work jointly to find a solution to the internal political crisis,
a European Commissioner said.

"We are hopeful that they will be capable to choose the right
way. Whether Armenia will be deprived of the vote in the PACE or not,
depends on the steps official Yerevan takes," Benita Ferrero-Waldner,
Commissioner responsible for External Relations and European
Neighborhood Policy, told a news conference in Yerevan today.

PACE winter session opens in Strasbourg on January 26.

The parliamentarians will discuss Armenia’s meeting the provisions
of PACE resolutions 1609 and 1620 on democratic institutes and
investigation into March 1, 2008 events.

Our military’s suspected role in Ergenekon

The operation into the Ergenekon terrorist organization is continuing
at full speed. Despite the hundreds of hand grenades, all sorts of
weapons and bombs and recorded telephone conversations of the suspects
speaking about crime plots, some sections of society still seem unsure
about the operation. This shows only one thing: The psychological
warfare machine behind the organization must be magnificently
powerful. In Turkey, only the state can have such a machine.

Some argue that the suspects who are now in jail are adventurous
people who acted on their own, separately from state structures. But
this argument is not convincing. We are not talking about a few
lunatics with handguns. If we look at both the hard evidence and
circumstantial evidence, these suspects have had access to all kinds
of the military’s weapons. It is not just an incident where a few
people stole a few weapons and bombs from the military. We have around
10 — as far as we know — cells, such as Atabeyler, Sauna, Oktay
Yıldırım and Co. and Mustafa Sönmez, who
are either retired or current military officers. And when they are
caught, they are caught with enough military ammunition to create
havoc in Turkey.

There could only be two possibilities with regards to this. First,
while the military was daydreaming or meddling in daily politics,
these officers stole these hundreds of weapons skillfully and without
anyone suspecting a thing. No one in the army has seen them. No one
ever suspected them. No one ever counted the number of bombs and
weapons in the inventory of military compounds or in "Gladiotic
civilian places." Is this what our army is all about? Of course not;
we have been indoctrinated otherwise.

In contrast to undisciplined, lazy and unskillful civilians who only
think about their worldly and carnal pleasures, the army has been the
most perfect, effective and disciplined of our institutions. If that
is the case, how could these military officers steal so many weapons
and bombs not once, not twice or even three times, but every single
time? Even an ailing grocer would catch people stealing apples or
pomegranates from his shop and here we are talking about hundreds of
hand grenades! If our army’s performance is worse than an old ailing
grocer, is this not another convincing reason to ask about the
military’s transparency, accountability and expenditures in line with
universal standards?

But I do not believe that our army is failing us to that horrible
extent. If that were the case, God forbid, we would not be safely
living in Turkey. That takes us to the second possibility and in our
logical cul-de-sac there is no other exit. Our military in almost full
hierarchical order has known about these activities all along and
maybe kept them as both a secret and a kind of bargaining chip. If we
take into account the fact that there has been a kind of implicit
protection of suspect military personnel, we should question why the
military has not been so sensitive about its weapons, bombs and, most
importantly, its prestige and honor. Refusals or extremely slow
reactions of the chief of general staff to investigate the claims are
other intriguing questions.

We now know that the National Intelligence Organization (MÄ°T)
informed the military about the clandestine, illegal activities and
cell structures of these suspect military officers years ago, but the
military prosecuted, accused and convicted no one for these crimes,
which, I am sure, should be conceived as outside the freedom of
expression. If we study the 1971 coup attempts by the usual suspects,
İlhan Selçuk and Co., as detailed by Hasan Cemal, Celil
Gürkan and several others, the four star commanders of the
forces were hoping that the subordinates would be successful in their
coup attempts and these generals would be president and so on. But
when MÄ°T foiled the subordinates’ plot with the help of Mahir
Kaynak, the four-star general switched sides and betrayed the
subordinate officers and their very "respected" civilian helpers.

Could similar things happen in the 2000s? Come on. Adm. Ã-zden
Ã-rnek’s memoirs are simply carbon copies of the 1971 attempts.

RUSSIAN DEFENSE MINISTRY IS ASKED TO EXPLAIN ARMS DELIVERIES TO
ARMENIA; An update on the Russian-Azerbaijani scandal.

