ARMENIAN GOVERNMENT INTENDS TO ATTRACT NEW CREDITS FOR ECONOMY DEVELOPMENT

ArmInfo. The government of Armenia intends to attract new credits for
economy development, Prime Minister of Armenia Tigran Sarkisyan said
at Thursday government session.

"We shall keep on negotiating to receive new funds to stimulate the
economy growth. We shall be able to repay these funds due to the
profits of economic entities", the prime minister said. According to
him, essential part of Armenia’s foreign debt is currently serviced
by the private sector. "According to Finance Ministry’ estimates,
about $800 mln in Armenia’s foreign debt will by serviced by private
enterprises. We placed the major part of the Russian credit in the
private sector, including through commercial banks. Although it
is the state’s obligation, however, they will be repaid by private
enterprises and not directly from the state budget", T. Sarkisyan
said. He added that maintenance of the current economy growth rates
during the whole year will assure macroeconomic stability in Armenia.

GDP growth causes reduction of the debt share in its structure,
the PM said.

To note, Armenia’s gross foreign debt as of late 2009 made up $5023,79
mln which grew by almost 46% per annum.

Bank Arthur Javadyan has left for Moscow to participate in the regular
session of the Interstate Bank Council.

An official from the RA Central Bank told Armenpress that issues on
election of chairman of the Interstate Bank Council, on activity of
the bank in 2009, on annual financial report, profit delivery and
on passing to international standards of financial report will be
discussed at the meeting.

Issues on development of the payment-calculation system based on
application of the national merits of the member states of the
Interstate Bank, the bank’s mission and ideology of development,
and the issue on expansion of investment tools will be discussed, too.

Armenia’s ruling coalition has said it is halting the ratification
in parliament of landmark accords on normalising relations with Turkey.

They said it was because of Turkey’s refusal to "ratify the protocols
without preconditions and in a reasonable timeframe".

The countries signed a historic deal in 2009 to re-establish diplomatic
ties.

But ratification has stalled in both countries over the issue of the
World War I mass killings of Armenians.

"Considering the Turkish side’s refusal to fulfil the requirement
to ratify the accord without preconditions in a reasonable time,
making the continuation of the ratification process in the national
parliament pointless, we consider it necessary to suspend this
process," the statement said.

Armenia says up to 1.5 million Armenians were killed, but Turkey says
the figure is no more than one-third of that and that many Turks died
as well.

Turkey accepts that atrocities were committed but argues they were
part of the war and that there was no systematic attempt to destroy
the Christian Armenian people.

Armenia wants Turkey to recognise the killings as an act of genocide,
but successive Turkish governments have refused to do so.

Armenians have campaigned for the killings to be recognised
internationally as genocide – and more than 20 countries have done so.

On April 16-17, Armenian, Georgian and Azerbaijani Ambassadors, as
well as experts and scientists from different countries participated
in "The Caucasus: Imagining Freedom, Negotiating Dominion" conference
in St. Andrews University in Scotland.

The issues related to regional conflicts, Caucasus-West relations,
as well as political, cultural and historical issues were in focus,
RA Foreign Ministry press service informed NEWS.am.

RA Ambassador to the UK Vahe Gabrielyan spoke of Armenians’
self-dependency, the main challenges of Armenia’s foreign policy,
Armenia-Turkey relations and the recognition process of Armenian
Genocide. Gabrielyan stressed that Armenia-Turkey normalization cannot
be observed in the context of relations of third countries. According
to him, Armenian leadership and people will never be able to forget
Genocide committed in 1915 or ignore it in any view. He touched upon
thoroughly the history of Karabakh conflict and presented Karabakhi
people fair fight for their rights.

Gabrielyan also answered the questions on Nagorno-Karabakh and
Armenia’s regional policy.

Armenian General Arkady Ter-Tadevosian stated some times ago that
Azerbaijan is buying obsolete tanks in Belarus, sending them to Tbilisi
for renovation and then taking them to Azerbaijan. The Azeri Ministry
of Defence has however denied such allegations and labelled them a
provocation from the Armenian side.

Ter-Tadevosian is sure that Azeri Generals are making money by buying
old Belarusian tanks. He thinks that both sides make money on the
deal as Belarus is selling junk tanks. "I am sure Lukashenko would
not sell a normal tank," the General stated, adding that every year
3-4 tanks renovated in Tbilisi are sent from Georgia to Azerbaijan.

Military analyst from Azerbaijan Hussein Japarov suggests that the
assertions of the Armenian military authorities should be treated with
caution. He says that the Azerbaijani special counter intelligence
service is systematically monitoring the Azeri Army and knows the
real situation. There are questionable things going on but not as
many as the Armenians pretend, says Japarov.

Azerbaijan cancelled planned joint military exercises with the United
States amid increasing tensions between Washington and the energy-rich
former Soviet republic, the Defense Ministry said.

