The Sardarapat movement has proposed that henceforth all the Armenians
in Armenia and the Diaspora mark each anniversary of the Armenian
Genocide by observing an all-Armenian One-Minute Silence on April 24,
at 19:15 (7:15 pm), which will symbolize the year 1915.

"We call on all the Armenians to stand up and observe a one-minute
silence at 19:15 in the place where they are at that moment. Let’s
turn it into a sign of our national solidarity and struggle", is said
in the statement of the Sardarapat movement.

STEPANAKERT, APRIL 19, NOYAN TAPAN. From 14 to 17 of May President
of the Artsakh Republic Bako Sahakyan held a number of meetings with
leadership of political parties, heads of Central Election Commission,
state and local self-government bodies.

According to the report by the central information department of the
office of the NKR President, issues related to the National Assembly
elections to be held on 23 May were discussed during the meetings.

The Head of the State underlined that the upcoming elections are
politically responsible event for our republic and all the branches
of the government, local self-government bodies are required to do
everything possible to maintain high organizational level and proper
course of the elections, creating equal and fair competition conditions
for every party and unaffiliated candidates. Bako Sahakyan called
all the parties and candidates to conduct the campaign in a civilized
manner and constructive atmosphere within the law and moral norms.

The President noted that the authorities of the Artsakh Republic would
secure the organization and holding of free, fair and transparent
elections.

Turkey is trying to substitute the non-formed format of the committee
of historians for a dialogue with the Armenian Diaspora and discuss
the Armenian Genocide issue, ARF Dashnaktsutyun member Vahan
Hovhannisyan told reporters, commenting on Turkish Foreign Minister
Ahmet Davutoglu’s statement over starting dialogue with the Diaspora.

"They cannot do it with Armenia, so, they have decided to try it with
the Diaspora," he said.

Perhaps Turkey wants to evolve the dialogue with ARF, with the latter
being a supporter of tough line, Vahan Hovhannisyan said.

"We are open for any dialogues and discussions, but the Armenian
Genocide issue cannot be a subject to discussion for us," he said,
adding that it’s up to the Diaspora central committees to decide
whether to hold talks with Turkey or not.

The overarching view is that Armenia stands to benefit more when
Turkey opens the border, which it has closed unilaterally in early
1990s due to its support for Azerbaijan. However, a deep analysis shows
that Turkey will benefit from the open border with Armenia as much as
Armenia itself. In fact, it meets Azerbaijan’s national interest too.

At least three benefits for Turkey

The first benefit that Turkey will gain from ratifying the two
protocols signed with Armenia and opening its border for trade is
an improved image in Europe and a positive contribution to its EU
aspirations.

Observers say that today’s election results in Cyprus that made a hard
liner Dervis Eroglu the winner and the third president of Turkish
Republic of Northern Cyprus (KKTC) is a serious setback to Turkey’s
EU aspirations. They believe that Eroglu may bring the peace talks
with the Greek Cypriots to a deadlock damaging Turkey’s image among
EU countries. KKTC is only recognized by Turkey. Even Azerbaijan has
not recognized it. Turkey may now feel the need to score a positive
point in its relations with Armenia to balance Cypriot setback.

The second benefit of Turkey from opening the border with Armenia is
the gain of an alternative and reliable route that will transport
energy from Central Asia via Azerbaijan-Armenia-Turkey route to
Europe. This can also be achived through Georgia, bur the 2008 Georgian
Russian war showed that this country is not a reliable and safe route
for carrying energy. The shortest route of Nabucco Gas Pipeline,
plans of which are not moving anywhere, cross through Armenia. The
current two options go through Georgia and Iran. The first is not
reliable and the second is not acceptable for the West.

If Nabucco is realized that would make Turkey an important transit
energy country for the European markets. Nabucco would have better
chances of becoming a reality if Turkey had a normal relations with
Armenia and asked Azerbaijan to do the same.

The third benefit for Turkey is the development of its Eastern
provinces. The Eastern Anatolia is not like Istanbul or Bursa. The
economic difference between Turkey’s Western and Eastern provinces are
like hills and valleys. Having an opportunity to trade with Armenia
will help Turkey’s Eastern regions as much as the Armenian economy. If
only few million people stand to benefit from Armenia (the population
of which is 3.5 million), the lives of tens of millions of Turks and
Kurds will be transformed when they do direct trade with Armenia.

These people will benefit from an increased traffic from Istanbul
to Yerevan. They will be a link of East-West and Russia-Middle East
trade routes.