Reporting gratis delivery of $800 million worth of merchandise to
Armenia, Azerbaijan media outlets fomented a major scandal between
Azerbaijan and Russia. Russian Ambassador to Azerbaijan was summoned
to the Foreign Ministry in Baku for explanations. The Russian Defense
Ministry called the reports false. The Russian Foreign Ministry
declined comment pending the completion of a thorough investigation of
all circumstances.

ANS TV network was the first to break the sensational news. It quoted
Alexander Petrunin of the Russian Defense Ministry Press Service as
allegedly confirming weapons transfer under the terms of the
appropriate Russian-Armenian agreement. Neither the assortment nor
quantities of the weapons or the name of the document in question were
specified. Baku hit the roof. Russian Ambassador in Baku, Vasily
Istratov, was summoned to the Azerbaijani Foreign Ministry. Day.az
agency reported that the Russian diplomat met with Deputy Foreign
Minister Araz Azimov who asked Istratov to confirm or deny the report.

The Russian Foreign Ministry confirmed the fact of summons but
declined further comment. Sources say investigation is under way. "All
of that has to be checked and verified. Somebody could distort the
picture, inadvertently or with malicious intent," a source said.

The Russian Defense Ministry was more explicit. Colonel Alexander
Drobyshevsky, acting chief of the Press Service, said response to the
formal inquiry was being drawn at this point. "There is nothing so far
to confirm that any merchandize changed hands," he said. "We evaluate
reports like this as an information provocation." Drobyshevsky added
that "… Petrunin is not authorized to offer any such comment in the
first place."

Armenia denied all innuendo too. "I do not know where they got this
information," Armenian Defense Ministry Press Secretary Sejran
Shakhsuvanjan said and called the report "disinformation." "Armenia is
a member of the CIS Collective Security Treaty Organization. It
maintains military contacts with Russia. Still, I’m not aware of any
such purchases," Shakhsuvanjan said.

YEREVAN, JANUARY 15, ARMENPRESS: Next week discussions will start over
the issues and activities in all the branches of Armenian industrial
policy. Prime Minister of Armenia Tigran Sargsyan said today at the
session of the government that still in 2008 an assignment was given to
the economy minister to discuss industrial policy. It will be conducted
this year and will include companies functioning in the sphere. The
subject of discussions will be chemical, light and food industries.

"Naturally the public will be informed about the state policy in the
sphere of industry. On one hand it will promote the involvement of
private investments, on the other hand will clarify the state policy
in these branches," T. Sargsyan said.

The main work in this case will fall on the Agriculture Ministry,
Energy and Natural Resources Ministry, Economy Ministry. "We have
also registered an important fact – we feel that there is a lack of
project-managers. Many ideas are not realized because of simple reason
– we do not have heads of program implementation. In this respect we
must pay attention towards filling this flaw," the prime minister said.

Tigran Sargsyan also applied to the ministries to take under the
limelight the pace of work of the private sphere and reveal those
obviously beneficial programs which may essentially promote the
increase of resistance of the economy.

The Secretary of the National Security Council of Armenia, Arthur
Baghdasaryan, received the co-rapporteurs of the Monitoring Committee
of the Parliamentary Assembly of the Council of Europe John Prescott
and Georges Colombier, and Secretary of the Committee Bad Clain,
Press Office of RA National Security Council reports.

The interlocutors discussed issues related to the process of
accomplishment of PACE Resolutions 1609 and 1620.

Arthur Baghdasaryan noted that considerable progress has been
registered with regard to Resolutions 1609 and 1620. Armenia has
chosen the path of reforms. The Armenian authorities aim at deepening
those reforms.

The Secretary of the National Security Council noted that application
of sanctions against Armenia at PACE winter session may divert our
country from the path of reforms. Therefore, PACE is expected to
demonstrate a more balanced position. In particular, it is necessary
to formulate distinct suggestion of reforms, determining concrete
terms for their implementation.

YEREVAN, JANUARY 14, NOYAN TAPAN. In 2008 the RA ministry of finance
provided 55 prize-winning game licences, 6 casino licences and 2
licences for lottery organization. The ministry rejected 2 bids
for a game organization licence and 4 bids of a prize-winning game
licence. 6 casino licences and 2 ones for lottery organization were
recognized as invalid.