Ministry spokesman Eldar Sabıroglu refused to specify a reason for
the move late Monday, but other Azerbaijani officials have recently
expressed dismay with the U.S. stance on the Nagorno-Karabakh conflict.

The announcement came after Azerbaijan last week questioned
Washington’s neutrality as a mediator in the conflict over the
breakaway Nagorno-Karabakh region and accused the United States of
increasingly siding with foe Armenia.

"The exercises have been cancelled," Azerbaijani defense ministry
spokesman Eldar Sabıroglu said on ANS television.

A U.S. Embassy spokesman confirmed that the exercises, scheduled for
next month and involving about 200 U.S. troops, had been cancelled
at Azerbaijan’s initiative. "The cancellation is from the Azerbaijani
government," the spokesman told AFP, declining to comment further.

‘Baku not happy’

Ali Hasanov, a senior aide to President Ilham Aliyev, last week said
that Azerbaijan was "not happy" with recent actions in Washington
and accused some in the United States of "losing their neutrality
and openly supporting Armenia."

The United States is one of three co-chairs, along with France and
Russia, of the so-called Minsk Group, which is trying to negotiate
a resolution to the longstanding conflict over Karabakh.

Tensions over Karabakh have risen in recent months amid U.S.-backed
efforts by Armenia and Turkey, a close ally of Azerbaijan, to establish
diplomatic ties and reopen their border after decades of hostility.

Azerbaijan insists that the reconciliation process should not
move forward without progress on Karabakh and has accused Western
governments and Ankara of ignoring its interests.

The energy-rich country is a key Western partner in strategically
important projects to ship oil and gas from the Caspian Sea region
to Europe through Turkey, bypassing Russia.

Armenia and Azerbaijan have cut direct economic and transport links
and failed to negotiate a settlement on the region’s status.

(1968), groupe Aphrodite’s Child, a confie au public moscovito-armenien
qu’il aimerait voir le Mont Ararat et ecouter jouer le prince du Duduk,
Djivan Gasparyan.

According to updated statistical data, the average monthly nominal
salary reached AMD 101 274 in the first quarter of 2010, which is 5.6%
higher as compared with the same period of 2009.

The RA National Statistical Service reported that the salary level
decreased by 0.5% in March as compared with February 2010.

4.4% and 6.9% growth was recorded in salaries in government-financed
and privately-owned organizations, amounting to AMD 83 810 and 126
995 respectively.

At the same time, the number of unemployed totaled 84 400 people
in Armenia during the first quarter of 2010 that is 7.2% higher as
compared with the same period of last year.

The number of unemployed grew by 1% in March as compared with February.

TURKISH INTELECTUALS CALL ON TURKISH SOCEITY TO COMMEMEORATE VICTIMS OF ARMENIAN GENOCIDE

In an written address called "This is Our Pain. This is a Mourning
for All of Us" a group of Turkish intellectuals calls on Turkish
soceity to rally at 7pm on April 24 on the Taksim square in Istanbul
to commemorate the victims of the Armenian Genocide in 1915.

It reads as follows:

"In 1915, when we had a population of only 13 million people, there
were 1,5 to 2 million Armenians living on this land. In Thrace,
in the Aegean, in Adana, in Malatya, in Van, in Kars…In Samatya,
in Å~^iÅ~_li, in the Islands, in Galata…

"They were the grocer in our neighbourhood, our tailor, our goldsmith,
our carpenter, our shoemaker, our farmhand, our millwright, our
classmate, our teacher, our officer, our private, our deputy, our
historian, our composer…Our friend. Our next-door neighbors and
our companion in bad times. In Thrace, in the Aegean, in Adana, in
Malatya, in Van, in Kars…In Samatya, in Å~^iÅ~_li, Ä°n the Islands,
in Galata…

"On April 24th, 1915 they were "rounded up". We lost them. They are
not here anymore. A great majority of them do not exist anymore. Nor
do their graveyards. There EXISTS the overwhelming "Great Pain" that
was laid upon the qualms of our conscience by the "Great Catastrophe."

It’s getting deeper and deeper for the last 95 years.

"We call upon all peoples of Turkey who share this heartfelt pain
to commemorate and pay tribute to the victims of 1915. In black,
in silence. With candles and flowers…

"For this is OUR pain. This is a mourning for ALL OF US."