The problem with Azerbaijan

Azerbaijan and Turkey share the same way of thinking about the foreign
policy when it comes to dealing with a neighbor. The belief is this:
close your border and pressure your neighbor, create additional
economic difficulties so the neighbor, under pressure makes
compromises. Never mind, that Azerbaijan started the war again the
people of Nagorno Karabakh. This policy certainly did not work after
the First World War and did not work with Armenia either. Instead
of pressuring Armenians toward making compromises those blockades,
criticized by the international community, pushed the Christian
Armenians to further distrust Azerbaijan and renewed the memory of
the Armenian genocide, which Turkey denies.

When Azerbaijan talks about Nagorno Karabakh it only speaks of its
territorial integrity. When Turkey talks about the conflict between
Armenia and Azerbaijan it only speaks of the need for the Armenians
to make concessions against Azerbaijan. None of these countries seem
to care about the UN Charter on people’s right to self determination.

None of these countries have voiced their care that these people have
felt oppressed in Azerbaijan and their rights need to be respected.

Thus, Turkey says it’s very difficult to ratify the normalization
protocols with Armenia and open the border because it does not want to
hurt Azerbaijan. Instead, Turkey’s foreign minister Mr. Ahmet Davutoglu
that today travels to Baku, could ask the president of Azerbaijan to
show more care and understanding for the Nagorno Karabakh people’s
right to self-determination. The same way Kosovo’s rights were
respected and the Balkans have peace today with open communications
and restoring trust.

If you want your opponent to make a compromise one needs to build
trust. All involved nations should restore the trust. It is restored
when the communication lines are open and trust restoration is
encouraged by all leaderships. How can the societies in Armenia,
Azerbaijan and Turkey trust each other when the borders are closed
and there is no communication.

Keeping closed borders with Armenia has not solved any problems in
the past 20 years: neither for Turkey nor for Azerbaijan. But both of
these countries could and should show leadership the reaches beyond
emotions and open their borders with Armenia, encourage communication
and build trust. At least that would take the enmity among the people
away from the table. Then the parties could sit down and continue
the negotiations having one less burden to carry toward the solution:
the mistrust.

Fikret Sadikhov Political scientist Fikret Sadikhov has criticized the
policy of the international community in the resolution of the
Karabakh conflict.

Fikret Sadikhov spoke at a roundtable discussion on "South Caucasus:
Global trends and threats", held at the Center for Strategic Research
(CSR) under the President of Azerbaijan with participation of the
leadership of an international organization International Alert.

"When we talk about security, the first thing we have in mind is the
threat of separatism and terrorism", said Sadikhov on the situation
around Nagorno-Karabakh conflict. The political scientist recalled
that Armenia has repeatedly committed terrorist acts against
Azerbaijan even after the signing of the ceasefire agreement. "No one
can guarantee that this will not happen again", said Sadikhov.

The occupied Azerbaijani lands (Nagorno-Karabakh and 7 regions) are
now beyond the control and drug trafficking and other criminal
activities are carried out there", said the political analyst.

"During the meetings with representatives of the Armenians of Karabakh
we could hear more than once that they will be finally recognized as
a state. In this case, they say that there is a lot of Arab States, so
why can there not be one more Armenia? If there was no great danger in
such statements, they could have caused only laughter’, said Sadikhov.

"Today, the opening of the Armenian-Turkish border is at issue and to
this end, the international community puts pressure on Turkey. But for
some reason the international community does not put pressure on
Armenia though it does not accept the updated international principles
for the resolution of the Karabakh conflict. As a result, the
interests of Azerbaijan in the Karabakh issue are not taken into
account which increases the risk of war in the region’, Sadikhov said.

cooperation with the ArmenTel Company, organized a tree planting
campaign in the Haghtanak (Victory) Park in Yerevan. Participating in
the action were also other media outlets, particularly the Haylur news
program, Golos Armenii (Voice of Armenia), Capital, Aravot (Morning),
Chorrord Ishkhanutyun (Fourth Estate), Zhamanak (Time) newspapers,
PanArmenian.net and RFE/LR.

The participants in the campaign hope the 107 saplings will develop
into an Alley of Journalists in a few years.

ArmenTel Press Secretary Anush Begloyan told NEWS.am that the company
organized similar campaign before as well. `Very many trees were
planed, but they withered. This time, in cooperation with NEWS.am we
decided to plant fewer trees provided they are taken care of later,’
she said. She stressed the fact that staffers of different media
outlets combined their efforts in this noble action. `We worked with
joy as good friends,’ Begloyan said.

The Aravot newspaper reporter Naira Mamikonyan said she agreed to take
part in the `environmental action.’ Later, however, the tree planting
put her in an optimistic mood. `We, urban residents, have such a
serious lack of communing with nature that the tree planting filled me
with positive emotions for the whole day,’ Mamikonyan said. She
stressed that other organizations should follow NEWS.am’s example.
`This particularly concerns media outlets ‘ NEWS.am’s initiative is
aimed at creating an Alley of Journalists. May this alley flourish due
to other media outlets’ contributions,’ Mamikonyan said.