According to the press service of the ministry, last year fines of
1.9 mln drams (about 6.3 thousand USD) were imposed on organizers of
prize-winning games, fines of 3.1 mln drams were imposed on casino
organizers. Warnings were given regarding 9 prize-winning game licences
and 3 casino licences.

Violations forming a basis for suspension of a licence were recorded
regarding 8 prize-winning game licences and 5 casino licences.

State duties of 1 bln 385 mln drams were collected last year,
including state duties of 585 mln drams for prize-winning games,
400 mln drams for casinos, and 400 mln drams for lotteries.

There were 118 prize-winning game licences, 15 casino licences, and
4 lottery organization licences in the country as of January 1, 2009.

Gibrahayer – Nicosia – A political feud has broken out over the
decision by House President and DIKO leader Marios Garoyian to send
back a basket of presents sent to him by occupation leader Mehmet
Ali Talat for the New Year.

His action was criticised by the Turkish Cypriot press which called it
an insult. Diko said that the reason he did so was because it wrote
"President Mehmet Ali Talat" and "TRNC" on the card. Disy leader
Nicos Anastasiades responded by saying that accepting a present does
not mean recognition. The Government Spokesman refused to get involved.

On January 14, in accordance with the earlier achieved agreement with
the NKR authorities, the OSCE mission conducted а regular monitoring
of the contact-line of Nagorno Karabakh and Azerbaijani armed forces
in the northern direction, on Martakert-Terter road, Press Office of
the NKR Ministry of Foreign Affairs reported.

>From the positions of the NKR Defense Army, the monitoring was
conducted by OSCE Office coordinator, lieutenant colonel Imre Palatinus
(Hungary), Field Assistants of the Personal Representative of the
OSCE Chairman-in-office Antal Herdich (Hungary) and Irji Aberle
(the Czech Republic).

The monitoring passed in accordance with the planned schedule. No
violation of cease-fire regime was registered.

The monitoring mission from the Karabakhi side was accompanied by
representatives of the NKR Ministries of Defense and Foreign Affairs.

Armenian CB Reduces Annual Refinancing Rate

YEREVAN, January 13. /ARKA/. At its sitting today the Board of the
Central Bank of Armenia (CBA) decided to reduce the annual refinancing
rate by 0.25% down to 7%.

The CBA Board confirmed further relief of inflationary pressures last
December due to the continuing downtrends in the world economic growth
rates. The development continued on the domestic food and nonfood
markets and caused a considerable fall in the general inflation rates.

Despite uncertain internal and external developments, the foreign
investment environment, influenced by the decreasing world demand,
will continue influencing the domestic market during the period
under review.

The inflation rates will continue falling as well. Under the
circumstances CBA considers it advisable to continue moderating its
monetary policy thereby facilitating the long-term economic growth.

An inflation rate of 0.1% was registered in Armenia last December
as compared with last November, the annual inflation rate being 5.2%
(a fall of 1.4%).

An inflation rate of 4% (±1.5%) was budgeted in Armenia for last year.

Today the world is seeking ways to overcome the global financial
crisis. Meantime the Armenian Government takes illogical steps doubling
the tax burden. Armenia’s ex Prime Minister Hrant Bagratyan tried to
give the answer to this question.

How will you assess the year of 2008 from the economic point of view?

According to the statistics, the fall of the Gross Domestic Product
(GDP) was 45 percent a month. It further went down in December,
2008. It should be noted that the output largely increased in the world
in November and December. While in Armenia we faced the opposite scene:
the gross agricultural product has decreased twice which means we
have returned to 1992. I wouldn’t say 1993-94 as those were fruitful
years with a strong government and multiple reforms. /Let us remind
that in 1992 the country had two PMs Gagik Harutyunyan and Khosrov
Harutyunyan/. The import has reduced by 40 percent whereas most
agreements on import are signed at the turn of a year. Practically,
if we used to have an import of one milliard drams, this year the
import has significantly curtailed if compared with that of 1996. I
would like everyone to know this bitter truth. The economy boosted
by Robert Kocharyan in ten years was destroyed in 2-3 months.

Will the global financial crisis affect Armenia’s economy?

It will, but very slightly. The economic crisis in Armenia partly
depends on the global one. Today we taste the fruits of the so-called
dram appreciation initiated by the Central Bank at the head of Tigran
Sargsyan. The import has been terminated which means today we cannot
produce goods and sell them overseas as they demand certain services
in return.