Info Collectif VAN – – Le documentaire ~DAghet –
Un genocide", diffuse en Allemagne sur ARD le 09.04.2010, a declenche
les foudres des Turcs d’Allemagne. Voici un bijou de lettre de
protestation, envoyee par Levent Taskiran de Cologne. Toute la
rhetorique negationniste habituelle est resumee ici. Par contre,
nous sommes assez d’accord avec l’auteur lorsqu’il reconnaît que "
ceux qui nient la thèse du genocide, viennent de toutes les classes
de la societe [turque], donc de cercles conservateurs, mais egalement
de cercles très a gauche ". C’est helas un fait avere. Heureusement
quelques rares pepites se mettent a briller dans la nuit et nous
donnent a esperer une evolution de la societe civile turque. Le

Mesdames et Messieurs de ARD et NDR,

C’est avec regret, que nous constatons encore une fois, qu’une chaîne
de radiodiffusion publique soutient une adaptation cinematographique
unilaterale et de propagande des hypothèses armeniennes. La 1ère
chaîne de television allemande est une chaîne publique financee par
la redevance audiovisuelle, entre autres par plus de 3.5 millions de
citoyens d’origine turque.

Affirmer qu’un MYTHE de genocide, commis par les Turcs, aurait
soi-disant eu lieu a l’encontre des Armeniens lors de la Première
Guerre mondiale, sans document ni preuves appropries, mais seulement
base sur de pretendus rapports, comme ceux de Johann Lepsius,
pretre protestant qui a manifestement commis des manipulations
historiques lors de la Première Guerre mondiale, ainsi que sur
d’autres falsifications comme les traductions d’Andonian, pour qui la
falsification et la manipulation des faits historiques est prouvee,
et que vous ignorez simplement et acceptez comme des faits veridiques
est une chose que nous ne nous pouvons et ne voulons plus tolerer en
tant que Turcs en Allemagne !

Je ne comprends pas qu’un documentaire soit un reportage unilateral
pro armenien et subjectif, et ne montre pas plutôt un point de vue
objectif et differencie, ce qui manquait complètement dans le film
de monsieur Eric Friedler ! De quels historiens monsieur Friedler
a-t-il obtenu ses conseils, et pourquoi ce film ignore entièrement
le côte turc qui est abaisse en tant que "criminel de genocide" ?

Et je ne desire pas enumerer dans cette lettre le processus historique
de la Première Guerre mondiale, mais je voudrais attirer votre
l’attention sur le fait que lors de la Première Guerre mondiale,
les separatistes armeniens d’Anatolie qui se battaient aux cote
des Puissances de l’Entente contre l’Empire ottoman, ont commis
eux-memes un genocide contre la population civile musulmane, et des
millions de personnes ont ete tuees de la manière la plus brutale,
puis finalement la ville de Van a ete rasee en 1917 par les milices
armeniennes et plus de 80 000 Turcs ont ete executes.

Et il faut egalement savoir que les Puissances de l’Entente ont
utilise ces partisans armeniens consciemment et de manière precise,
ce qui a ete admis en 1926 a Bucarest par le premier Premier ministre
armenien, Ovanes Kacaznuni.

De meme, le ministre des Affaires etrangères britannique de l’epoque,
Lord Curzon, a confirme a la Chambre des Communes britannique le 11
mars 1920, qu’il a presente des rapports innombrables sur les massacres
perpetres par les separatistes armeniens a l’encontre de la population
turque. Curzon a aussi mentionne qu’il ne croyait pas a une attaque des
Ottomans sur la population armenienne ni a aucun massacre d’Armeniens !

On remarque ici le calcul de la partie adverse pour se profiler comme
‘radicale’ en se servant des concepts tel que le ‘nationalisme’,
qui a des connotations negatives. De ce point de vue, tout Turc qui
remet en question, avec raison, la thèse du genocide, est donc un ~D
nationaliste" et un ~Dradical" qui nie tout !

Ici, le cliche de l’ennemi de Turc simple et facile a retenir
est projete dans le subconscient des telespectateurs, qui va de
paire avec le fait que chaque Turc qui nie la thèse de genocide,
possède une mentalite radicale et est estampille nationaliste ! Et
ceux qui ne nient pas cela, comme par exemple Cem Ozdemir nomme a
la presidence de Grunen/Bundnis 90 ou l’ecrivain turc Orhan Pamuk,
ne sont pas des radicaux, mais des democrates informes et humanistes
et ils sont a contrario ces Turcs qui soutiennent la thèse de genocide.

Et cette subordination n’est elle aussi absolument pas correcte,
puisque ceux qui nient la thèse du genocide, viennent de toutes les
classes de la societe, donc de cercles conservateurs, mais egalement
de cercles très a gauche. On reconnaît donc ici aussi une diffamation
consciente, et de la propagande.

Et ce que les Armeniens ont fait, non pas il y a 100 ans, mais lors
d’un present recent, en 1991 au Karabagh en Azerbaïdjan contre les
Turcs azerbaïdjanais, où plus d’un million de personnes a ete deportees
et plusieurs centaines de milliers de personnes executees par les
Armeniens, et ce de facon systematique et consciente, donc un genocide
– et non pas une deportation, qui n’est bien sûr pas un genocide,
mais personne bien sûr ne veut se souvenir de cette tragedie la !