Armenian President Serzh Sargsyan met with U.S. Secretary of State
Hillary Clinton on the sidelines of the April 12-13 Nuclear Security
Summit in Washington.

Sargsyan and Clinton "discussed Armenian-American relations, as well
as issues linked to the continuing search for a peaceful solution to
the Karabakh conflict within the framework of the OSCE Minsk Group,"
the Armenian president’s press service told Interfax on Wednesday.

Clinton confirmed that U.S. President Barack Obama was calling on
Armenia and Turkey to continue the normalization process without
preconditions, the press service said.

During a meeting with U.S. Congressman Adam Shiff, Sargsyan thanked
the U.S. Congress for its decision to recognize the Armenian genocide
and support for Armenia in the Nagorno-Karabakh peace process.

Gafesjian Center of the Arts will host at 5 pm on April 21-22 an
event commemorating the 95th anniversary of the Armenian Genocide.

Anna Direi, Public Relations Manager of the Gafesjian Center of the
Arts told Tert.am that Shahen Khachatryan, Director of Arshile Gorky
Museum in Etchmiadzin, will deliver a lecture on Arshile Gorky’s life
and art, sharing the artist’s memories of the Genocide.

She also said that a film titled Arshile Gorky and shot by the Armenian
film-producer Karen Adamyan will be shown during the second part of
the event.

A protest action was conducted in front of the building of the
SWR broadcasting company Mainz city in Germany with regards to
demonstration of a film titled "Aghet" on ARD television, State
Committee for Work with Diaspora Organizations of Azerbaijan reported.

In this film about the fictional "Armenian genocide", the information,
which Armenians spread around the world and which is a lie, is
presented as a truth. Recently, a film lasting 90 minutes, taken in
2009-2010, was demonstrated in the Berlin Babylon Cinema.

The protest action in front of the TV, which presented this film to
a wider audience, was attended by leaders and activists of the Turkic
and Azerbaijani diasporas in Germany. The head of the Rheinland-Pfalz
Turkish Society, Neset Hizir, delivered a letter to the representative
of SWR television, Dr Simone Sanftenberg, on behalf of the Turkish
diaspora. The president of the European Azerbaijanis Congress, Bashar
Komur, did likewise on behalf of the Azerbaijani diaspora. They asked
Dr Sanftenberg to forward the letters to the SWR’s parent channel, ARD.

Speaking on behalf of the Turkish and Azerbaijani communities
in Germany, Neset Hizir told a press conference after the protest
that the peoples of the two countries opposed the screening of the
documentary Aghet by the reputable German TV channel ARD.

A black wreath bearing the words ‘Aghet – the biggest lie’ was placed
in front of the television building.

The protest outside WRD television in Cologne was organized by the head
of the Turkish community in Duisburg, Dr Ali Soylemezoglu, the head of
the United Azerbaijan Society, Elkhan Karimov, the Yunus Emre Society
and Turkish Brotherhood Society. Protesters made statements condemning
the demonstration of a film that propagates the Armenian lies.

An indictment regarding the Cage Operation Action Plan, a suspected
Naval Forces Command plan targeting Turkey’s non-Muslim communities,
has been added to the case file on the 2007 Malatya murders, in which
three missionaries were brutally killed at a Christian publishing
house.

Guray Ertekin, the presiding judge at the Malatya 3rd High Court,
announced on Thursday that his court had received a copy of the
Cage indictment and added it to the case file. The decision marks
an important step in the course of the trial, during which lawyers
representing the victims’ families have continually insisted that
the murder of the three Christians was not a simple hate crime,
but something much deeper.

The Cage plan was retrieved from a CD seized in the office of
retired Maj. Levent BektaÅ~_, a suspect in the Ergenekon case, in
April. The CD exposed the group’s plans to assassinate prominent
Turkish non-Muslim figures and place the blame for the killings on
the Justice and Development Party (AK Party). The desired result was
an increase in internal and external pressure on the party, leading
to diminishing public support for the government.

The plan calls the killings of Armenian-Turkish journalist Hrant Dink,
Catholic priest Father Andrea Santoro and three Christians in Malatya
an "operation." An antidemocratic group within the Naval Forces
Command aimed at fomenting chaos in society with those killings,
but complained that the plan failed when large groups protested the
killings in mass demonstrations.

"The operations created a large public outcry that non-Muslims
in the country were the target of reactionary groups. But society
stood by non-Muslims with a ‘We are all Armenians’ campaign. Now,
we will continue the propaganda, showing that the hand behind the
killings was the AK Party and reactionary organizations," the plan
reads. Erdal Dogan, one of the co-plaintiffs in the case, called for
light to be shed on the killings of the three Christians in Malatya.

