The Turkish government on Friday began domestic consultations on the
agreements recently reached with Armenia on normalizing ties.

Foreign Minister Ahmet Davutoglu held the first such meeting with the
country`s parliament speaker, Mehmet Ali Sahin. The discussions were
sealed off to the press.

Davutoglu said this meeting formally launches political consultations
on the protocols agreed with Armenia.

"Whatever step is taken in foreign policy, parliament is the venue
for adding a legal shape to it. For this reason, I held my first
meeting with the parliament speaker," he told reporters.

Ankara and Yerevan agreed on August 31 to begin discussions on forging
diplomatic ties and developing bilateral relations. The two countries
announced they would complete domestic consultations over the two
protocols within six weeks. The documents ultimately seek to open
the Turkish-Armenian border, which has been shut since 1993 due to
Armenia`s policy of occupation of Azerbaijani territory and Armenian
claims of genocide committed by Ottoman Turks during World War I.

Davutoglu said he would comprehensively discuss Ankara`s policy on
its relations with Yerevan with the leaders of all parties that have
factions in the legislature and have gained over one percent of votes
in elections.

The People`s Republic Party, Turkey`s main opposition bloc,
has welcomed the suggestion to hold a meeting with the foreign
minister. The minister and the party`s chairman, Deniz Baykal, met
on Tuesday.

However, another major opposition party, the Nationalist Movement
Party, has rejected the proposal to meet with Davutoglu.

The two parties are vehemently opposed to parliamentary approval of the
protocols with Armenia, saying the documents run counter to Turkey`s
national interests and those of Azerbaijan, the country`s ally.

Davutoglu intends to complete discussions with party leaders by the
end of September, before the UN General Assembly session and the fall
session of the Turkish parliament.

The Turkish minister said his country was seeking to maintain good
relations with all regional states. He noted, however, that Armenia
should take certain steps to allow Turkey to convince the opposition
that forging diplomatic ties with Yerevan is appropriate.

"If Armenia wants the border to open as soon as possible, it should
take certain steps, particularly with regard to the Garabagh problem,"
said Davutoglu.

He emphasized that "the government`s mission will end with the
passage of the six-week period, and the fate of these protocols will
be decided in parliament."

Under the agreement reached, the protocols to be signed will go
into effect after their ratification at the Turkish and Armenian
parliaments, while the border is expected to open two months the
protocols are signed.

Protests Activists of Armenia`s nationalist Dashnaksutyun Party
launched a hunger strike outside the government building and the
Foreign Ministry on Tuesday to protest the agreements with Turkey,
the party said. Dashnaksutyun also intends to begin a signature
collection campaign.

It said in a statement that its representatives will demand to redraft
the protocols, which they consider a threat to Armenian interests.

The Armenian National Congress, led by opposition leader, former
president Levon Ter-Petrosian, is opposed to the border opening. Levon
Zurabyan, the organization`s coordinator, has told a news conference
that the opposition was toughening its stance toward Turkey and
launching protests. Zurabyan said Armenia`s authorities are making
"degrading concessions" to Ankara, hinting at the planned establishment
of an intergovernmental commission of historians, which the opposition
says questions the alleged genocide of Armenians.

Turkish `Anadolu’ reports.

According to the source, Turkish FM is determined to hold exchange of
view points in Parliament with the representatives of political
parties.

The highlights of the discussion are going to be Armenia-Turkey
relations and recent development in Caucasus.

in Bilbao. Gaining 12 points, he outstripped Russia’s Alexander

In the 6th round, Aronian will play vs. Karjakin.

`My Dear Brother. Armenians in Turkey 100 years ago’. Organized upon
the initiative of Civilitas foundation and Turkish Birzamanlar
publishing house, exhibition will display hundreds of postcards by
Orlando Kolumelo, portraying Armenian people’s life in Ottoman empire
in 1900-1910. Postcards also include pictures of Armenian churches,
schools, plants and restaurants.

`My Dear Brother’ exhibition, organized in Istanbul in 2005 displayed
500 samples of those postcards. Exhibition organizer was Osman Koker
who compiled a book of that collection.

Publisher himself confesses that it was very hard to get the book
published Turkey since no publishing house wanted to run the risk of
introducing Armenian people’s contribution to their country’s
development. That’s why Koker had to open his own publishing house –
Birzamanlar.

Osman Koker plans to attend exhibition opening due in Moscow Theatre
on September 15, Civilitas foundation reports.

On September 10, a Sukhoi Superjet-100 plane landed at the Shirak
airport of Gyumri which will undergo technical and flying
checking. Recall during 2008 Russia had to supply 2 Sukhoi
SuperJet-100 airplanes to the Armavia Air Company. The contract of 50
million was signed in September 2007.

10 September Azerbaijani media outlets spread misinformation according
to which Armenia’s Armed Forces failed attempt to attack in direction
of Agdam region killed 5 Armenian soldiers and injured 3. This
information was denied by Nagorno-Kharabakh’s Ministry of Defense.

As the press-office of Ministry of Defense reports, on the same day
Azerbaijani website vesti.az posted an interview with a military expert
Uzeir Jafarov, who being failed answer the question how it is possible
to talk about number of killed people not having their corpses, said
that "any attack is accompanied by loss of personnel in spite of the
fact whether Armenian side posts the number of lost or not."

"The cheap games of "military expert" and Azerbaijani media show that
Baku again tries to raise the "fighting spirit" of their Army and
the society and at the same time tries to destabilize the situation,"
Armenia’s the defense bodies told.

"All that is proofed by posted at vesti.az pic of dead soldier who
is given as Armenian. However, all the curiosity is that the pic is
the one of Georgian soldier killed in August during Russian-Georgian
war. One can see that pic on Russia’s Communist Party website," –
Armenia’s Ministry of Defense said.