In April 2007, Necati Aydın (35), Ugur Yuksel and German national
Tilman Geske (46) were tied to chairs, tortured and stabbed at the
Zirve Publishing House in Malatya before their throats were slit. The
publishing house they worked for printed Bibles and Christian
literature. Nine men have been charged with the murders, and seven
of them are in jail. Yesterday’s hearing was attended by the victims’
families, their lawyers and members of domestic and foreign press.

The first indictment on Ergenekon was also added to the Malatya case
in 2008. Evidence collected in the Ergenekon investigation suggested
that the brutal killings might have been organized by Ergenekon,
which is suspected of a large number of murders and bombings aimed
at creating chaos in the country to serve the organization’s ultimate
purpose of overthrowing the government.

The investigation into Ergenekon, a behind-the-scenes network
attempting to use social and psychological engineering to shape the
country in accordance with its own ultra-nationalist ideology, began
in 2007, when a house in Ä°stanbul’s Umraniye district that was being
used as an arms depot was discovered by police.

Points from additional Cage folders The additional folders of evidence
related to the Cage indictment were distributed to the suspects’
lawyers on Wednesday. They link the killings of Dink, Santoro and
the three Christians in Malatya with the Cage plan. According to the
evidence in the folders, the murders aimed to trigger the question
in society of whether non-Muslim residents in Turkey were safe.

"When the impact of the killings on society is examined, it is seen
that they were aiming to show that minority groups and non-Muslim
residents in the country were in danger in Turkey and as if they
were the target of reactionary groups. The killings also hoped to
make non-Muslims believe that they could be the target of similar
attacks at any time," the additional evidence argues.

It also indicates that the probe into the killing of Dink has not
gone beyond the capture of the suspected gunman, Ogun Samast.

Dink was gunned down on Jan. 19, 2007 in broad daylight in front
of the headquarters of the bilingual Armenian weekly Agos, where he
was editor-in-chief. Police arrested Samast and an associate, Yasin
Hayal, a few days later. There are a total of 20 suspects in the case,
eight of whom are currently under arrest. Following Dink’s murder,
numerous reports suggested that the police had been tipped off about
the planned assassination more than once before his murder but had
failed to prevent it.

"It has been revealed that the suspected murderer of Dink is Ogun
Samast, who was 17 years old at the time. In line with Samast’s
statements, the instigators and planners of the killing, Yasin Hayal
and Erhan Tuncel, were also captured. However, the probe has failed
to go deeper," the evidence notes.

Explosives placed in submarine The additional folders also include
evidence related to blocks of TNT and other explosives placed at
the bottom of a submarine exhibited at the Rahmi M. Koc Museum. The
explosives were found by police in July based on a plan outlined in
the Cage plot. They were to be detonated while a group of students
was visiting the museum.

According to the folders, the explosives were placed in an apparatus
that determined the depth of the submarine.

The insertion of the explosives into the submarine was reportedly
coordinated by retired Adm. Ahmet Feyyaz Ogutcu, whose name appears in
Cage plan documents as "the president." He was forced to retire after
a Supreme Military Council (YAÅ~^) meeting last August, reportedly
due to his suspected ties with an illegal organization. The Cage plan
suggests that the explosion should occur on a day when the museum
was visited by a large group of students. "Materials to be planted at
the museum have reached operators. We should increase the number of
visitors to the museum. C.G. will tell us when the visitor intensity
at the museum is the highest. We should accelerate publicity and
organization activities [regarding the museum] in schools. Students
are the most important elements of this project. We should confirm
the day of the operation," read one of the documents.

The additional evidence also points to Vice Adm. Kadir Sagdıc and
Rear Adm. Mehmet Fatih Ä°lgar as the "number two and three men"
behind the plot. The two were interrogated in February by Ä°zmir
prosecutors as part of the probe into Ergenekon.

The Cage indictment calls for jail sentences of up to 15 years for
Adm. Ogutcu, Vice Adm. Sagdıc and Rear Adm. İlgar on charges of
membership in a terrorist organization. It also seeks lengthy prison
sentences for 30 other defendants on similar charges. The suspects
will stand trial on June 15.

The folders also include the testimonies of naval officers whose names
are mentioned in the Cage indictment regarding an interrogation of
Cage suspects by the Naval Forces Command. According to the folders,
Emre Tepeli, a noncommissioned officer, told civilian prosecutors
conducting the Cage probe that they were questioned by two Naval
Forces Command officers about the suspected plan on Aug. 13, 2009.

"They asked me to tell all I knew about the Cage plan. I said I knew
nothing about it. They did not give me any information about the
plan," Tepeli said. Another noncommissioned officer, Huseyin Erol,
said he told the naval officers that he had heard about the Cage plan
when he was invited to the naval base in Gölcuk in August 2009. Col.

Levent Gulmen also said he was questioned by the Naval Forces Command
about the plan.
